INTRODUCTION Record Group 302 contains the records of Commissioner Jimmy Evans, Tennessee Department of Transportation, from 1987-1990. The collection is composed of Correspondence related to counties and Subject Files. Original order was maintained where possible. The records contained in Record Group 302 came to the Tennessee State Library and Archives from the State Records Center. The final disposition of the collection was determined by the Records Disposition Authorization (RDA) process. After removing duplicate, secondary, and extraneous materials during processing the collection consisted of 11 linear feet of materials. In accordance with RDA S590, all the material in Record Group 302 has been microfilmed and the originals were disposed of by state approved method.

SCOPE & CONTENT Record Group 302 contains the records of Commissioner Jimmy Evans, Tennessee Department of Transportation, from 1987-1990. The collection is composed of two parts: Correspondence related to counties, and Subject Files. The Correspondence is arranged chronologically, then alphabetically by county. The Subject Files are arranged alphabetically by topic, then chronologically. Documents within each folder are arranged chronologically. The Correspondence consists of constituent letters forwarded from the Governor s office and Congressional offices for a reply, inter-and-intra departmental memos, and correspondence to and from potential contractors, federal offices, and local business. The Subject Files contain listings of highway projects then underway or planned for specific counties and information on the department s initiatives and projects, but the information does not give a full description of the projects. There is also a schedule of the use of state planes for 1986 by the Governor and various departments. Record Group 302 would prove useful to someone researching Tennessee Department of Transportation road projects from the late 1980 s. The collection does not provide great detail about the department s projects, but should prove useful to researchers. BIOGRAPHICAL SKETCH Jimmy Mann Evans Commissioner Jimmy Evans, who served as commissioner of the Department of Transportation from 1987-1990 during the McWherter administration, was a former owner and president of Pioneer Contracting Company in his hometown of Dyersburg, Tennessee. He was born in 1932 in Jackson, Tennessee, but grew up in Paris where he was captain of the Grove High School baseball and basketball teams. He was drafted by the St. Louis Cardinals but was prevented from pursuing a big-league career because of a back injury. He received a bachelor s degree in business administration from Lambuth College and a law degree from Vanderbilt. He was a past president and member of the Tennessee Roadbuilders Association, and was a member of the Dyersburg Board of Education. Evans died of cancer on December 7, 1992. DEPARTMENT HISTORY Before 1915 state roads in Tennessee were under local authority. The state s participation mainly consisted of grants to turnpike companies and legislation authorizing local authorities to manage roads. Even prior to becoming a state Tennessee worked to improve roads by raising funds through land sales, lotteries, and taxes paid in labor. In 1801 the legislature appointed the first commissioner for road building. Having state roads under local authority lead to problems in locating roads and coordinating road improvements. In 1915 the state created the State Highway Department, the first administrative agency for highway construction and maintenance. The act also created the State Highway Commission to formulate a state highway plan. This allowed highway projects and priorities to be decided by a central state body. The State Highway Commission was made of three ex-officio members and three members appointed by the governor. In 1919 the State Highway Commission was changed to a three member salaried commission. The department was reorganized as the Department of Highways and Public Works in 1923 under the State Reorganization Act. The act required that all state departments be combined under eight department heads who would be appointed by the governor. The act abolished the State Highway Commission transferring the formulation of the state highway plan to the department s commissioner. In 1972 the Tennessee Department of Transportation was formed. Since then this department has responsibility for all modes of transportation within the state.
