The Meitav Eilat Association and Eilat City Skating School are glad to invite you and your club to participate in OPEN ICE MALL CUP 2019: INTERNATIONAL COMPETITION for categories: Senior, Junior, Advanced/Intermediate/ Basic Novice INTERCLUB COMPETITION for categories: Beginners, Pre Chicks A&B, Chicks A&B, Cubs A&B, Springs B, Novice B, Junior B, Senior B. GENERAL: The Open Ice Mall Cup 2019 - International Competition in Figure Skating will be conducted in accordance with the ISU Constitution and General Regulations 2018, the Special Regulations & Technical Rules Single & Pair Skating and Ice Dance 2018, the relevant ISU Communications, valid decisions of the ISU Congress 2018 and classification of the Israel Ice Skating Federation. Participation in the Open Ice Mall Cup 2019 is open to all competitors who belong to an ISU Member, Rule 109, paragraph 1, and qualify with regard to eligibility, according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 3. a) and they meet the participation, citizenship and residency requirements in Rule 109, paragraphs 1 through 5 and ISU Communication 2030 or any update of it. Passports of the skaters, as well as the ISU Clearance Certificate, if applicable, must be presented at the accreditation. ENTRIES: All ISU members and clubs, who are members of National Figure Skating Federations associated with ISU, are invited to take part at the competition. Members can enter any quantity of Skaters/Couples into each category. In case of too many entries, the organizer reserves the right to limit the number of participants on the first come bases. Entry form must be forwarded to Organizers using the official entry forms latest by January 10th, 2019. The entered club must inform about any change of entries at least 10 days before the competition. MUSIC / PLANNED PROGRAM CONTENT: All Competitors will furnish competition music of excellent quality on CD or any other approved format, in accordance with Rule 343, paragraph 1. In accordance with Rule 343, paragraph 1, all CDs or other devices must show the Competition event, Competitor s name, the Nation and the exact running time of the music (not skating time) including any starting signal and must be submitted at the time of registration. Competitors must have a back-up drive for each program. The Program Content Sheet must return to the OC at the accreditation latest. It is mandatory that the Program Content Sheet must be filled in precisely by each Skater in English using the terminology for the elements listed in the respective ISU Communication. ENTRY FEE: ISU categories singles: 75 Pairs, Ice Dance: 100 Non ISU categories: 65 ENTRY FEE PAYMENT: Entry fees must be paid after confirmation of member participation. Bill must be paid with one (1) transaction for all the country/member participants. REGISTRATION OF JUDGES: Each Member participating on the competition may enter one (1) International or ISU Judge. Each panel of Judges will consist of a minimum 5 judges in all panels. Accommodation with full board will be covered by organizer. The OC may draw the service of officials in case of too many entries of Judges and announce by the closing date the panels whose services are drawn. ACCREDITATION: Accreditation will take place at Ice Park & Mall during competition days. EXPENSES: The expenses for rooms, meals, travel and transfer for the Team Leaders, Competitors and other Team officials will not be covered by the organizer. The Organizing Committee will cover the costs for travel expenses for all Referees, Technical Controllers, Technical Specialists, Data and Replay Operators. AWARDS: All the Skaters in each category will be announced and honored during the awarding ceremony. Gold, silver, bronze medals will be presented to the medalists. LIABILITY: In accordance with Rule 119, it is the sole responsibility of each Club participating in the Open Ice Mall Cup 2019 to provide medical and accident insurance for their athletes, officials and all other members of the Club's team. Such insurance must assure full medical attendance and also the return to the home country by air transport or by other expeditious means of the ill or injured person. The Organizer assumes no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the event mentioned above. 4

ACCOMODATION: The Organizer will make and cover the room arrangements for INVITED officials only. Skaters, coaches and other team members should book accommodation by themselves. The organizer will provide and cover the expenses for rooms and meals for all Referees, the Technical Controllers, the Technical Specialist, the Data and Replay Operators and Judges participating, starting with dinner on February, 19th until breakfast on February, 24th. Should any of the above mentioned persons arrive at the hotel before or stay longer than the period described above, their room costs and expenses will be the responsibility of the individual and must be paid on arrival. ARRIVAL OF PARTICIPANTS / TEAMS The nearest international airport to Eilat is Ovda Airport (VDA) with a distance of 60 km from the Official hotel. The Organizing Committee can arrange transportation from Airports to Eilat on the cost of participant team. The domestic flights are available from Tel Aviv (TLV) to Eilat airport (ETH - situated in the center of the city, 2 km from the Ice Rink). 5

DRAW Draw for Senoir, Junior & Advanced Novice will be held on the day preceding the event at the venue with the respective Referee. Draws for the Intermediate/Basic Novice & INTERCLUB categories will be done by electronic random draw, on the day preceding the event and will be published on the same day. Starting orders for the second segment will be the reverse order of the results of the short programs. SCHEDULE: Preliminary time schedule will be sent to all members soon after the close of entries. It will be sent to participants by e-mail. Please, be informed that only daily starting times are fixed. Following the morning start the time schedule of the event is flexible, which means that in case of cancellations certain categories may start some time earlier than in the Preliminary Schedule. Please, be informed that all changes in entries and Preliminary Program might be followed in the ice rink on the information desk. PRACTICES: Official practice for Competitors begins on Tuesday, February 19th 2019. The detailed schedule will be issued at the time of registration. Unofficial practices are available. Special attention should be paid to the well balanced program and the element value. Duration: 4 min., +/- 10 sec. LADIES Short Program - The required elements to be skated are those listed in ISU Technical Rules Single & Pair Skating 2018, Rule 611, paragraphs 1 and 2. Duration: 2 min., 40 sec. +/- 10 sec. A class PRE-CHICKS A Age requirements: a) has not reached the age of six (6) for Girls and Boys by 1st July 2018 Free Skating 2 min. +/- 10 sec a) maximum of four (4) jump elements; b) maximum of two (2) jump combinations or sequences (jump combination can contain only two (2) jumps); c) maximum of two (2) spins of a different nature (minimum of 3 revolutions each); d) one (1) step sequence. 10

CHICKS A Age requirements: a) has not reached the age of eight (8) for Girls and Boys by 1st July 2018 Free Skating 2 min. +/- 10 sec a) maximum of four (4) jump elements (one of which must be an Axel type jump); b) maximum of two (2) jump combinations or sequences (jump combination can contain only two (2) jumps); c) maximum of two (2) spins of a different nature (minimum of 3 revolutions each); d) one (1) step sequence. CUBS A Age requirements: a) has not reached the age of ten (10) for Girls and Boys by 1st July 2018 Free Skating 2 min. 30 sec., +/- 10 sec a) maximum of four (4) jump elements (one of which must be an Axel type jump); b) maximum of two (2) jump combinations or sequences (Only one jump combination may consist of three (3) jumps); c) maximum of two (2) spins of a different nature, one of which must be a spin combination with one (1) change of foot and at least one (1) change of position (minimum of three (3) revolutions on each foot), one spin is optional (minimum of three (3) revolutions); d) one (1) step sequence. IMPORTANT! 1. In all categories listed above the Program Components are only judged in Skating Skills Performance/Execution 11

The Factor of the Program Components is: 2.0 for Girls, 2.5 for Boys 2. In all elements which are subject to Levels, only features up to Level 2 will be counted. Any additional features will not count for Level requirements and will be ignored by the Technical Panel. 3. Evaluation is in accordance with ISU Communication No. 2168 (or any update of this Communication). 4. No jump with the same name may be repeated more than twice including Axel type jumps. 5. Time violation - 0.5 point deduction for every 5 seconds in excess. 6. Falls - 0.5 point deduction for every fall.
