Insurance Each National Federation is responsible for its competitors (the control of non-pregnancy as well as the gender control are placed under the responsibility of the National Federations) and must assume all responsibility for accident and health insurance as well as the civil liability for their competitors and officials, during the IBSA Judo World Championships 2014. The organizer of the IBSA Judo World Championships 2014 has no liability for any claims of injury, illness or death arising out of the participation and traveling in connection with these events. 7. Participants Each Country may enter a maximum of 2 competitors per weight category. Athletes must have been born in 1998 or earlier and hold a minimum rank of sankyu (brown belt). 8. 9. Cost The cost of the event is $1,200.00 per participant. This includes full board beginning with dinner on Monday, September 1 and ending with breakfast on Sunday, September 7, ground transportation to and from the Colorado Springs Airport and IBSA Capitation fees (25 per athlete). A small number of single rooms are available for an additional cost of $125.00 per night. 10. Control of Entries and Accreditation The control of entries and issuing of accreditation cards will take place at the US Olympic Training Center (and overflow hotel if necessary) on Monday, September 1, 2014 between 09:00 and 23:00. At least one team official must attend in time to confirm the entries of all athletes and officials with his/her signature. A delayed appearance or a no-show at control of entries may result in the exlusion of all participants from the draw and the event. In case of unforeseen delay of arrival, the Federation must contact the tournament directors (info@ibsajudo2014.com). An accreditation card with photograph will be issued to competitors, officials, and media. This accreditation card should be carried at all times. 11. Classification Vision classification for athletes requiring new or updated classification will take place Tuesday, September 2 and Wednesday, September 3 at the Olympic Training Center. 12. Competition Rules a) Competition will be conducted in accordance with the latest IBSA rules for judo and anti-doping. b) Weight categories: Men: -60kg, -66kg, -73kg, -81kg, -90kg, -100kg, +100kg Women: -48kg, -52kg, -57kg, -63kg, -70kg, +70kg c) Duration of Contest: Men: 5 minutes Women: 4 minutes The Golden Score will have no time limit. d) Categories with 6 or more competitors will be contested using the double or cross-over repechage system of elimination. Categories with 5 or fewer competitors will be contested using the round-robin system of elimitaion. e) 1 gold, 1 silver, and 2 bronze medals will be awarded in each category. 13. Weigh-In The weigh-in will be conducted the day before the respective weight category is scheduled to compete: Unofficial weigh-in: 17:00 18:00 Official weigh-in: 18:00 19:00 Competitors may step on the scale only once during the official weigh in period. Athletes who do not make their declared weight will be scratched from competition. 14. Draw a) The Draw will be conducted on Wednesday, September 3, 2014 at 19:30 hours at the US Olympic Training Center. Location will be posted at accreditation. b) Each national federation must send a delegate to attend the Draw; a maximum of three (3) delegates per National Federation) will be allowed to attend. c) Seeding will be done by nation.
15. Team Competition: Men s Team Competition a) Each nation may register only one single team, consisted of the following weight categories: up to 66 kg; up to 73 kg; up to 81 kg; up to 90 kg; over 90 kg. b) The minimum grade is brown belt c) Each nation may register two athletes per weight category (in which case only one replacement by weight category) d) In order to be admitted to the team competition, each team shall be composed of a minimum of 3 athletes registered in 3 different weight categories with two B1 athletes e) Athletes may fight in the weight category immediately above their natural one. However, this has to be previously reported when handing in the team composition, ten minutes before each contest. f) The same athletes may return into their natural weight category for the next contests. Once the team composition has been reported, it may not be changed during the competition. The team composition may be changed again for the next contests (10 minutes before), but only with those athletes registered on the weigh-in report at the beginning of the competition by team; g) Should injury occur, IJF rules will be followed; h) The team with the greatest number of victories will be the winner: - in case of equal number of victories, the team with the greatest number of judo scores wins; - in case of further equality, those competitors having an equal fight will fight again and a compulsory decision will be made at the end of each fight. i) Visual groups B1, B2 and B3 will compete together; If a situation is not covered by these current rules, the IJF rules will be applied. Women s Team Competition a) Each nation may register only one single team, consisted of the following weight categories: up to 52 kg; up to 57 kg; up to 63 kg. b) The minimum grade is brown belt; c) Each nation may register two athletes per weight category (in which case only one replacement by weight category) d) In order to be admitted to the team competition, each team shall be composed of a minimum of 2 athletes registered in 2 different weight categories, with one B1 competitor e) Athletes may fight in the weight category immediately above their natural one. 17. Judogi a) Approved judogi: Competitors should wear an IJF approved judogi supplied by one of the following manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V. b) Judogi Control: It will be operated with a sokuteiki by official referees. c) Backnumber: Each competitor is required to have sewn to the back of his/her judogi a backnumber bearing his/her surname and his National Olympic Committee country abbreviation. The backnumbers must be fixed horizontally and centered on the back of the judogi. They must be placed at a distance of 3cm from the bottom of the collar. The backnumber can be ordered from www.ijfbacknumber.com or www.mybacknumber.com d) All athletes being classified as B1 will have to have a red circle having a diameter of 7cm sewn on the upper outer portion of both sleeves. The center of the circle should be positioned about 15cm from the shoulder. When a participant is also deaf, a small blue circle having a diameter of 7cm will be attached to the back of the judogi. 18. Particular Rules for Women Female contestants shall wear under the jacket either a plain white or off-white t-shirt with short sleeves. The t-shirt should be rather strong, long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves. The t-shirt should have a round neck. No markings can be visible when the Judogi is done up. All other regulations must be adhered to. 19. Coaching Coaching regulations and dress code will be adhered to: - Coaches will be allowed to give direction to their athletes during the match. - Coaches must wear national track suit or slacks and a polo shirt during preliminary competition and a suit with jacket during the finals block. 20. Anti-Doping Control The anti-doping control will be carried out in accordance with IBSA Anti-Doping Rules (which are WADA compliant). 21. Awards Gold, silver and two (2) bronze medals will be awarded in each category. Athletes will appear for awards in full white judogi. Flags of nations may not be carried on the podium. 22. Training Facilities Training will be available in the dojo at the US Olympic Training Center. 23. Visa The organizer is happy to help any country with obtaining visas for athletes and officials. For nations who need visas to enter the United States of American, please send the Organizers a list of participants will full name, date of birth, passport number, expiry dates, and roles, using the attached form (Form E) as soon as possible.
