JURISDICTION: Held under the General Competition Rules (GCR s) and Standing Supplementary Regulations (SSR s) of Motorsport South Africa (MSA), these event Supplementary Regulations (SR s) and Final Instructions which may be issued to competitors and any relevant MSA Circulars of 2019, which will take precedence to these SR s. These regulations must be read and understood by all competitors. 3. MOTORSPORT SOUTH AFRICA PERMIT NUMBER: MSA 15700 Please note that the MSA Flag will be prominently displayed at Rover MX Track 4. COURSE AND VENUE: a) Course / Venue is Rover Motocross Track, incorporating sand, clay, mud, bends, straights and jumps. b) Length of the track is between 0.850 (Junior) and 1.8kms (Senior). c) The Direction of the track is Clockwise Direction. 5. ELIGIBILITY OF RIDERS: The Rover Motocross Club Championship is open to all riders who are domiciled in the area under jurisdiction of the MSA Eastern Cape Regional Committee, and whose motorcycles and licences comply with the below specifications and regulations. Competitors must refer to Rover Motorcycle Club Regulations 2019. 6. 7. COMPETITION NUMBERS: Competition numbers for all classes will be those as issued by MSA Johannesburg. (Refer to SSR 221 - SSR 224 in the 2019 MSA National Motocross SSR s). 8. CONTROLLERS: The controllers shall be the Rover Motorcycle Club Committee. 9. RIDING GEAR: Protective clothing must be worn by all competitors as set out in SSR 225 in the 2019 MSA National Motocross SSR s. 10. ENTRIES: a) For an entry to be valid, a completed official entry form must be with the organiser by the closing date. Proof of Payment or entry fees need to be attached to the entry form (Refer to GCR 96). b) Telephonic Entries will not be accepted. (i.e. after documentation has closed) A maximum of 40 bikes will be accepted per combined races. If more than 40 bikes are received those entries will be placed on a reserve list. Only if entries are withdrawn will the reserve list come into play. Riders who are on the reserve list may change to any other class that they may be eligible to participate in, at the discretion of the COC. ENTRANT S LICENCES: Where the entrant is NOT the rider, an entrant s licence must be obtained from MSA and submitted together with the entry form, failing which the Entrant s name will not be published in the programme. All competitors to present licence at documentation. No verbal licence numbers will be accepted. No licence NO RIDE. 12. ENTRY TO CIRCUIT: Entrance to the grounds will be R20 per car for spectators.
13. DOCUMENTATION AND SCRUTINEERING: a) Refer to race programme. b) Riders late for documentation will not take part in the races. c) Self Scrutineering will apply. Should more than one bike be utilised, kindly ensure that it is included on the self scrutineering form as it is 1 form per bike. Refer to SSR 226 in the 2019 MSA National Motocross SSR s. 14. RIDERS BRIEFING: a) Refer to race programme. b) All riders must be present at the briefing at the stipulated time and venue. Representatives may accompany the rider to the briefing, but may not represent the rider. Failure to attend the riders briefing may result in a fine of R100-00. 15. PRE RACE PADDOCK / WAITING ZONE: a) The Pre-race paddock / waiting zone is behind the starting gates. b) Before the scheduled start time of the first heat, competitors competing in the race concerned should move to the pre-race paddock / waiting zone. Pre-Race Paddock will close when previous heat last lap board is put up. 16. STARTS: a) The Start of the race will be in accordance with SSR 230 SSR 234 in the 2019 MSA National Motocross SSR s. b) If a rider is not present in the pre-race paddock when he / she is called to the start line, he / she will forfeit his / her starting position. c) Competitors who do not take part in official practice must confirm their intention to start to the COC, no less than one hour before the start of the first heat. d) Change of vehicle refer to GCR 259. 17. END OF THE RACE: a) The waving of the chequered flag will signify the end of each race. (Refer to SSR 237 SSR 240 in the 2019 MSA National Motocross SSR s). b) The MSA Steward / COC reserves the right to impound and examine any motorcycle at their discretion. 18. NOTICE BOARD: The official notice board is situated at The Kiosk. 19. RESULTS: a) Notwithstanding the general protest period laid down in the GCR s, the protest period for motocross will be 15 minutes from actual posting of the FINAL results on the notice board. (Refer to GCR 200, GCR 279 & SSR 255). b) These results are not to be removed and disciplinary action will be taken against any person removing these results without authority. Additional copies may be obtained from the Secretary of the meeting. 20. PRIZE GIVING: a) The prize giving will take place as soon as possible following the last heat and after the results become final. b) Dead heats will be resolved as per GCR 275 and SSR 239. c) Competitor s attention is drawn to GCR s 274, GCR 280 and GCR 281. d) Any rider not attending prize giving will forfeit his/her prize unless suitable arrangements are made with the Race Secretary or Sponsors Representative. 21. TROPHIES / PRIZE MONEY: Refer to Rover Motorcycle Club Committee. 22. SILENCING OF MOTORCYCLES: Competitor s attention is drawn to SSR 235 C (xi) in the 2019 MSA National Motocross SSR s.
23. POSTPONEMENT, ABANDONMENT OR CANCELLATION: The Organisers reserve the right to postpone, abandon or cancel the meeting or any part thereof. In the event of any of the above, the Competitor/Entrant has no right to claim against the Promoter / Organiser in respect of any loss or damage he/she may incur, other than that specified in GCR 244. The meeting will not be postponed, abandoned or cancelled without the consent of the Jury President in accordance with GCR 152. 24. RIDING CONDUCT: a) Refer to SSR 257 in the 2019 MSA National Motocross SSR s. b) Incidents / Retirements Refer to SSR 235 B in the 2019 MSA National Motocross SSR s. 25. MOTORCYCLES IN THE PITS: Refer to SSR 247 in the 2019 MSA National Motocross SSR s. Notwithstanding the exclusion, he / she will be reported to the Jury of the meeting who may consider further action in terms of a breach of GCR 172 (vii). 26. FUEL, FIRE EXTINGUISHER, ENVIRONMENTAL MATS & SOUND LEVELS: Fuel: Refer to GCR 240 and SSR 256 in the2019 MSA National Motocross SSR s. POINTS: Points will be scored as per SSR 244 in the 2019 MSA National Motocross SSR s. 29. PROTESTS: All protests and appeals will be dealt with as set out in GCR Appendix R, Parts IX and X, as well as SSR 255 in the 2019 MSA National Motocross SSR s. 30. CLOSURE OF CIRCUIT: a) Organisers and Clubs must close circuits on Thursday, at no later than 20h00 the week prior to any event. b) The responsibility for establishing if a circuit is open lies with the competitor. 31. TRANSPONDERS: Manual lap scoring will be utilised, however, transponders may be used by organisers at an additional cost to the rider. 32. MINIMUM NUMBER OF STARTERS: A minimum number of 3 starters for Club Championship classes must take part. If less than 6 entries are received in any of the club classes, that particular class may be combined with another class and competitors must nominate which class they would like to be scored in for the year. 33. SIGNALLING: Competitor s attention is drawn to SSR 237 in the 2019 MSA National Motocross SSR s. 34. CLASSES AND TECHNICAL SPECIFICATIONS: Competitors must refer to the 2019 Rover Motorcycle Club Regulations. COMBINING OF CLASSES: Where classes are combined riders need to choose the class they would like to enter. Race order is subject to change at the discretion of the COC RACE DURATION: Races will be run over a course between 0.6km and 1.8km in length. Refer to the MSA Handbook.
