Welcome Letter from Grandmaster Jo Dear Competitors and Families, Thank you so much for being apart of this great event! Without our families, competitors, and volunteers, this tournament would not be possible. We are very excited to be hosting both Open Class and World Class competitions for the first time in our tournament s history! This year, we have a much larger competition space and will be using two gyms for the competition both the main gym and auxiliary gym. This is going to make the Open Class competition even better than before. Parents and spectators can have an easier time viewing their children s competition. For our World Class competitors, we will be using a World Taekwondo Federation regulation-sized World Poomsae ring AND a regulation-sized octagon for World Class Sparring. For our World Class Sparring members, we will also be using the electronic Daedo system for scoring! I am confident that this year s tournament will be our BEST one yet! Open Class Poomsae (Form) Rules & Scoring Black Belt Competition (9:00AM-10:00AM) Competitors will be divided into waves of three(3). From there, they will be called up to demonstrate their Poomsae technique. Competitors will be awarded 1 st, 2 nd, or 3 rd Place. Competitors may choose to perform their level s Recognized Poomsae, or they may perform a Creative Poomsae. Color Belt Competition (2:00PM 3:00PM) Competitors will be divided into waves of three(3). From there, they will be called up to demonstrate their Poomsae technique. Competitors will be awarded 1 st, 2 nd, or 3 rd Place. Competitors may choose to perform their level s Recognized Poomsae, or they may perform a Creative Poomsae. Color Belt Recognized Poomsae By Level Taegeuk 1, 2, 3, 4, 5, 6, 7, 8 All color belt competitors have the option of performing a creative form. Other accuracy including basic movements & balance. 4.0 Presentation (6.0) Speed and Power 2.0 Strength and Speed/Rhythm 2.0 Expression of Energy 2.0 Total Available Points in Criteria 10.0 During competitions, NO spectators or parents are allowed in the competition area (mat) only approved tournament staff, coaches, and officials are permitted. 12

Open Class Breaking Rules & Scoring Black Belt Competition (10:00AM 10:45AM) Color Belt Competition (3:00PM 4:00PM) Competitors will be divided into waves of three(3). From there, they will be called up individually to demonstrate their breaking routine. Competitors will be awarded 1 st, 2 nd, or 3 rd Place. Rules Regulation breaking board sizes for this competition are as follows for all ages: 11 x 8 (either 1 or 0.5 thick) A maximum of three(3) stations are allowed. If a single breaking station requires more than one board holder, the competitor must provide the extra holder(s). All competitors will be given a maximum of two(2) minutes to successfully set up and complete their breaking routine. Competitors will be allowed to break WOODEN boards only (no bricks, concrete, metal, or glass breaking materials allowed). For stationary power breaks, no concrete blocks are allowed. Wooden blocks will be provided within the ring (or the competitor can bring their own). All wooden breaking boards must be purchased onsite at the tournament. Scoring Criteria Details of Scoring Criteria Points Accuracy (4.0) Presentation (6.0) Focus Accuracy and Precision 4.0 Speed, Power, and Yelling 2.0 Creativity 2.0 Set up, Execution, and Showmanship 2.0 Total Available Points in Criteria 10.0 During competitions, NO spectators or parents are allowed in the competition area (mat) only approved tournament staff, coaches, and officials are permitted. 13

Open Class Weapons Rules & Scoring Black Belt Competition Only (10:45AM 11:30AM) Competitors will be divided into waves of three(3). From there, they will be called up individually to demonstrate their weapons routine. Competitors will be awarded 1 st, 2 nd, or 3 rd Place. Rules Routines must be no longer than two(2) minutes. Traditional weapons of all types are allowed to be used nunchucks, bo staff, sword, sais, etc. (no ranged weapons). All weapons must be BLUNT no sharp edges or tips of any type allowed and swords must be full-tang. Scoring Criteria Points Concentration 2.0 Balance 2.0 Grace 2.0 Power 2.0 Understanding of Particular Weapon 2.0 Total Available Points in Criteria 10.0 During competitions, NO spectators or parents are allowed in the competition area (mat) only approved tournament staff, coaches, and officials are permitted. 14

Open Class Sparring Rules & Scoring Black Belt Competition (11:30AM 12:30PM) Color Belt Competition (4:00PM 5:00PM) There will be NO HEAD CONTACT ALLOWED. Scoring: 1 point awarded for a punch to the body area with proper force. 2 points will be awarded for a kick to the body area with proper force. 3 points will be awarded for a spinning/turning kick to the body area with proper force. 1 point awarded for every Gam-jeom given to the opponent contestant *Match score will be the sum of the points over all rounds. Permitted Techniques: Fist Technique: A straight punching technique using the knuckle part of a tightly clenched fist Foot Technique: Delivering techniques using any part of the foot below the ankle bone Permitted Areas: Trunk: Attack by fist and foot techniques on the areas covered by the trunk protector are permitted. However, such attacks shall not be made on the part of the spine. Black Belt Rounds: Two(2) Rounds 90 seconds each round; 30-second break between rounds. Golden Point round will be held if there is a tie by the end of the second round. Color Belt Rounds: Two(2) Rounds 1 minute each round; 30-second break between rounds. Golden Point round will be held if there is a tie by the end of the second round. Required Equipment: MANDATORY Contestants must wear a white Taekwondo V-neck WTF approved uniform (Dobok) in good condition. Black belts must wear black-collared uniforms. Athletes are required to bring their own white, red, or blue headgear; groin cup (male competitors), forearm, shin & instep guards, mouthpiece, and red or blue chest protector. Gloves are optional. During competitions, NO spectators or parents are allowed in the competition area (mat) only approved tournament staff, coaches, and officials are permitted. 15

Open Class Sparring Prohibited Acts Penalties shall be declared by the referee. Penalties consist of Gam-jeom (deduction penalty). A Gam-jeom shall be counted as one (1) additional point for the opposing contestant. For Open Class Sparring, there will be NO HEAD CONTACT ALLOWED. Prohibited acts: Crossing the Boundary Line Falling down Avoiding or delaying the match Grabbing, holding or pushing the opponent Lifting the knee to block or/and impede the opponent s kicking attack, or lifting a leg for any amount of time, without execution of any attacking technique, to impede opponent s attacking movements Kicking below the waist Attacking the opponent after "Kal-yeo" Hitting the opponent s head with the hand Butting or attacking with the knee Attacking the fallen opponent Misconduct of contestant or coach When a coach or contestant commits excessive misconduct and does not follow the referee s command the referee may declare a sanction request by raising a yellow card. In this case the Competition Supervisory Board shall investigate the coach s behavior and determine whether a sanction is appropriate If a contestant intentionally and repeatedly refuses to comply with the Competition Rules or the referee s orders, the referee may end the match and declare the opposing contestant the winner. When a contestant receives ten (10) Gam-jeom, the referee shall declare the contestant loser by penalties. The amount of Gam-jeom shall be counted in the total score of the three rounds. During competitions, NO spectators or parents are allowed in the competition area (mat) only approved tournament staff, coaches, and officials are permitted. 16

2017 U.S. Capital Open Taekwondo Championship Open Class Competition Application & Waiver Sunday, May 7, 2017 Admission Tickets: $8 ($10 At the Door) One Event (before April 20 th ): $60.00 One Event (after April 20 th ): $70.00 Each Additional Event: $20.00 No Personal Checks Accepted. Only Martial Arts School Checks, Cashier s Checks, Money Orders Accepted. Members who register online may use a credit card. Make all checks, cashier s checks and money orders payable to DYMA World Mission Institute. Current permanent resident of the United States, or a U.S. Citizen. Must be able to completely perform all the physical demands of a referee.
