RULES 1.1 The event will be governed by the rules as defined in the RRS, including Appendix D, Team Racing Rules. 1.2 The right of appeal will be denied in accordance with RRS 70.5(a). 1.3 RRS D 2.4 (a) and (c) shall be amended by deleting and white. 1.4 The Two-Flag Protest Procedure RRS 2.5 shall be used and RRS D 2.2 is accordingly replaced. 1.5 All races will be umpired. RRS D 2.6 Limited umpiring shall apply. This changes RRS D 2.2 and RRS2.5 1.6 Laser Class rules shall apply, save that competitors shall use radial sails approved by the OA. 1.7 Any prescriptions of the national authority that will apply will be posted on the official notice board. 1.8 RRS 14 shall apply at all times whether boats are racing or not. 2. ENTRIES and ELIGIBILITY 2.1 To remain eligible an entire club team shall complete registration in accordance with the NoR, and pay any outstanding entry fee before 09:00hrs on the 21 st August unless extended by the OA. 2.2 Each team is responsible for the damage or loss to their boats unless responsibility is otherwise assigned by the umpires or PC. 2.3 After registration no team member may be changed without the prior written permission of the OA. It will be given only in exceptional circumstances. 3. COMMUNICATIONS WITH COMPETITORS 3.1 Notices to competitors will be posted on the official notice board located at the Royal Solent Yacht Club clubhouse. 3.2 Signals made ashore will be displayed from the flagstaff at the Royal Solent Yacht Club clubhouse. 3.3 A briefing will be held at 10:00hrs at the Royal Solent Yacht Club clubhouse. Attendance at the briefing by competitors is mandatory.

4. AMENDMENTS TO SAILING INSTRUCTIONS 4.1 Amendments to the SI may be signalled by flying flag L from the shore signal station. Such changes will be posted on the notice board not less than 10 minutes before the warning signal of the first affected race. 4.2 Amendments to the SIs made afloat will be signalled by the display of flag L on the committee vessel with three sound signals. An umpire may communicate these either verbally or in writing. 4.3 Other restrictions or instructions may be given to the boats verbally by an umpire. 5. BOATS AND SAILS 5.1 The event will be sailed in Laser class boats using radial sails. 6. IDENTIFICATION 6.1 Boats will be identified by coloured bibs worn by sailors and allocated to teams at the briefing. 7. EVENT FORMAT & STARTING SCHEDULES 7.1 The event format is set out in SI Appendix A 7.2 The RC may terminate any race or stage of the event when, it its opinion, it is impractical to attempt to hold the remainder of the race or races in the existing conditions or the time scheduled or allocated. The decision of the RC shall be final and competitors shall not request redress in respect of such decision, changing RRS 60.1(b). 7.3 The format may be modified during the event as determined by the RC taking into account the entries, weather conditions, time constraints and any other relevant factors. Any changes made and schedules for subsequent stages will be displayed not less than 10 minutes before the start of the first race after that change. Every race will be assigned a race number in the race schedule. The race number will be displayed on the committee boat between the warning and preparatory signal for that race. The RC may at any time remove a particular race from the published sequence of races and may run it at a later time. 7.5 The intended time of the first warning signal is 11:00hrs. Each subsequent race will be started as soon as practicable after the previous race. 8. CONTINUITY 8.1 Before starting and after finishing or retiring, boats shall sail to minimise any delay to the race schedule and shall comply with any marshalling instructions.

9. RACING AREA 9.1 The racing area will be Bouldnor Bay, some three quarters of a mile to the east of the Royal Solent Yacht Club clubhouse. 10. COURSE 10.1 The course configuration is set out in SI Appendix B. 10.2 The starting line will be a straight line between the course side of the starting mark and the mast or staff displaying an orange flag on the committee boat. 10.3 The finishing line will be a straight line between the course side of the finishing mark and the mast or staff displaying a blue flag on the committee boat. 10.4 A buoy may be attached to the committee boat anchor line just below its keel depth. Boats shall not pass between this buoy and the committee boat at any time. This buoy is part of the committee boat ground tackle 10.5 The starting mark will be a spherical Orange buoy 10.6 The finishing mark will be a spherical Orange buoy, with a Navy Charles Stanley middle. 10.7 The course marks will be yellow inflatable pillar buoys. 11. BREAKDOWN & TIME FOR REPAIRS 11.1 Competitors are responsible for inspecting their boats before racing and for ensuring that their boats are sufficiently seaworthy to take part in the regatta. 11.2 Competitors shall report any defects, damage or breakdown to the RC or an umpire at the first reasonable opportunity. 11.3 In the event that a breakdown is caused by a breach of a rule by an opponent but not by a boat in the same team, the PC shall decide redress. 11.4 The time allowed for repairs will be at the discretion of the RC. 11.5 Except where RRS 62.1 (b) applies, failure to effect repairs in the time allowed, will not be grounds for redress. This changes RRS 62. 12. STARTING PROCEDURE 12.1 Coloured flags will indicate the next race in the schedule. These will be raised between three and five minutes before the start time. 12.2 Races will be started by using the following signals. Times shall be taken from the start of each sound signal; the failure or delay, of a visual signal, including flag X, shall be disregarded. This amends RRS 26. 12.3 When a boat is subject to RRS 29.1 flag X will not be displayed for more than 1 minute after the starting signal; this amends RRS 29.1. The RC may hail numbers of premature starters. Failure by the RC to hail numbers or its delay or its low volume in doing so shall not be grounds for redress. This changes RRS 62.1. 12.4 A series of short sound signals may be made to advise competitors a warning signal is imminent. 13. CHANGE OF POSITION OF MARKS 13.1 The race committee may move marks of the course. RRS 33 shall not apply. 14. TIME LIMIT 14.1 There shall be no time limit for races. However the race committee may abandon a race for any reason. This amends RRS 32. 15. PROTESTS 15.1 Protests and requests for redress in the league round that deal with scoring and other matters that do not arise from incidents in the racing area shall be notified to the RC within 5 minutes after the finish of the last boat in the last league race. Protests and requests for redress in the final rounds with scoring and other matters that do not arise from incidents in the racing area shall be notified to the PC within 5 minutes after the finish of the last boat in the last race of the attributable round. However boats are required to notify the RC as soon practicable. 15.2 Protests will be heard if possible on the Committee Boat, or on an Umpire Boat, between races or at the end of racing for the day. When the protestor and the protestee have finished the race concerned, both boats shall stay in the vicinity of the Committee Boat. As soon as possible, the Umpires will inform the parties whether the protest will be heard before the next race or later. One representative of each party, together with any witnesses, will be brought aboard the Committee Boat or the Umpire Boat. 15.3 The PC may refuse to hear a protest or request for redress unless its outcome is relevant to progress to the next stage of the competition or to final regatta finishing positions of the first four boats. This amends RRS 63.1. 15.4 When the PC decides that a breach of a rule has had no significant effect on the outcome of a race, it may make any arrangement it decides is equitable, which may be to order a re-sail or to impose no penalty. This amends RRS 64.1 and D3.1. 16. SAFETY 16.1 All competitors shall wear an adequate level of personal buoyancy to current EU standards. This changes RRS 40. A wet suit or dry suit is not a personal flotation device. 16.2 Any participant suffering an injury shall report the matter to an umpire and the RC immediately. That person may be required to proceed ashore immediately to receive first aid.

17. RISK STATEMENT. 17.1 Rule 4 of the RRS states: The responsibility for a boat s decision to participate in a race or to continue to race is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. All those taking part and parents and guardians of competitors under the age of 18 on the 21 st August 2015 should be fully aware and conscious of the actual and potential risks involved in active water sports, including drowning, hypothermia and other physical injuries including head injuries. 17.2 They should be especially aware of the potential risks in team racing where boats are manoeuvred in close proximity and where the actions of other competitors, the action or inaction of the organisers, the umpires and drivers of other escort craft can also endanger their safety. 17.3 By taking part in the event, each competitor and parents or guardians of competitors under the age of 18 on the 15 th August 2014 agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and volunteers by the race organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; 18. CODE of CONDUCT Competitors shall comply with any reasonable request from any official, including attendance at official functions, and shall not behave so as to bring the event into disrepute. The penalty for breaking this sailing instruction is at the discretion of the PC and may include exclusion from further participation in the event and/or the withdrawal of any prizes.

SI APPENDIX A EVENT FORMAT Stage 1 - Ranking Round 1. Teams may race any other team none, one or more times in Stage 1 2. No Warning Signal for a Stage 1 race shall be displayed later than 1430 unless the race committee in its absolute discretion, but after consultation with the chief umpire, so decides and only if Part 1 of Stage 1 has not been completed by that time. 3. If the full stage has been completed, teams will be ranked on the basis of RRS D4.3 and ties will be broken using RRS D4.4 4. If the full stage cannot be completed for whatever reason, teams shall be ranked from that stage in order of their percentages of races won provided that all teams have raced at least once in that stage. Ties will be broken using RRS D4.4. This changes RRS D4.2. Stage 2 Finals, Semi Finals and Plate Ranking Round. Semi Finals. The team which finishes first in a league shall race against the team which finishes second in another other league. The first team to win two races will qualify for the final. The two teams racing in the semi-finals which do not qualify for the final shall race against each other for third and fourth place. The first team to win two races will be placed in third place in the regatta. Finals The winner of the finals shall be the first team to achieve two race wins. Plate Ranking Round Each team not involved in the semi finals shall be eligible to take part in the Plate Ranking Round in which teams may race against each other to determine the winner of the plate competition.
