LINE-UP FORM 1. Each team coach must present the referee with 3 separated copies of the line-up form with the date of the match prior to the start of each game. 2. Line-up forms must include the names of all rostered EPYS players or EPYS travel club pass players along with the proper player jersey number. Players may be added. The coach shall also sign the line-up. Any player crossed out or not listed on this form is ineligible to participate in that game. 3. Each line-up form shall also include the club name, age group and gender (i.e. LMYA 14-U Boys), the date of the game, the names of the participating teams, and spaces for official s signatures. 4. A player whose EPYS player pass is not available for a given game must print his or her name, provide his or her birth date, and sign the back of the line-up form in the presence of the referee. REFEREE FEES Each team coach must present the referee with half the total game fees. Game fees for the 2019/19 season are: U9/10 - $17.50 each team = $35 U11/U12 Division 2 - $22 each team = $44 U12 Division 1 (3 referees) - $54 each team ($22 for Referee, $16 for each AR) = $108 U13/U14 - $61.50 each team ($25.50 R, $18 each AR) = $123 U15/U16 - $69.50 each team ($29.50 R, $20 each AR) = $139 U17/U19 - $78.50 each team ($32.50 R, $23 each AR) = $157 PLAYER REGISTRATION Passes & Rosters There will be a maximum of 22 / minimum 14 rostered players on teams registered as 13U to 19U. For each team participating in a large-sided game a maximum of 18 players may be on the line-up form. Only players listed on the line-up form may be dressed in uniform on the team sideline. At least seven of those players are required to start a match. There will be will be a maximum of 16 / minimum 12 rostered players on the line-up form for teams registered in the 9 v. 9 age groups of 11U and 12U. At least six of those players are required to start a match There will be a maximum of 12 / minimum 10 rostered players on the line-up form for teams registered in the 7 v. 7 age groups of 9U and 10U. At least six of those players are required to start a match. EPYS requires that each team maintain a minimum number of its original players for the entire seasonal year to keep a team alive. Teams registered in 7 v. 7 and 9 v. 9 age groups must keep a minimum of 7 original players and teams registered in 11 v 11 age groups, must keep a minimum of 9. EPYS Audit Rules will apply as well as LVYSL Rules of Play. EPYS issued rosters and passes must be surrendered upon request (request may be made by verbal, written or electronic means) to LVYSL or an official of an active member club of LVYSL within 10 days of the request. RULES GOVERNING PLAY Substitutions 1. An unlimited number of substitutions will be permitted in all games to encourage participation. Furthermore, a substituted player may re-enter the contest an unlimited number of times. 2. In all games, substitutions may occur at any stoppage of play at the referee s discretion based upon Page 1 of 5

advantage and time management. 3. Substitutes must be at the midfield line and ready to enter. No substituting from the bench is allowed. Coaches sending players directly from the bench will not be allowed to substitute that player during that stoppage. 4. If there is a stoppage of play due to an injured player on the field, (with the exception of the goalkeeper) that player must be substituted for and may not return until the next opportunity for substitution. 5. The opposing team may substitute at the time of the injury (1 for 1). 9U/10U Build-Out Line 1. When the game is to be (a) restarted with a goal kick, or when (b) the goalkeepers gain possession of the ball with their hands during the run of play, the players of the defending team must move behind the build-out line until the ball is put back into play. A. On goal kicks, the ball is not in play until the ball completely exits the penalty area. B. When the goalkeepers are in possession of the ball, the ball is considered back in play as soon as the goalkeepers release the ball from their hands. 2. Any defensive player not behind the build out line when the ball is put back into play may not move to play the ball, or put pressure on an attacking player receiving the ball, until the ball has been played by another player or the ball passes over the build-out line. An infraction of this rule will be penalized with an indirect free kick given to the offensive team at the place of the infraction. 3. Note: the positioning of the attacking team s players is not restricted by the build-out line in either of the situations described in paragraph 1 above. 4. Goalkeepers may not put the ball back into play via a punt, drop kick or half volley. If they do so, an indirect free kick should be awarded to the defensive team at the spot of the offense. If the offense occurs in the goal area, the indirect free kick should be taken on the goal area line, parallel to the goal line, at a point nearest to where the infraction occurred. 5. The build-out line also is used to denote where offside offenses can be assessed. Players cannot be in an offside position if they are between the midline and the build-out line. Players can be penalized for an offside offense if they are judged to be in an offside position when between the build-out line and the end line. The home team must change jerseys if there is a color conflict with the opposing team. Failure to do so will result in a forfeit by the home team, as the home coach should have contacted the opposing coach prior to the game. 2. All players are required to wear shin-guards, which shall be completely covered by socks in accordance with Law IV in the FIFA Laws of the Game. 3. Shirts must be tucked in. The goalkeeper must wear a jersey that contrasts with the uniform of both teams and the referee. 4. No jewelry, including earrings, gauges and piercings, or any other item deemed unsafe by the referee, is permitted. Page 2 of 5

Spectator Misconduct Spectator misconduct includes but is not limited to verbal abuse (of referee, opposing coach, player or another spectator), unauthorized entry to the field of play, verbal or physical threats. A team official and club are responsible for the conduct of their spectators. 1. Minor Spectator Team Misconduct and Violations A minor infraction is when the referee indicates unacceptable spectator misconduct on the game report. The BOD reserves the right to impose additional sanctions on a club for repeated spectator misconduct. 2. Spectator Ejections Incidents and Violations Spectators ejected from the match must leave the field of play and surrounding area. They must stay away from the field until the referee leaves the site. Games should not be restarted until the ejected spectator has left the field and surrounding area.
