Ontario Games Regional Team Staff & Swimmer Selection Procedure Dates: August 11-13, 2010 Location: Jeno Tihyani Olympic Gold Pool Laurentian University - Sudbury, ON. Host: The Ministry of Health Promotion (MHP); Sport Alliance Ontario (SAO) Games; Swim Ontario and Sudbury Laurentian Swim Club Cost: Goals: Regions: During the competition, expenses (food, accommodation and transport) for each regional team will be subsidized by the Games Organizing Committee (GOC). Each Region will be responsible for any additional costs to their team; some incidental costs may not be covered by the GOC. Each region will be responsible for a portion of (or all if under 300 kms) the transportation of their team to Sudbury. In addition regions will be responsible for costs of accommodation and meals that are outside of the Games Period (Tuesday August 10 th at 2 pm to Saturday August 14 th at 11 am). This initiative will foster the partnership between Swim Ontario and the Regions toward the development of the Swim Ontario Provincial Team for the 2013 and 2017 Canada Games. It will provide an age and ability appropriate training and racing opportunity for swimmers who are committed to Swim Ontario provincial programs. 6 Regions; (Northwest, Northeast, Eastern, Western, Central, & Huronia) Regional Team Size: 24 athletes; 3 coaches; 2 team managers; Each Team Total = 29. Sport Total: 29 x 6 Regions = 174; plus 2 PSO Staff designates for a total of 176. ATHLETE Eligibility & Selection (24 per Region) (Age as of the First day of the competition in August 2010) Qualifying: Each region is responsible for their region s selection criteria: Based on either SC or LC performances from September 1, 2009 Friday April 30, 2010; and as per the Eligibility Criteria outlined below. The deadline for selection of swimmers to each Regional Team is: Friday April 30, 2010. 12 Females & 12 Males Age as of first day of the meet Age Categories: 16, 15, 14 & under 4 male and 4 female athletes per age category Eligibility Criteria: All Regional swimmers must: Be registered with SNC and Swim Ontario as a competitive swimmer. Represent an Ontario Club in their respective swimming region. Be a member in good standing. Be a Canadian Citizen or Permanent Resident. Reside in Ontario and their respective swimming region. Age as first day of the meet 16 years of age or younger. Swimmers selected to any SNC Youth or Junior Team in previous seasons or in the 2009/2010 season up to August 31 st, 2010 are ineligible. Coaching & Staff Selection Criteria All Regional Coaches and Managers must provide Swim Ontario with proof (copy) of a satisfactory Police Criminal Records Check by Wednesday March 31st, 2010. Under the governance of Swim Ontario each Region shall be responsible for the administration, appointment and/or selection of their Head Coach, Assistant Coach, Apprentice Coach, and Team Managers. The deadline for the appointment/selection process is Monday, February 1st, 2010. The appointed/selected Coaches for all Regional Teams will display outstanding leadership in guiding the swimmers to achieve a positive team experience, resulting in the best performances possible Regional Coaching Positions available for appointment or selection 1 Head Coach (fully certified at a minimum NCCP level 2) 1 Assistant Coach (fully certified at a minimum NCCP level 2) 1 Apprentice Coach (fully certified at a minimum NCCP level 1 or Skills Coach) Team Staff Coaches and Team Managers - must meet the following Criteria: Be members of SNC, Swim Ontario, OSCC and CSCTA in good standing. Provide Curriculum Vitae and 2 Letters of Reference. Satisfactory Police Criminal Records Check. Proof of NCCP Level (FOR COACHES ONLY). Travel to the Games - DRAFT TRAVEL REIMBURSEMENT POLICY Some travel expenses will be paid by the Games Organizing Committee through funds provided by Sport Alliance of Ontario originating from Quest For Gold lottery program. Over 500 km one way air travel possible (incidentals such as meals, airport parking, ground transport, etc. are your own expense.) Over 300 km one way reimbursed 30 cents per km. (again incidentals are your own expense.) Travel possible by a number of methods: plane train automobile bus (car pooling if from the same community is strongly encouraged.) Accommodations Swimmers, Coaches and Managers will be accommodated in the residences at Laurentian University. Arrival and departure dates and time lines will be based on the competition schedule. Check in/check out procedures will be established and communicated to each Region prior to the competition based on each regions travel schedule. Regions will be responsible for the cost of additional meals and accommodations that occur prior to Tuesday August 10 th at 2 pm. Food and Beverage Services Meals will be provided for all participants from the Welcoming BBQ on Tuesday afternoon, August 10th to the end of the swimming competition period at the Games on Friday, August 13th, 2010. Any participant with special dietary requirements must indicate this on the on-line registration form. Meal requirements will be provided by the Athletes Village location Laurentian University - and box lunches at the swimming venue (if appropriate). An outline of the Food Program policy will be posted on the website well in advance of the Games Relatives and Friends Program Sport Alliance Ontario and the Games Organizing Committee will assist parents, relatives and friends, who want to come to the Games, with sport and logistical information via the website. In the New Year the Games Organizing Committee will post on the Games website, assistance with hotel reservations (special Games rate), restaurant discounts, various tour information, etc. 3

A retail souvenir clothing program will also be outlined for purchase of Games items. At the time of athlete registration, the Games Organizing Committee will have a Relatives and Friends Registration area with more details. For tickets to the games please see the proposed ticketing program below. Proposed Ticketing Program ADMISSION TICKETS: to the Opening Ceremonies on Tuesday, August 10th GAMES PASSES (valid for all sport competitions during the Games from Wednesday, August 11 th thru to Saturday, August 14th) will be sold separately. TBC by GOC. PRICING: Tickets to the Opening Ceremonies and Games Passes will each have the same price point $10 per adult; $5 per youth (14 and under); children 5 and under are free (no admission charge.) TBC by GOC. DISTRIBUTION: Tickets to the Opening Ceremonies and Games Passes can be ordered in advance through the Games website. Tickets will also be sold during the registration period at the Relatives and Friends Centre located near Athlete Registration at the Villages. TBC by GOC. Participant Registration All sport participants are required to be registered online in order to receive accreditation; this includes athletes, coaches, managers, trainers, officials and support staff. The registration form will be located on the 2010 Ontario Summer Games official website at www.2010ontariosummergames.ca On-line registration OPENS Friday April, 30, 2010 (TBC) FINAL registration deadline for SWIMMING Monday May 31, 2010 (TBC) Passwords will be provided by the GOC to Swim Ontario to manage participant registration. The final registration process is still TBC. The Games organizing committee will inform us of the most effective method. An information package regarding registration will be sent to each region by the end of March, 2010. Swim Ontario will require all regional team managers to be responsible for collecting accurate participant registration, medical, security clearance copies & information forms, signatures etc., and submitting to Swim Ontario. All participants including coaches and team managers will be required to complete a waiver form and medical history form for signature by participant and/or guardian and forward it to the PSO (PSO addresses will be listed on the site). 4

RISK MANAGEMENT / WARM-UP PROCEDURES 2009 During the designated warm-up period, the meet management committee shall be responsible for ensuring that all Risk Management/Warm-up procedures are followed. It is incumbent on all participants, i.e. meet management, coaches, swimmers, and officials to comply with these procedures. Non-compliance with these procedures will result in a warning or removal of the swimmer from the warm-up pool, and possible further reporting to meet management and the Referee for action under rule SW 2.1.1. Meet management shall designate Safety Marshals to actively monitor the warm-up period in the competition pool and ensure compliance with these procedures. Safety Marshals should be notified of any disabled swimmers who are participating in warm-ups. Additional practice pools, if any, are to be supervised by lifeguards and coaches. Safety Marshals shall be responsible to the Referee for all aspects of safety related to conduct during the warm-up period.. and shall ensure that all appropriate warm-up procedures are followed. (CSW 2.13.1.5) GENERAL WARM-UP RULES: Swimmers shall enter the water FEET FIRST in a cautious manner. No Running on the pool deck or Diving from the side of the pool. Meet Management shall provide signage to indicate designated lane use during warm-up. Notices/barriers shall be placed on starting blocks to prevent diving during the general warm-up. Diving Starts are only permitted in designated Sprint Lanes during the warm-up period. Lanes shall be open primarily for Circle Swimming during the General warm-up period. Coaches and swimmers shall allow Backstrokers & SWAD the right of way for safety purposes. Meet Management may designate a Sprint Lane(s) and/or a Pace Lane(s) throughout the general warm-up period. SPECIFIC/SPRINT WARM-UP PERIOD: Sprint and Pace lanes must be opened for at least the last 30 minutes of warm-ups or as designated by meet management. Outside Lanes should be designated as Sprint Lanes. Only one-way swimming shall be permitted in Sprint Lanes. Sprint Lanes, Pace Lanes, and Circle Swimming lanes shall be clearly marked with signage. The following statement shall appear in the meet information and in posted notices: "SNC WARM UP PROCEDURES WILL BE IN EFFECT AT THIS MEET". EQUIPMENT: FLUTTER BOARDS and PULLBUOYS are allowed. HAND PADDLES and FLIPPERS (ZOOMERS) are NOT ALLOWED. SNC Board Approved 8

Meet Rules: Scoring Awards SNC Rules will apply. The FINA one-start rule will be in effect. Points 1st to 8th place: Individual events -- 9, 7, 6, 5, 4, 3, 2, 1 Relay events -- 18, 14, 12, 10, 8, 6, 4, 2 Medals --1-3 for individual and relay events Ribbons -- 4-8 for individual and relay events Banner -- for overall Regional Winner Small Bannerettes -- for all winning team members Overall Champion -- the winning Region will be supplied with a winning team banner. 9

Meet Results: Live results will also be available at (Site TBC). All results will be published on swimmeet.ca within 3 days of the conclusion of the competition. Athlete and Team Information Eligibility: Swimmer s Age: Team Sizes: Entry Limitations: Swimmers must be registered as competitive swimmers with Swim Ontario in order to compete in Ontario Summer Games. Please see selection criteria and/or regional selection criteria. Age as the first day of the competition Wednesday August 11, 2010. 16 years of age and younger. Age categories: 16, 15, 14 & under 4 female and 4 male athletes per age category. 24 Swimmers as per the Age Group and Gender outlined above. The number of entries per swimmer will be limited to seven (7) individual events, plus ONE relay. NO deck entries will be accepted for any event. Coaches Package: The coach will receive a meet program upon receipt of: Proof of OSCC, & CSCTA membership Scratches: CSW 3.7.2: CSW 3.7.3: SNC scratch rules will apply. Swimmers may scratch without penalty within thirty (30) minutes after the conclusion of the session immediately preceding the finals (i.e. - the heats). Failure by a swimmer to scratch in accordance with this rule (CSW 3.7), failure to swim in an individual event, or swim a leg of the relay, constitutes a late scratch, and shall result in the offending swimmer being automatically scratched from all remaining events, including relays, scheduled for that day. This applies also to step-downs, no-shows, and unexcused incomplete swims (as determined by the referee). Only the first two (2) alternates will be listed for each event. Alternates are expected to check into the marshalling area when the event is called. Failure to participate in an individual final or leg of a relay final, without meet management s knowledge and consent will result in a $500 fine to each region for each offence payable to Swim Ontario. Failure to scratch a swimmer at least 30 minutes before the start of finals and/or participate in the fastest seeded Final of 800/1500 FR and will result in a $500 fine payable to Swim Ontario. Event Information General: Course: All preliminary sessions will be combined and Senior Seeded. Finals and Timed Finals will be divided by gender and by the age categories: 16, 15, 14& under. Final events will be swum in the age categories 16, 15, 14& under. Long Course Meters. Time Final Events: The 800, 1500 Free & All Relays will be swum senior seeded and as timed final events. 10

800/1500 Events: The 800/1500 free will be swum fastest to slowest, senior seeded and will alternate heat by heat between the 800 and the 1500. Proof of times will be enforced for this event. Individual medals and team points will be awarded according to the assigned age categories. Positive check in for these events will be enforced. Relays: Will be swum as time finals during finals and as OPEN age category. All members of each team will swim one relay only. Relay cards must be returned to the Meet Management office 30 minutes before the start of the finals session.
