The primary goal is to run a Corinthian keelboat championship amongst preeminent U.S. yacht clubs. Past Commodore John Morran submitted an application for consideration, resulting in an invitation to AYC to participate in this regatta. The regatta will be held Sep 12-17 in NYYC Sailing Center, Newport, RI. See attached invitation and NOR. NEW YORK YACHT CLUB February 10, 2016 Commodore Molly Lewis Austin Yacht Club 5906 Beacon Drive Austin, Texas 78734 Dear Commodore Lewis, The New York Yacht Club is pleased to invite the Austin Yacht Club to compete in the 2016 Resolute Cup, a Corinthian Championship for U.S. Yacht Clubs. The regatta will be hosted at our Harbour Court clubhouse in Newport, Rhode Island, September 12-17. Competition will take place in supplied Sonars and Melges 20s, with standardized rigging and sails, ensuring a true onedesign competition where the skill of the sailors their tactics, boat speed and teamwork determines the final outcome. Thirty yacht clubs from across the U.S. are being invited to send their top amateur sailors. Each competitor must have a current Group 1 sailor classification and must be a member, or the spouse or child of a member, of the club that they represent. A number of social events will complement the racing, making the regatta a memorable event not only for competitors, but for friends, families and fellow club members as well. In particular, I would like to extend a personal invitation to you to be my guest at our Commodore s Reception on Friday, September 16. The Resolute Cup, first held in 2010, is an evolution of the U.S. Qualifying Series for the Rolex NYYC Invitational Cup. While the 2016 Resolute Cup will continue to be the path for a U.S. yacht club team to qualify for the 2017 Rolex NYYC Invitational Cup, our focus in renaming the Resolute Cup is to feature a fleet racing competition in one-design keelboats amongst the preeminent yacht clubs in the country. Enclosed please find the 2016 Resolute Cup Notice of Race. As outlined in NOR 4.2, entry shall be made by submitting the online Entry Form Part 1, along with the entry fee, no later than March 11, 2016. If your yacht club is unable to compete in the 2016 Resolute Cup, please let us know via the Entry Form Part 1 or by replying to sailingoffice@nyyc.org as soon as possible so that we may extend an invitation to a club presently on the wait list. September 12-17, 2016 Newport, Rhode Island NOTICE OF RACE The Organizing Authority (OA) is the New York Yacht Club Regatta Association, Inc. (NYYC RA). The regatta website can be found at: http://nyyc.org/yachting/racing/2016-resolute-cup. GENERAL FORMAT The 2016 Resolute Cup is an invitational fleet racing regatta to be sailed in one-design keel boats (Sonars and Melges 20s). The primary goal is to run a Corinthian keelboat championship amongst preeminent U.S. yacht clubs. The Resolute Cup will also serve as the only path for a U.S. yacht club to receive an invitation to the 2017 Rolex NYYC Invitational Cup to be held in Swan 42s. 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 The rules for the Handling of Boats addendum to the sailing instructions will apply and will also apply to any practice sailing and sponsor races. Class rules shall not apply. 1.3 World Sailing (WS) Sailor Classification Code, Regulation 22 will apply. All competitors shall be Group 1. Information on how to apply can be found at http://members.sailing.org/classification/. Any unclassified sailor shall be deemed to be Group 3 and ineligible to sail. 1.4 On the water umpiring may be used and will be detailed in the sailing instructions. 1.5 The Protest Committee may impose suitable penalties, other than disqualification, for violations of any non-part 2 rule. This changes RRS 64.1. 1.6 RRS 62.1 is changed by adding new paragraph (e): (e) catastrophic physical damage not falling within RRS 62.1 (b) that was due to defective supplied equipment and that a reasonably competent crew would not have been able to avoid or promptly repair. 1.7 The sailing instructions will contain language that permits the OA to revoke the invitation and/or charter of any team that has demonstrated poor seamanship, sportsmanship or gross misconduct. 1.8 In accordance with rule 70.5(a), decisions of the protest committee are final. US Sailing's permission has been granted. If the requirements are not met, the decisions of the protest committee may be appealed. US Sailing s permission is limited to the qualifying series. Competitors may appeal decisions of the protest committee in the Championship and Consolation series. (Note: this paragraph to be confirmed or updated.) 2 BOATS AND SAILS 2.1 All boats shall be chartered from the Organizing Authority. Sonar and Melges 20 class boats will be used for competition. The charter fee is included in the entry fee.

2.2 Boats will be rotated as described in the sailing instructions. 2.3 Sails will be provided by the Organizing Authority. Spinnakers will be used except as described in the sailing instructions. 2.4 All boats shall be standardized by the Organizing Authority to ensure as level a playing field as possible. Specific permitted and restricted actions will be included in the Handling of Boats addendum to the sailing instructions. This includes, but is not limited to, the following provisions: a) Rigs will be tuned equally and preset by the OA before the regatta to match the provided sails. Rig tension shall not be adjusted by the competitors. The OA may adjust the rig tune of the entire fleet to match anticipated conditions. b) Competitors wishing to change any rig tuning adjustments shall request in writing that the OA make a change. Forms will be available at registration. The OA has final authority in deciding whether an adjustment will be made. c) Competitors shall not sand, clean or fair the bottom or foils of their yacht, or so arrange for such work to be done. 3 ADVERTISING 3.1 World Sailing (WS) Regulation 20, Advertising Code, will apply. Advertising on the supplied equipment is available to the OA in accordance with WS Regulation 20.4.1.3. 3.2 While racing, boats shall display the backstay flag for each day of racing as may be provided by the Organizing Authority at registration. 3.3 While racing, teams may be required to wear pinnies provided by the Organizing Authority to indicate team identity. 4 ELIGIBILITY AND ENTRY 4.1 Entry to the regatta is by invitation only from the Organizing Authority to a Yacht Club ( Team ). 4.2 Entry: Acceptance of the invitation shall be made by submitting the Entry Form Part 1 found on the regatta website. The deadline for submission of the Entry Form and payment of the entry fee is March 11, 2016. 4.3 Crew List: Not later than July 29, 2016, a completed Entry Form Part 2 Eligibility Form Affidavit, found on the regatta website after March 15, shall be submitted to the New York Yacht Club and will include information for each competitor on Club membership and sailor classification. Registration will not be considered complete until all information has been received, checked and verified. Early submission is encouraged. 4.4 Crew lists will be posted on the event website and on the official notice board at the NYYC Sailing Center. 4.5 Team Composition: Teams shall consist of three or four crew members, including the skipper, all of whom shall sail the entire regatta. 4.5.1 The crew sailing on the yacht shall comply with the requirements of NOR 4.6, 4.7, 4.8 and 4.9 at all times unless specifically waived by the Protest Committee. 4.5.2 Crew Substitution: Prior to 1800 on Monday, September 12, 2016, a substitution to the submitted Crew List may only be made with the permission of the Organizing Authority. After that time, a substitution may only be made with written permission of the Protest Committee. 4.6 Yacht Club Membership: All crew members shall have been year-round full members of the invited Yacht Club as of September 13, 2015, except as noted in NOR 4.6.1. Seasonal or special memberships do not qualify. 4.6.1 One of the crew members may be either the spouse of a year-round full member or a member s child under the age of 25 on the first day of racing. 4.7 US Sailing Membership: All crew members shall be current members of US SAILING during the regatta. 4.8 Sailor Classification: All crew members shall have a valid Group 1 sailor classification. Any sailor who is unclassified or whose classification has expired shall be deemed to be Group 3 and ineligible to sail. 4.8.1 The Classification Protest time limit is 1800 Monday, September 12, 2016. At its discretion, this time limit may be extended by the Protest Committee if the Crew List has been changed after the Entry Form Part 2 Eligibility Form Affidavit deadline. 2016 Resolute Cup Page 2 of 4 Notice of Race

4.9 Weight Limit: Crew weigh-ins will be conducted at registration. The total crew weight shall be no greater than 650 pounds wearing at least shorts and a shirt. 4.10 Eligibility Exceptions: The Organizing Authority reserves the right to make reasonable exceptions to the eligibility requirements on a case-by-case basis. 5 FEES 5.1 The entry fee is US$4,500 and shall be paid no later than March 11, 2016. Checks shall be payable to the New York Yacht Club Regatta Association. Please note RESOLUTE CUP 2016 on your check. 5.2 The entry fee includes four tickets to all social functions. Additional tickets will be available for purchase. 5.3 Each team shall provide a $500 damage deposit by providing credit card information at registration. The deposit is a per-incident maximum and shall be replenished after each incident. See NOR 17.3. 5.4 Cancellations and Refunds: A team cancelling prior to June 1, 2016, will receive a refund of the entry fee minus a $1000 administrative charge. There will be no refund for a team cancelling after June 1, 2016. 6 SCHEDULE OF EVENTS 6.1 Check-in: All teams shall register during the registration times. Charter boats will be available for practice during the scheduled practice times after a team has completed registration. Registration will take place in the NYYC Sailing Center, Harbour Court; 5 Halidon Avenue; Newport, RI 02840. 6.2 Monday, September 12 1300-1600 Registration & Weigh-in 1400-1700 Optional Practice 1700-1800 Registration & Weigh-in 1800 Classification Protest Time limit Tuesday, September 13 0900-1000 Late Registration & Weigh-in 1000 Competitors Meeting (Mandatory for all competitors) 1100-1700 Practice 1800 Competitors Meeting (Mandatory for skippers) 1830-2000 Opening Reception Wednesday, September 14 1030 First Warning Signal Thursday, September 15 1030 First Warning Signal Friday, September 16 1030 First Warning Signal Saturday, September 17 1030 First Warning Signal 1900-2300 Final Awards Banquet 7 SAILING INSTRUCTIONS The sailing instructions will be available on the regatta website and at registration. 8 VENUE Races will be held off Newport, RI, on Narragansett Bay or on Rhode Island Sound. 9 COURSES Courses will be defined in the sailing instructions. Possible race courses may include windward-leeward and triangle-windward-leeward variations. 10 FORMAT The format will be described fully in the sailing instructions. The intention is to conduct a Qualifying Series using the Sonars and Melges 20s, followed by a Championship Series in the Melges 20 and a Consolation Series in the Sonars. 11 PENALTY SYSTEM Rules 44.1 and 44.2 are changed so that, except for infringements of Part 2 that occur within the zone of a rounding mark or finishing mark, only one turn, including one tack and one gybe, is required. 12 SCORING 12.1 Multiple races are scheduled. One race is required to be completed to constitute a series. 12.2 If a Preliminary Series is held, race scores from the preliminary series will not carry over to the Championship Series or Consolation Series. 2016 Resolute Cup Page 3 of 4 Notice of Race

13 SUPPORT/COACH BOATS 13.1 Support/Coach boats shall not have contact with the racing boats from the first course signal of the day until after the last yacht has finished the final race of the day. 13.2 Support/Coach boats will not be permitted to dock at the NYYC docks except temporarily. Dockage will be available at the Alofsin Piers at Fort Adams and arrangements shall be made directly with Sail Newport. 14 BERTHING Dockage or moorings for the racing boats will be provided by the Organizing Authority. 15 PRIZES 15.1 Prizes will be awarded to the top three teams in both the Championship and Consolation fleets. Additional prizes may be awarded at the discretion of the OA. 15.2 The NYYC RA will use the results of the 2016 Resolute Cup to invite up to two U.S. teams to enter the 2017 Rolex NYYC Invitational Cup. Entry into the Invitational Cup will be contingent on meeting the requirements in the Invitational Cup Notice of Race. 16 CAMERAS & GPS ONBOARD The Organizing Authority may place static cameras, video cameras and/or GPS tracking units onboard one or more boats during racing and may switch them between races or days. 17 LIABILITY & MEDIA WAIVER, DAMAGE DEPOSIT 17.1 Liability & Media Waivers: All competitors shall complete and submit the online Liability & Media Waiver available on the regatta website prior to completing registration. 17.2 Competitors participate in this regatta entirely at their own risk. See RRS 4, Decision to Race. The Organizing Authority, sponsors and affiliated companies will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 17.3 All teams will be required to provide a $500 damage deposit (that is the insurance deductible) prior to the start of racing by providing credit card information at registration. The deposit is a per-incident maximum. If a team has more than one incident, it is liable for up to $500 for each individual incident. Teams should be aware that while the designated Technical Committee will attempt to identify and assign all damages to the teams responsible, material damage not covered by insurance, nor acknowledged by a team (e.g., crews are rotated among the boats and no one reports the damage), the cost of repairs may be charged to some or all of the designated teams on a pro rated basis. 18 RADIO COMMUNICATION & ELECTRONICS Teams shall bring a handheld VHF radio. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and any phone or computer applications.
