Dear competitors! I would like to welcome you on behalf of the organizing committee of IMEP2013 at the competition. Two years ago, taking over the IMEP organizing, the event director Zdeněk Blabla realized the size of the task to organize IMEP2013. Big task, but not impossible. The 3 rd bulletin of International Championships of European Police Officers 2013 that you are holding is a proof that we managed to approach to the very finish of our effort. The sport programme (in my humble opinion) corresponds to the importance of the event. The relay race is situated to a site where a famous Czech military leader Jan Žižka was born. His statue is going to watch all the important moments of the relay race. The long race takes place in a typical south bohemian terrain, in a various pine forest near the village Včelná. Finally, the sprint SOLathlon race uses the municipal exhibition grounds, special thanks go to its directors for their cooperation. Finding the proper compromise between speed running in flat terrain, proper orientation between the exhibition halls and a necessity of an accurate shooting, that will be a real challenge for all competitors. We should not forget the social aspect of our event, IMEP is also a meeting for o-runners of the whole continent, starting new friendships. Bed sheets and towels included, no public internet connection. You will receive an accommodation card. The receptionists at the buildings do not speak any foreign language in general. We ask you to leave keys of the room in reception when leaving, you will be given them back upon submitting your card. We recommend not leaving anything in the cars parked at the dormitories. Dining voucher will be received at the registration. Starting Bibs For relay race the starting bibs will be used, they are collected back after the finish. Similarly, starting bibs are used for the SOLathlon race. 5

Punching system Punching system SportIdent is used for all races. No SI types limitation. The competitor is obliged to clear (NULOVÁNÍ / CLEAR) and check (KONTROLA / CHECK) his/her SI chip before the start. CLEAR unit is placed in first box, CHECK in the second box of the starting procedure. At the relay race both these units are placed at the entrance to the changing zone. It is necessary to punch FINISH / CÍL unit at the finish line and the to read out the chip. Relay finish is described properly within info for the relay race. Jury The main referee nominates competitors jury board: Daniel Bříza, Peter Kudrass and Martin Tichý (Fri,Sat)/ Radek Teringl (Sun). Situation maps 6

Situation map of the accommodation(k#), EC + dining (menza) and banquet (Aula) Weather After a high water stroke last in České Budějovice, IMEP is expected to be equipped with milder weather conditions: Source: http://www.yr.no, Sunday 2 June 2013 Warning Saturday evening a half-marathon race is taking place in České Budějovice. This requires some street closures in the wider city centre. The routes between IMEP stages remain unaffected. Every competitor takes part on his own responsibility and is responsible for damages he/she causes. The organizers are not responsible for possible damages caused by third person. Parking Start Courses Follow the signs to Památník Jana Žižky - Trocnov From the road České Budějovice Trhové Sviny Nové Hrady turn left at the end of Strážkovice, then right after Trocnov and after Radostice again right to a minor road leading to the memorial. Will be coordinated by the organizers at the meadows near the relay arena. See the sketch. Mass start of the 1.legs: S2 (D45, D55, H55): 17:10 S3 (D21, D35, H45): 17:20 S4 (H21, H35): 17:00 Farsta forking method is used. 8

Competition process Finish Map First legs start at their maps. After running a majority of their course they come to a spectator control (see sketch). Then another 3-5 minutes remains to their finish. After the last control throw away the map (at a marked site), punch the finish control and give a high-five to your team-mate to change. Everybody is responsible for being on his change on time. Second runner starts, takes his map and sets of for his course, and so on. Do not forget to READ OUT, CLEAR, CHECK your SI cards. (Preferebly in the right order!) At 16:55 a model change will be performed. For finish the 4 th leg a special lane is marked. The standings are given by crossing the finish line, you punch the finish after this line. In tight cases, a finish referee determines the standings. Date Saturday 8 June 2013 Partner of the stage Arena Včelná Municipality Včelná, football pitch (48 55'6.533"N, 14 27'24.516"E) Race type Daylight individual race long Classes H21, H35, H45, H55, D21, D35, D45, D55. Because of the concurrent firemen orienteering competition also classes HD21K, HD35K, HD45K a HD55K occur. Be careful to take the right map. Arrival Marked with signs. From the road České Budějovice Kamenný Újezd turn left to the village, then in two blocks right and left. Parking Will be organized at the training pitch. Please, leave marked parking spots free for footballers coming in the early afternoon for their match. Start Interval, 00 = 11:00, distance to start 350 m, marked with bluewhite stripes. Map start is 170 m distant from the starting line! Courses Courses longer than 5 km pass through a refreshment point at ca. two thirds. Water is served. Finish Finish is placed at the training pitch. The last control is in the SW corner of the training pitch and is publically accessible. There is a compulsory leg to finish through a marked lane. Previous map of the area will be published in the arena. Control decriptions Are available in the arena as self-service. No control descriptions printed on the maps. Terrain Two types of terrain: flat part in the neighbourhood of the finish turns into steep slope with several valleys. All types of vegetation, numerous erosion gullies and other terrain objects, vegetation details. Middle density path network. According to the undergrowth we recommend long trousers (and sleeves). Banquet Sport/social evening for the competitors (a.k.a. banquet) takes place in Aula of South Bohemian University in Č.Budějovice in Saturday 8 June 2013 at 20 o clock. The programme starts with prizegiving ceremony (relay and long). Then we continue with indoor orienteering race with mechanical punching - SUPERPÍCHAČ. Partner of this competition is the company SportIdent, GmbH. The entrance is possible only with the entrance/starting ticket that you will be given at the registration. SOLathlon Date Sunday 9 June 2013 Partner of the stage Arena Výstaviště České Budějovice, northern part (48 59'7.804"N, 14 27'39.363"E) Race type Classes Arrival Parking Start Courses Daylight individual race in sprint with shooting using a laser pistol (SOLathlon) To differ SOLathlon classes and concurrent sprint competiton classes, are your classes marked with the ending S. H21S, H35S, H45S, H55S D21S, D35S, D45S, D55S Will not be marked. From the road E55 passing through the town turn to Tesco, diagonally across the parking of the hypermatket to the entrance to the exhibition grounds area. Organized at the P5 parking of the exhibition grounds (up to filling the capacity). Interval, 00 = 10:00, distance 1400 m, marked with blue-white stipes. Courses intersect themselves especially in the neighbourhood 12

Shooting of the shooting place. Be careful about the control codes, sometimes the controls are close to each other. Expected winning time is 18 minut including a errorless shooting. Other info in the next item. Every class has two shooting rounds having five targets. After running the first part of the course, all classes come to control 101, from where they are lead by a lane to the shooting place. A referee assigns him/her the shooting stand. After five attempts the automat shows the number of penalty laps, the runner is obliged to run immediately after shooting. The penalty lap is 120m long and is equipped with control 100 (two SI units available). It is necessary to punch this control at every passing by. It means errorless shooting = 1x punching C100, 1 error = 2x, 2 errors = 3x etc. Every competitor is responsible for running the appropriate number of penalty laps. After last punching of C100 the competitor is leaving for the second part of the course. Then he/she comes to C102, from which a lane takes him/her to the second shooting round. After the shooting (and possibly also penalty laps) the last part of the course is waiting and then the finish. Be careful when leaving the knot control 100! This is how the situation near the shooting place will look like on the map. In the (not very likely) case of full occupation of the shooting stands, the waiting time will be subtracted from the competitor s time. Starting bibs Finish Training shooting stand will be available at the arena. The entrance to the shooting place as audience is possible after running own race. Competitors are running with the starting bibs, that correspond to their starting time. The bibs are to be taken at the start at self-service. Finish of the SOLathlon race is situated near the shooting 13

Warning Map place. At the finish line it is necessary to punch the FINISH / CÍL SportIdent unit. The last control has the code 150 and is (as well as the finish) equipped with only one SI unit. Read out you SI chip after the finish. Then the access to the shooting place to the spectators area is enabled. The finish is ca. 500m distant from the arena. In the arena only the sprint race finish is situated. Beer festival takes place at the exhibition grounds in Saturday evening. It is likely that during the race some temporary stands will remain (especially in the neighbourhood of the shooting place), that are not drawn in the map. Despite an early start of the cleaning works, it is not excluded that some rubbish occur in the area. Rarely some cars may pass in the area, do not forget your own safety. Země Živitelka, 1:4000, e = 2m, ISSOM, size A4, authors Radim Hošek and Zdeněk Blabla, waterproof Extra mapping symbols: Forbidden overcoming Control descriptions Terrain The main referee hereby forbids to overcome (or anyhow cross) object drawn in the map with symbols that ISSOM norm considers being uncrossable. These are uncrossable fence (524), uncrossable wall (521.1), private area (528.1) olive green, uncrossable water body (304.1) used only at the big ponds. Breaking this command lead to disqualification. The map does not use the darkest green Uncrossable vegetation (421). On the map only! The reason is the attempt to ensure fairness. Flat terrain, exhibition halls, more complicated building complexes. Hard, well runnable underlay (asphalt, grass), also some parts with wild vegetation. Speciality of the terrain: solitarily standing electrical switchboard cases, that are often 14

used for controls. First aid In the arena: Mountain Rescue Service and a doctor Competition area The whole area of the exhibition grounds with exception of the arena. Prizegiving ceremony At ca 13 o clock in amphitheatre in the exhibition grounds, mass leaving the arena for the prizegiving at 12:50. Shoes We recommend athletic shoes.
