Hockey Valley 38 Tournament Information Rules can be modified as need arises rev 1/17/2019 USA Hockey Rules will be used for this tournament 1. This tournament is sanctioned by USA Hockey. The rules contained are designed to ensure a safe and fun environment for all participants, coaches, and spectators. Please familiarize team officials and participants of these rules, ignorance is not an excuse. a. Any player receiving 5 or more penalties in 1 game must sit the following game. b. If a team receives 15 or more penalties in one game, the head coach must sit the following game. c. Mouth guards and neck guards are required for all players. A player found to take the ice during play in violation will serve a 10-minute unsportsmanlike misconduct penalty. d. Anyone receiving a game misconduct must sit the next game as well. e. Anyone receiving a match penalty is disqualified from further play, USA Hockey Disciplinary Hearing required. HOTEL POLICY The State College Youth Ice Hockey Association (SCYIHA) is an all-volunteer, non-profit organization with a goal of making ice hockey accessible and affordable for all local children from 8-18. SCYIHA has negotiated special rates for this tournament with our local hotel sponsors. Teams with a home rink that is more than a 1-hour drive from Pegula Ice Arena, are required to stay overnight at one of the designated host hotels. Teams will be notified on Monday, Jan 14, 2019 of their acceptance into the tournament. Hotel information will be released on Monday, Jan 21st. Teams will be permitted to select from the list of hotels on a first come, first served basis. All booking must be done by calling the hotel directly and providing a special code to receive the negotiated rate. Hotel rates vary from $99- $155. Use of a website such as Priceline is not permitted. Hotels will be in communication with the tournament to ensure no team is attempting to circumvent tournament and hotel policies. Teams found to be in violation, will be required to pay a $300.00 hotel registration premium before they arrive at the tournament, or they will be dropped from play, not given a refund, and their slot filled with a team from the waitlist. OFFICIALS

1. All referees are members in good standing of USA Hockey and are deemed qualified to officiate at the level of play assigned. 2. A zero tolerance for verbal abuse is in effect and will be enforced for all team officials, players, and spectators. Police may be utilized to remove those in violation from the arena. 3. Appropriate penalties will be assessed for disputing or arguing a decision of the officials, any visual demonstration of dissatisfaction, or for the use of obscene or vulgar language to anyone at any time during the tournament. 4. The tournament committee does not have the authority to reverse the decisions of the game officials. GAMEPLAY (10U, 12U and 14U) Games will start promptly at 12 noon on Friday and 7:30 AM on Saturday and Sunday. Games may finish after 11 PM on Friday or Saturday and after 5 PM on Sunday. Schedule to be released as soon as finalized, but no later than 3 weeks prior to start of tournament. Each team will play a three-game round robin. Home team will wear White/light. Please consult with the opponent to make sure there is no color conflict. Higher seeded team will be considered the Home team for the Championship. 1. Period Length:3 periods of 13 Minutes. Clock stoppage applies. 2. Each team should be ready to play 45 minutes PRIOR to their scheduled start times without any advanced warning. Players are not permitted to be on the ice until the referees give them permission. If referees are ready to start game early and team is not ready to take the ice, violating team will not have warm-up time and will start Period 1 with a delay of game minor. A team that does not present itself to a game will be subjected to a disciplinary committee and subject to expulsion from the tournament with no refund. 3. Pre-game warm-ups will be two minutes. 4. A curfew clock may go into effect to keep tournament on schedule. 5. A defaulted game result will be recorded as 3-0. 6. All eligible players must be entered on the score sheet. All players, except goalies, must participate in 2 games to be eligible for championship game. A team found to have used an ineligible player will forfeit all games in which the ineligible player participated. 7. Delayed Off-sides and Shorthanded Icing will not be permitted. 8. Should an act of god happen (power failure, major injury ), after 45 minutes the game will be called and the score shall remain as the final score. 9. If a difference of five goals or more exist at any time in the 3rd period, the remainder of the game will be played with a running clock. Stop time will resume should the game be reduced to a 2-goal differential. (Ex. 5-3). 10. Each team is permitted the use of one, 30-second timeout in the Championship game only. No timeouts in the round robin or consolation games will be allowed. 11. Overtime: Played only in championship games. There will be one 5-minute, 4 vs 4, stop time period. If a team is serving a penalty at the end of regulation, the remainder of that penalty will be served in overtime playing 4 on 3. If such team is short 2 players at the

end of regulation, the remainder of each penalty will be served in overtime playing 5 on 3. Once both penalties expire and after the next whistle, play will resume 4 on 4. After that, a 3-player shootout will determine a winner. If further needed, a sudden death shootout will determine the winner. All players must shoot once before any player shoots again. Home team will get the choice to shoot first or concede the first shot to the Away team. 12. No Protests will be accepted. 13. Bench Officials: Only four (4) people other than dressed players will be allowed on the team bench. All persons on the bench must be listed on the roster and be USA Hockey carded coaches. Each team is required to provide a parent to be a penalty box attendant. 14. Any player receiving a game misconduct is removed from the current game plus one more game. There will be NO discussion regarding eliminating the following game. Referee's calls are final. 15. The ice will be resurfaced after every game for 10U, 12U and 14U divisions. a. Points to determine finalists: In the divisional round robin - 6 points will be awarded for game won, 3 points(each) for a game tie, 0 points for a game loss, 1 point per goal differential (max of 3 points). 16. Dressing rooms: Assignments will be posted on board in the lobby. Teams are responsible for any damage done to the dressing room during their use. Each team is required to be familiar and abide with the Pegula Ice Arena locker room policies. Teams must sign out their own locker room keys. Female players will be assigned females only locker room and can join their team only after all males have completed changing. 17. Access to locker room areas will be limited to those with USA Hockey clearances, NO EXCEPTIONS. Each team will submit list of names (4 max) with their USA Hockey roster. Upon arrival, the Team Manager will be presented with lanyards that will permit access to the secured locker room area. Any team found violating this policy will forfeit their right to play for championship, with no refund. Parents are not permitted in locker areas to assist with equipment, properly clothed player may return to lobby for equipment assistance from parents. 18. A player may not double roster. 19. The committee reserves the final word on the interpretation of the rules. Rules submit to change. 20. Pegula Ice Arena employees, and Hockey Valley Tournament volunteers are not responsible for parking. Please follow the posted parking rules to prevent parking violations. 21. Check www.scyiha.org for the most up to date information. GAMEPLAY (8U) 1. Same rules as Gameplay apply with the following exceptions:

2. Be prepared to start 15 minutes early for early game and 45 minutes early for afternoon games. 3. 2 periods of 12 minute running clock. Teams switch ends at end of period. 4. Cross ice 3 v 3 plus a goalie. 5. Buzzer for line change every 2 minutes. 6. Minor penalty-team plays short for remainder of shift until buzzer 7. Team scoring goal must retreat to center ice to allow opponent to retrieve puck from goal and begin play. 8. Parents will be permitted to assist in the locker room area. 9. Teams will play 5 games of 24 minutes each in the preliminary round. Upon completion of game 5, standings will determine seeding. Teams 1 & 2 will play for championship, teams 3 & 4 for consolation, and teams 5 & 6 will play for place. 10. Overtime will only be played, if necessary, to determine championship. There will be one 5-minute, 3 vs 3, stop time period. After that, a 3-player shootout will determine a winner. If further needed, a sudden death shootout will determine the winner. All players must shoot once before any player shoots again. Home team will get the choice to shoot first or concede the first shot to the Away team. TIE BREAKERS If 2 teams are tied in points, the following order applies to determine the ranking of teams: 1. Head-to-Head 2. Fewest penalty minutes 3. Highest goal differential (Goals For Goals Against) 4. Least goals against 5. Differential equation (GF/(GF+GA)) the larger the number advances 6. Quickest Goal in the team s Game 1 of the tournament In the case where more than 2 teams are tied in points, the following order applies to determine the ranking of teams: (The tied teams will go through each tie breaker until ONE team is determined the winner; Example-if no team is determined ahead of all other teams after Tie Breaker #1, then it will move on to Tie Breaker #2, etc.). After a tie is broken, repeat tie-breaker order for any remaining tied teams. 1. Best Plus/Minus (Goals For Goals Against) 2. Least Goals Against 3. Best differential (Formula = Goals for / (Goals for + Goals against). 4. Quickest Goal Scored in the tournament AWARDS

National anthem will be played prior to Championship game only. Championship team will be awarded a team trophy and individual ribbons. Runner Up will be awarded ribbons. Team photo with Championship trophy can be taken on concourse after players vacate ice. Arena officials will direct TM or coach to photo site. Parents are not permitted on the ice to take photos.
