ICH Adult League Playing Rules Section 1.01 League Rules & Regulations USA hockey rules will apply unless otherwise mentioned. Rules can be viewed online at the following link: https://www.usahockeyrulebook.com/ Section 1.02 Age Policy (a) Players under the age of 18 are not permitted to participate in the ICH Adult League under MWAHA (Midwest Amateur Hockey Association) and USA Hockey rules. Section 1.03 Team Policy (a) A team must start a game with a minimum of six players (5 skaters and 1 goalie). Any time that a team has been reduced to less than three skaters, the game shall be declared a forfeit. (b) Any new team that is being registered with the league must consist of players that are not currently on another existing team roster. Players can only be transferred from a currently active team roster with prior consent/approval of the existing team s captain. Section 1.04 Game Play (a) 3 periods (i) Twenty minutes of running time. (ii) Clock stops when the ref approaches the scorer s bench for penalties. (iii) Clock stops during the last two minutes of 3rd period if the score differential is 2 or less. (b) Period Breaks (i) 2 minutes. (ii) 1 minute if behind schedule
(c) Warm-ups (i) Rink will provide warm-up pucks which are collected by referees before game begins. (ii) 5 minute warm-up begins at scheduled game time. (iii) If behind schedule, warm-ups will be abbreviated to 3 minutes. (d) Tie games (i) No overtime for regular season games. (ii) Play-off games. 1) 5 minute sudden death overtime. 2) If still tied, a 3 man shootout. 3) If still tied, a sudden death shootout. 4) All players on bench must shoot once before a player can shoot twice. Section 1.05 Equipment (a) Helmets required with a chin strap (i) Full/half masks recommended. (b) Full gear recommended Section 1.06 Rosters (a) Season Roster (i) 18 player limit on roster size. 10 players + 1 goalie minimum. (ii) Rosters due with 1 week prior to season start. (iii) Additions may be added anytime during regular season provided they are USA Hockey registered. Players can sign up with USA Hockey at: https://www.iowacityhockey.com/adult-league-registration (iv) Players are required to sign up on the ICH League website to register: https://www.iowacityhockey.com/ichl (b) Playoff Roster (i) Only players who have been registered on a team roster during the regular season and have participated in at least 3 regular season games are permitted to play in league playoffs. (ii) No substitution from other teams are permitted otherwise it is considered a forfeit. (c) Game Roster (i) Captains are responsible to correct rosters prior to the start of game.
(ii) Only players playing in game should be listed. (iii) Correct, unique jersey numbers, number on helmet alternative. (iv) Filling out roster incorrectly on score sheet could result in forfeit of game. (d) Forfeits (i) 5 skaters (not including the goalie) on their league roster present at start of game. (ii) A $50 fine for any forfeit may be charged to any team who does not contact the League Director 24 hours in advance so he can let the other team and referees know that they will not need to show up for their scheduled game.) (e) Substitute players (i) Any goalie that is USA Hockey registered may play in any game. (ii) Any player on the Official Free Agent list or a rostered player from the league may substitute for any regular season game provided they are USA Hockey registered. (iii) A team is allowed to sub up to 9 skaters total excluding the goalie which includes 5 of their own regular roster players. Meaning a total of 4 sub players from any other ICH Adult League team is permitted. Section 1.07 No Body Checking Under USA Hockey Rule 604: (a) Body checking is prohibited in non-check Adult classifications. (c) A minor or major penalty shall be assessed to a player who body checks an opponent in a non-checking classification. (Note) Non-check hockey does not mean no contact. However deliberate physical contact with an opponent, with no effort to legally play the puck, shall be penalized. (d) A major plus a game misconduct penalty shall be assessed to any player who injures an opponent with a body check in a non-checking classification. Section 1.08 Zero tolerance policy on fighting and intent to injure penalties (a) Automatic ejection from game + (i) First offense in within 1 year: 1 game suspension. (ii) Second offense within 1 year: 3 game suspension. (iii) Third offense within 1 year: banned from ICHL Adult League. (b) Referees submit game incident reports to Adult League Director & US Hockey.
(c) Adult League Director informs Adult League Committee of suspensions. (d) Players may appeal suspension to Adult League Committee. In the case of a player appeal, the incident will be reviewed by the Adult League Committee and players will be required to serve suspension if case decision warrants it. Fighting is defined as any altercation that results in quarreling, wrestling, shoving, punching, that results in a stoppage of play or game disruption to resolve or break up. If a punch is thrown, or attempt to punch is made, physical contact is not required to be deemed fighting. 1 st Offense- Ejection for the remainder of that game, plus an automatic one game suspension. Retaliation will also carry an ejection from that game and an automatic three game suspension. Third man in will result in an ejection and a one game suspension. There will be no refund of collected fees. 2 nd Offense in a one year period, ejection for the remainder of that game, plus an automatic three game suspension. Retaliation will also carry an ejection from that game and an automatic expulsion from the league. Third man in will result in an ejection and a one game suspension. There will be no refund of collected fees. 3 rd Offense in a one year period, will result in expulsion from the league. That player may apply for reinstatement after one year at the league director s discretion. No refund of collected fees. If the gloves are dropped under any circumstances during an altercation, that player will be suspended for the remainder of the season. No refund of collected fees. Because the league has revolving players, if a fight occurs in the last three games of the post season and the player(s) involved do not return. The suspensions will be served by the team Captain the following season. If the Captain is the individual not returning, the referees/league director will determine the player(s) that will serve the suspension. INTENT TO INJURE: Includes but is not limited to: Head butting Spearing Checking from behind Hits to the Head Elbowing Kicking Kneeing Slew footing Throwing equipment Any person that commits an act of intent to injure will be automatically expelled from the league. There will be no reinstatements allowed, as well as no refund of collected fees. The league director, referees, and rink management have the right to report any incident or behavior by any player, that exhibits is detrimental to the operation of the league. Any verbal altercation with a referee will result in a one game suspension. Any physical altercation with a referee will result in expulsion from the league.
Section 1.09 Standings (a) Points: 2 for a Win, 1 for a Tie, 0 for a Loss (b) Forfeits are considered a 1-0 loss and are counted against the offending teams GA average in overall standings. Forfeited games require 5 players and goalie present at game time to be awarded 2 points for a win in the standings. If neither team has required number of players then 0 points are awarded. (c) Tie breakers (i) Fewest Goals Allowed - Unless team has been penalized for a forfeited game(s). (ii) Fewest Game Misconducts (iii) Most goals scored (iv) Coin flip ALCOHOL Alcohol is prohibited in the ice arena and on mall property. Any team that has alcohol in the locker rooms, prior to and following a game will forfeit that game as well as lose ice privileges for the night. No pickup games will be allowed. The offending team will receive a major penalty which must be served at the beginning of the game following the occurrence of the violation. There will be no refund of collected fees. Any individual with alcohol in their possession, gear bag, container in the locker room, rink area, or bench will be expelled from the league for the period of one year. There will be no refund of collected fees.
