Amend SHW300.7 to require visible numbers on both sides of the horse when being shown under saddle except for over fence classes. Amend SHW771.PATTERNS to read: All patterns must be posted one hour before the class. One of the EWD pattern(s) for each class must be used. 3. Delete SHW766. Exhibitor Age Participants must be eight years of age and over to compete. SHOW FORMAT AND PROCEDURES SUBCOMMITTEE 1. Recommend that AQHA Convention move to a fixed date schedule with no new shows to be approved on that weekend. Executive Committee Action: Denied 2. Refer back to the Affiliate Show Task Force for additional considerations on hosting or approving introductory or single judged shows. Including expansion and definition which may include but not be limited to: allowing judges to judge more than once in a thirty day period, relaxing of class offering, possible lowering of approval fees and the ability to earn additional show dates. 3. Refer to a Task Force to continue developing standard operating procedures regarding fines and penalties for infractions. Recommend members include of the subcommittee chair and 4 subcommittee appointees. 4. Create a Grievance Committee consisting of AQHA staff, subcommittee chair and three additional committee members to review SHW103.6. regarding Shows retaining priority status if wanting to cancel due to financial hardship. Grievance committee to consider the following: date of show and notice of cancellation, financial statement, contracts paid, profit and loss statement and consideration also given if requesting to reschedule or requesting a move of the show.

*Intent is to have the 3 committee members to be members who are familiar with show and area of grievance. 5. Staff investigate changing the calendar of shows to be assigned by weekends of each month versus current weeks of the year. 6. Amend SHW100.14 to allow on-line certification and recertification for show management every three years that would include a new manager/secretary section as well as an update section for recertifying. 7. Approve the following recommendations from the Level 1 Task Force. a. Amend walk/trot rule SHW755.1 with the addition of the sentence: Exhibitor cannot exhibit another horse in a corresponding lope class at the same show. b. Regarding Rookie eligibility: Raise the maximum number of points for the horse to 50. And add phrase combined between all divisions to SHW252.1 c. With respect to SHW104, do not count rookie entry numbers against total show entry numbers for show approval fee purposes. Executive Committee Action: Approve d. Regarding horse eligibility in all open level 1 classes, raise level 1 earnings from $1,000 to $2,500. e. Regarding Level 1 eligibility: amend SHW245.3.1 to add have earned a superior award within the past 10 years. f. Clarify World Show Level 2 restrictions on the rider ineligibility list and publish specific point and earnings cut-offs. g. Extend World/Reserve World Champion restrictions in the Level 2 at the World Show from 3 years to 5 years h. Amend SHW400.4 to include if less than three entries in Level 2 or Level 3, entries will be combined.

i. Amend SHW112 in Level 2 and Level 3 pattern/scored classes must be shown concurrently. Executive Committee Action: Amended and approved to add wording: to include the following classes: Showmanship, Horsemanship, and Equitation over Fences and Hunt Seat Equitation. j. Add a "Find Your Level" link to AQHA's homepage so an exhibitor can reach it in one click. k. Develop an AQHA App with Leveling features easily accessible with defined point cut-offs. l. Rename Open Level 1 to Green, while exhibitor designation remains Level 1. Executive Committee Action: Deny but add the word horse to Level 1 when applies. m. Better explain the real benefits of leveling through a series of YouTube videos and webinars. 8. Approve the request of International Committee at 2017 Convention that the mileage rule be changed to 120 miles distance for international shows with the exception of Canada which is included in the existing region system for North America. 9. Amend rule SHW108.2.2 to change four (4) judges in halter at one time to a maximum of six (6) judges allowed to judge in halter classes at one time. This would be effectively immediately. but not immediately. Implementation 1/1/2019. 10. Amend SHW245.1 to add leveling for international shows including Canada to be calculated at 1/3 of the points utilized for each class and levels as domestic shows. WESTERN AND TIMED EVENTS SUBCOMMITTEE 1. Amend rule SHW452. Western Riding to read: First maneuver walk at least 15 feet from the start cone to the first marker, transition to jog, jog over log. On western riding patterns 1, 3, 5 and Level 1 pattern 1, the start cone should be placed a minimum of 15 feet before the first marker. On western riding patterns

2, 4 and Level 1 patterns 2 and 4, the start cone should be placed even with the first marker. with following amendment Amend rule SHW452. Western Riding to read: First maneuver walk at least 15 feet from the start cone to the first marker, transition to jog, jog over log. On western riding patterns 1, 3, 5 and Level 1 pattern 1, the start cone should be placed a minimum of 15 feet before the first pattern marker. Closed reins (example mecate) may be used with a snaffle bit except in VRH, boxing, ranch riding, and cow horse where a mecate is permitted. Modify rule SHW505.1. Working Cow Horse to read: The approved pattern will be used and each contestant will cause his or her horse to travel at the gait indicated for each part of the pattern. When judging reined work, the judge will refer to the following penalties: Reined Work - Penalty Points: 1/2 point penalties: - Not changing leads simultaneously - Over or under spin 1/8 turn - Jogging first two strides 1 point penalties: - Out of lead - Out of lead each 1/4 circle - Slipping a rein in the bridle - Scotching or anticipating a stop - Over or under spinning up to 1/4 turn - Excessive whipping or spurring 2 point penalties: - Lead missed around end of arena past 2nd corner - Not ever changing leads in patterns where there is only 1/2 circle - Failure to run by marker before stop is initiated

- Freezing up in turn - Breaking gait (Break of gait is defined as when the cadence of the lope is disrupted or not maintained. Break of gait only occurs from the lope gait) - Jogging beyond two strides - On trot in patterns, failure to Stop before executing a lope departure - A stop in the first one-quarter of the circle, after a lope departure, is a break of gait 5 point penalties: - Spurring or hitting in front of cinch at any time - Blatant disobedience, defined as kicking, biting, bucking, rearing, striking, or obviously insubordinate -0- Score: -Failure to complete the pattern as given (i.e. over or under spin more than 1/4) -Using 2 hands on the reins in a bridle or two rein class - Fingers between the reins in a bridle class except in the two rein class - Horse balking - Bloody Mouth (inside) - Illegal Equipment - Leaving the working area before pattern is complete - Fall of horse or rider - Backing more than two strides, when backing is not called for - Jogging in excess of one-half circle or one-half the length of the arena - Improper Western Attire - Failure to work in the proper working order. - A judge may blow his/her whistle at any time to terminate the work. - A score of zero will be given if the work is not complete at that time N-E - Failure of an exhibitor to attempt to work the pattern No Score - Abuse - Lameness of the horse Leads & Lead Change Penalties: A judge is required to penalize a horse 1/2 of a point for a delayed change of lead by one stride. The penalty for being out of lead is cumulative, and the judge will add 1 penalty point for each 1/4 of the circumference of a circle or any part thereof that a horse is out of lead. 4. Adopt NRHA new rule for reining under five (5) point penalty the act of a horse dropping to its knees or hocks. and add to list as SHW484

ENGLISH AND DRESSAGE SUBCOMMITTEE 1. Adopt new class of Working Hunter Under Saddle which allows for a more natural appearance and uphill balance, fluid forward movement in all gaits which is more desirable for working hunters. Points apply to ROM and do not apply to the All Around. WORKING HUNTER UNDER SADDLE The purpose of the Working Hunter Under Saddle is to allow a correct natural appearance/self-carriage and forward movement in their gaits, allowing correct physical development and to build their strength and coordination correctly for over fences. Working Hunter Under Saddle horses should have a natural appearance and correct uphill balance, fluid forward movement in all gaits, that is desirable for working hunters. The Working Hunter Under Saddle should be shown with active working energetic gaits at the walk trot and canter that cover ground. The gaits should be comparable to a horse performing a working hunter course. Excessively slow walk, trot, and/or canter should be penalized. With the exception of the eligibility requirement, the same rules shall apply in the Working Hunter Under Saddle as apply to the Hunter Under Saddle. ELIGIBILITY REQUIREMENT For the horse to be eligible to be shown in the WHUS, the horse must be shown in a minimum of one over fences class in any division at that show. Horses cannot be shown in Hunter Under Saddle and Working Hunter Under Saddle at the same show. SHOW REQUIREMENT To offer the WHUS in each division you must also offer one of the corresponding over fence classes i.e.: HH, HSEOF, WH, or Jumping. The WHUS is to be held immediately following the over fence classes. Management has the option to keep or remove jumps from the ring. CATEGORY WHUS should be added to Category V. pending programming. 2. Develop more starter classes for young horses, smaller horses and youth and amateur in Working Hunter. APPROVED WITH THE FOLLOWING MODIFICATIONS FOR IMMEDIATE IMPLEMENTATION To address the dramatic decline in the English division, we the English and Dressage Subcommittee recommend allowing for a trial period of 3 years, the ability to approve English Special Events including the following classes from Categories IV, V, VII: Hunter Under Saddle Working Hunter Under Saddle Hunt Seat Equitation Working Hunter Equitation Over Fences Hunter Hack Jumping

Pleasure Driving Dressage English special events will have to be affiliate approved as well as meeting the current show requirements i.e.: mileage, management, judges, as well as approval for new show shows/special event guidelines. The measure of success will be to see a stabilization of the number of entries in all the English classes as well as anticipating a decrease in the percentage of loss at the end of the 3-year period. The English and Dressage Subcommittee over the next year will continue to research the viability of starter classes. Executive Committee Action: Deny. Create task force to research which will consist of English Subcommittee members. 3. With respect to fence height in jumping, amend SHW657.5 to reflect a minimum of two feet nine inches and a maximum of three feet three inches in youth and Amateur. to be implemented 01/01/2019 WORLD SHOW SUBCOMMITTEE 1. Allow individuals who win a Level 2 class at the World Show receive an automatic invite to compete in their Level 3 class at the World Show the following year. Youth and amateur invitation will be for the horse rider combination and the invitation in the Open will be for the horse. 2. Allow International exhibitors excluding Canada that have either earned or been invited to a World Show the ability to compete in the current year or compete in the following year so as to allow for travel and horse lease planning. 3. Investigate through the world show task force collecting $1 per horse per division per show with 5,000 entries or more to the World Show to increase prize money and bring findings to 2019 Convention. Executive Committee Action: Denied the $1 per horse per division but approved the World Show task force continue working on other issues. 4. Add Level 1 classes at the World Show in trail, ranch riding and western riding and continue Level 1 in western pleasure and hunter under saddle. 5. Award large preprinted checks for the first place and present to the class winner at the time of awards in arena.

6. Add Western Dressage and English Dressage as a performance exhibition at the world show. if Dressage clinician does demonstration at no cost. AWARDS, RECOGNITION AND MARKETING SUBCOMMITTEE 1. Change rule SHW 803.4. ALL-AROUND. To read as follows: only Select classes count for earning a select all-around trophy, only amateur classes (not select amateur classes) count toward earning an amateur-all around. If the class is offered as an all age class, the points will follow their respective age division. Should the Select class be combined with the amateur all-age class, the points earned by the Select will count toward their all-around eligibility as a Select. 2. Approve the request to amend SHW803.7. Level 1, progressive working hunter points and boxing points do not count toward the all-around trophy. 3. Award Year-End High-Point with buckle and trophy for All-Around in each division to include Junior and Senior in the open division, Amateur and Select Amateur in the amateur division and 13 and Under and 14 18 in the Youth division. HALTER SUBCOMMITTEE 1. To approve the request to change rule SHW365.3. Performance Halter. The rule would be changed to read as follows: The following horses are the only horses eligible to compete in the performance halter classes. Horses showing in a performance class at the show that they are showing in Performance Halter. Horses must be ridden or driven. Walk/Trot classes and Showmanship would not count as performance classes. Executive Committee Action: Tabled
