Admin Assistant Absent Registrar, Assistant Registrar The meeting was held at Liberty Hall in Kimberly in conjunction with the Strategic Planning Meeting and was convened by President Carl Micke at 9:00 am. The planning meeting was conducted before lunch and the Board meeting was held afterward. Roll call was taken by sign in and the secretary s report for October was approved unanimously. Treasurer s Report (Financial Budget is available by individual request.) Motion, made and approved to accept Treasurer s report

Commissioner s Reports a) TOPS (See Attached Report) Wayne Stoflet reported that TOPS Soccer will be starting up again in January. b) Scheduling (See Attached Report) Wayne reminded everyone that the League Organizer 101 training meeting for January 7, 2009, has been scheduled. Discussion was held regarding what is a true developmental team at U 11 and whether we should have a U 10 division. Any club submitting U11 teams should submit a history on the team so that the competition committee can determine league placement. Committee will meet February 26, 2009, 7:00 PM. Place TBD. We are anticipating around thirty four teams in this age group and would like to have three divisions with developmental teams comprising the lower third. c) Registration No current issues. d) Referee (See Attached Wording: One Whistle Referee System is Mandatory) Jim Rader reminded those attending that clubs should be aware of the new rule governing the use of club linesman. This rule is located in the East Central Rules and Regulations. The new wording addresses what to do when referees do not show up. Motion: To accept the new wording on the One Whistle Referee System is Mandatory PASSED e) Coaching (see attached report for upcoming dates on websites) f) Games (see attached report) Any club interested in submitting teams for adult high level soccer should contact Dan Clarahan games@eastcentralsoccer.org. State Rep s Report (see attached report by Ann Girard) Ann reports that the player fees will increase by 50 cents per player in 2009 2010 and again in 2010 2011. She suggested that the tax issue is still alive and problematic. Contact Dave Anderson at the Wisconsin Department of Revenue to voice your concerns. The state will be using the WISCO lists for hotels that offer discounts for playoffs during the playoffs hosted by Appleton and DePere in 2011. Also, the state has approved use of establishing a Wisconsin sports concussion baseline at a cost of $7.00 per player. This is an opportunity for any player to establish a concussion baseline. There is a link on the Wis. Youth Website under Programs. East Central AGM A list of motions for the 2008 2009 soccer season was presented to the membership for approval. Motion: Approval of all motions passed by the board during the last year PASSED b) Election of President and Secretary Motion: To re elect Carl Micke as president for a two year term PASSED

Motion: To re elect Mark Kelderman as secretary for a two year term. PASSED Committee Updates a) Website Committee (see attached reports) Tod reported that the committee reps will be meeting Monday for a demonstration. Business Issues/Updates a) Review Panel Three volunteers were selected for a player review panel. b) Coaches Convention The 2009 convention will be held in San Jose, CA from March 5 through the 7 th. There is discussion at the state level about some possible reimbursement incentive for participation, but nothing definite yet. c) Other Opportunities Badger State Games will be held 6/26 to 6/28 at the Appleton Soccer Complex. Girl s only Badger State games will be held in February at the Oshkosh YMCA. You can go to www.badgerstategames.com for more information. Upcoming Events No December Board Meeting. Strategic Planning Meeting East Central Soccer District Saturday, November 15, 2008 The first East Central strategic planning meeting was held at Liberty Hall, Kimberly. The meeting opened at 9:00 AM with a fifteen minute brain storming session to determine the order importance of topic items. Items are as follows: High School Girls Teams and Season After much discussion a motion was made about players that disband in a soccer season and some of the players may still want to continue to play soccer. MOTION: Players from teams that disband (during the soccer year) can go to other teams within East Central. To be recognized as a disbanded team, the team must turn in their passes to East Central. PASSED NOTE: Tod Maki (De Pere) NO vote The WIAA State Tournament for girls was discussed. WIAA Girls Tournament dates are June 11-13, 2009 and June 18-23, 2010. Teams playing in the WIAA State Tournament will have to reschedule any East Central games that may interfere with their tournament play. MOTION: East Central s schedule for High School girl s season will start the second week of June and continue to the last week of July for 8 weeks of play. PASSED U10 Developmental League A committee was formed to look at geographical area for U11 play. Clubs will submit a list of U11 teams and their player s history to East Central screening committee. The committee will develop a competitive league within a geographic area prior to the scheduling meeting. The committee was also charged with putting together a written philosophy of our values and principals for these young teams. Committee Chair Wytse Molenaar Sean Johnson Steve Finley Tony Pierce

Tryout and Recruitment Policy MOTION East Central will follow the tryout, recruitment and rostering policy as written by Wis. Youth Soccer Association. Notification of players will be done per existing East Central Rules. PASSED Noted: Mary Jo Parkins (ASC) and Dale Antoine (ECYSC) NO Vote Jim Rader (Referee Commissioner) Abstained Scheduling A discussion about scheduling and possible ways to run the season occurred. It was determined that a committee should review this issue and present a solution to the East Central Board no later than April 2009 so a change can be made for the 2009-2010 Soccer Season. League to be only U17 league and develop a U23 Coed Adult League, which would incorporate the U18 and U19 for 2009-2010. For the Good of Soccer Insurance through Wis. Youth Soccer Association (WYSA) has proven to be useful. Dan Antoine gave an example of a player injury. The family had a high deductable and submitted the claim to WYSA. It was sent onto the insurance company and the claim was paid. There are rules around the insurance, so if an injury occurs please take action right away and fill out the appropriate paperwork. Referee should also note on the referee report that the player was injured. Forms can be found on the WYSA website. Dale made a request that a representative from WYSA come to an East Central Board Meeting and explain the rules around the insurance policy. ie: Players, fields, club benefits, etc. At this point East Central will allow tournament only teams to register through their clubs. A watchful eye will stay on this matter. Remember that a team must play in a league in order to be considered for State League play. East Central President must be notified of any club having a tournament only team.

Proposed new wording One Whistle Referee System is MANDATORY. The Wisconsin Youth Soccer Association has informed all Districts that any game utilizing two whistles is NOT a sanctioned game. It is imperative that all East Central scheduled games be controlled by a one whistle referee system. It is also required to have three referees for each sanctioned game, whether they are registered or a non-registered Club Linesman. The center, or head, referee must be USSF registered. Therefore, what should you do when a three-man system is scheduled and one or more of the referees do not show up for the game? The board requires the use of one of the following options. All options are predicated on utilizing a center/head referee, that is qualified for the level of play. 1. Recruit a qualified registered referee from the spectators and proceed with the usual methodology of a three-man system. 2. Recruit a club linesman from the spectators. Therefore modify the three-man system as follows a. Instruct the club linesman to only signal when the ball goes over the touch line or goal line. The club linesman may not signal or call any fouls or infractions. b. The assistant referee (AR) will continue to signal fouls, off-side, and balls that go out of play as usual. c. The center referee will modify his diagonal movement to maximize his/her visualization of the assistant referee, and work more to the side of the club linesman. d. Reimbursement: Registered referees will receive the pay for the position (Center or AR) that they actually work. No referee, center or AR, may be paid more than the amount set by East Central/WYSA. e. Club Linesmen may not be paid as part of the referee crew. f. If the game is at the Classic level, and a registered level 9 referee is recruited to help as a linesman, the level 9 referee may not be paid as part of the referee crew, and should not wear a uniform or badge. A level 9 referee may only be used as a non-paid club linesman, that can only assist with signaling that the ball has gone over the touch line or goal line. When recruiting a club s lineman preference should be given to a level 9 referee, over someone not registered as a referee at all. g. At the conclusion of the game, the center/head referee is responsible to return any unused referee fees to the coaches/manager of each team, when less than three registered referees are used. h. The coach is encouraged to donate the unused referee fees to the club linesman. Any fees not used to pay for the referees are to be returned to the club.

i. In the situation where none of the available registered referees are qualified to work the center referee position for the level of play, the game should be cancelled and rescheduled. The scheduled assistant referees should be paid the appropriate fee. 3. All of the above rules are to be applied for any State League, MYRL, or State Championship Series play-in games that are played within the East Central District.

In addition, the period for appeal of this decision has passed. Our efforts are now focused on legislation scheduled for introduction in the session to start in January. Please contact your state legislators and ask them to support this legislation. 2. *On-line registration* We continue our implementation of League One with representation from all areas of the state to insure a proper hierarchy in the software. Please respond quickly to any requests from Melissa for information. We want to make every effort to set the software up according to your club/district needs. We are very excited with the efficiencies this software will provide all of us. In addition, training for all clubs will be provided in 2009. 3. *Regional Championships* - The Fox Cities will, again, host the Midwest Regional Championship in 2011. The Local Organizing Committee was successful against competing bids from Missouri and Iowa. We hope you will have a chance to visit the event and see the best teams in the Midwest try to progress to the National Championships. 4. *WSA relationship* - The WYSA Board voted to take action through the USSF and the State of Wisconsin to achieve its goal of establishing a unique corporate entity for Wisconsin Youth Soccer Association, Inc. If you have any questions on this process, let me know. 5. *Western Wisconsin Classic League* We are working with the Midway, Northwest and Southwest Districts to help more rural areas with more competitive opportunities among themselves. This league will, geographically, cover over 60 % of the state. Early reports are very positive in collaboration among these areas. 6. *Player Video* The WYSA is finalizing the Try Your Best video, which is in final editing. We anticipate distribution to all clubs within Wisconsin at the AGM in February. 7. *WYSA AGM* Speaking of the AGM, the meeting will be on February 28 at the Madison West Holiday Inn & Suites. In addition, we are working attendance by the new Chicago Red Starts Professional Women s Team, educational opportunities and other guest speakers. Please mark your calendar now. We, again, hope to have the WSA meeting on the same day, in the same place. 8. *Club Insurance* We have expanded the membership insurance to your clubs to include crime insurance. Recently, there have been more and more reports of embezzlement and theft by club officials in the paper.

At no cost to your club, WYSA purchased Crime insurance for all member organization. This coverage provides $50,000 of coverage with a$250 deductible. Please look for future educational opportunities to prevent theft in your club. 9. *Wisconsin Sports Concussion Collaborative* - This group of 12 medical provider organizations is located throughout Wisconsin to provide education and excellence in treating concussion. WYSA is a charter member and the only sports organization as a member of the collaborative. As part of the membership, WYSA players receive baseline testing at a reduced rate of $7.00. In addition, work is being done to incorporate education for parents and coaches into WYSA courses. Information is available on the WYSA website under Programs, Concussion Program. You will follow those links to the Wisconsin Sports Concussion Collaborative website. There, under Concussion Testing, select WYSA. The username is wysa and the password is goal. As a WYSA Board member or Club President, you are authorized to share this access within your club. Please encourage your members to learn about concussion and have the players over 10 years old take the test. 10. *Futsall* Futsall is a growing component in the soccer word. This indoor method of play and practice is an opportunity to utilize resources more readily available (school gyms, etc.) to develop skill in players. Terry Donini is starting an investigation process to the possibilities of sanctioning futsall in Wisconsin through the WYSA. 11. *Eastbay * The WYSA equipment sponsor is finalizing an on-line store fundraising opportunity for all clubs. Information will come directly to club presidents. This tool allows your club to offer and profit from the sale of club apparel, without inventory, cash management or web development issues. Please look for more information soon. 12. *Club Member Portal * Have you signed in and updated your club information at the WYSA website yet. Each Club President received a user name and password to load their Club leadership, upload club documents, post their logo and maps to fields. Approved January 14, 2008 A friendly amendment that was approved to the May 2007 motion regulating state league tryouts and should have read: East Central will follow the State League Guidelines for tryouts of State League Teams or for Teams that want to apply for State League. Any team currently not in Sate League must submit their names in writing to East Central President before they can hold try outs for a State League Team. (Addition to the motion was made at the January 2008 meeting by Ann Girard. Approved February 11 2008 No motions. March 10, 2008 Motion: U-11 to U-14 East Central Classic level players can play up or laterally in the same age level (as defined by the league level they play in) or up to, two age levels at any competition level. Motion: Coach Misconduct: Coaches in the East Central Leagues are expected to exhibit the highest level of sporting behavior and are responsible for the attitudes and behavior of their assistant coaches, players and spectators. In the event the referee determines the conduct of the coach is detrimental to the game, the referee may ask the coach to leave the immediate vicinity. Immediate vicinity shall be defined as sufficient distance from the playing field where the offending party cannot cause additional disruptions to the game. This is considered the out of sight and out of sound principle. Any time a coach is sent off the referee must complete a send off report and this report is to be directed to the East Central Soccer Association President and the East Central Coaching Director. When a coaching send off report is received by the East Central Coaching Director, the coaching director will investigate the incident and recommend an appropriate response, in consultation with the coach s club president, to the East Central Association President. Repeat offenses will factor into the severity of the response. This response can take the form of one or more of the following: Suspension from one game (automatic) to lifetime dependant upon the severity of the incident. Attending and completing an anger management course (Cost to be borne by the coach and/or club for which they coach) Attending and completing an introductory referee training course (Cost to be borne by the coach and/or club for whom they coach). Probation If the response (decision) includes anger management training or introductory referee training, these courses must be completed at the next opportunity or the coach will be suspended until the course has been completed. An investigation can be initiated by a signed letter or e-mail from a third party. The response to this investigation can take the same form as a send off report. Decisions may be appealed per the East Central Appeals process with a $125 appeal fee being posted within 48 hours of being advised of the decision. The appeal will be heard within 20 days of the appeal being accepted. If the decision is overturned or modified the appeal fee will be returned to the appellant.
