The Beyond the Bay Overnight Event has been developed to provide participants with an opportunity to put into practice many of the skills and techniques that have been introduced and discussed throughout the BTB lecture series over recent months. Beyond the Bay Key areas covered in the BTB series include: night sailing, navigation, weather forecasting (winds and tides), safety procedures, provisioning, boat/crew management, watch systems and the use of additional safety gear. Participants are encouraged to approach the event in the same spirit as planning a more serious off-shore passage. Make sure your crew is well organised, your boat is well prepared and, finally, that you have carefully considered the Sailing Instructions for the Event and planned your strategy with your crew for how best to optimise your performance for the event. 2 Ocean Racing Club of Victoria Inc
The 2015 Beyond The Bay Overnight Event will be conducted on the waters of Port Phillip and Corio Bay. The Event is being organised by the Ocean Racing Club of Victoria and owners of eligible yachts are invited to enter the Event under the conditions set out below. 1. The Event 1.1 The 2015 Beyond the Bay Overnight Event will start at 1300 on 24 October 2015. 1.2 This is a Category 4 event conducted from separate starts off RBYC, MYC and RGYC on various courses around Port Phillip Bay to a finish at HBYC. 2. Rules 2.1 The event will be governed by the current versions of: The 2013-2016 Racing Rules of Sailing (RRS) of the ISAF, together with the prescriptions and safety regulations of Yachting Australia (YA); RRS 10 to 22 inclusive shall not be applicable, and shall be replaced by the International Regulations for the Prevention of Collision at Sea; The Special Regulations of the Ocean Racing Club of Victoria (ORCV); Except as amended by this Notice of Event. 2.2 Any amendments to this Notice of Event will be published on the ORCV website (www.orvc.org.au). 2.3 By entering this series, the owner of a yacht agrees that this Notice of Event (including amendments) and the entry form, the rules and regulations referred to above shall be complied with by the yacht and by the owner. 3. Divisions There will two divisions: spinnakers and nonspinnakers. Each yacht will allocated an individual performance handicap within its division. 4. Eligibility 4.1 The Event is open to all yachts of a thoroughly seaworthy nature owned and, ideally, crewed by participants of the 2015 Beyond The Bay Program 4.2 Each yacht shall comply with the eligibility requirements listed under Yacht Eligibility in Yacht Notice of Event & Crew Eligibility on page 5. 4.3 The crew of each yacht must meet the eligibility requirements listed under Crew Eligibility in Yacht & Crew Eligibility on page 5. 4.4 Mentors who have been assigned to boats as part of the program may take part in the event but must not play an active role and can only act in an advisory capacity only. 5. Application For Entry 5.1 An application must be made on the ORCV s online entry system at www.orcv.org.au by selecting the Beyond The Bay button. 5.2 Entries close at 1700, 8 October 2015. 5.3 There is no fee for the event for Beyond The Bay participants. 5.4 Skippers who are not Beyond The Bay participants may compete but will be charged a $35 entry fee. Trophies only apply to Beyond the Bay participants. 5.5 Each yacht shall submit to the ORCV, no later than 1200 on Wednesday, 15 October 2015, the documentation listed under Entry Documentation on page 6. 6. Scoring While the primary aim of the event is to give Beyond The Bay participants the opportunity to put into practice what has been taught during the program lectures, there will be a novel scoring system to encourage all boats to take the event seriously and make every effort to achieve the best outcome for their boat. 7. Trophies 7.1 Depending on the number of entries in each division, there will be prizes awarded for first, second and third based on the handicap corrected points score. 7.2 Prizes will also be awarded to the boat recording the best log of the event and for photographic evidence of the best prepared meal during the event. 2015-2016 Beyond the Bay Overnight Event Notice of Event (V1.10 Final) 3
8. Changes to Rules 8.1 RRS 41: During the event, a yacht may retrieve data from any page of the event website, details of which are provided in the Sailing Instructions, and other websites even if that page is not publicly available. 8.2 RRS 50.2 and 50.3: Fixed and retractable spinnaker poles and bowsprits will be permitted for the purpose of setting asymmetrical spinnakers. 8.3 RRS 51: A yacht with movable ballast or variable ballast (within the meaning of those terms in the Special Regulations) may move that ballast for the purpose of changing trim or stability. 8.4 RRS 52: A shall be modified: to allow self-steering equipment to be used by yachts sailing Double-Handed, to allow the adjustment of movable water ballast or canting keels on any yacht, and to allow the adjustment and operation of sails or the adjustment of movable appendages on any yacht. 8.5 RRS 55: The rule is changed by adding the following sentence to the rule: However, discarding bands when setting a sail will not be considered a breach of rule 55. 8.6 RRS 61.3: There is no time limit on protests by the Event Committee or the Protest Committee. 10. Media Rights And Restrictions 10.1 It is a condition of entry that the owner of the boat and all crew members: acknowledge that the ORCV owns all media rights to the Beyond the Bay Series and may exercise those rights as it sees fit. grant the ORCV the unconditional, perpetual right and authority to publish and broadcast anywhere in the world, for any purpose and in any media, the names, images and biographical information relating to the crew and photographs, video footage and audio recordings taken of the boat and its crew prior to, during and after the event. 11. Disclaimer All those taking part in the event do so at their own risk and responsibility. Crew acknowledge this and release the ORCV and their respective officers, employees, volunteers and members, from all liability by entering their names on the crew list. 9. Event Classification & Advertising 9.1 BTB and Beyond the Bay are trademarks of the Ocean Racing Club of Victoria and the use of the trademarks is absolutely restricted and limited to use by or with the consent of the ORCV. 4 Ocean Racing Club of Victoria Inc
Yacht & Crew Eligibility Yacht Eligibility Check Category Requirement General Yachts shall be built in accordance with the Special Regulations Part 1, Section 3.03 and Appendix C as applicable. The Safety Regulations shall be those of YA Special Regulations, Part 1, Category 4. Insurance Radio Check Charts The owner of a yacht entered in the event shall hold a marine legal liability insurance policy with respect to the yacht current during the event, with a sum insured of not less than A$10 million. Each yacht must carry out and pass a radio check/voice test of the VHS radio frequencies. Details will be made available to all entrants before the event. The following paper charts must be carried by competing yachts: AUS 143 Port Phillip Crew Eligibility Check Category Requirements Membership All persons sailing on competing yachts shall be members of a YA-affiliated club or an international equivalent. YA membership numbers or their international equivalents must be included on the crew list. Age The minimum age of any person on board is 16 years, with a majority of the crew being of a minimum age of 18 years. Crew aged between 16 and 18 years must provide evidence to the Sailing Office demonstrating adequate past sailing experience. Radio At least one crew member on a yacht shall hold a Restricted Operators VHF Certificate of Proficiency in Radio Telephony issued by a relevant authority or higher qualification. Entry Documentation Check Documentation Notes Crew List (Online), correctly and fully completed with all associated personal details. Boats are responsible for its accuracy and currency. Completed Safety Equipment Compliance Declaration (Category 4) Restricted Operators Certificates of Proficiency in Radio Telephony or acceptable higher qualification.
