High lights ACTIVITY REPORT : MARCH 2010 Three operations are carried out against dealers of primates (chimpanzee). New exemplary and deterrent sentenced against a leopard skin dealer. Holding of an evaluation workshop with officials of the ministry in charge of wildlife and WWF on the end of the pilot phase of the RALF Project (re-enforcement of the application of wildlife law). General The WWF RCA re-enforcement of the application of wildlife law which has as mission to assists the ministry in charge of wildlife to fight against wildlife crimes in the Republic of Central Africa once again in once again in the course of this period carried out operations against four dealers of protected wildlife species. It equally continued multiplication of contacts with administrative and diplomatic authorities. The aim behind this been to always solicits their support for the project. The coordinator maintained contacts with friendly partners of nature protection The state counsel of the High court of Bangui ; The Ambassador of France Investigations 30 investigations were carried out within this period. 22 in 7 of the 8 subdivisions of BANGUI and in the prefectorial district of OMBELLA-M POKO a BIMBO and PK and Maka 12 which is around the environs of BANGUI 5 volunteers are on test ; Investigations were focused on wild cats, elephantine, primates and reptiles. This investigation witnessed the arrest of 5 dealers of primates. Operations 10/03/10 One operation is carried out against two dealers including a Uniform officer. In the course of this operation, the dealer is arrested opposite Benz-VI primary school in the 5 th subdivision trying to illegally sell a live chimpanzee ; The chimpanzee seized belongs to a caporal of the National Arm forces. After the recording of his statement of offence by the Gendarmerie territorial brigade of Bangui, the state counsel to the greatest surprise of all ordered the release of the dealer and the restitution of the chimpanzee.
15/03/10- Another operation is carried out against a police officer arrested besides restaurant ATLANTIS accompanied by his younger brother worker with the wildlife administration, trying to sell a live chimpanzee. During his audition, he produced a certificate of origin delivered by the Regional Director of wildlife of OUAKA despite the fact that the latter does not have the competence to deliver such documents for as it is clearly stated in the code for the protection of wildlife, only the minister in charge of wildlife can authorised the detention of totally protected wildlife species and in well precise cases. When the dealer was taken to the central police commissariat, the chief post on duty refused putting the dealer behind bars because of solidarity of corp. 27/03/10- One last operation was carried out against a chimpanzee dealer. The animal is confiscated but the trafficker due to his extreme aggressiveness is not brought to the Police commissariat. The state counsel promised to convoke him. Legal Department The Bangui high court once again sentences another dealer of wildlife species (leopard skin) to an exemplary penalty of 6 months imprisonment term and to pay damages of 150 000F cfa. He was arrested trying to illegally sell a leopard skin. Two jurists are dismissed for lack of team spirit. A new legal adviser is put on test besides the first who started in October. One new case is send to the Bangui high court for trial. The Penda brothers. Six (6) cases are followed up in court by the legal department: BOCAT Sylvie, Aboubakkar NDJIDDA, SALI Hassan, MBATENEME Michel, ELIAN Modeste and KAGBAVOU Achille. Three (3) cases are programmed at the court of Appeal. Media 43 media pieces were produced and broadcast on the radio, television and written press. 34 on the radio, 3 in written press, 4 on the television and 2 on the internet both in French and Sango. Subjects focused on: Release of crocodiles into their natural environment; two crocodile dealers to appear in court; one dealer of leopard skin sentenced in Bangui. External Relations A meeting is held with the Attaché of interior security at the French Embassy to present to him the realisations achieved so far and equally solicits his intervention for an audience with the Minister of defence.
Management Daily meetings are held with all RALF personnel in general and investigators in particular in order to ensure a better accomplishment of their assign missions. Organisation of an evaluation workshop on the first pilot phase of the RALF Project. The different interventions of officials of the Wildlife administration, WWF and RALF were focused on the following: Presentation of the RALF programme (justification, objectives and partners ).
