16th EUROPEAN CLUB CREW CHAMPIONSHIPS www.edbf.org DIVONNE-LES-BAINS, FRANCE 31st JULY 2nd AUGUST 2015 INFORMATION BULLETIN No. 2 This bulletin contains additional information and updates on the 16th EDBF ECCC in Divonne-les-Bains, France Provisional Entries or intentions to compete in the 16 th ECCC, have been received from 70 Club Crews in 11 EDBF Member Countries, namely:-, Czech Republic, France, Germany, Great Britain, Hungary, Italy, the Netherlands, Norway, Poland, Serbia, Switzerland and the Ukraine. ENTRY CONDITIONS. Entry to the 16th EDBF European Club Crew Championships (ECCC) for Club Crews who have been sanctioned by their EDBF Member, that is, the EDBF Member confirms that the Club concerned has the financial means to attend the Championships and satisfies the IDBF definitions of a Dragon Boat Club. Dragon Boat Clubs from European Countries where there is not an EDBF Member may compete with the agreement of the EDBF. Applications should be made to the EDBF Chairman. LOCATION: The 16 th EDBF ECCC will be held from the 31th July to the 2nd August 2015 on the lake of Divonne-Les-Bains, France. This little town next to the Swiss frontier has the Jura mountain range as its backdrop. At the gateway to the Natural Parc of the Haut-Jura and to Switzerland Divonne-les- Bains boasts and exceptional environnement. This lake is ideally situated between nature and facilities (about 15 minutes from Geneva International Airport to Divonne by car). REGATTA COURSE: The Regatta Course and technical facilities will be to EDBF standards for European Club Crew Championships. The number of racing lanes will be six over 200m and 500m, with a width of 13 m. There will be photo finish equipment in place. COMPETITION FORMAT: The ECCC will be conducted according to the IDBF Competition Regulations and IDBF Rules of Racing by appointed IDBF International Race Officials and National Officials, under the direction of IDBF appointed Chief Officials and with a Jury nominated by the EDBF Executive committee. BOATS AND EQUIPMENT: IDBF standard and small boats will be provided as necessary. However, the number of boats now required for a ECCC, Standard & Small, is costly in hiring in fees and transport. Under EDBF Regulations it is permissible for Crews to race in their own boats at a Club Crew Championships. Clubs are asked to indicate on the attached proforma if they would be prepared to bring their own boats. This will mean that Spec Boats from different IDBF Boat Manufacturers may be raced together. If this is not acceptable to the majority of the competing Clubs, then IDBF Spec Boats from Peisheng, China, will be provided for all crews at a Boat Hire Fee of Euro 20, per participant, payable with the other Regatta Fees (Admin and EDBF Registration but competing crews are expected to bring their own paddles that conform to the IDBF Paddle Specification 202a

COMPETITION REGULATION AND RACING RULES: The ECCC will comply with IDBF Competition Regulations and be conducted under the IDBF Rules of Racing. See http://www.edbf.org/library.php Entries are to be made online with administrative information and logistical returns to the Org Com, by the deadlines shown in this Bulletin. CLASSES AND DISTANCES: The Championship Divisions, Racing and Competition Classes that will be contested are listed below. In all competitions to qualify for a European Championship status at least four (4) entries from different Countries per competition are required. Competition Classes with three (3) entries will be given EDBF Championship status and less than 3 entries, per class, will be classified as demonstration races and can be combined together. Standard Boat (22 Racers) (Mixed Crews = min of 8 and max of 12 female paddlers) Division Premier Senior A (40+) Senior B (50+) Senior C (60+) Junior Class BCS Comp Opn Wmn Mxd Opn Wmn Mxd Opn Wmn Mxd Opn Wmn Mxd Opn Wmn Mxd /////// 200m All Confirmed Entries are to be submitted on line at 500m https://idbfchamps.org/login_edbf.php 2000m Small Boat (12 Racers) (Mixed Crews = min of 4 and max of 6 female paddlers) 200m 500m 2000m ///////// ////////// ////////// /////////////////////////////////////////// ////////// ////////// ////////// (1) Senior A over age 40, Senior B over age 50 and Senior C over age 60 as of 1 st June 2015 (2) Junior A under age 18 but over 11 and Junior B under age 16 but over 11 as of 1 st June 2015 ENTRY CONDITIONS: All entries to the 2015 ECCC must be sanctioned by the EDBF member organisation to which that crew belongs, where one exists. Crews from countries or territories where there is not an EDBF member may compete, subject to the agreement of the EDBF Chairman at the email address - eccentry@edbf.org A Club can enter the Standard or Small Boat Races or both in all Racing Classes but for a Club to enter both a Standard and Small Boat crew in the same Divisional Racing Class or competition, the paddlers in the Small Boat Crew must be different paddlers from those used in the Standard Boat crew - including reserves. For example, if a Club enters a Premier Standard Boat Open or Women s Crew in a 200m competition, that Club cannot race a Small Boat Crew with any of the same paddlers, in the Small Boat Open or Women's 200m, 500m or 2000m Championship. Similarly any Senior Division paddler who races in the Standard Boat Open or Women s 2000m can only subsequently compete in the Standard Boat Senior 200m and 500m Open and Women s races and not in the Small Boat races. Mixed Crews Exception.. A Club may enter an Open Standard Boat or a Women s Small Boat Crew in any Racing Class (or vice versa) when there are less than 18 paddlers in either crew. In this case the same Small Boat paddlers can also race a Standard Mixed Crew but not a Small Boat Mixed Crew. These regulations are intended to prevent crews from racing their best athletes in both the Standard and Small Boats in the same Competition Class and to prevent well established big clubs from putting just their best paddlers into the Small Boats. Senior Division Crews. When only one Senior crew from a Club is entered in a Competition Class there is no upper age limit in the Senior Racing Classes. That is, either a Senior A, B or C Crew can enter but of course the lower entry age must apply to that particular crew 40, 50 or 60 plus respectively as at the 1 June 2015. Double Rostering. In all cases the double rostering of paddlers between Divisions (for example, Premier to Senior)is discouraged, as is doubling between Racing Classes (for example between Senior Classes)and races will not be delayed if this occurs. Helms and Drummers may be used across the Divisions (subject to the rules for Juniors & Seniors but in the case of back to back races the Officials will NOT delay races for the transfer of Helms or Drummers. BCS Crews. BCS Crew Managers are responsible for confirming that all Breast Cancer Racers competing in the BCS Division have been diagnosed with breast cancer. Normally BCS crews are all women but if a BCS crew has a Male BCS in it, then they can race in the BCS Division.

EURO CHAMPS REPRESENTATION & DRAGON BOAT CLUBS IDBF Competition Regulation 4. CR 4.3 Club Crews. In IDBF/EDBF Championships for Club Crews a Racer can only represent one Dragon Boat Crew. See Bye Law 12.3 below for the definition of a Dragon Boat Club Crew. The rules for National Crew Representation need not apply but all competitors must have been bona fide members of the Dragon Boat Crew that they represent, for at least SIX (6) months before the Club Crew Championships in question. CR 4.3.1. A bona fide Club Member is one that has regularly trained and/or competed for the Club Crew that they represent during the minimum period of six months shown in 4.3. A bona fide Club Member will normally be resident in the Country in which the Club Crew is located. A Club Member who trains and competes with a Club Crew from a different Country or Territory or a geographical Region within a Country to the one in which the Club Member himself (or herself) is normally domiciled, will only be considered as a bona fide Club Member if they can prove that they have physically attended their Club to train or compete for a period or of at least twelve (12) weeks, over a minimum period of two (2) racing seasons. IDBF By-Law 12. BL 12.3 Dragon Boat Clubs. A Dragon Boat Club is defined as being a single Crew or group of Crews which have a formal Sports Club Constitution which, in general terms, shows that the Club s individual members are responsible for the Club s affairs; that they elect representatives to their governing Dragon Boat organisation; that they elect Club Officers and Officials to manage the affairs of their Club; that the Club keeps properly maintained and controlled accounts; that the Aims and Objectives of the Club and its Constitution or Statutes, are consistent with those of their own governing Dragon Boat Association, where one exists and where appropriate, the IDBF. PERSONAL SAFETY: All crew members must be at least water-confident and ideally be able to swim 25 meters in racing apparell. It is the crew manager s responsibility to ensure that this limitation is complied with, and to ensure that known weak swimmers wear personal flotation aids. Crews compete entirely at their own risk and must be Fit to Race, as defined in IDBF Competition Regulations. PHOTO IDs: All participants, including competitors, coaches, managers, official supporters, will be required to register on the website https://idbfchamps.org/login_edbf.php by 3 July 2015. The name, age of the person and crew name must be clearly indicated with the photograph. REGATTA FEES: The Regatta Fees for this ECCC will be Euro 50.00 Admin Fee and Euro 15 EDBF Registration Fee (including anti-doping test fee), per participant shown on the Named Entry Form, due by 18 June 2015 A Participant is everyone named on a Clubs Named Entry Form, that is, competitors, coaches, managers and Official Supporters, The admin fee will entitle everyone to an ID badge. In addition a Boat Hire Fee of Euro 20.00, per racer shown on the Named Entry Form (max 26 in a Standard Boat and 14 in a Small Boat) will be charged to those crews who do not bring or use their own Club s boats. Admin Fee Deposits are payable with the Confirmed Entries to Dragonboat Attitude by 10 May 15 and the balance of Admin Fees, Registration and Boat Hire Fees will be payable to the EDBF by 18 June 15.

HOSTING, ADMINISTRATION AND LOGISTICS ACCOMMODATION: There are 3 different possibilities for accommodation during the 16th European Club Crew Championships.Considering the short period we have, please contact by yourself contractors in order to book your accommodation. The 1 st option is Click&Bed, a short stay specialist company, can organize your accommodation and possible shuttle transport. Please Note: Cooking on the camp site is forbidden. For breakfast, lunch or dinner, a caterer situated just next to the camp will offer a complete meals service. There will be cocktails and a concert. More information will be available in Information Bulletin No.3. TRANSPORTATION: A campsite, all meal requirements, general catering and the celebration party, will all be located at the regatta site. PARKING AT THE VENUE: Free parking places for cars and busses are available at the racing location GETTING TO THE REGATTA SITE: Divonne-les-Bains is about 10 minutes by car from Geneva International Airport on the main Geneva to Lausanne Swiss highway and then about 3 minutes from the turn off junction on the highway into the city. THINGS TO DO IN DIVONNE: There are many things to see and do in Divonne-Les-Bains, such as the Casino, hippodrome, golf, Forestland, riding school and other sportive activities.
