Covestone Sovereign s Cup 2013 26-29 June The Covestone Sovereign s Cup will be hosted by the Kinsale Yacht Club and will be sailed in the waters in the vicinity of the Old Head. 1 Rules: 1.1 The organising authority for the Covestone Soverign s Cup is Kinsale Yacht Club. 1.2 The Regatta will be sailed under the current ISAF Rules of Sailing and the following rules: a. ISA prescriptions. b. The IRC Rules 2013. c. The ECHO handicapping System. d. SCORA Rules 2013. e. Quarter Ton and 1720 Class Rules. f. KYC White Sails Rule g. ISAF OSR Cat 5. 1.2 Where there is a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions shall prevail. This changes RRS rule 63.7. 2 Advertising: 2.1 Boats may be required to display advertising chosen and supplied by the organizing authority. 2.2 Boats are requested not to display advertising which may conflict with the title sponsor of the event. Please contact regattadirector@sovereignscup.com for clarification if required. 3 Eligibility: 3.1 This Regatta is an open event and is open to all boats that hold a valid IRC or ECHO handicap certificate. 3.2 The Regatta Committee reserves the right to allocate boats to classes at its discretion. 3.3 Entry forms are available on the Sovereign s Cup website http://www.sovereignscup.com Entry must be received before Friday 14 th June 2013. 3.4 Classes will be divided on the basis of their IRC TCF. 2
The anticipated Class Divisions are as follows: Class 0 1.050 and above Class I 0.975 to 1.049 Class II 0.916 to 0.974 Class III 0.865 to 0.915 Quarter Ton As per Quarter Ton Class Rules 1720 N/A Class IV 0.864 and below. Class 5 White Sail (IRC) N/A White Sail 1 TBA White Sail 2 TBA 4 Crew Limits: 4.1 IRC Rule 22.4.2 shall not apply. There will be no limitations on crew number or weight except as required for boats rated as One Designs or restricted by Class Rules. 5. Safety Rules: 5.1 All Boats in the IRC and ECHO classes shall comply with the ISAF offshore special regulations Category 5. 1720 s will adhere to Class safety rules as applicable. Random inspections will take place during the series. 5.2 Copies of the Special Regulations are available from the ISAF website at www.sailing.org. 6. Number of Races: 6.1 The Regatta will comprise a total of eight races for all classes except White Sail who will sail a total of four races. 7 Rating Certificates: 7.1 Valid endorsed IRC certificates are required to race in all IRC classes with the exception of Class 5, White Sail IRC where an unendorsed IRC Certificate will suffice. Valid ECHO certificates are required for Irish entries. 7.2 The cut off date for validation of IRC certificates is Friday 14 June 2013. Valid certificates issued after this date will only be accepted at the discretion of the race committee. 8.0 Sailing Instructions: 8.1 The Sailing Instructions will be available on the event website from 14 June 2013. See www.sovereignscup.com 9.0 Venue & Courses: 9.1 It is intended to use two race start areas for al IRC classes with fleets alternating between each start area on alternate days. 9.2 Courses will consist of Windward Leeward and Round the Cans courses. 3
9.3 It is the intention that Quarter Tonners and 1720 s will share a dedicated race area. Details of the course area will be included in the Sailing Instructions. 9.4 It is the intention to have a separate start area for White Sail fleets. Details of start areas will be included in the Sailing Instructions. 10.0 Scoring: 10.1 The Low Point System of Appendix A will apply. 10.2 Four races are required to be sailed to constitute a series and one discard will apply after four races have been sailed. 11 Berthing & Lifting Facilities: 11.1 Complementary berths or swinging moorings will be provided to visiting boats to Kinsale from Friday 21 st June to Sunday 30 th June 2013. 11.2 For berthing arrangements please contact the KYC Marina Manager at 087 6787377. 11.3 Lifting in and out facilities will be arranged as required. Please contact regattadirector@sovereignscup.com 12 Prizes: 12.1 The Sovereign s Cup will be presented to the boat which in the opinion of the Regatta Committee performs to the highest standard under IRC or in the 1720 class. 12.2 The Portcullis Trophy will be presented to the boat which in the opinion of the Regatta Committee performs to the highest standard under ECHO. 12.3 The 1720 European Championship Trophy will be presented to the 1720 with the lowest points score. 12.4 The Irish Quarter Ton Championship Trophy will be presented to the Quarter Tonner with the lowest points score under IRC. 12.5 The Michelle Dunne Prix D elegance Trophy will be presented to the boat which in the opinion of the Regatta Committee is the best turned out at the regatta. 12.6 The Triple Crown Trophy will be presented to the boat which has the lowest aggregate points total from results achieved competing in the Dun Laoghaire To Dingle Race, the ICRA Nationals and Sovereign s Cup. 12.7 Final prize giving for the Sovereigns Cup Regatta will take place on Saturday 29 th June in Kinsale Yacht club. 13 Disclaimer of Liability: The Safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor racing the boat. He/She must ensure that the boat and her crew are adequate to face the conditions that may arise in the course of the Regatta. Neither the establishment of the 4
required safety regulations nor the inspection of any boat in any way limits or reduces the absolute responsibility of the owner/competitor for their crew, boat and the management thereof. 14 Insurance: Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 2,000,000 per Regatta or the equivalent. 15 Further Information: For further information please contact regattadirector@sovereignscup.com or see www.sovereignscup.com 5
