Sailing Instructions [DP] denotes a rule for which the penalty for a breach of that rule is at the discretion of the protest committee. This changes RRS 64.1. 1. RULES 1.1. Races will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2. Special Regulations of Australian Sailing Part 2 Off the Beach Boats will apply. 1.3. A boat that infringes RRS 77 (Sail Numbers) in any race will receive a three point scoring penalty in that race without a hearing unless a written request for approval of that non-compliance has been made by the boat to the Race Committee and written approval has been given by the Race Committee. This changes RRS 77, 63.1 and A5. 1.4. Rule 40 applies at all times while afloat. This changes the Part 4 preamble (which requires personal flotation devices only when racing). 1.5. Arbitration will be conducted in accordance with Appendix T. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the Official Notice Board located inside the Dinghy Clubhouse. 3. CHANGES TO SAILING INSTRUCTIONS 3.1. Any change to Sailing Instructions will be posted not less than 45 minutes before the scheduled start time of the first affected race, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect. 3.2. Any change to the sailing instructions made on the water (which may be oral) will be delivered by a Race Committee Signal Boat. Flag L will be displayed while the changes are being given. It shall be the responsibility of each boat to obtain the written or oral instructions. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on the flag mast at the Dinghy Section Clubhouse. 4.2. Display of: Naval Numeral 1 will designate Race Area Alpha Naval Numeral 2 will designate Race Area Bravo 4.3. When flag AP is displayed ashore, 1 minute stated under Race Signals is replaced with not less than 45 minutes.

5. SCHEDULE OF RACES 5.1. It is intended to complete up to 8 races for the series. 5.3. Subsequent races will be started as soon as practicable after completion of the previous race. 5.4. No warning signal will be made after 1500 on Sunday 28 th October 2018. 6. CLASSES 6.1. Any other racing class will be assigned a course and class flag by the Race Committee on the first day of racing prior to launch. 6.3. Optimist Silver and Open Bic Silver Fleet boats are required to display a clearly visible Pink ribbon on their sail. These need to be fixed to the top of the sprit for Optimist Silver and top of the mast for Open Bic Silver. Pink Ribbons will be available at Registration.

7. RACING AREA 7.1. Approximate racing areas are contained in Attachment B. 7.2. For the purposes of SI 16.2, the Racing Area will be the area within the marks of the course and a 100m radius around each racing boat. 7.3. Optimist Silver Fleet races may be conducted in the Harbour at the Race Committee s discretion. To signal this change in course area while afloat the Race Committee Signal boat will display AP over H over the Optimist Silver Fleet Class Flag. 8. COURSES Courses are identified in Attachment A. 9. MARKS 9.1. Alpha Course marks 1 and 2 will be Red Conical Inflatable Buoys. 9.2. Alpha Course marks 3S, 3P, 4S and 4P will be Orange Pimple Buoys. 9.3. Bravo Course marks 1, 2 and 5 will be Yellow Cylindrical Inflatable Buoys 9.4. Bravo Course mark 1A will be a Large Yellow Cylindrical Inflatable Buoy. 9.5. Bravo Course mark 2A will be a Large Orange Pimple Buoy. 9.6. Bravo Course marks 3S, 3P, 4S and 4P will be Yellow Conical Inflatable Buoys. 10. SIGN ON/OFF 10.1. All helmspersons and crew shall sign on using the sheets provided prior to going afloat for racing. 10.2. All helmspersons and crew shall sign off within one hour of the finishing time of the last boat (of that class) in its last race of the session, or the time the race committee signals no more racing today, whichever is later. 10.3. Boats failing to comply with any part of SI10.1 or 10.2 will be subject to a 3 point scoring penalty for each indiscretion to be applied to the race closest to each indiscretion without a hearing. This changes RRS 63.1 and A5. 11. THE START 11.1. For All course areas, races will be started in a 3 minute starting sequence as described below, this changes RRS rule 26. Boats whose Warning Signal has not been given shall keep clear of the start area. [DP] 11.3. A boat starting later than 2 minutes after her Starting Signal will be scored Did Not Start without a hearing. This changes RRS 63.1, A4 & A5. 11.4. The starting line will be between staffs displaying orange flags, one on the Race Committee Signal Boat at the starboard end of the line and one on a starting mark at the port end.

12. THE FINISH 12.1. The finishing line on Race Area Alpha will be between a staff displaying an orange flag on the Race Committee Signal Boat at the port end of the line and an orange flag on the finish pin marker at the starboard end. 12.2. The finishing line on Race Area Bravo will be between staff displaying an orange flag on the Race Committee Signal Boat at the starboard end of the line and a black and white inflatable buoy at the port end. 12.3. Except when finishing, boats sailing through a finish line in either direction, while the Race Committee Signal Boat is displaying a Blue Flag, will be subject to a 3 point scoring penalty without a hearing. This changes RRS 63.1 and A5. 13. TIME LIMIT Boats failing to finish within 15 minutes after the first boat of their division/class that sails the course and finishes will be scored Did Not Finish (DNF). This changes RRS 35 and A4. 14. PROTESTS AND REQUESTS FOR REDRESS 14.1. Protest forms are available at the Race Office, located inside the Dinghy Clubhouse. Protests and requests for redress or reopening shall be delivered there within one hour of the finishing time of the last boat to finish on each course area in its last race of the day or the race committee signals no more racing today, whichever is the later. This changes RRS 61.3. 14.2. Notices will be posted no later than 30 minutes after the Protest Time Limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room (Dinghy Clubhouse Office) beginning at the time posted. 14.3. On the last scheduled day of racing a request for reopening a hearing shall be delivered: a) Within the protest time limit if the requesting party was informed of the decision on the previous day. b) No later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66. 14.4. On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2. 14.5. Breaches of SI s marked DP will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the Protest Committee so decides. This changes RRS 64.1. 15. SCORING 15.1. The low point scoring system, of RRS Appendix A.4.1 will apply. 15.2. To constitute a series 3 races are required to be completed. 15.3. When fewer than 5 races are completed, a boat s series score will be the total of her race scores. 15.4. When from 5-7 races have been completed, a boats series score will be the total of her race scores excluding her worst score. 15.5. When 8 races have been completed, a boat s series score will be the total of her race scores excluding her worst two scores. 16. COACHES AND COACHING [DP] 16.1. Approved outside Help will be allowed during racing in the interest of Sailor Development. Approved outside Help only consists of help that has been specifically directed or approved of by the Race Committee at that time. This changes RRS 41 and is in addition to the outside help already permitted by RRS41. 16.2. No coaching will be allowed while racing other than that specifically directed by the Race Committee under SI 16.1 and only official boats are to enter the racing area.

17. SUPPORT BOATS/COACH BOATS 17.1. All support boats and coach boats shall display the appropriate identification flag handed out at Registration. 17.2. All Support boats and coach boats and spectator boats must be Registered Online with the Organising Authority. Click here to register a support/coach boat 17.3. All support boats and coach boats on the course area are required to monitor the appropriate VHF channel for their course area at all times while afloat. VHF channels for Alpha and Bravo course are listed SI 19.2. 17.5. Support boats and coach boats must render assistance when instructed to do so by the race committee. 18. RADIO COMMUNICATION [DP] 18.1. While racing, a boat shall not carry equipment capable of making radio transmissions or receiving radio transmissions except for equipment provided by the Organising Authority. This restriction also applies to mobile phones. 18.2. VHF radio channels: Alpha Course 74 Bravo Course 77 19. PRIZES Prizes will be awarded to: First three boats in each fleet with 6 or more boats First two boats in each fleet of 4-5 boats First boat in each fleet with 3 boats or less Additional prizes may be awarded at the discretion of the Organising Authority. 20. INSURANCE 20.1. All boats competing in the 2018 Club Marine Sail Freo shall have current for the duration of the event third party insurance cover of not less than AUD 10,000,000 or equivalent in any other currency. 20.2. All competitors who submit the entry form are deemed to have made a declaration that they hold such cover. 20.3. Competitors may be required to provide details and evidence that they have such insurance in place at the time of entry or registration. 21. DISCLAIMER 21.1. Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 21.2. None of the Organising Authority, their officers, members, volunteers, servants or agents accept any responsibility whatsoever in respect of loss of life, personal injury or damage to property which may be sustained by reason of their participation or intended participation in this event or howsoever arising in connection with the event. 22. MEDIA RIGHTS:

By participating in the event competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. 23.
