GENERAL RULES AND REGULATIONS EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. USEF MEMBERSHIP RULE: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4 H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. FEDERATION ENTRY AGREEMENT: By entering a Federation licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation.the construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. AMATEUR CERTIFICATION: Every person who has reached his/her 18th birthday and competes in classes for amateurs under Federation rules must possess current amateur certification issued by the Federation. ARENAS: Show Arena (Barn 1/Super Barn arena) dimensions are 120 x 240 ; Warm up arena (Barn 3 arena) is 80 x 200. Both arenas are indoor, and footing is dirt with shavings and/or nuggets. Footing in the outdoor longeing rings is dirt. ATTIRE: All attendants must be suitably and neatly dressed when entering the ring to show or assist in the showing of horses. CRUELTY: Cruelty to or the abuse of a horse by any person is forbidden and constitutes a violation under USEF GR839 and renders the offender subject to penalty. No lash whips in warm up arenas at any time. No lunging in the Super Barn or Barn #3 at any time.

ENTRIES: One owner per entry blank. Entries will close MARCH 27, 2015. POST ENTRIES WILL BE ACCEPTED. There will be a charge on all post entries of $25 per horse Horses pre entered in the show will not be charged a post entry for entering additional classes. Additional classes entered at the show (including Championships & Stakes) must be entered one hour before the scheduled start of the session. Any exhibitor/trainer/agent that fails to enter classes one hour prior to the session will be charged a session late entry penalty of $25 per class. PHONE ENTRIES OR SCRATCHES WILL NOT BE ACCEPTED. Championship classes must be entered in the show office; there will be no automatic entry into championships. If a horse is qualified for more than one championship, only one class may be chosen to show in. In any section that offers an amateur and jr. exhibitor championship, those classes may be combined provided fewer than 3 horses are entered. The same $25 penalty will be charged to any exhibitor who does not scratch a class previously entered and no shows at the horse show arena ingate. All entry blanks must: Be properly signed by owner/agent, each rider/driver/agent, and trainer/agent and in case of a minor signed by parent or guardian. Three signatures are required. Contain complete address of owner/trainer/rider(s) with USEF number and breed association number (ASHA owner, trainer; AHHS owner, trainer, rider (if applicable); AMHA rider, if applicable). Contain complete description of horse with USEF recording number (if recorded) or Horse ID number and Breed Registration Number. Copies of registration papers on Saddlebreds, Hackney & Morgans must be enclosed. Also enclose copies of USEF cards of owners, riders, & trainers, ASHA cards of owners & trainers of Saddlebreds, AHHS cards of owners, trainers & riders if applicable) UPHA Challenge Cup entrants must be junior members of UPHA. AMHA Medal Class entrants must be junior members in good standing of the American Morgan Horse Association. AHHS Medallion entrants must be members of the American Hackney Horse Society. ELECTRICAL: All extension cords must be Underwriters Laboratory approved for outdoor use. Heavy extension cords are recommended. THESE RULES ARE FOR THE PROTECTION OF THE EXHIBITOR, HIS LIVESTOCK, FELLOW EXHIBITORS AND THE PUBLIC. The use of electric, open flame or space heaters is prohibited. Cooking or any heat/flame food preparation is not allowed in the barn area. EXERCISE SCHEDULE: Show ring and work areas will be available Wednesday, April 8, 2015. FEED & BEDDING: Feed and bedding will be available on the grounds All feed bills must be paid before leaving the grounds. Call the Feed Office at 405 948 6786 with your requests. Delivery will be made to your stall area. Alfalfa hay will be available only by special permission from show management. FEES: All entry fees are stated with division specifications under each class. USEF Drug Fee, per horse... $16.00 USEF Show Pass Fee... $30.00 STALL FEES, horses and tack... $100.00 EARLY ARRIVAL FEE, per stall... $20.00 OFFICE FEE, per horse... $20.00 POST ENTRY FEE, per horse... $25.00 RINGSIDE BISTRO TABLES (seats 4)... $100.00 ATTENTION GETTING DEVICES: In consideration of your fellow exhibitors, attention getting devices should be used with caution in the warm up and schooling areas. Items including, but not limited to, tape measures, blow horns, split bamboo poles or whips longer than six (6) feet, that would alter the performance of a horse or disturb another horse while performing in a class, will not be allowed in and around the make up/warm up and competition ring or ringside. Explosives, fire extinguishers and laser

beams used as training aids are prohibited on the show grounds before, during or after the show. All such items will be confiscated and offenders will be reported to the USEF Steward. FIRE REGULATIONS: The area around the exhibit building and barn area must be kept free of motor vehicles. Roping off or blocking of aisles in barn area is prohibited. This includes blocking aisles with drapes or other obstructions. No combustible materials allowed in any barn. Designated fire lanes must be kept clear. Vehicles parked in unauthorized areas will be towed away and subject to recovery of the towing fee from the owner. SEE OKC FIRE MARSHALL REGULATIONS FOLLOWING: OKLAHOMA CITY FIRE MARSHAL S OFFICE SPECIAL EVENTS FIRE AND LIFE SAFETY FOR LIVESTOCK: 1. There shall be no plastic or vinyl material in the buildings, coverings for stalls, or used for temporary security of retail storefronts. 2. Only stalls for tack storage, entertainment, or sleeping can be covered on the top. 3. The stalls can only be covered in a red rosin construction grade paper or (butcher block paper) cheesecloth, either regular or restaurant type grade. Wood strapping 3 max. On center to attach paper is allowed. 4. Sleeping areas are to be equipped with a smoke detector. 5. Any aisle space between stalls can be covered only if equal open space to material not to exceed 3 11 ie. If your material is max.3 11 then the space between material shall be min. 3 11. 6. No two (2) continuous stalls shall be covered at any time. 7. Combustible storefront elevations shall be treated in ACCORDANCE WITH NFPA 701 to make them flame retardant and a certificate or similar proof is supplied to the Oklahoma City Fire Marshal s Office prior to its placing. Material that is being treated by user must be done in the presence of an Inspector from the City of Oklahoma City Fire Marshal s Office. 8. Awnings shall not exceed out from stalls any further than 3 11. 9. No portable heaters of any type are allowed in the Oklahoma City Fairground livestock facilities. 10. NO tents or canopies are allowed inside the barns, arena, or livestock area. 11. NO SMOKING will be permitted in Arena or Livestock area (BARNS). 12. NO hay, straw, shavings, or similar combustible materials used for decorations are permitted within any facility unless they have been treated in ACCORDANCE WITH NFPA 701 to make them flame retardant and a certificate or similar proof is supplied to the Oklahoma City Fire Marshal s Office prior to its placing (Hay or straw for animals is permissible and can be kept in stall areas for feeding and or bedding). 13. Combustible trash shall be removed at least once a day during the period the arena/exhibit is occupied. This rule will be strictly enforced by security. Vehicles, including automobiles, trucks, recreational vehicles, trailers, golf carts, motor scooters, mopeds, bicycles, etc. are not allowed inside barns or on lawns at any time. MOTORIZED VEHICLES: See GR 1301.7 Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult

with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. HEALTH REGULATIONS: All horses must have a negative Coggins Test dated within twelve (12) months of entry into Oklahoma; all horses from outside of Oklahoma must also be accompanied by an Official Interstate Health Certificate. THE ABOVE ITEMS SHOULD BE CARRIED WITH YOU. DO NOT FORWARD WITH YOUR ENTRY. All regulations of the State of Oklahoma, Animal Health Division, must be observed by exhibitors of any animals brought into the Fairgrounds. HORSE SHOW OFFICE HOURS: The Horse Show Office will be open starting Wednesday, 4/8/15 at 10 am. The office will be open on show days 1 hour before the start of the first session until after the last class of the session. JUDGING SYSTEM: A single judge will be used in all classes. MEASUREMENT: All entries that require a measurement card must be in possession of that card or be measured before competition. The said card must be either shown at the time of picking up numbers or a copy may be sent with the entries. Measurement time will be announced and posted at the office. PARKING: VANS & HORSE TRAILER PARKING All trailers and vans must park in the parking area to the South through Gate 15. This will apply to move out and during the week of the show. Security is expected to check exhibitors for identification for access to barn and/or trailer parking. AUTO PARKING Park in designated areas for Horse Show Exhibitors. No vehicles will be allowed to park in the street between Barns 1 & 6. If vehicles are parked in a no parking area, the vehicle will be towed by the Fairgrounds and will be subject to a fee to recover the vehicle. RV PARKING Recreational vehicle and camper parking will be available at the STATE FAIR RV PARK. Fees will include water and electric hook up as well as dump station. Restrooms and showers are available at the site. All arrangements should be made by contacting the State Fair of Oklahoma, P.O. Box 74943, Oklahoma City, Oklahoma 73147. There will be no overnight camping allowed in areas other than the RV PARK. Call 405 948 6700 for information. PETS: Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. USEF GR 1301.6

PRIZE DISTRIBUTION Six ribbons will be given in all classes; eight ribbons in championships. Prize money will be mailed to owners within 30 days of the end of the show. The entry fee(s) and stall fees in this case will be refunded, less the office fee of $20.00 per horse. After this day, the exhibitor shall forfeit his entry fee. Any refund will be issued following the completion of the show. Veterinary statements will be honored ONLY if they are received prior to the first day of the show. RESPONSIBILITY: Neither the Oklahoma Centennial Horse Show or the Oklahoma State Fair grounds will be responsible for any article of any kind or nature that may be lost, stolen or destroyed, nor liable for any injury sustained to horse, exhibitors, spectators or employees. RETURNED CHECKS: Any check returned for insufficient funds will be charged a $25 handling fee and must be replaced by a certified check or a cashier s check. (No one will be allowed to show if they have a bad check or handling fee outstanding.) RINGSIDE BISTRO TABLES: A limited amount of tables placed at ringside will be available for exhibitor seating for $100. You may order on your entry blank. They will be assigned on a first come, first served basis. SCRATCHES: It shall be the responsibility of each exhibitor to officially scratch entries in any class in which they do not plan to participate. A $25 FINE WILL BE LEVIED FOR FAILURE TO SCRATCH AN ENTRY IN THE HORSE SHOW OFFICE AT LEAST ONE (1) HOUR BEFORE SHOW TIME. STALLS: All horses must show out of a stall. Charge for damage to any stall will be billed to the exhibitor and failure to make payment shall prohibit the exhibitor or his horses from making future entries at the Oklahoma Centennial Horse Show or its successor. STALL REQUESTS MUST BE ACCOMPANIED BY STALL FEE. Requests made by phone will only be held for three days without payment. Stalls will be available Tuesday, April 7, 2015 and must be vacated no later than 4:00 p.m., Monday, April 15, 2015. STALLS ARE AVAILABLE FOR EARLY MOVE IN ON MONDAY, APRIL 6 AT 1:00 p.m. There will be a fee of $20 per stall charged for anyone arriving on Monday. OPPORTUNITY CLASSES Open to any breed horse, with English or western tack. Riders are not required to wear riding suits, but must wear long dark colored slacks or jodhpur pants, a long sleeved shirt with collar, men s necktie and boots or footwear, with a heel (heel is mandatory). Helmets, hats, gloves, vests and sweaters are optional. Tack and attire must be from the same discipline, not mixed. For example you may not use a western saddle with an English bridle. Horses in these classes may show in other classes at this show. Riders may show in other classes at this show, provided the USEF and applicable Association membership requirements are met. Braiding of horses mane and hoof blackening is optional. Acceptable attire: dark slacks or jods, boots or footwear with heels, collared shirt with vest or sweater, man s tie, derbies or other traditional headgear is optional.
