LION, BIRD & CABBAGE SERIES NEWCASTLE CRUISING YACHT CLUB NOTICE OF RACE The Newcastle Cruising Yacht Club, as the Organising Authority (OA), invites entries from seagoing yachts to this two race series to be sailed over the 2017-18 sailing season pursuant to the following Notice of Race provisions.
1 RULES 1.1 The event shall be governed by the current versions of: a) the rules as defined in the Racing Rules of Sailing (RRS) as published by World Sailing and the amendments and prescriptions published by Australian Sailing. b) the International Regulations for Preventing Collisions at Sea replace the RRS between official sunset and sunrise. c) the IRC Rules Parts 1, 2 and 3. d) the International Measurement System (IMS) rules and regulations, if applicable. e) the ORC Rating System rules, if applicable. f) the Newcastle Harbour Safety Information book prepared by Newcastle Port Corporation, NSW Maritime and NCYC 2 DIVISIONS 2.1 All boats will sail the same course. 2.2 A boat may enter in more than one division. 2.3 The event will sail PHS and IRC Division(s). 3 ELIGIBILITY 3.1 All yachts shall be self-righting monohulls and be built in accordance with AS Special Regulations part 1, section 3.02 and 3.04 (Category 3 or better). 3.2 All yachts shall have an overall length not less than 8.5 metres. 3.3 The skipper and at least one other crew member of each yacht must read the Harbour Safety Information booklet and sign the Harbour Safety Declaration. 3.4 the nominated helmsperson(s) shall be current members of Australian Sailing and a Crew Member or General Member of NCYC. 3.5 the owner of a yacht entered in the Lion, Bird & Cabbage Series shall hold a marine legal liability insurance policy with respect to the yacht, current when rqacing, with an adequate sum insured of not less than AUD$10million (or its equivalent in another currency). The policy will state that the yacht is covered for races in which it is participating or that it is covered for races of a length greater than the length of the race in which it is participating. 3.6 at least 50% of a yacht s crew must be over the age of 18 by Friday 29 th November 2017. No crew member shall be permitted to compete if under the age of 16.
3.7 All yachts will be required to input crew s personal information to Topyacht Entry System (TES) for each individual racing. This must be completed by 1700hrs on the Wednesday prior to a race. 3.8 Onboard for both races, each crew member must have a Personal Locator Beacon (PLB) registered with AMSA. 3.8 A random safety inspection may be conducted by the OA at any time during the week prior to each race in the Series. NCYC, at its total discretion and regardless of whether it meets the above eligibility criteria, may refuse an entry for any reason whatsoever. ENTRY 4.1 Entry to the Lion, Bird & Cabbage Series shall be made online using the Topyacht Entry System. http://www.ncyc.net.au/sailing/sailing-forms/race-entry/ 4.2 Entry cut-off date will be 1700hrs on the Wednesday prior to each race. 4.2.1 Late entries may be accepted at the sole discretion of the Race Committee. Late entries will incur a Late Entry Fee of $120. 4.3 For a valid Entry, Entries must also be accompanied by the following: a) A valid Category 3 (or better) Special Regulations Equipment Audit Form. b) Crew List identifying key information including name, address, age, weight, YA number, PLB Hex ID, Jacket Colour and Next of Kin contact phone and address for each crew member and two 24 hour emergency yacht contacts including phone numbers (not being persons sailing). c) Colour photograph of the yacht under sail, no older than 12 months and suitable for Search and Rescue purposes. d) Certificate of Currency of insurance with details of the cover and the insurer satisfying NoR 3.5 as a minimum. e) For each crew member, a signed General Discaimer and Acknowledgement of Rights form. f) Declaration by the Skipper that the boat meets the Category 3 Resistance to Capsize requirements as set out in Part 1 Appendix B of the Australian Sailing Special Regulations. 4.4 A compulsory Race Briefing will be held on Friday, 1 st December 2017 at 1730 hrs. The Skipper and at least one other crew member on the crew list MUST ATTEND this briefing.
5 SAILING INSTRUCTIONS 5.1 Sailing Instructions will be made available by 1700 hrs Wednesday 29 th November 2017. 6 CHANGES TO THE RULES 6.1 IRC Rule 26.1.5(e) is amended to allow for a spare mainsail to be carried in either race as a bona fide replacement for a mainsail damaged during racing. 6.2 RRS 50.2 & 50.3 are amended to permit fixed and retractable spinnaker poles not attached to the foremast for the purpose of setting asymmetric spinnakers. 6.3 RRS 51 is amended to permit a yacht with moveable or variable ballast (within the meaning of those terms in the Special Regulations) to move that ballast for the purpose of changing trim or stability. 6.4 Competitor s attention is brought to Australian Sailing Special Regulation 5.01.1(g): A lifejacket shall be worn by each member of the crew when on deck between the hours of sunset and sunrise. 6.5 Competitor s attention is brought to Australian Sailing Special Regulation 5.01.1(h): It is strongly recommended that a lifejacket be worn by each member of the crew at times such as, but not limited to: i) when alone on deck. ii) when the true wind speed is 25 knots or above. iii) when visibility is less than 1 nautical mile. 7 SCHEDULE OF EVENTS Race Number Race Description Date Warning Signal 1 Bird and Cabbage Tree Saturday, 2 nd 0955 hrs Island Race December 2017 Scratchley s Restaurant 2 Lion Island Race Saturday, 7 th July 2017 Newcastle Harbour 0955 hrs Scratchley s Restaurant Newcastle Harbour 8 SCORING SYSTEM 8.1 The Scoring System will be the Low Points System, RRS Appendix A. 8.2 Results will be calculated using an arbitrary Time Correction Factors (TCF) determined by the NCYC Handicapper in PHS Divisions, and by IRC rating in the IRC division. 8.3 Each yacht shall have her elapsed time multiplied by her TCF and/or IRC rating to determine her Corrected Time.
8.2 A minimum of one race is required to constitute a series. 9 ADVERTISING 9.1 Advertising on a yacht shall comply with the requirements of ISAF Regulation 20. 9.2 Yachts may be required to display advertising supplied by the OA. 10 PRIZES 10.1 Prizes will be awarded at the discretion of the OA. 10.2 The EJE Architecture perpetual trophy will be awarded to the winning yacht of PHS division. 10.3 The Gleeson Civil Engineering Trophy perpetual trophy will be awarded to the winning yacht of IRC division. 11 CONDITIONS OF ENTRY 11.1 By lodging an entry, the owner (and skipper) agrees to be bound by the rules and conditions of this Notice of Race and the Sailing Instructions. 11.2 By lodging an entry, the owner (and skipper) acknowledges: 11.2.1 that all those taking part in races conducted by NCYC do so at their own risk and responsibility. Competitor s attention is drawn to RRS Fundamental Rule 4 which states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 11.2.2 the possibility of and accepts the risks associated with a) the perils of the sea; b) the seaworthiness or otherwise of any yacht participating in Combined Ocean Pointscore, including participation as owner, crew person, official, race organiser or otherwise; c) the defaults, acts and omissions of Newcastle Cruising Yacht Club and its officers, and the crews of all yachts. 11.2.3 and accepts the Newcastle Cruising Yacht Club a) does not and cannot control, diminish or affect the perils of the sea; b) does not certify, or carry out inspections with respect to the seaworthiness or suitability to race of any yacht; c) is not in a position to provide advice, assistance or support to yachts and crews during the course of a race. 11.2.4 and agrees that the entered yacht is covered by suitable legal liability insurance of at least AU$10,000,000 (or foreign currency equivalent), valid for racing, and current at all times when racing.
11.2.5 and agrees that: a) it is a fundamental condition of entry that he/she releases, holds harmless and indemnifies Newcastle Cruising Yacht Club, its office bearers, servants, agents and members and the sponsors of the Lion, Bird & Cabbage Series from all liability any of those persons has to the owners or any crew member on the owner yacht, or to any person claiming through or under any such person arising from loss or damage howsoever caused, including negligent act or omission, arising out of or relating to: i. participation by the owner yacht or any other yacht in a race; ii. the conduct or course of the race in any respect including, without limitation, any act or omission (whether reasonably foreseeable or not) causing or relating to loss of or damage to any yacht or the death or injury of any person; or iii. any of the matters referred to in the paragraphs above; b) participation by the yacht and by the crew in the Lion, Bird & Cabbage Series is agreed by Newcastle Cruising Yacht Club on the basis that participation is entirely at the risk of the owner and each member of the crew on the owner s yacht; c) the owner will provide each crew member or proposed crew member with a copy of the Entry Form including these Conditions of Entry 11 FURTHER INFORMATION 11.1 Further information can be found by contacting the Sailing Office: Newcastle Cruising Yacht Club: sailing@ncyc.net.au www.sailing@ncyc.net.au (02) 4940 8188
