Page 1 of 5 Title Demonstrate knowledge of hazardous substances relevant to Certified Handlers Level 5 Credits 6 Purpose This unit standard is for people preparing for, and intend to apply for, Certified Handler certification under the Health and Safety at Work (Hazardous Substances) Regulations 2017. People credited with this unit standard are able to: Describe requirements relevant for a Certified Handler; Demonstrate knowledge of hazardous substances relevant to the candidate s role; and Describe emergency procedures involving hazardous substances relevant to the candidate s role. Classification Occupational Health and Safety > Hazardous Substances and Materials Available grade Achieved Prerequisites Unit 31290, Demonstrate knowledge of the safe management and potential adverse effects of hazardous substances in the workplace, or demonstrate equivalent knowledge and skills. Guidance information 1 Achievement of this unit standard alone does not qualify a person as a hazardous substances Certified Handler. Hazardous substance is as defined in the Hazardous Substances and New Organisms Act 1996. PCBU Person Conducting a Business or Undertaking, and as defined in the Health and Safety at Work Act 2015. SDS safety data sheet or sheets and may include a condensed version, such as a product safety card. 5 Assessment must include the hazardous substance(s) that the candidate is seeking certification for as Certified Handler. 6 Recommended Unit 21563: Demonstrate understanding of the legislation, regulations and standards for the use of agrichemicals. 7 Assessment Must be in relation to an actual workplace where hazardous substances are present and in relation to the candidate s role in or at that workplace. Where these conditions cannot be achieved, evidence may be from realistic scenarios or simulation (where it is not practical to carry out emergency procedures). Performance criteria 2.1 Describe the hazard classifications, properties, and adverse effects of the hazardous substances relevant to the candidate s role. may include but is not limited to explosive substances, toxic substances, fumigants, vertebrate toxic agents. 2.2 Describe the precautions required to prevent the adverse effects of substances relevant to the candidate s role. may include but is not limited to SDS, product safety cards, regulations, safe work instruments, EPA notices. 2.3 Describe the procedures, plant and equipment (including personal protective equipment) necessary to manage the hazardous substances relevant to the candidate s role.

Performance criteria 3.1 Describe one s role in their workplace emergency response plan. includes actions and sequence of actions; may include but is not limited to preparation, testing, reviewing, implementing. 3.2 Describe equipment and information resources available to respond to an emergency. 3.3 Describe procedures and actions required to test and maintain equipment and information resources. may include Chemical Emergency Advice services, Dangerous Goods Declarations, mutual aid agreements, emergency response plan, Command and Control framework, Coordinated Incident Management System roles, spill kits, SDS, gas detectors, chemical rescue suits, personal protective equipment, emergency shower routine test regime. 3.4 Explain selection of, and procedures for contact, advice, and notification in an emergency. may include but is not limited to National Poison Centre, 0800 CHEMCALL, emergency services, or commercial providers as appropriate to the scenario.
