RULES AND REGULATIONS 1. Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. 2. A photocopy of registration papers must accompany the entry blank for each horse entered in the American Saddlebred or Morgan divisions. All horses must be entered under their full registered name and number and under the current owner of record. 3. The Show Committee reserves the right to split, combine, add or cancel classes. 4. Entries must be received by August 25, 2017 - no faxed entries will be accepted. There will be a $15.00 per horse late fee on all entries received after August 25, 2017. The late fee will be enforced. Class entries made the day of the show must be made at least one-half hour prior to the start of the session in which that class is to be held. No entries will be accepted after the start of the session in which that class is to be held. NOTE: If you fail to enter a class that you show in, or must enter after a session is started, you will be charged a $10 late fee, NO EXCEPTIONS! Scratch sheets will be required and are available at the show secretary s office. No class entry refund will be issued if class is not scratched prior to the beginning of that session. 5. Attention-getting devices and/or other noisemakers (including but not limited to tape measures, blow horns, bamboo poles, explosives, fire extinguishers, baby powder, whips longer than 6, etc.) are not allowed in and around the makeup and competition rings during scheduled sessions. 6. Action devices including chains, wooden beads, shackles and surgical tubing with collars are prohibited anywhere and at anytime on the show grounds. 7. The Entry Blank requires 3 signatures: Owner(s), Agent or Trainer, and Exhibitor. A coach s signature is also required if applicable. If owner or exhibitor is under 21 years of age, the Entry Blank must be signed by a representative who is of age and who, by such signature, individually accepts responsibility and risk as stated above the signature. One owner per Entry Blank. ENTRY, DRUG, SHAVINGS, NON-MEMBER AND STALL FEES MUST BE PAID AT THE TIME OF ENTRIES AND ACCOM- PANY THE ENTRY BLANK. Make checks payable to the Florida Morgan Horse Association. Open checks and credit cards will be accepted. 8. The US Equestrian non-member fee is $30.00. The US Equestrian Drug fee is $16.00 ($8.00 Drugs & Medication, $8.00 US Equestrian). Horses showing in the following divisions ONLY are exempt from payment of the USEF Drug Fee: Academy, Exceptional Challenge, Opportunity. Exhibitors showing in the following divisions ONLY are exempt from the requirement of having USEF membership: Academy, Exceptional Challenge, Walk/Trot Opportunity. Horses/exhibitors may cross-enter between opportunity classes and regular classes, but all fees and membership requirements will apply. 9. All amateur riders or drivers must have in their possession a current Amateur Certification or make application for such at the Show Secretary s office at least one hour before the class. 10. Horses can be stabled any time after 9:00 A.M., Thursday, 9/7/17. Stalls will not be available until that time unless arrangements have been made to arrive early. If prior arrangements have been made, stalls will be available at 4:00 p.m. on Wednesday, 9/6/17 AND NO EARLIER. If you arrive prior to 4:00 p.m. you will not be permitted to begin unloading. There will be a $15 fee charged per stall for early arrivals. If you plan to take advantage of the early arrival option, you MUST contact Tami Johnson at 314-750-1397 or tami@masterworks.net to make those arrangements. - 2 -

NOTICE: USEF Rule GR1301.7 Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. TO QUALIFY FOR ANY CHAMPIONSHIP CLASS IN ANY DIVISION, you must have shown in any class in that division. NOTE: There are TBA slots at the end of every session. If you would like to utilize one of these slots for a class of your choice, you must sponsor the class (see page 3) and submit your request to show management before the start of the show. COMMERCIAL VENDOR SPACES ARE AVAILABLE: Limited space for commercial vendors is available for $25/day. Electrical hook-up is an additional $20/day charge. Vendors may set up on Thursday afternoon, Sept. 7. If you are interested in a commercial vendor space, please contact Tami Johnson at tami@masterworks.net or by phone, 314-750-1397. ATTN EXHIBITORS: There will be a ring drag at 3:00 PM every day and the ring will be closed during this time (unless the show is in session) - 4 -

11. Stalls shall be $100.00 for the show. All stalls are concrete with clay floors and measure 10 x 10. Stall doors are provided. No first bedding will be provided. You may bring your own stall bedding, but if shavings are purchased at the show, they MUST be purchased from the Livestock Pavilion and are $8.00/bag. Bedding may be ordered through the Show Secretary. You MAY NOT deface the stalls in any way, including but not limited to the use of liquid nails or drilling holes in the walls. Any charges incurred by management for such activities will be the responsibility of the trainer/ exhibitor. ALL STALLS MUST BE VACATED BY 3 PM SUNDAY! 12. A charge of $25.00 per day will be charged for horses without stalls. 13. Refunds on entries will be made on bona fide casualty to horse, exhibitor, or exhibitor s immediate family up to August 31, 2017. Application for such refund must be accompanied by a veterinarian s certificate, or in the case of an exhibitor, a doctor s certificate. No refunds will be made after September 1, 2017. The office fee will not be refunded. Refunds will be made 30 days after the completion of the show. 14. All debts incurred to the Show must be paid in full before exhibitors will be given permission to leave the show grounds by the Show Secretary. 15. All classes will receive six ribbon placings. All prize money will be mailed within 30 days of the end of the show. 16. We will adhere to the 2-minute rule, unless a tack hold has been requested. All holds should be requested two classes ahead. 17. Junior exhibitors shall not have reached their 18th birthday. The age of an individual on December 1, 2016 shall be maintained throughout the show year. Junior exhibitors may NOT enter amateur classes in any division where classes have been provided for junior exhibitors. 18. All horses must have a NEGATIVE COGGINS TEST and vaccination records within one year prior to the show date. A copy of this must accompany the Entry Blank. 19. All dogs MUST be kept on a leash or confined to stalls. 20. Should any question or dispute arise that is not provided for in the foregoing rules, the same shall be referred to the Show Committee whose decision shall be final. 21. The Florida Morgan Horse Association and the Southeastern Livestock Pavilion will in no way be held responsible for any loss or damage that may occur or be liable for any injury to horse, exhibitor, spectators, or any other interested party. 22. Camper fee with electrical hook-up: $45 per day. 23. Riders and/or drivers in classes for ladies must be 18 years old or over as of Dec. 1, 2014. 24. USEF membership cards must be presented at the Show Secretary s office. Please send copies of membership cards with your entries. No numbers will be issued until cards are provided or applied for, or non-member fee is paid. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Evening Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions, 8) Opportunity classes, 9) citizens of other nations who have - 5 -

proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) asssistant handlers in Dressage Sport Horse Breeding classes. 25. Management reserves the right to refuse entries. 26. Show ring footing is clay and measures 120 x 300. Warm-up areas are grass and sand/clay. 27. You must include on your entry blanks either the breed registration number for each horse, OR the USEF ID number. You must also provide a copy of each horse s registration papers showing the current owner of record or a copy of your USEF horse ID. 28. Championship/stake classes will not be stripped. 29. HELMETS: Effective March 21, 2011 for Leadline entrants: Protective headgear must be worn by riders in lead line classes at all times while mounted. See rule GR801. 30. In Classic Pleasure classes, cross entering is allowed in all other English Pleasure and Pleasure Driving sections provided the toe and shoeing requirements of the horse are met. ENTRIES CLOSE AUGUST 25, 2017 Federation Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. - 6 -

SOUTHEASTERN LIVESTOCK PAVILION 2232 NE Jacksonville Rd., Ocala, FL 352-840-5606 BARN: 226 stalls with new iron gates, air conditioned concession area, announcer s booth, secretary s office and VIP room for the judges. COVERED ARENA: Arena class floor measure 120 x300 with a ceiling height of 37 and grandstand seating for 4,000. CAMPSITES: 9 full hookups (water, sewer, electricity), 7 with water and electricity and 10 with electricity only. CAMPSITES ARE LIMITED AND WILL BE ON A FIRST COME, FIRST SERVED BASIS. CAMPSITES RESERVED ON AN ENTRY BLANK WILL BE GIVEN PREFERENCE OVER DRIVE- UPS. SITES WILL BE ASSIGNED AND YOU MUST SEE THE SHOW SEC- RETARY BEFORE MOVING INTO A CAMPSITE. Campsites are $45. BEDDING: The stalls have clay floors and no first bedding is provided. You may bring your own bedding with you, but bedding may not be delivered to the showgrounds by an outside vendor. Advance orders for bedding should be included on the entry form; additional bedding requirements during the show can be ordered through the Show Secretary. SHAVINGS ARE $8.00/bag SUPPORT FACILITIES: Within 5-15 minutes of the Paviliion are numerous restaurants, fast food and sit down, motels/hotels, feed and tack stores. DIRECTIONS: From I-75, take Exit 354 (U.S. Highway 27). Go south on US 27 to US Hwy 441/301, turn left. Go to Old Jacksonville Road, first light after railroad overpass, turn right. Pavilion is two miles east of US 441/301 on the left hand side of the road. See map on inside back cover. CLASS DESCRIPTIONS To qualify for any championship class, you must have shown in any class in that division, unless otherwise specified. AMERICAN SADDLEBRED DIVISION NOTE: All ASB classes may be split based on age and experience of rider if it is felt necessary for the safety of the exhibitors. If you feel a class should be split, please contact the Show Committee. Cross-entering between Country Pleasure and Show Pleasure or Park Pleasure are not allowed according to USEF Saddlebred Division Rules, SB139.2. Academy Division PLEASE USE SPECIAL EXCEPTIONAL/ACADEMY ENTRY BLANK UPHA Chapter 16 Academy Rules & Regulations These rules have been established by the trainers, instructors and show committees of the UPHA Chapter 16. The Academy Division is open only to riders who have never competed in a regular horse show in full show attire for their respective division. Riders must be competing on an Academy horse. Academy Horse is defined as a horse of any breed that is regularly used in a professionally operated lesson program. An academy horse may be privately owned, however, in addition to being used in the lesson program, someone other than the horses owner must also show it in competition. The Academy horse must display safe manners and characteristics desired of a lesson horse. A plain shod horse is required, one pad and/or therapeutic wedge is allowed. Desired is a clean, well turned out horse, hoof blacking is optional, and braiding is only allowed in the hunt seat classes. Horses are not to be judged; way of going is not to be considered. Tack: Horses are to be tacked according to the division the rider is competing in. Instructors are encouraged to bridle their horses in a safe manner; tie downs, standing martingales or blinkers are not allowed. Attire: For the Saddle Seat Rider: Jodpurs, jodpur or paddock boots, long sleeve, button down or collared shirt, tie and gloves are required. Vests are optional, no derbies allowed. For the Hunt Seat Rider: breeches and an appropriate hunt seat shirt, hunt boots or paddock boots and gloves are required. Polo shirts are not allowed. For the Western Rider: appropriate western shirt, pants, tie, boots and gloves are required. Chaps or western hats are not allowed. For riders under 18 yrs of age, safety helmets are mandatory. For riders over 18, safety helmets are optional, but strongly encouraged. Class Rules: Headers are allowed in if needed for safety, no whips or towels allowed in the show ring. Classes will be split at the 13th rider; splits will be shuffled to keep Equitation and Showmanship back to back for each age group. Class holds will be two (2) minutes in length. NO EXCEPTIONS. Equitation classes are judged on the riders basic equitation skills with correct diagonals and leads to be counted; proper use of the show ring is to be considered. Showmanship classes are judged on the rider s horsemanship abilities. They are judged on a rider s ability to control and show their horse, including speed, collectiveness and placement in the ring. To be judged 100% on performance. Each pair must choose a charity to ride for and must collect contributions prior to the show.
