ISTANBUL ŞEHİR UNIVERSITY GUIDELINE FOR VEHICLE USE ON CAMPUS AND PARKING LOT TRAFFIC PROCEDURES AND PRINCIPLES Objective and Scope Article 1- The objective of this guideline is to organize traffic within Istanbul ŞEHİR University campus area with regards to safety of life and property, and to determine the procedures and principles to be implemented in order to establish traffic organization on campus in line with the provisions of the Highway Code and Highway Traffic Regulation with regards to measures to be taken in relation to traffic security. Legal Basis Higher Education Law No. 2547 and Private Security Law No. 5188 constitute the legal basis for this guideline. Definitions Article 2- In the execution of this guideline: University: Refers to Istanbul ŞEHİR University Campus: Refers to Istanbul ŞEHİR University Dragos Campus Vehicle Identification Disk: Refers to the disk for motor vehicles that enables them to be recognized as belonging to Istanbul ŞEHİR University personnel, students, alumni and companies that offer services on campus Visitor Pass: Refers to the card given at the entrance to visitors whose cars do not have a Vehicle Identification Disk, in return for their driver s license/id card Vehicle: Refers to any kind of motor vehicle brought to the campus Directorate of Security: Refers to Istanbul ŞEHİR University Directorate of Security Security Officer: Refers to the security officer assigned to serve at the Istanbul ŞEHİR University campus and the staff member of the service providing private security company Bicycle: Refers to a non-motorized vehicle with up to three wheels moved by being pedaled with the muscular power of the person sitting on it (electric pedal bikes whose maximum permanent rated power does not exceed 0.25 kilowatts, whose power falls as accelerated, and which are completely turned off after reaching a speed of up to 25km/h or immediately after being paused, are also in this class.) 1

Cyclist: Refers to the person riding a bicycle Bicycle Parking Rack: Refers to the units where bicycles can be left or from which they can be taken Bicycle Lane: Refers to the route followed by those riding bicycles Guideline: Refers to the Istanbul ŞEHİR University Guideline for Traffic Procedures and Principles Article 3-Tasks and Authorities of Security Officers Regarding Traffic: a. To check the acts of vehicles allowed to enter the campus in line with the traffic signboards, markers and traffic rules, to issue warnings, to make official reports. b. To ensure that vehicles in the parking lots allocated to staff, students and visitors are parked according to the allocation, to carry out inspections, to take the necessary precautions and issue the necessary warnings. c. To organize traffic in accordance with the principles and conditions stated in the regulation issued as per Highway Code No. 2918, to cooperate with the traffic team of the Provincial Security Directorate with cases related to traffic offenses. d. To identify problems that adversely affect traffic flow within the campus and to take corrective measures. e. To fulfill the instructions given by the President and the Secretary General of Istanbul ŞEHİR University for directions which are not mentioned in this guideline. Article 4-Rules to be Followed: a. Speed Limits: The speed limit on campus is 30km/hour as shown on the signboards. Intersections must be approached at a maximum of 20km/hour. The campus can be controlled and supervised by cameras within its boundaries. However, if it is considered necessary, the Directorate of Security may re-arrange the speed limits if those limits are announced in advance. b. Undisputed Right of Way for Pedestrians: Within the Istanbul ŞEHİR University campus PEDESTRIANS have UNDISPUTED RIGHT OF WAY. Within the campus; pedestrians have priority over bicycles and motor vehicles, and bicycles have priority over motor vehicles. All vehicles must comply with this rule across the whole of campus. It is imperative that all vehicles stop precisely behind the pedestrian crossing and give way to pedestrians who want to cross. Despite having priority rights, pedestrians are still obliged to comply with the traffic rules. Pedestrians should keep to spaces reserved for them when walking among traffic. To cross the road, pedestrians must use designated pedestrian crossings. When not crossing the road, pedestrians should use designated pedestrian walkways. c. Dangerous driving is strictly prohibited. 2

d. Drivers are obliged to submit their vehicle traffic insurance certificate when requested. e. Drivers must take into account the warnings and guidance of security officers. f. Vehicles with modifications that cause a disturbance to the environment, with exhaust system malfunctions, or that emit excessive smoke or noise will not be accepted onto campus. g. Vehicles without license plates will not be accepted onto campus. h. In the event that a vehicle is driven under the influence of alcohol, it will not be accepted onto campus and the decision and course of action taken by the security officer must be followed. i. Visitors or commercial vehicle drivers may not be allowed to enter the campus again if they insist on violating the rules. j. Drivers whose driving licenses have been confiscated by the police or the gendarmerie are forbidden to drive on campus. k. It is forbidden to wash vehicles on campus. l. It is forbidden to honk unnecessarily, to listen to loud music, and to throw garbage or cigarette butts from the vehicle. m. Vehicles will automatically be allowed to enter the entrance gates with their Vehicle Identification Disks. Visitors and commercial vehicles are not allowed to enter into the campus between 22:00 06:00. In emergency cases vehicles can enter/exit with the express permission of the Directorate of Security. n. Each person in the vehicle must obtain a visitor s entrance card in return for their individual ID card at the security points on the campus and parking lot entrances. o. Students with vehicle identification disks who are not using their own vehicles due to an accident or malfunction and want to enter with another vehicle must get a document that explains the situation and a report from the Directorate of Security to earn temporary access to the campus in that vehicle. Article 5-Fundamentals of Bicycle Use With the publication of this guideline, cyclists will be responsible for following the belowmentioned rules: a) Students, academic and administrative staff are free to use bicycles on campus and no rental fee will be charged. b) Like other drivers, cyclists must obey all traffic signs, signals and traffic rules. c) Istanbul ŞEHİR University bicycles cannot be taken off campus unless the President s Office gives written approval. d) Cyclists must check the bicycle brakes, tires and other important parts of the bicycle before using the bicycle. If there is any problem which shows that the bicycle is not suitable for use, the bicycle should not be taken, should not be used on the road, and this must be reported by calling 0 (216) 559 91 55 extension 9155 or emailing guvenlik@sehir.edu.tr. 3

e) Cyclists should not stray from the bicycle lanes. f) Bicycles should not be used in strong wind or stormy weather. g) Bicycles should not be ridden by more than one person at any given time. h) Heavy loads and effects cannot be transported by bicycle. i) Cyclists must keep both hands on the handlebars at all times and must not attempt to perform acrobatic moves. j) Cyclists must not talk on the phone while cycling. k) High visibility clothing should be preferred. l) It is not obligatory to wear a helmet, but it is recommended that you use safety equipment (helmet, knee pads, gloves, etc...). m) The use of headphones while cycling is prohibited because of the danger it poses on the roads. n) It is imperative that cyclists use the one-way bicycle lanes that are compatible with the traffic flow. Bicycles cannot be used in the reverse direction of the traffic flow. o) Cyclists must not stop on the bicycle lanes if it obstructs other users or puts them in danger. p) When approaching the intersections, bicycles should slow down and complete maneuvers in a controlled manner. r) Bicycle users are obliged to give the way to pedestrians. s) Cyclists should alert other cyclists or pedestrians to their approach by calling out to them or ringing the bicycle bell. ş) Your bicycle should always be kept under control. No downhill acceleration, sudden turns or deviations should be made. t) All cyclists should be alert to any cars parked on the side of the road and paused in their vicinity which may carelessly open their doors without warning. u) Sudden braking should be avoided unless unavoidable. ü) Bicycles should not be parked or left anywhere other than the bicycle parking racks. v) Bicycles should not be interfered with and should not be modified. y) Except for corrosion, aging, wear and tear resulting from the use of bicycles; those who intentionally damage or are grossly negligent towards the integrity of the campus bicycles shall be deemed to have agreed in advance to pay the costs determined by the Directorate to cover the damages to other people or material goods. Article 6- Vehicle Identification Disk Delivery and Usage Principles: a. It is obligatory for students, staff, graduates and companies continuously entering areas under the University Management with private vehicles to obtain a Vehicle Identification Disk so that parking usage, security and access can be controlled. b. Vehicle identification disk fees are determined and announced by the Office of the General Secretary at the beginning of each academic year. c. Except for guest and commercial vehicles, vehicles without disks cannot enter the campus. 4

d. Vehicle identification disks are renewed every year. Entry to the campus is not permitted for vehicles that carry a vehicle identification disk from the previous year or do not carry one at all. e. Vehicle identification disks are given at the beginning of each academic year and are valid only for the year in which they are given. The Vehicle Identification Disk must be attached to the front of the vehicle so it is clearly visible. The vehicle identification disk is issued only to the specific vehicle for which the application is made. It is forbidden to use it in another vehicle. f. The University Management determines how the vehicle identification disk will be given to students, academic staff, administrative staff, visitors and other commercial vehicles. g. The vehicle identification disk cannot be used in another vehicle. In the event that this rule is violated, the vehicle identification disk shall be confiscated and withdrawn with an official report. h. The disk cannot be sold or transferred to someone else. i. For ongoing vehicle identification disks; if the vehicle is sold, handed over to another user, or the vehicle identification disk is damaged, the disk must be removed and presented to the Directorate of Security. Provided that the old vehicle identification disk is returned, a new one will be given free of charge for one time only. Those who fail to submit or return the old disk, must pay for the new one. j. Drivers using more than one vehicle must obtain an individual vehicle identification disk for each vehicle. k. It is mandatory for students accompanying a driver with an identification disk to show their identification card at the entrance. l. In some cases, the vehicle identification disk may not automatically permit entry. Security officers may temporarily remove entrance permits when necessary with the announcement of the Directorate of Security. m. Drivers of motorcycles and other motor vehicles must also obtain vehicle identification disks. n. Long-term guests (over 1 month), part-time instructors and other long-term guests are required to obtain the same vehicle identification disk as staff are. o. The Office of the General Secretary determines the validity period of the vehicle identification disks. Disks must be renewed at certain intervals. p. It is obligatory to notify the Directorate of Security if the vehicle identification disk is stolen. q. The Directorate of Security issues a vehicle identification disk to each applicant upon the completion of their necessary documents according to the ranking of the applications on the basis of the parking lot capacity or may refuse the application if it deems necessary. r. Considering the remaining time, those who do not require a vehicle identification disk due to various reasons are reimbursed the remaining monthly fee on the basis of the current month without counting the days. For those who want to obtain vehicle identification disks during the semester, the fee is applied as of the current month without counting the days by taking into consideration the remaining time. 5

s. The Vehicle Identification Disks of drivers who do not comply with the specified traffic rules may be revoked by the Directorate of Security. The vehicle identification disk fee is returned in accordance with the principles specified in Article (r). Article 7- Parking Fee Rates Vehicle identification disk fees for the entries of vehicles of students and staff at Istanbul ŞEHİR University Dragos Campus are determined by the Office of the General Secretary at the beginning of each academic year. 7-1.Exceptions to this practice: a. Ambulance, fire brigade, police and military vehicles b. Municipal service vehicles (garbage collection, cleaning, İGDAŞ, İSKİ, maintenance, repair) Ayedaş, Türk Telekom, etc. c. Protocol vehicles d. Disabled and companion vehicles e. Student and staff service vehicles f. Taxis g. Vehicles belonging to Istanbul ŞEHİR University h. Vehicles belonging to firms providing maintenance and repair services at Dragos Campus i. Vehicles belonging to cargo, courier, vending machine, take-away and water companies j. Private permitted vehicles (Vehicles authorized by the relevant department manager) In return for their driver s license, the drivers of these vehicles will get a Visitor Card when entering and will leave the visitor card when exiting. All vehicle license plates will be recorded. 7-2. Applying for and Collecting Vehicle Identification Disks The fee for the vehicle identification disk can be paid to the Directorate of Financial Affairs at the President s Office building or to Istanbul Şehir University s account (IBAN: TR93 0001 2001 6880 0010 1000 04 ) with Türkiye Halk Bankası, Istanbul Şehir University Uydu Branch. Applications are made to the contact office of the Directorate of Security along with the payment receipt for the vehicle identification disk and the necessary documents specified in the announcement. Article 8- Visitor Cards: a. Those who do not carry vehicle identification disks, but who come as visitors with vehicles must obtain a Visitor Card at the entrance of the University and must carry this card for their period of stay in the campus. b. Visitors arriving in vehicles with vehicle identification disks must also obtain a Visitor Card. Staff and students are responsible for getting the Visitor Card for the visitors in their vehicles. 6

c. The ID card given in return for the Visitor Card must have an up-to-date photo to be able to identify the person. Entrance may not be allowed if the security authorities do not find their identification cards satisfactory. d. At the exit of the campus, the Visitor Card is returned in return for the ID card. e. Any driver who has lost his/her Visitor Card can retrieve their ID card by showing another means of identification. f. Visitors are obliged to indicate which person/school/department they are visiting. Those who cannot give a valid reason for their visit may not be allowed to enter the campus. g. Each card is valid for one vehicle, and cannot be transferred to another one. h. Each Visitor Card is only available for use on one day. A new card must be obtained for the next day. Article 9- Parking and Navigation Rules: a. As the parking lots are organized into academic and administrative staff parking lot, student parking lot, and guest parking lot, only vehicles carrying appropriate vehicle identification disks can enter and park in the academic and administrative staff parking lot. b. Students with academic or administrative staff vehicle identification disks can use the academic and administrative staff parking lot. c. Lines are drawn in the car park area to provide order and entry-exit directions are indicated by marks. It is imperative to observe the lines and marks to prevent accidents and any vehicles from being blocked in. d. Motorcycles must be parked in the parking lots. Bicycles should be parked in the special areas reserved for them. e. No vehicles except for vehicles authorized by the Directorate of Security can enter sidewalks or pedestrian paths. f. Except in reserved areas, parking on sidewalks and the roadside is prohibited. Any violations will be reported by the security officers for vehicles left in prohibited areas. g. It is strictly forbidden for people without disabilities to use parking spaces reserved for people with disabilities. lots. h. The University is not responsible for any theft that may occur in the parking i. Students staying in our student dormitories must register their vehicle plate and vehicle identification disk numbers at the Directorate of Dormitories. j. It is not possible to leave a vehicle in the campus parking lots for a long time (exceeding 1 day) without written permission. In such cases the Directorate of Security will apply penalty points to the concerned vehicles. k. Only guests and service vehicles are allowed to park in the guests parking lot. Other issues relating to parking regulations are determined by the Office of the General Secretary. 7

Article 10- Other Rules: a. Whether they have a vehicle identification disk or not, vehicle owners must allow security staff to inspect the boot and other unseen parts of their vehicle when required to do so. b. Drivers must report any accidents they cause on campus to the Department of Security. If an accident occurs, the drivers must not leave the campus without first notifying the Department of Security and the traffic police. c. Exaggerated writing and lighting that could distract other vehicles cannot be fitted to vehicles. Playing excessively loud music when driving or when parked is forbidden. In places near buildings where lectures or lessons are being given, it is forbidden to play the radio, music, etc. that will hinder other students learning. In such cases, the vehicle making the noise can be removed from the campus. If violation of the rules persists, the vehicle identification disk will also be canceled. d. Vehicle convoys are forbidden on campus. Shows, entertainment, etc. performed with vehicles is prohibited. Sporting events and other celebrations cannot be celebrated with car horns and mass movements. e. Decorations, advertisements, etc. that will cover the license plates of vehicles on campus for whatsoever reason are not permitted. f. Vehicles entering the campus cannot carry explosive or flammable materials, or sharp objects. In such cases, the Directorate of Security must be promptly notified. g. Drivers must be careful with barriers. Vehicles must not pass until the barriers are fully opened. Drivers will be responsible for any damages that may be caused by barrier usage errors. h. Vehicles are not permitted to overtake others on campus, and long beam lights cannot be used. i. Damages caused by drivers within campus will be charged to the driver. j. It is strictly forbidden for vehicles and pedestrians to enter areas where repair, maintenance and alterations are being made. The University shall not be held responsible for any damages that may occur in the event of the violation of this rule. Article 11-Penalties to Apply in Case of Violation of Traffic Rules: a. Drivers are required to comply with the provisions of the Traffic Law and the relevant legislation in matters not specified in this guideline. b. The aim of the penalty system is to deter rather than to punish drivers. Drivers should remember that being permitted to drive within Istanbul ŞEHİR University is a recognized privilege not a right. It is natural that this privilege will be revoked if they do not comply with the rules. c. If any drivers are found primarily guilty of causing injuries or fatal traffic accidents within the campus boundaries, driving on campus will be forbidden indefinitely for such drivers. In addition, for any drivers who act in violation of the rules in this guideline and/or the Road Traffic Legislation, the Penalty 8

Points System determined by the University President s Office shall be applied. In addition to penalty points, if the President s Office deems it necessary, the driver can be referred to the University Discipline Committee, regardless of the number of penalty points issued. d. The Penalty Points are as follows. d.1. Exceeding the speed limit: (8) points d.2. Parking in a designated disabled spot: (4) points d.3. Driving in the wrong direction: (8) points d.4. Failing to respect the unconditional right of way of pedestrians: (8) points d.5. Driving dangerously: (8) points d.6. Violating the parking rules: (6) points d.7. Creating environmental or noise pollution: (4) points d.8. Failing to wear a seatbelt or motorcycle helmet: (3) points d.9. Using a mobile phone while driving: (3) points d.10. Failing to have the necessary legal documents: (3) points d.11. Failing to follow the warnings of security personnel (8) points d.12. Causing a traffic accident in which people are injured: (8) points d.13. Failing to respect right of way at junctions: (4) points d.14. Being the primary negligent party for causing accidents resulting in material damage: (4) points d.15. Failing to attach the vehicle identification disk: (4) points d.16. Using the academic-administrative staff parking lot (for students): (8) points d.17. Obstructing the road and disturbing vehicle traffic: (10) points d.18. Using the bicycle lane: (5) points e. The sanctions are as follows. e.1. The evaluation of the rule violations covers all of the drivers registered at Istanbul ŞEHİR University. For vehicles that are not in the university traffic records, the Traffic Team staff of the Provincial Security Directorate will be notified by the Directorate of Security. In addition, these vehicles may not be accepted on campus by the Directorate of Security depending on the nature of the violation. e.2. If, as the result of rule infringements, a driver incurs a total of 50 penalty points in an academic year, his/her vehicle identification disk shall be canceled for 3 9

months. Within this period, the person who received the penalty will not be accepted on campus as a vehicle driver. The situation will be reported to the driver s faculty and administrative unit manager, and the student s family will also be notified in writing. e.3. A driver who incurs 50 penalty points for a second time, will have their vehicle identification disk canceled for a period of 1 year and this person will not be accepted on campus as a vehicle driver during this period. e.4. A driver who incurs 50 penalty points for a third time will have their vehicle identification disk canceled by the President s Office for a period of no less than 3 years and during that period the person will not be accepted on campus as a vehicle driver. e.5. At the end of the specified periods, the driver can apply for a new vehicle identification disk by paying a fee. However, it is the President s Office decision whether a driver who has had his/her identification disk canceled for a third time can receive a vehicle identification disk again. e.6. When necessary, irrespective of the number of penalty points a person has, he/she may be given a sanction against being allowed to bring their vehicle into the campus for a period decided by the President s Office, or a request for opening a disciplinary investigation may be filed with the competent authorities. A driver issued with a suspension penalty by their faculties and institutions cannot park in the parking lots. e.7. Those with a total penalty points of 30 or less at the end of an academic year (September 1- August 31 period) will have their penalty points deleted for the next academic year. Those with more than 30 points will start the new academic year with the excess points of the last academic year (for example, a driver who has given a total of 35 penalty points in the previous academic year starts with 5 penalty points in the new academic year). e.8. Drivers who do not have a driver s license will be sent to the Traffic Team of the Provincial Security Directorate and removed from the campus after the completion of the procedures. Article 12- Situations Constituting a Crime: a. Driving a vehicle under the influence of alcohol. b. Driving in a way posing danger to the environment, speeding, racing with other vehicles, not following the warnings of security personnel, insulting academic / administrative staff or students for giving a warning. c. Harassing others with vehicles or causing traffic accidents. d. Involving in vehicle identification disk dishonesty or sharing own disc with another driver. e. Entering the campus with a vehicle after having been banned. f. Not heeding to the warnings of security officials, insulting security officials, being persistent with the violation of the rules. 10

Article 13- Issuance of Traffic Law Violation Records: a. For those who violate the campus traffic rules, a Traffic Law Violation Record is issued. b. The driver shall be notified of the Traffic Law Violation Record. If the driver does not accept the record, a note that reads Signing declined will be stated in the Recipient section. The notification will then be signed by a second person and registered to the driver s records after being deemed to have been served. c. When the driver cannot be found, the issued Traffic Law Violation Record will be attached to the vehicle s windows. In addition, a photo of the violation made and the violation record are sent to the driver by e-mail (such as 8 points for driving in the wrong direction) and this is registered in the driver s records. d. If the driver objects the notification, he/she must appeal to the Directorate of Security. If the driver also objects to the results of this appeal, he/she must write a petition to the Office of the General Secretary. e. All notifications made to drivers will be made to the e-mail addresses in the database of Istanbul ŞEHİR University s Directorate of Information Technologies after being registered in the system. Notifications made to these e-mail addresses are considered to have been received by the drivers. Article 14-General Issues: a. Traffic accidents, violations of traffic rules or traffic complaints on campus can be reported by telephone on 0216 559 91 55 with the extension number 9155. b. They can also be reported in writing to guvenlik@sehir.edu.tr. c. Reports can also be made on Istanbul ŞEHİR University s homepage/contact page using the Contact Form section. Article 15-Validity Period: This guideline shall enter into force from the date of its approval by the President s Office of Istanbul ŞEHİR University.
