CODE OF CONDUC T GMs are expected to: Respond to ALL email within a timely manner (48 to 72 hours) If you are available or have limited access to the internet let the Commissioner know. Should have access to a file unzipper WINRAR or WINZIP will work fine. Expected to participate in any league voting by the deadline stated. A working email. If away during the draft. Plan with another GM or Commissioner to draft for you. Making a list is another option. Are expected to send in lines after any injuries to your team or after any trades made. Are supposed to keep their team financially viable. GMs will be fired if they go bankrupt, no questions asked. Are expected to make trades that are in the best interest of their team. Are expected only to use the league email address for league related issues. Mass mailing of jokes, chain letters, etc. is strictly prohibited. Are expected to be courteous in all dealings with all members of the league. GMs should post and participate in discussions regularly. In addition to the portal, the league has also created an Add-on website which will be used to access league archives. Click on the X logo beside the Maple Leafs logo at the top of the page on the team menu bar to access the site. http://othlsimhockey.weebly.com/ REGUL AR -SEASON SCHEDULE The length of the regular-season schedule will be the same as the NHL schedule of the same year. PL AYOFFS The playoffs will have as many rounds and teams as the NHL did during the current year.
POSITION CHANGES All requests to change a player s position must be completed on the web portal on the player's card in the edit player section. A supporting web link must be provided from a reasonably reliable source. If you can find it, it will be accepted. FRANCHISES Each franchise will consist of a Pro team and a Farm team. The roster limit is 60 total players. The pro and farm roster should each at least 18 skaters and 2 goalies. TEAM POPUALRTITY Each team will start with 100 points. Teams which win the cup gain +5; make the playoffs +2; -2 for missing the playoffs. Teams max out at 120 and can only drop to 80. FINANCES New GMs will start off with the default amount of $5,000,000; including when taking over a team. Salary Cap is 435,000 and will change over time. The salary floor of 65,000 and will change as needed. There will be a financial report at the end of the season and a league financial performance which will determine the economic balance of the league. Any team over the cap for will have their highest paid player suspended until the cap issue is fixed. Any GM goes bankrupt will be removed. TICKET PRICES Ticket prices can be changed at any time by just using the STHS Client software. The league has set a cap on tickets prices. ARENA SIZES All arenas have been set to 18,000 seats. Arenas can be expanded to 25,000 during the off-season on the To-do list. LINES GMs are responsible for submitting lines on a regular basis. Double-shifting is discouraged. Forwards should not play on more than one full-strength line. Failure to maintain complete lines (NHL team) or to respect the no double-shifting will result in reduced player and team performance. If caught double-shifting, your best player will sit out until the lines are fixed.
Playing an one or two extra defenceman will allow for one or two forwards to be double-shifted. Forward which are being double-shifted must play on the fourth line. A minimum of 10 percent ice time is required for the fourth line. RETIRING OR HONOURING A JERSEY Teams can retire numbers or honour a player. To do this send an email or post an article about the player who is either being honoured or having their number retired. For a player to have their number retired they must be a hall of fame player. A player who is being honoured must have been an all-star at least and been an important member of the club. TRADES The trade deadline will be after 80% of the regular season. Three-way trades are NOT permitted as the simulator has no way to enter them. * If three teams are looking to do a three-way trade notify the commissioner. All trades will be handled through the transaction form on the website. Included cash in trades should be added under future considerations. Trades may involve any combination of: Players Prospects Draft Picks Cash Re-rate Points Future Considerations Play To Be Named Later The GM is expected to do the research in making sure the deal is good. You may ask around to get others opinions. No deal will be reversed. So, do your homework. Commissioner can overturn any deal which is lopsided. Future Considerations could include all you can think of, such as performance-based deals (i.e. You trade for a player and the deal includes that if he scores 20 goals for you to add a pick) When trading cash for a player, the amount must equal or greater than the waiver claim amount (50% of season salary). (i.e. This means you cannot offer $1 for a player) If a player with a Future Considerations Tag is traded, the FCT is still valid and will be paid by the team which first acquired the player. Draft pick limit is open. PTBNL must be completed by the start of the off-season. WAIVERS Any player 30 years or older and with 20 games played during the season is subjected to waives. Players which on waivers have 48 hours to clear. Teams can place their claim via the portal.
The team which placed the player on waivers will receive 50% of the player s salary for one season. CONTRACTS a. PROSPECT CONTRAC TS Salary is based off OV: Entry-level players sign three-year contracts. OV <50 $1,000 OV 51-59 $1,500 OV 60-65 $1,750 OV 66-69 $2,000 OV >70 $3,000 b. CONTRACT EXTENSIONS We use the Web Portal Extension feature Contract amounts must be distributed evenly throughout the duration of the contract. IE. Y1 = $1,000,000. Y2 = $1,000,000, Y3 = $1,000,000 Every contract is max 4 years. No Trade option is open to all players. A player can waive his NTC at anytime, and must waive his NTC to be traded, and can only be traded to those teams. Players with a NTC can be trade in the final year of contract without waiving their NTC. Signing bonus can also be offered and it does not count towards the cap. Any player between 18 and 23 on the final year of their ELC will have their contract renewed for three more years with a 100% increase. c. FREE AGENTS Players not signed by season's end will become UFAs. Contract amounts must be distributed evenly throughout the duration of the contract. Ie; Y1 = $1,000,000. Y2 = $1,000,000, Y3 = $1,000,000 No Trade option is open to all players. A player can waive his NTC at anytime, and must waive his NTC to be traded, and can only be traded to those teams. Players with a NTC can be trade in the final year of contract without waiving their NTC. Signing bonus can also be offered and it does not count towards the cap. Minimum contract amount = $1,000 per year / Maximum = $50,000 per year. Contracts which are over the max will be handled by setting the player's contract to per season max and the remaining amount set as a signing bonus.
d. CONTRACT B U Y-OU TS When buying out a player s contract, the team will pay 50% of the remaining contract. Players which have been bought out can not re-sign or signed by the same team for the rest of the season. RETIREMENTS All players between 35 to 45 stand a chance of retirement. Random number generator in the STHS software determines the chance of retirement. Players who resigned a new deal and are between 25 to 45 can still retire. COACHES Coaches will be drafted by teams every five years; the order is created by the commish. Coaches can be fired during the five-year period and signed for the remaining seasons left. Pro coaches will make $30,000 Farm coaches $. When buying out a coach, the team must pay 100% of the remaining contract. Fired coaches can resign with the club for one full season. A GM can promote their own farm coach or hire another team s farm coach. ENTRY DRAFT There are five rounds per draft and each team has one pick per round. Any pick within a five-year span can be traded. The draft order is determined by the reverse order of the regular season standings. Newly drafted prospects are activated upon teams request vis To-do list. Players will be assigned a 3- year contract and salary based on their overall rating. European players will be added to the end of the draft to fill the remaining picks. If there is no Europeans which can be used, the teams will be rewarded with cash for the remaining picks they left. As the league progresses throughout the seasons, each draft picks dollar amount will increase to fit the era. A list of draftees will be released during the season and it is the Gms responsibility to research the players on said list. There is a lottery draft. But, Commish owns the right to change to change this rule without notice. If a player is not created with a span of two seasons, that player will be placed on the free agent list. Cash is given for picks which are not used. Teams can not pass their pick over if players are still on the board. Round 1 = $5,000
Round 2 = $4,000 Round 3 = $3,000 Round 4 = $2,000 Round 5 = $1,000 EXPANSION D RAFT Each team can either protect one goalie, five defencemen, and nine forwards, or two goalies, three defencemen and seven forwards. Only five players (Goalies and skaters) can be selected from one team. Only one goalie can be selected from a team. Players 23 and under are automatically protected. Prospects are automatically protected. Snake order will be used in the second and second last rounds. Teams can make trades with expansion teams before the expansion draft. INTRA-LEAG UE DRAF T Following the Amateur Draft, an Intra-League Draft may be held. This draft will only be held at the discretion of the league commish. GMs will be able to draft unprotected players from other teams. Before the draft, each GM will be able to protect seven F three D one G as well as all players 23 years old and under. The draft order is the same as the Amateur Draft order. During the draft, when a player is picked the losing team immediately gets to pick a player from the other team. A team can only lose one player unless the GM decides to make a pick at his turn. The draft will continue if a team is still initiating picks up to a maximum of 3. RE-RATES Players re-rates are held at the end of the season. The rating of players can change depending on the player s performance. Players are rated based on their statistical numbers and potential. This formula that is used will allow players to develop both at the pro and farm levels and allow older players slowly lose statistical numbers as they age. PROSPECT RE-RATES Prospects which are not created will be awarded a bonus to their ratings based off their PO rating. Follow the chart below. NOTE: Defenders will get an extra point to their DF rating. NOTE: Goalies major upgrades are AG, RB, SC, RT, HS, and minor upgrades are all other skills. 40-69 +2 +2 1-39 +1 +1 ENTRY-LEVEL PL AYERS Over the first three seasons of a player s career, a boost will be given to help with development. A player with PO of 70 to 99 will be given a +3 bump to key stats and anywhere from +1 to a +5 in minor stats. 40 to 69 a +2 and anywhere from +1 to +3. 1 to 39 will be given +1 on all stats. Goalies will be done the same way. Players who have a PO of 39 to 1 will be given the upgrade for three seasons. Players with a PO rating of 40 to 69 will be given the upgrade for two seasons, and be subject to the bonus depending on development. Players with a PO ratings of 70 to 99 will be given the upgrade for one season, and will be subject for the bonus for next two seasons based of how the are developing. TO-DO LIST RE-RATE POINTS These points can be used in the off-season to improve the ratings of players at the discretion of the GM. Each team will start with a base of five re-rate points and will have the opportunity to acquire more through trades, player awards, and team performance. FOR MANUAL RE-RATE REMEMBER THESE RULES - A maximum of 2 points for each category with a maximum of 5 points to any one player. GMs can only use re-rate points on one of these rating stats PA, SC or DF per player. (EX. If you choose to give a player a re-rate on his DF rating then you cannot also use it on their PA or SC ratings also.) Re-rate points cannot be used on a player who is also being sent to a camp. Re-rate breakdown: 5 Re-rate points for just showing up for another season. (Base) 1 point for making the playoffs 1 for each round team advances 7 Re-rate Points and $1,000,000 for playoff champion 5 Re-rate Points and $750,000 for playoff runner-up 3 Re-rate point and $100,000 for best overall regular season record 5 points for sending in lines for 40% or more of the games. Which is only 24 times you need to post your lines. -5 for having broken lines more than ten times during the season. -5 for not replying to a league email that requires you to respond. 2 points for each press release or article.
1 points for voting on All-Star Game Ballot X numbers of points given for Commissioner requested tasks (IE adding player photos, updating note section on the portal for your team, to-do list and other things.) TRANING CAMPS Some players will be allowed to be sent to training camp to hone various skills (see To-Do lists) Cost for Regular Camps is 15 re-rate points (General Camp, Conditioning Camp and all camps with one Primary Skill and no other skill upgrades.) Cost for Special Camps is 30 re-rate points (Goalie Camp, Snipers Camp and all other camps with three upgrades and two downgrades) Each team can use up to three camps per off-season. To send a player to a camp, the player must have an OV of 70 or under and PO of 40 or higher. Players which go to a camp cannot have manual re-rate points added to their stats. SPONSORSHIPS Each team has a chance to make more money for their team by signing sponsorship and Media deals. Each team can sign two media contracts (one radio and one television), two concessions (one food and one beverage), one team and two player deals. (see To-do list sheet) GROWTH Teams will be able to create growth by purchasing different arena add-ons. These arena add-ons will allow teams a chance to gain re-rate points or cash. Dice rolls on each item will done to determine the reward. PROSPECTS List the prospects you want created in this section. There is not limit to how many prospects you can create. Player creations must happen within two seasons of drafting the player, or the team loses the player with no compensation. Players not created in two seasons will enter the as a free agent. AWARD VOTING
Each team will vote for three options for each award. Each option is rewarded points and the highest point earner wins the award. If there is a tie, then the player with the most first place votes would be the winner. HALL OF FAME VOTING Teams will be allowed to vote for the players they deem worthy of legend status. GMs can vote for as many players as they wish. Players have received sixty percent of the ballot to earn their spot in the Hall. PRIVATE CLINIC A GM may choose to send an injured player to the OTHL Private Clinic to speed up the recovery process. The type of injury and the amount of treatment requested will determine the cost as per the table below. Send a request to the league by email; mattdavis18@hotmail.com. The order will be in alphabetically. If the team wins the Stanley Cup in the past season, the team will be skipped and placed at the back of the order. The current Stanley Cup Champ will face the OTHL All-Stars. GMs will vote for the starters of the OTHL AS team. The GM in charge of the All-Star AS team will fill the rest of the club. Every team must have at least one player on the team (excluding the current champs). The winning team will receive a cash bonus. If the All-Star team win a bonus of 100,000 is rewarded to each team. The MVP of the All-Star game will be given a boost of 1 point in all categories, regardless of their rating. AWARDS After every season, the league will hand out awards to teams and individuals for various accomplishments. In some cases, these awards come with cash or re-rate bonuses.

The Cleveland Barons will become one of the WHA clubs which merged in 1979-80 season. Expansion clubs created before 1967 will become one of the 1967 expansion clubs.
