General Board Meeting Sand Creek Middle School Cafeteria Thursday, January 10, 2019 7:00 PM Call to Order Tim Owens, President called the meeting to order at 7:08 pm. A quorum was established at that time. Roll Call (attendance sign-in sheet) Clubs present: AL, AM, AV, BS, BE, BR, CL, CU, CA, CH, CP, CO, CT, CR, FF, FU, GB, HH, HF, LC, NS, NY, NU, NE, RA, RV, RO, SA, SC, TV, VY, WF, and Oneonta SC. Clubs absent: AB, BK, BW, CM, CS, EM, DU, GA, GP, GV, GW, LS, ME, and NL. Reading and Adoption of the Minutes The October 11, 2018 minutes were mailed out to clubs prior to the meeting. A note was made that Brunswick did not receive the minutes electronically. A clarification was made that regarding the team commitment deadline, it has been extended to January 22 nd. Greenbush soccer club made a motion to accept the minutes, Black Water soccer club second the motion, motion carried. Treasurer s Report Dave Yule The tax return and financial statements for the year ending 8/31/18 have been completed and accepted by the executive board. Copies are available at the office, and will also be brought to the February general board meeting. Tim O. noted that the fees were down $12,000 in 2018.

Valley soccer club made a motion to accept the treasurer s report, Latham Circle soccer club second the motion, motion carried. Communications: Tim O. notified members that JoAnne from the Eastern NY office recently passed away, and he also extended condolences to Tammy K. s family as her mother-in-law and father-in-law passed away over the Christmas holiday. Eastern New York is hosting a workshop on the same day as our Coaches Workshop. Eastern NY has also sent emails to CDYSL asking for nominations to recognize volunteers for doing excellent work. Tim O. encouraged clubs to nominate coaches, volunteers and administrators. A question was raised that clubs are not receiving emails directly from Eastern NY, and Tim O. said that it has been mentioned in past meetings, but the CDYSL will send out emails regarding this. Comments from the Floor Henry Hudson soccer club asked if CDYSL could pay the referees directly. Their club was recently audited and need a 1099 for each referee. After discussions, it was determined that CDYSL could not pay the referees as they are considered independent contractors. The clubs can ask them to fill out a W-9, however most referees will not make the $600 needed from each club to have to obtain a 1099. Tim O. suggested that the concern be emailed to the CDYSL office so that it could be reviewed more carefully. Reports of Officers and Standing Committees Standing Committee Reports: 1. Rules Scott Swere Tim O. introduced Scott Swere as new chair of the Rules Committee. One of the topics that will be addressed is what can we do to improve the league. Tim O. encourages everyone s input. Tim O. mentioned that that the Spring season is shorter than it has been in the past. The board is looking at several situations, including proposing a smaller number of games in the season. Conflicts with Monday night ODP practice is no longer an issue as they have moved their practices to Sunday evening. However, we are still facing a shortage of referees. 2. Registrations Tammy Kishbaugh

Tammy reported that it is very slow in the office and can use more registrations now so they are not bombarded after the deadline. If your club has a team, but doesn t have quite enough players, Tim O. suggested that 2 clubs could combine to form a team. 3. Games Paul Bascomb Paul B. notified members that the Burnt Hills tournament will not be on Father s Day this year (it will be on Saturday). Therefore, Paul recommends that for 2019, the no-play date rule be suspended to allow for more CDYSL scheduled games. This will alleviate some tightness in the schedule, especially for some of the older teams who tend to start after Memorial Day. A member noted that there are a couple tournaments on Father s Day in Vermont, and Paul B responded that if you have a team playing in a tournament on Father s Day and you are scheduled for a CDYSL game, you can always reschedule the game. New York Elite club made a motion to accept that Father s Day no-play date rule will be suspended for 2019 and allow the CDYSL schedule games on Father s Day this year, Saratoga soccer club second the motion, motion carried. Paul B. asked if Clifton Park is doing their tournament on Mother s Day weekend as they have not filed for the date with CDYSL and Eastern NY. Tim O. encouraged them to submit the paperwork right away so that no other tournament is scheduled for that date. Since ODP is no longer practicing on Monday s, Paul B. proposes putting U8 and U10 games on Mondays. Rip Van Winkle soccer club stated that using the traditional play dates as much as possible helps the players who play two sports (other sports sometimes plan their schedule around soccer games). Paul B. suggested that CDYSL follow the traditional play dates as much as possible if the clubs and teams have enough fields on those dates and Monday s will be used for additional need of games. Paul B. asked teams with Division 1 U12 groups (approximately 6 teams) their thoughts on a 3-man referee system. He mentioned that a member has requesting the 3-man system on multiple occasions, but after discussion among clubs with Division 1 U12 teams, it was agreed that a 3-man system was not necessary. For home games, a club could elect to pay for extra referees if they like. Paul B. reiterated that team commitments are due on January 22 nd. Late fee will begin on January 23 rd. Tammy K. said that a revised email would be sent out right away. Rotterdam United Soccer Club asked Paul B. if they would still have the six days needed on the time line as in the past and Paul B. stated that they would.

Paul B. mentioned the January class certified 20 new referees, and another referee class Feb. 9-10 th has been scheduled with 20 people. There will be a class in March, for a total of about 60 new referees being certified. There are 37 referees that are not returning for the 2019 season (some have aged out, moved, etc.). CDYSL is on target to have about 240 referees for the Spring season, however having about 45% of the referees who also play for CDYSL makes scheduling difficult. 4. Finance & Scholarship Dave Yule CDYSL Scholarship applications are due February 28 th, and Tim O. encouraged seniors to apply. One requirement is that the student must have been registered as a player with CDYSL during their 11 th or 12 th grade year. 5. Executive No report 6. Membership Afrim Nezaj There are two soccer leagues that have requested to play as guest teams for the Spring 2019 season: 1. Delaware County United Soccer Club: They are part of Broom County League and are looking to register their U16 Division 2 Boys team. They will play neutral games at Delhi and home games at Valley Soccer Clubs. All paperwork has been mailed. 2. Oneonta Soccer Club, Broom County Soccer League. They are looking to play 3 teams (U10 Boys, U14 Girls, U18 Boys). They will play at Wright National Soccer Camp in Oneonta. CDYSL spoke to them about neutral fields, however they would prefer to play on their field in Oneonta. A representative from Oneonta Soccer Club mentioned that they are in Eastern New York s footprint, and are not really part of the Broom County Soccer League. Tim O. clarified that the neutral fields were established as other clubs have expressed concern about traveling to Oneonta and Arkville, especially for weeknight games. Oneonta Club representative also mentioned that it is difficult for their parents to get out of work in time to travel to the Albany area for weeknight games. Oneonta expressed that they would like to see at least some of the home games played in Oneonta. A second reading of the guest team application will take place at the February 14 th General Board Meeting, and the member clubs will vote on their acceptance then. Tim O. asked them to go ahead and register their teams. 7. Zero Tolerance/Appeals Roy Pfeil (absent) Tim O. asked that the clubs send some time reviewing the Code Of Conduct with the players, coaches and parents (not simply signing off on them). 8. Arbitration No report

9. Nominations Tim O. mentioned that the executive committee has an opening for the Secretary position. The secretary would be responsible to oversee the minutes that are prepared by the recording secretary. The executive committee meets the first Thursday of the month and would encourage anyone interested to contact Tim O. 10. Risk Management Tim O. stated that all head coaches must complete risk management and be added to the team roster. If the coach of a team is unable to attend a game, another coach that has completed risk management can be substituted. Paul B. mentioned that coaches should take a picture of their pass on their phone so that they can present it to the referee if they are substituting for a team. Paul B. suggested that anyone working with a team that has gone through risk management should be added to the roster. That way they can fill in for the head coach as needed. Special Committees 1. Programs Roy Pfeil a. Coaching Education Roy Pfeil (absent) Tim O. reported that Roy has been named Director of Coaching for ODB upstate boys. There is going to be a national C license in 2 phases: April 22 nd -26 th at Afrims, and June 22-July 1 st. If there is a coach that has a D license, they could take this course. For more information about the grassroots coaching series, see the CDYSL website. b. Coach Workshop 2019 - The Coaches Workshop will be held on March 9, 2019. Clinicians will be finalized soon. A member asked if there would be other coaching license courses offered at the workshop as there had been in previous years. The Workshop facility can t accommodate the course, however Roy will investigate this further when he ruturns from Chicago. c. ODP Program Roy Pfeil (absent) ODP is going well, and they are training locally on Sunday nights. A couple age groups were cancelled this year. d. Exceptional Senior Showcase Tim O. reported that it was a great event, with approx. 80 coaches. Tim O. mentioned that they could use more participation from Suburban Council players in the future.

Old Business None New Business None e. Empire Cup Roy Pfiel Date changed from June 28-29 th to 2 nd weekend of April. It will utilize the new Afrims Sports Park, and will be opened up for U8-U19 (premier and club divisions) teams. This has been expanded from the previous U10-U15 teams. Tim O. feels that it will be beneficial for the league office as they have had to coordinate the entire tournament themselves, now it will be administrated by Afrims. This will give more time for the CDYSL office to dedicate to other pressing matters. Afrims can accommodate approx. 100 teams. A flyer will be distributed very soon. The next board meeting is February 14, 2019 - Adjournment A motion was made to adjourn the meeting by the Latham Circle soccer club, and seconded by Averill Park soccer club, motioned carried.
