Apex Parks, Recreatin & Cultural Resurces 2019 SPRING BASEBALL LEAGUE RULES COACH PITCH DIVISION GENERAL: 1. The gal and bjective f the league shall be t prvide enjyment and instructin f the game f cach pitch baseball. Gd sprtsmanship and basic fundamentals shuld be stressed by all caches. The rle f winning shuld be played dwn. An atmsphere f learning and fun is the bjective f this prgram. 2. All matters cncerning the league f rule interpretatin shall be administered by Apex Parks, Recreatin & Cultural Resurces (APR&CR) Department. 3. All vlunteer caches shall be selected by the Apex Parks, Recreatin & Cultural Resurces Department. 4. All new players shall be selected by the caches at the pre-seasn draft. All players returning frm the year befre have the ptin f remaining n the same team r ging int the draft. Exceptin: New head caches may ptin their child (children) and ne assistant s child (children) nt their team. 5. Brthers shall be placed n the same team by means f a brther ptin in the draft. 6. All caches shall attend each practice r have his/her assistant attend in his/her place. Players are nt allwed t practice withut APR&CR apprved adult supervisin. 7. N player shall be drpped frm a team withut the apprval f the APR&CR. Caches shall reprt t APR&CR any player that misses practice repeatedly. Fr safety reasns, playing time may be reduced fr nt attending practices. 8. If a team rster drps belw 13, the first player n the waiting list may be placed n that team by APR&CR. 9. OPERATING GUIDELINES Registratin Player registratin during the designated time perid shall be crdinated and cnducted by APR&CR. Under unusual circumstances, individuals may be added r deleted t/frm the prgram at the discretin f APR&CR. This shall be dne nly after taking int cnsideratin thse invlved and the impact n the entire league. Scheduling Schedules fr all regular practice, game and makeup game situatins, shall be crdinated thrugh APR&CR, taking int accunt field availability and hlidays. Pre-seasn Each team will be prvided the same number f practice pprtunities per week. Any deviatin frm alltted schedule must be cleared thrugh APR&CR and attendance may nt be a player requirement. In-seasn Teams will be ffered the pprtunity t practice based n facility availability Teams may nt reserve fields fr mre than ne week at a time and may nt d s befre 8:00am n Thursday f the week befre they wish t practice. Instructinal Draft Prcedures Organized and perated by APR&CR and the league caches under the fllwing guidelines: 1. Teams shall draft in rder determined by a blind draw. 2. All teams will be age balanced. 3. N player trades will be permitted. Each team shall be permitted t keep returning players and brthers f caches (maximum f 2) under the fllwing cnditins: Based n the ttal number f players needed t equalize the number n each team, each cach will draft until he reaches his maximum number f players then withdraw frm the draft. Exceptin: When a team reaches 6 players n their rster, that team must hld until all ther teams reach 6 players. Nte: any team that returns 6 r mre players will receive a first rund chice, and then have t hld until all ther teams have the same number f players. If after registratin and the draft, a player wishes t be placed n a team, this shall be dne at the discretin f APR&CR and the player shall be treated as a new resident in the area. Appintments shall be made per draft rder. Optins may be awarded t a manager and/r cach s child wh has registered t participate. All ptins n 8 s will be prtected thrugh the secnd rund. All ptins n 7 s will be prtected thrugh the third rund. 2
Nte: a team may nt have mre than tw ptin players n its rster during a seasn. A team entering the draft with tw ptin players must take them in runds 2 & 3. Brther ptins will be drafted in the last rund f the draft. Pre-Draft: Teams that d nt have any returning players will be given a pre-draft pick. If a team receives a pre-draft pick, they will pick last in the 1 st rund and then return t their nrmal draft rder beginning in the 2 nd rund. 4. Expansin f league shall be cnducted in the fllwing manner: The new team(s) shall assume the number ne (and/r tw) draft pick. Flip f a cin shall determine number ne psitin when adding mre than ne team. Each new expansin team shall be awarded ne pre-draft pick. Selectin will be n a rtatin basis with tw r mre expansin teams. Length f Games/Tie Breakers Length f games: 3 innings r 1 Hur Dead Stp Game Start Times: The clck will start fr the first game f the day/night right at its scheduled start time. All f the fllwing games will start 12 minutes after the last ut is called f the previus game r the scheduled game time, whichever ccurs last. N games will start early. Nte: field supervisrs are in charge f the clck. Please address the field supervisr if yu want t knw hw much time is left. Play must stp immediately after the 60 minute mark. Cancellatins/Inclement Weather/Make-up 1. In case f inclement weather, a decisin will be made by APR&CR at 4:00 pm n the day the game is t be played (8:00am n Saturdays). Infrmatin may be btained by calling APR&CR's INFORMATION HOTLINE: (919) 249-3348 2. Make-up Games The department will reschedule games within 3 wrking days. Please cntact us if yu have nt received yur ntificatin within this time perid. If at all pssible, all games that are canceled due t weather r ther cnflicts apprved by APR&CR will be made up. If extenuating circumstances ccur, APR&CR reserves the right t designate which games will be made up. It is the respnsibility f the cach t ntify his/her players f the makeup date. APR&CR is nt respnsible fr cntacting players n an individual basis. 3
Speed-Up Rule The catcher must bat in ne f the tp three (3) batting psitins fr each team. Injured Player Substitutin In the event f an injury, the injured player may be replaced by a player wh has already been in the game if n ther player is available. Injured players d nt need t be replaced in the batting line-up. Because every player bats in every inning, their spt can be skipped. Frfeits Game time is frfeit time. A team must have at least 6 players at game time t be able t play. Shrtened/Pstpned Games If a full inning is cmpleted, the game will be cnsidered fficial. If the game must be stpped due t weather after bth teams have had a chance t bat, it will nt be rescheduled. Any game pstpned prir t cmpleting ne full inning will be restarted frm the beginning (if it can be rescheduled). 6-Player Rule A team may start with 6 players. N ut shall be awarded fr the missing batting psitin. If anther player arrives she must be added immediately upn arrival and must ccupy the last spt in the batter rder. Dugut Area 1. The nly persnnel permitted in the duguts are: Players Head cach 3 assistant caches Nte: n batbys/batgirls 2. N cell phnes are allwed n the field r in the duguts at any time. 3. Cnsumptin f tbacc prducts (including e-cigarettes) r alchl is prhibited in the vicinity f any Twn-spnsred athletic event, including n the field and in the duguts r bleachers. 4. All duguts shuld be cleaned ut by the team that ccupied them at the end f the game. This is the respnsibility f the head cach. 5. Cach Psitins: Defense Caches: 2 in the utfield area 1 behind the catcher Offense Caches: 1 as the pitcher 2 as base caches 1 utside dugut near the n-deck batter 4
Cnduct 1. Players will be allwed t cheer fr their wn team but nt jeer the ther team, i.e. lud sngs, cheers, are unacceptable etc. N chanting allwed. N cach r player shall belittle r berate the players r caches f anther team. Phrases such as can't hit, can't catch, r can't thrw will nt be tlerated. First ffense: Warning Secnd ffense: Ejectin frm game f ffending persn and/r head cach. Penalty: Any cach, spectatr r player ejected frm a game will be suspended fr a minimum f 1 game. Any cach ejected frm a game will be required t meet with the APR&CR Department. 2. If a cach r spectatr is suspended he/she may nt attend the game(s) he/she is suspended fr. 3. Harassment f the screkeepers will nt be tlerated. Failure t cmply with this rule will result in immediate ejectin f the guilty party and pssibly frfeiture f the game. N warnings will be given. Reminder: The purpse f this prgram is t teach sftball, have fun, and learn sprtsmanship. Players lk t their caches as rle mdels and the thing players see yu d leave lasting impressins as they cntinue t play the game in later years. We're all human, and as such we all make mistakes including screkeepers, caches and parents. It s the kids games s let them be the nes that benefit mst! Prtective Headgear Prtective headgear is required fr batter, runners, and n-deck batter. Chin straps are ptinal. Any player intentinally remving their helmet shall be warned fr the first ffense and then remved frm the game fr the secnd ffense. Pitching/Hitting Rules Caches pitch 3 tsses t each f their players/inning; if n legal hit ccurs after 3 pitches the batter will use a tee. The batter will receive tw attempts with the tee and if n legal hit ccurs after tw attempts they will nt be able t advance t first and will return t the dugut. Hme team will prvide the tee. Pitching Distance: 35 feet Base distance: 60 feet Ball: Incrediball baseball Teams will use a cntinuus batting rder thrughut the game. Sides change after ging thrugh the cmplete batting rder nce per inning. If a batter cannt finish her time at bat, the next scheduled hitter will cme t bat. 5
Special Base Running N stealing r leading ff Runners may nly advance n a hit. In the event f an verthrw at first base, the runner(s) may nly advance ne base with the risk f being thrwn ut. All runners n third may nly advance hme when the ball is hit. Nte: the league gal is t play the game as real as pssible by teaching the players t watch their base cach as t whether r nt t advance anther base. Defensively we want the players t learn t play n the lead runner and t nt thrw the ball arund. Fielding Ten players play n defense each inning with n mre than 1 catcher, 1 pitcher-fielder, and 4 ther infielders. Outfielders must be psitined in the utfield past the arc f the grass part f the field. Tw defensive caches are allwed in the utfield t verbally assist their players. All defensive players sitting n the bench shuld be substituted halfway thrugh the defensive half inning (nce half the ther team s line-up has batted). Participatin It is the philsphy f APR&CR that the emphasis f yuth recreatin shuld be n participatin and skill develpment rather than winning r lsing. Given this statement f philsphy the fllwing guidelines will gvern the Yuth Cach Pitch Baseball seasn. Each child must bat in each inning f the game. N player shuld sit ut mre than ne ttal inning n defense. When ruling n a prtest cncerning participatin, the cach s intent will be taken int cnsideratin by the prgram supervisr. It is quite pssible circumstances may cause a player t nt play the required time. The cach s intent is the determining factr in these situatins. The fllwing penalties shall apply t the head cach fr failing t abide by the participatin rules abve: 1 st ffense: suspensin f game 2 nd ffense: suspensin fr rest f seasn Equipment 1. Bats: Fllwing the USA Baseball Guidelines, we are allwing the use f 2 5/8 diameter big barreled bats. Any big barreled bats with a diameter f 2 5/8, must be marked with the USABat cmpliance mark. Hwever players are still allwed t use the standard 2 ¼ bats if they wish. Tape r sleeve may nt exceed 15 inches in length frm small end. 2. Glves: N tp lacing, webbing, etc. shall be mre than 5 inches in length. All catchers may use a baseball catcher s mitt r fielder s glve. 3. Head caches can exchange and/r receive additinal equipment if necessary. 4. N metal cleats are allwed. 5. All equipment issued t a team must be returned t APR&CR n later than ten (10) days after the last game. 6
Unifrm APR&CR will issue each player a shirt. Parents are required t prvide slid grey pants fr league play. Each player must wear their entire unifrm, unaltered, t each game. A player nt in unifrm r in an altered unifrm will be declared ineligible t play. Each cach will be given extra shirts fr emergency fill-ins. Ntes: Players keep their shirt issued t them each seasn An altered unifrm is when a player defaces his shirt r pants in any way. Pants must be slid grey (meaning n stripes, r different clr(s)) Shirts must be tucked in at all times. N Jewelry Allwed. Un-remvable earrings must be taped ver. Batting helmets must stay n until a player returns t the dugut. Penalty: 1 ST ffense: a warning will be issued 2 nd ffense: player will be remved frm the game Sliding If a runner is ging int base and there is an attempted play being made n that runner, he must slide r avid cllisin with defensive player. If defensive player fakes a play n runner withut ball and runner slides, then runner is awarded the next base. If a player des nt slide and a cllisin des ccur, then the runner is called ut.
