BUFF Board of Directors Meeting Minutes August 21, 2013 Attendees: Board (15): Jeff McElravy, Duane Bentley, Bob Gustafson, Tom Smith, Ken Foltz, Tom Agin, Jim Neckers, Pete Moore, Randy Clark, Phil Pursley, Steve Walker, Ken Dixon, Bob Mackey, Ed Jones, Steve Bailey Absent (6): Don Kail, Bob Miller, Walter Leap, Lane Stocker, Jim Hampton, Bruce James Club Members (1): Tim Williamson Administrative Items/Proposals The meeting was called to order by President Jeff McElravy at 6:30 pm at the Springdale Community Center. Membership Health Concerns Brief discussion of Tom Scheer s health improvement. July 17 BOD minutes A motion was made by Ken Dixon, second by Tom Smith to accept the minutes as written. The motion passed. Program Survey (Pete Moore) Pete reported on the survey results he had provided to the Board a month ago: o There was 24% participation. There may be a need to improve the visibility of the survey, sent by e-mail, when it is repeated in the future. o Pete recommended repeating the survey in two years. There was general agreement. o Pete reviewed many of the individual questions. o Jeff indicated that the visibility of the BUFF Club to the public was significant from the VOA Regatta, generating interest through both fly tying and casting instruction. From the survey, there is only a 33% membership interest in actually participating in the Regatta (with a club sponsored cardboard boat). o The Board expressed appreciation for all the work Pete has done. Charitable Contributions Proposal See the Minutes of 7/17/2013 for further information. o The proposal for the new Charitable Contributions Policy had been tabled at the previous meeting. Duane Bentley, Bob Gustafson, and Tom Smith were requested to modify the proposal and return. o Pete Moore made a motion to return the proposal from the Table, seconded by Ken Dixon. The Motion passed. Duane Bentley reviewed the revised procedure with the Board.

o Comments and questions were discussed. It was requested that a date be placed on the Form (action Duane Bentley). o Ken Dixon made a motion, seconded by Pete Moore that the Proposal, as amended, be added as a new BUFF Guideline / Policy. The motion passed. Duane Bentley will send a final digital copy to Ken Foltz, to be placed on the BUFF website. Tom Smith will add a note to the BUFFER, informing the membership of the new Guideline / Policy. Jeff McElravy will comment to the membership at next dinner meeting. Board Membership See the Meeting Minutes of 7/17/2013 for further information. o A motion was made by Randy Clark, seconded by Ed Jones to bring the item off the table for further discussion. The motion passed. o Jeff McElravy commented that there are currently 21 people on the BUFF Board. There are two (2) At Large Board Members, without assigned responsibilities. (Phil Pursley is now a part of the Program Group with Pete Moore and Walter Leap.) o The question from the previous meeting was to the need for adding additional Board Member positions. o Statistically, Board attendance each meeting over the last 12 months, has averaged 14 individuals out of 20 21 elected positions. One Board Member has not attending any meetings over this time period. o Conservation and Internal Education are current open positions. o A suggestion was made to offer open position needs to At Large BOD Members. o Another suggestion was to look for volunteers to fill those open positions, not necessarily as Board Members. o It was also suggested that committees be considered to address major areas of responsibility, similar to what is done for the Fly Show and Banquet. o Jeff McElravy stated that he will discuss the open positions with current BOD Members first. o No motion was offered and the item was closed. CFR Donation Bob Gustafson received a check request from Debbie Hampton for Casting for Recovery. Last year, the BUFF Board granted CFR $1000, and raffles increased the amount to $1130. The new request from Debbie is for $2000. o Bob discussed his recommendation analysis for total BUFF contributions, based on BUFF excess cash calculations and previous history. o The October 2013 Budget recommendation is expected to be for a total of $3800 for all Contributions and Conservation Gifts.

In that assessment, Bob s recommendation was $1200 to CFR. CFR has been the biggest recipient of BUFF contributions over the last several years. o Further discussion continued: Several Members have had immediate family involved and assisted by this worthy organization. The grant request comes early to the BUFF Budget review, as a result of CRF s scheduling of their events. Approval of this request would mean that 31% of BUFF s Contributions Budget would be decided before the rest of the programs were reviewed. It was suggested that all potential recipients be reviewed at one time, and to consider a reduction in the number of organizations supported while increasing the amounts to those approved. A Grant process needs to be evaluated with window open and close dates so it doesn t get piece-mealed. o A motion was made by Peter Moore, seconded by Ed Jones to provide $1200 to Casting For Recovery for 2013. The Motion passed. Fly Show Bob Gustafson provided a summary. Booth locations were reviewed. Exhibitor invitation letters will go out the first of September. A number of new exhibitors have contacted BUFF indicating interest, in addition to many who reserved last year. Food Service area is being expanded. AK Best has been reserved for a fly tying seminar on Friday, 1/31. Banquet nothing to report. Chair Reports: Treasurer s Report Bob Gustafson Financial reports were e-mailed. The Balance Sheet shows Total Assets of $37,356 and Liabilities of $4,437. P&L Report shows Net Income through July as $9,344. A $500 deposit was made to Receptions to reserve the room for the 2014 Banquet. A motion was made by Steve Bailey, seconded by Ken Dixon to approve the Treasurer s Report. The motion passed. Membership Tom Agin Total membership through July stands at 285. Of the total, 184 are single memberships, 101 are family memberships. There have been 17 new members added since the Fly Show.

Communications Tom Smith A report for the month was provided. September Buffer articles are needed by 8/25. Tom requested more articles short reports on public activities including Parky s Farm, Healing Waters, and river clean ups. Website Ken Foltz Ken reported that Don Kail is on line and working a number of the Web site issues. Trips Steve Bailey Steve provided a handout outlining 17 trips being planned for 2014; four have been confirmed. J. Guenther has booked lodging for the Pere Marquette River Fall Salmon Trip in Walhalla, MI for September 15-19. Joe needs 17 for the trip, and currently has 6. The cancellation date has passed and liability for the lodging exits. Ken Foltz will send out another reminder to the membership to encourage attendance. Meetings and Speakers Pete Moore Everything is confirmed for speakers at the dinner meetings through the end of the year. The September speaker will be Dan Pribanic from Chagrin River Outfitters. Education Ed Jones o Parky s activities are finished until October. o VOA Regatta; BUFF has requested better locations for next year. o Cub Scout activity at Pine Hills was done with help from BUFF volunteers. Only eight boys were in attendance although we were told to expect 20. o Great Outdoor Weekend at the IWLA Lodge is September 28. o Ed needs six (6) fly tyers, currently has three. He also needs three (3) volunteers for casting instruction. o Green Umbrella is the sponsoring organization. An E-mail blast will be sent out. o Ed Jones will be out of town and needs a leader to coordinate. Fly Tying Ken Dixon o Mike Schmidt has been firmed up for the Oct 26 th fly tying clinic. It will be at Basspro. The room is limited to 10. Ken will seek a larger room if more sign up. o Fly tying classes are to begin in October.

Library Bob Mackey Bob will not be available for setting up the materials at the September meeting. Bruce James will set up and take down, but he needs transportation of the materials from the storage facility. Jeff McElravy offered to transport both ways. Conservation No report. Project Healing Waters - Jeff McElravy o Jeff discussed the most recent event with the Indianapolis club. o Jeff is also working with NKFF on another event. o September 6-7, Patriots Day - some of the Vets who are mobile will be going up to Castilia (Sandusky area), with volunteers assisting. Good of the Club Nothing to report. Steve Bailey made a motion to close the meeting, seconded by Ken Dixon. The motion passed. The meeting was adjourned at 8:24 pm.
