SECTION D SPECIAL REQUIREMENTS D.1. D.3 Language Requirement All submissions shall be provided in English. D.4 Restrictions on Certain Foreign Purchases: USAID has eligibility rules concerning goods and commodities, commodity-related services, and suppliers of goods and services (other than commodity-related services).
