IBS Annual Membership Meeting January 12, 2019 The 50th Annual Membership Meeting of the International Benchrest Shooters was held on January 12, 2019 at the Holiday Inn Harrisburg, Grantville, Pa. The meeting was called to order at 9:00 a.m. by President Jeff Stover. A moment of silence was observed for friends that had passed in the previous year. First Vice-President Jim Cline filled in for Recording Secretary Joan Borden, who was ill, to call the roll of Match directors to determine a quorum. Clubs present or proxy representations in attendance were: Fairfax, Mid Carolina, GMSA, Black Creek, Orrington, Blue Grass, Buck Creek, Bell City, Capitol City, Ashe County, Sulphyr Springs, Florida Benchrest, Bowmanstown, Pine Tree, Bridgeville, IWLA York, Union County, Ga 1000 yard, MSSA, TN, Hawks Ridge, BRRC- St. Louis, Whitehorse, Vapor Trail, Va. 1000, Mainville, Camillus, Central Va, Manatee, Pinetucky, South Creek, and Piedmont. Executive Board members present were: Jeff Stover, Bill Gebhardt, Frank Danisienka, Bob White, Jim Cline and Jim Bauer. A quorum was established. Recording Secretary- Stover gave the Recording Secretary report. As of January 2019 the membership totals 968 plus 97 Life Members. The Recoding Secretary s reports showed that $55,096 was turned over to the Treasurer. Joan sends monthly reports and funds to Treasurer. Treasurer Bill Gebhardt reported; he stated the finances are solid. Total cash assets are $106,538 including the President s Fund and two CDs which total nearly $20,000. The IBS Secretarial books were audited by a CPA in Tunkhannock, PA. The Treasurer's books were audited by an accountant from Lock Haven, PA. Stover noted that the records of both the Treasurer and Recording Secretary will be audited by Bob Hager, CPA of Muncy, PA. First VP and Match Chairman Jim Cline gave the match schedule report. The following Clubs will be holding the Nationals this year: 1000 yard- Hawks Ridge, NC; 600 yard- Gopher Rifle Club, MN; Score 100-200- Mid-Carolina Gun Club, SC; Score 200-300- Georgia Mountain Shooting Assoc., GA; and Group- Holton, MI. Second Vice President Frank Danisienka provided a status report regarding the Score Hall of Fame. This effort had been nearly dormant for a number of years, but Frank has been working with Gary Long and others. Stover noted that Frank will retire at the end of his term at the conclusion of the 2020 Annual Meeting. Stover thanked him for his dedication to the position and announced the IBS is looking for his successor. 1

Long Range Committee report was given by David Mathews. Awards were presented to those in attendance and handed out to others to deliver, or will be mailed. 1000 yard Shooter of the Year is Mike Wilson. Presidents Report: Jeff Stover went over a PowerPoint slide show which is posted separately on the IBS website along with his annual report. 2018 Season Rule Book Items: The meeting moved into the proposed agenda items. For this year, the three agenda items could only be discussed because they had not been published for 45 days before the Annual Meeting. Stover explained that he was responsible for this oversight. The agenda items were: SC1: Include a 2-gun and 3-gun Aggregate and Recognize 200-300 yard Aggregates 7

We the below signed members of IBS would like to change the below sections to include a 2 gun and 3 gun aggregate and update the section to recognize the 200-300 yard aggregates as championships. This will also include any and all applicable records that will apply. Below is a direct excerpt out of the rule book in bold black letters. This agenda item would remedy the situation. 8

Proposal: Change Shooter of the Year points calculated to read: Points will be awarded for the Two Gun Overall, Light Gun Overall, Heavy Gun Overall, Light Gun Score and Group Heavy Gun Score and Group. LR2: Proposed Change for Two Gun Calculation Issue: Two Gun Calculations are determined by adding together a shooter s rankings in Light Gun and Heavy gun Score and Group, They are not based on the Shooters Overall Group aggregate and total Score for the match. This essentially turns the Two Gun calculations into an estimate. Proposal: Calculate Overall Two Gun based on the Shooters Overall Aggregate and Score for the match using the below method. The overall Two Gun for any shooter will be calculated using the following method: 1. The shooter s two Gun group aggregate will be determined by adding all group sizes shot in LG and HG together and dividing by the number of targets. 2. A shooter s Two Gun score will be determined by adding all scores from targets shot in LG and HG. 3. Shooters will be given a ranking based on the shooters overall Two Gun aggregate (smallest to Largest) and overall Two Gun score (highest to smallest). 4. The Shooter s ranking numbers from overall Two Gun aggregate and overall Two Gun score will be added together to determine overall Two Gun Rank. This ranking will be sorted in ascending order, the lowest number will be deemed the overall Two- Gun aggregate winner. The procedure for breaking Two Gun Ties will remain the same. Appendix A: 2018 Mail-in Ballot Facsimile Temporary Rule Changes to be Made Permanent (if approved) Please vote yes or no to the following rule changes and mail back with your ballot in the envelope provided. Return envelope must be signed in order to count. LR5: "Coaching Rule Changes Re: New Long Range Rule book, page 26 "General Rules", Coaching. Existing Rule: 1147 Coaching. Coaching wil be allowed during the sighter period only. Exception: for safety and 1148 instruction proposed, new shooters may be assisted during their sighter period and record string 1149 with permission for the Range Officer and for no more than two matches. Other than this 1150 exception competitors caught coaching or receiving coaching will be disqualified. Proposed rule Change: Replace lines 1147, 1148, 1149 and 1150 with the following: Coaching will be allowed during the sighter period only. Exceptions for safety reasons only. New shooters may be assisted during their Rookie period with permission for the Range/Safety Officer. Mentally or physically handicapped shooters may receive assistance with permission from the Range/Safety Officer. Handicapped shooters must indicate what type of assistance they require prior to the start of the match. It is for the Range/Safety officer to determine whether this request is reasonable, fair or within current IBS rules. The Range/Safety officer may allow a new, rookie or handicapped shooter a previously designated coach and that person/coach, during the sighter period only, may fire a sufficient number of shots until one shot is spotted on the bank, berm, or sighter target. Then the New, Rookie or handicapped shooter must resume firing the rifle for the remainder of the sighter period. If a Coach performs more than described here and or to the Range/Safety officer, then both the shooter and Coach will be disqualified from the matches in which they committed the violations Reason for Change/Addendum: Pursuant to the 2016 IBS National Championship incident where an advising competitor took possession of another competitor's gun, occupied the same competitors seat at their assigned bench. Shot the same competitors rifle and adjusted the same competitors scope so as to be "on target". The previously mentions "same" competitor had participated in many previous IBS matches including top ten finishes at National competitions and obviously did not have Rookie status. Through a misunderstanding with a Range Officer this "advising" competitor took full advantage of the Range Officer's lack of familiarity with this "advising" competitor and did not 10

convey their full intentions. It is also commonly felt that this was a violation of existing rules but further clarification would be helpful in future situations. yes No LR1: "For 600 yard competition at a given range, only one IBS Club may host matches that earn 600 yard SOY points." One IBS affiliated club may use a single or common range facility including the ability to award 600 yard IBS SOY points. Any additional IBS club wishing to use a range or club facility that another IBS club is currently using may not award 600 yard SOY points at their matches. Reason for Rule Change: There is no existing rule concerning this matter and this proposal would be an addition to the rules instead of a "Change". Currently we have no formal policy in place for the addition or prohibition of new IBS clubs or existing IBS clubs piggybacking an existing IBS range/club facility. At the Winter Meeting of 2015 it was decided by the LR committee that any additional IBS clubs, whether new or existing, may not use an IBS affiliated range/club facility that is currently being used by a IBS club including the ability to award SOY points. In effort to promote consistency within 600 yard discipline and at the direction of the LR committee. yes No LR3: "One Club/One range with Exceptions" in 1000 yard competition 1000 yard Ranges and clubs-ranges are only permitted to hold IBS sanctioned matches for one IBS Club for its 1000 yard matches, noting that: The Virginia 1000 yard Benchrest club is grandfathered and is not subject to this rule. By action of the Long Range committee, and with agreement by the Executive board, this one range/one club rule may be waived in order to allow more than one club to use the same range if there is a reasonable expectation that it will lead to growth of the 1000 yard discipline. However, the second club at the range must be a distinct club with distinct officers running its own matches, not a clone of the other club. The Long Range Committee is required, to the best of its ability, to establish a 1000 yard Shooter of the Year points system that minimizes geographical advantage.
