Special thanks to the Norwegian federation, especially Vera for all the arrangements. All attendants made a short presentation. 2 Approval of agenda Mr. Junfors asked if the proposed agenda could be approved. Decision: The agenda was approved with the amendment of Medals to 10. 3 Previous meetings a) NEZ Council meeting 01-2008 Mr. Junfors asked if the minutes NC 01/08 could be approved. Decision: The minutes were approved. b) NEZ Council Working Groups telephone meeting, the 3 rd of September 2008 Mr. Junfors asked if the minutes NCWG 03/08 could be approved. There was a question about 4 Rallycross. Mr Donatas Vecerskis explained that he hade informed NCWG about the event in Lithuania. Decision: The minutes were approved and will be attached the minutes from this meeting. See Appendix 2. c) NEZ Council Working Groups telephone meeting, the 23 rd of September 2008 Mr. Junfors asked if the minutes NCWG 04/08 could be approved. FIA NEZ Council - Minutes NC 02/08 Decision: The minutes were approved and will be attached the minutes from this meeting. See Appendix 3. 4 FIA matters FIA General Assembly meeting is coming up in November. The FIA regulation for NEZ-events will be the same as last year It was informed that a protest on an event in NEZ Championship will be handled over to the ASN that has given the permission to the event, not to FIA Court of Appeal. The ASN will be the highest instance. 5 NEZ Sporting Commission a) Dragracing There was no report from the Dragracing Commission. The last information is from the Meeting in Oslo in April. b) Karting - Karting President is ill and is retiring. Mrs. Andersen informed that there had been no Championship event this year. There had been discussions about the NEZ-championship and some had declared that they want the Nordic Championship back. It was declared that there is no big difference between NEZ and NoM-championship, only that participants can come from more countries. It was stated that every country must declare to their competitors and organizers that there is no return to a Nordic Championship. Mr. Berkis said that all countries must work to execute a good NEZ-Championship in Karting next year. Also see Appendix 4. c) Racing - Have had six different NEZ-cups. There was a wish that the classes should rest for more years and not changed so often. It was also a wish that there should be some fewer classes in racing. The NEZ Racing Commission had a meeting on this Saturday and talked about organizing 2009. See Appendix 5. Formula Renault is growing and will probably be a class for the future. The class is very successful in the countries were it is driven. d) Rally- Mr Rydh reported that the last event this year in Latvia was a success with competitors from seven countries. The NEZ Rally Commission had a meeting on this Saturday and talked about organizing 2009. They look forward to next year and think it will be a very good rally year. Also see Appendix 6. e) Rallycross- The NEZ Rallycross Commission had a meeting on this Saturday and talked about the activities in 2008 and organizing 2009. In the NEZ-event in Lithuania a protest was handed over to NEZ instead of the ASN. It has been solved out. Calendar for 2009 will be ready in December. Mr Junfors said that in Rallycross there has been a very strong NEZ-championship since the beginning of NEZ. Also see Appendix 7. FIA NEZ Council - Minutes NC 02/08 Page 2 of 5

FIA NEZ Council - Minutes NC 02/08 f) Remaining sports Mrs Andresen informed of the difficulties to co-ordinate the different sports in Remaining Sports Commission. It is a big difference between the Working Groups. Some Working Groups are well organized and the work is going well. Other Working Groups have nearly any activity at all. Also see Appendix 8. Mrs Andresen proposed to have a changed organization. She also proposed that there will only be one co-ordination Chairman in Remaining Sports Commission and a chairman for each Working Group. Decision: To accept Mrs Andresens suggestion and commission to NEZ Council Working Group to organize, at latest to next Nordic Council, for a changed organization for Remaining Sports Commission. The Working Groups in Remaining Sports will be: Auto Navigation, Drifting, Eco Run, Off Road, Radio-operated Model Automobiles and Trophy Raid. Every country is exhorted to appoint delegates to the Working Groups. N.B. Crosskart WG is reporting to Rallycross Commission. 6 Organization a) Update of organization plan The information in the NEZ organization plan was updated and will be presented on the NEZ webpage. The contact list is a living document that updates as soon as new information is available. b) Election of Chairman for Karting Commission Decision: It was commissioned to Mr. Backman to present a candidate for Chairman for NEZ Karting Commission. It was also decided to commission to NEZ Council Working Group to appoint a new Chairman for NEZ Karting Commission. c) Principe for election of president of NEZ Sporting Commission. Mr. Backman suggested that NEZ should change the way to appoint Chairman in Sporting Commissions. He suggested that the charge as chairman should rotate within all NEZcountries. In the following discussion it was said that the Chairman must be a very active person and that continuity is very important for the function of a Sporting Commission. Decision: It was decided to not change the way to appoint Chairman in the Sporting Commissions. 7 Economy Mr. Edvall reported of the economics. Member fees hade been paid with 42 860 SKr. Russia and Island have not paid their fees. Reminders of invoices have been sent out. (Russia has paid now). NEZ Rally Commission made there opinion that they could apply for money, 250, from NEZ account for their expenses. There was a short discussion about the minutes from the NEZ-meeting in Vilnius in November 2007. Decision: It was decided that the fee is not including any part to the Sporting Commissions. FIA NEZ Council - Minutes NC 02/08. 8 NEZ Championships and Cups Regulations and plans for championships were presented. A fixed date for a champion event can not be moved. Dragracing. - Nothing to inform. Racing. See Appendix 5. Karting. There was no Nez-championship during 2008. Sweden was exhorted to present a date for 2009 as soon as possibly. Rallycross. It is planned for 4 classes next year. Regulation is not ready yet. It will be 4 may be 5 events next year. Rallycross has an own webpage, www.nez-rallycross.eu. Crosskart. Has a very good evolution. Planning for four events. To reduce the cost the final result will only include 3 results. There are several more manufacturers today and many new drivers. Rally. Have one individual NEZ-championship and two NEZ Nation Cups. The events must be better supported by information on NEZ-webpage. The information on the webpage has been bad the last year. The NEZ Rally Commission has a plan for extending the sport next year but must have support from both NEZ and all ASN. For example they want national flags on all cars. Remaining Sports. Individual report from each sport. Auto Navigation. Regulations are not finalized yet but it will be the same as 2008 with very few modification. Offroad. New regulations for 2009. It will be a NEZ Cup in one event 13-14 June. The regulations will be evaluated to 2010. It was a presentation of Baltic cup that is arranged for 3 classes in 4 events. Trophy Raid. It was a presentation of Ladoga Trophy, the most famous even in the region. The regulations for Trophy Raid are approved for NEZ Cup. Ecorun. Only one event is reported for next year. It must be 3 events for a championship. Mrs Andresen will report later if there will be a NEZ Championship 2010. Existing regulation are very old and needs a renewing. Sweden and Finland are working to have shorter and more interesting events. Drifting. Nothing is planed. Radio-operated Model Automobiles. Nothing is planed. 9 License system Mr. Backman made a presentation of the Finnish system for licenses. Finland have a IT-based system with no licensecard for national licenses. They have licensecard only for international licenses. 10 Miscellaneous a) Medals Mr. Berkis told everyone that should have NEZ-medals to order medals as soon as possible. FIA NEZ Council - Minutes NC 02/08 11 Next meeting for NEZ Council The plan for the next meetings was discussed. The NEZ Council meeting will be at the 28 th and 29 th of Mars. There will be a closed meeting for the NEZ Council at 15.00 the 28 th of Mars and an open meeting at 09.00 the 29 th of Mars for NEZ Council, Chairmen of Sporting Commissions/Working Groups and specially invited. Commission meetings will be in afternoon at the 28 th of Mars. First choice for the autumn meeting will be the 31 st of October and 1 st of November. Second choice is 17-18 th of October. 12 End of meeting Latvia made a very pleasant presentation of Rallycross After that Mr. Junfors closed the meeting with sending everybody s thanks to NBF for organizing a pleasant and well organized weekend of meetings. The next meeting will be the NEZ Council meeting in Norway on the 26 th of October 2008. 5 Commission meeting, Norway 25 th of October 2008 The Sporting Commission will have a meeting between 14.00 and 18.00 The Swedish board will have separate meeting at the same time as well as Rally, Karting, and Crosskart as we know for the moment. Reminders of who will attend will be done by the secretary. 6 NEZ Council meeting, Norway 26 th of October 2008 - Invitation for the meeting in Norway has been sent out. Only two announcements have come in. Reminders will be sent out by the secretary. - NEZ Council meeting will start Sunday at 9.30 and end at the latest 15.30. 7 Other matters - What members are interested of having meetings in Norway of the Council Commission, Sport Commission, the board of Sweden and Norway? Secretary will send out reminders here as well. - Review of the Norwegian agenda was made. - Plans to have one less NWCG telephone meeting next year. Denmark the 15. oktober 2008 NEZ Karting Comission. Internal report autumn 2008 We, in NEZ Karting Comission, hawed had some problems through the last year finding a date for NEZ Karting Championship. I think that this is a consequence of the fact that our cooperation the last few years had more or less not existed, and I think, that we are all to blame. I think we have to be more disciplined in answering e-mails and take responsibility and cooperate much more through e-mails. If we cannot manage this, we must doo with meetings every year. Actual it is my opinion that meetings could be a good idea because we, in a period when the members of our cooperation are raising, will get to know each other in a personal way. Göteborg 11.07.08 Mr. Tord Janervik invite to a meeting in Göteborg at the 11.07.08 to discuss the future for the NEZ Championship. Only delegates from Sweden, Norway, Russia and Denmark participate in the meeting. We got no minutes from the meeting, but from my memory; I think that the following few statements will give a true picture of the meeting: Question: Do we really want to carry on with a Nordic/NEZ Championship? Answer: We all agree about this wish. The championship will be for the classes KF2, KF3, KZ2 and Rotax. Question: What kind of a championship do we want? Answer: Sweden, by Lennart Lundberg, argued for a returning to the Nordic Championship. He argued that there will be more participants because the asn s was to pay the entry fees, and because it is an honour to drive, when you are selected by your country. The rest argued for the NEZ Championship. The arguments are the opportunity for merit to upgrade their license, and that asn s still have the opportunity to select the drivers whom they want to represents their countries, and to pay their entry fees too. Final we agreed that it was a good idea to invite to a meeting for the NEZ Karting Comission at the 25.10.08 in Oslo. Future The meeting in Oslo is not yet called, and the responsibility is mine. The explanation is a broken collarbone in combination with a pneumonia, who in common has kept me away from my computer. Birger as well as I (I am going to Basel for some treatment for my disease) are not able to participate in a meeting at the 25.10.08. Obvious the rest of you can meet, but I think that the time limit is very short, so perhaps we shall look at some other possibilities to get on with the championship.

My suggestion will be for the first, that Sweden as soon as possible announces a date, where it will be possible to run an event in Sweden. It is my hope, that we can get the date in a couple of weeks, so that we can avoid a repetition of this year s problems. Secondary we need to get together to discuss the concrete form and regulation for the event. I think that we can use the old Nordic form, and get together in Sweden latest in the start of 2009. Maybe it would be a good idea, if we could make CIK nominate a permanent weekend in there calendar for running championships for their different zones. Personal future About my own future in the NEZ Karting Commission I have announced, that I will not be a candidate for Precedent, but after 22.11.08 I will no longer be a member of the Danish Karting Commission, and I don t know what the formalities will be for me in the NEZ Karting Commission then? It was discussed about the idea and meaning of FR2.0 class in NEZ area. Finland was successfully started with FR2.0 national series in 2008 and Sweden will start in 2009. It was concluded that the class is the most important class in the future then thinking rising top single seater drivers from NEZ area. The strategy is to make a strong FR2.0 NEZ series in the future starting with Finland, Sweden and Estonia. NEC series may also visit in Finland and Sweden in 2009, like it visited in Finland in 2008. 3 Preliminary 2009 NEZ Championship and Cup calendars It was decided as follow:

Appendix 6 NEZ Rally Commission, Summer report Since the meeting in Oslo the commission have not had any regular meetings, but contacts during the season. First event in Denmark, Nations cup West, was not visited by many foreign drivers. The Championship for drivers held in Sweden in May was a little bit more popular, most from drivers from the west side of the zone. Finally, the event in Riga, Nations cup East, is to take part in the beginning of October. Four Swedish teams and two Danish teams are planning together to take part in that event. We are planning to have a meeting in Oslo. This meeting has to evaluate this year, decide what to do for next year. It seems that eastern drivers are not so interested to travel far west and vice versa. National series are probably good, drivers knows what they get and travelling to other countries take a lot of time. If you have this time to travel, then there are other more famous series. Rallycross commission 24.september 2008. To NEZ Counzil meeting October 08 NEZ RALLYCROSS Commission report NEZ Rallycross championship 2008 was held according calendar. Regrettably was the number of drivers in Crosskart not satisfactory. But we are optimistic and hope more drivers will participate in 2009. Unfortunately there was no observer in Lithuania and this event was the occasion for most discussion and a protest from Latvian ASN. The main reason to the problems was that the race officials could not speak or write any English. The commission had to make a decision according to the official documents from the event. Unfortunately all official papers were in Lithuanian so it was not possible to read the stewards decisions. The NEZ RC regulations are quite clear about this matter: All official papers must be in English That is why the RC Commission had to cancel the result in Division 1 and ordered the organizer to make a new result and give cups and price money to the new winner in the class. Today (24.september) are the RC commission and the drivers still waiting for the organizer to follow the commission decision. See app. The regulations for 2009 will make it clear that all communication must be in English and there will be competent stewards selected of NEZ RC. The 2009 regulations will be confirmed at our meeting in Oslo. But 2009 calendar are waiting for national calendars and will hopefully be confirmed in December. Rallycross commission 2008-08-19 After the NEZ event in Vilkyciai, Lithuania, july 20.2008 the Rallycross Commission received an official protest from Latvian Autocross commission,and Latvian Automobile federation (LAF) concerning the exclusion of Latvian driver in division 1,Ervins Erglis after the Division1 final. NEZ Rallycross Commission have received all official documents concerning this matter from Lithuanian ASN. Rallycross Commission can establish the following facts: 1. Scruteenering was held on Saturday, July 19. No reports about nonconformity were made.all cars were allowed to participate. 2. On the official bulletin board there was no bulletins from the Stewards meetings. 3. In Ervins Erglis car the turbo was not measured not during the scruteneering, not after the race. 4. The protest against Ervins Eglis was not on the bulletin board. 5. There was no official bulletin concerning protest against Ervins Eglis. 6. There was no bulletins with stewards decision according to the protest. 7. All consideration has been in verbal form in Lithuanian language. According to NEZ Regulations 2008 3.4 : Official language for briefings and information English. 4.6: All information concerning event participants is on official notice board. Rallycross Commission conclusion: The exclusion of Ervins Erglis are cancelled because of irregular consideration according to NEZ regulations.. The organizer must prepare a new result for Division 1 and team competition. The organizer is responsible for cups and price money for the new result in Div 1. The organizer must send the revised result including this decision to all participants in Div 1, the drivers ASN and NEZ Rallycross Commission within 8 days. Status: Working group: Chairman: Jan Søndergaard Regulations 2009: Regulations has been finalized Formula Off Road: A WG was established after the spring meeting and they have presented draft regulations. The regulations will be further discussed at a meeting 25. October and presented for approval at the NEZ Council 26. October. Status: Working group: Chairman: Arne Johannessen Regulations 2009: Regulations has been finalized for approval Drifting Status: This was the main goal to get inside the NEZ system. Unfortunately nothing has happened with this. Radio Controlled Cars: Status: No more contact Trophy Raid: Status: Working Group: A WG has been established based on the Baltic countries. Chairman: Krisjanis Viduss Regulations has been finalized for approval.

NEZ Remaining Sports Commission It is a bit frustrating to be Chairman of the Remaining Sport Commission. First of all I don t think there is necessary to have many persons in a Commission like this, just a Chairman who is the contact person between the Working Groups and the NEZ Council. This because all is based on the work that is been done by the WG. It is not possible for neither a Commission or a Chairman to know everything about the different sports that are gathered in this commission, and because of this there is very little respons when sending mails etc. to the members of the commission (which I totally understand). I also know for a fact that contactpersons that have been appointed to the different working groups not always responds at mail etc, and that makes it frustrating for those who tries to do the work in the WG (ref. Offroad Commission). A NEZ championship/cup cannot be better than the WG makes it and the engagement that WG can put into it. I don t think that it s up to the Remaining Sport Commission (or the Chairman) to have all the solutions, ideas etc. In my opinion it is way to many different sports that this can be possible. For my self I can only say that I don t have neither the time or the knowledge to be that person and are totally depending on the WG s and the work done by the persons specialized on the different sports. If anyone means otherwise, someone else has to be the Chairman of this commission. Finally I have to say that some of the WG has done a good job and are functioning like described above without any problems.
