Dort will be recognized for her achievement at the WYSA Annual General Meeting (AGM) which will be held at Lambeau on March 19, 2011 Registrar Report: (See Registrar Guidelines) Jerry Crossman We need a registrar for the Oshkosh/Fondy Area. There will be a break-out session to discuss this issue. Jerry explained that clubs should not expect to have player pass cards processed overnight. There is a 7 day processing time for a team roster. The club registrar or appointed officer of the club are the only people who should have knowledge of the lock box code and travel to pick-up the player passes. Club registrars should not cc the coach in an email to the registrar. We are all busy and extra emails just bog down the process. Please be kind to these very important volunteers. League One: (See Scheduling Report) Wayne Stoflet Wayne gave an overview of updates in League One. He reminded everyone that this program is used by many clubs and that there are many requests for changes and updates. This program updates will take time, so please be patient.

Question about game start time: If a field is open, can a club have a start time that is different than the two regularly scheduled game times put out by East Central? Clubs are free to change the time in the schedule, if they can accommodate it on the field. Discussion occurred about ways to make sure all clubs knew exactly what time all games were going to be played. It was decided that all clubs would get the schedule (electronically) before the final Saturday scheduling meeting, to make changes to their home fields. Home field schedule changes would be returned to East Central to make the changes to the master schedule. Then an updated master schedule would be generated and submitted to all of the clubs for the final shake-down at the Saturday scheduling meeting. This would be the final chance to make any schedule changes until it is posted on the East Central website. At the final Saturday scheduling meeting any changes done to the schedule must be communicated to both the home and away club for approval. (See attached East Central Activity Schedule for dates on these activities.) TOPS: (See TOPS Report) Wayne Stoflet Meeting Structure See Board Structure Report Carl Micke Carl presented a new way for the East Central board members to attend meetings. The new structure will create both recreational and adult league committees that would meet and create objectives for the group to work on. East Central board will have final approval on proposals. Carl felt that East Central board meetings were missing representation in these areas and creating individual groups would help focus in on their needs. Pros: Executive board will meet more often. Clubs as a whole will meet less often. Executive board will bring proposals to the board. Cons: Will this new meeting schedule affect group dynamics? It was felt that the pros were greater than the cons. Having a yearly retreat or some type of get together should keep the lines of communication open. Motion: To approve this new meeting structure Motion made by Wytse Molenaar (FC Green Bay) and seconded by Jerry Crossman (PVYSC) Motion Passed Menasha offered to take the lead to find a person to chair the recreational committee. Sue Ann will give them a list of clubs that have recreational programs. If you are adding a recreational program to you club this year please let her know. New meeting schedule will be posted to the East Central website Marketing - Carl Micke We need to look at the surrounding communities and determine if we are missing some groups that could benefit from joining in the East Central Soccer District East Central could look at various groups such as: Park and Rec. Adult Leagues Independent youth leagues

Media Carl Micke East Central has not done a good job in informing the public about our program and we need to focus our efforts on getting our message out. There are so many types of media to be used and we want to be thoughtful in our attempts to get started. We want to send a consistent message to the media. Ideas to get the media campaign started Region 2 is coming up and this is a great way to inform people about soccer and get them interested State League Teams getting information from them to post records or interesting information about the team How do we get information out? Types of media: Newspaper, website, twitter, facebook Audience: players and parents Social networking What is our message? Sport of soccer Consistent message. Develop a structure so that anyone can submit information. Implementation of a marketing plan will occur over the next two years. It was suggested that a college group take this project on. Will Geer will check with Marian College to see if a student group would like to take this as a school project. UW Green Bay and other local colleges might have students that would be interested in taking this project on, etc. Remember that we need to be careful on risk management. Do we need waivers for kids to have pictures posted? July League Series See attached 2011 Spring/Summer Classic League Schedules - Dale Antoine Reminder that the USA Appleton and DePere Select fields will have to be worked around for the Region II season when planning the East Central Schedule for spring 2011 Highlights of Spring 2011 Season Classic League East Central will plan for a 10 game season o Scheduling format is for classic league play o Scheduling dates April 25 June 27 Teams will be given an option to continue play for tournament style July Series o Committee will rework proposal for a championship format, where there is an actual winner o East Central will not call this a championship series because not all teams are playing in this series. Motion: For the Spring Season of 2011 the East Central Scheduler will schedule 10 games for the season and rework option 3 for a tournament type of venue. Solutions Appoint a club field marshal Code of Conduct statements signed at the club level Each team appoint a team etiquette rep Communication open and improved between EC and clubs East Central enforcement and follow-up East Central slogan for the season (spirit of positive soccer) Referee mentoring program East Central sharing information resources with clubs Sportsmanship recognition Referees have the power to eject a coach if the coach is not conducting him or herself in a sporting manner. East Central District could put some of these ideas as resources on the EC website for clubs to use. Clubs need to make a commitment that they will follow through on these ideas. We had the most teams we have ever had and two good divisions. We need to build off this success. I would like to see us use some advertising dollars to get the word out that we offer adult league soccer. Guidelines for Club Registrars 2010-2011 Soccer Season The following guidelines have been prepared by the East Central District Registrar and Assistant Registrars to help Club Registrars streamline the process of team registration and the player pass process. 1. It is the responsibility of every club registrar to check proof of birthdates of club players via a legal form of identification prior to registration. Examples of identification are a birth certificate, passport, or driver s license. 2. Prepare rosters carefully. Team codes must be in the proper format, as per League One instructions. The team name and age group must be correct. All players on the roster must be within the correct age range for their particular team. 3. Provide 1 copy of the WYSA Roster, the stamped roster is use for tournaments the team is responsible for making its own copies of the official roster. District Registrars can now access rosters on the LeagueOne system. 4. Team codes on the passes must match the team codes on the roster the player is assigned to. The age group and gender printed on the player s pass must be correct, and must also match the team s roster. 5. Check all player signatures. Player signature must match the player name printed on the front of the pass. If Robert signs his pass Bobby, or Donald signs his pass DJ, it will be returned to you unprocessed. The player must sign the back of the card in order for it to be official. It is not acceptable to have a player sign a sticker and place it on the player pass card. 6. The proper photo must be securely glued to each pass. No Classic team player pass will be processed without the player s photo. 7. All passes should be separated from each other, and grouped by team. 8. All team manager passes processed through the district must have the manager signature and picture attached to the card in order to be stamped by the registrar. 9. All passes must be laminated after the District signature is applied. Non-laminated passes are invalid. 10. Coach information and level of license must be entered into the League One system. Coach verification process will happen in the League One system. 11. Club registrars are no longer responsible for sending player data to Wis. Youth Soccer. League One will provide that information. The District Registrar and Assistant Registrar will only accept rosters and player passes for processing from the appropriate CLUB REGISTRAR. No passes or rosters will be processed for team coaches, managers, or team contact people. The combination code for the lock box should not be given to coaches, managers or team contact people for drop off or pick up of player pass cards. This is a security issue and only club registrars should have this information. All items needing the attention of the District Registrar or Assistant Registrar must go through the team s Club Registrar first. When contacting the District Registrar or Assistant Registrar, please do not cc the coaching staff or give out their contact information. Club Registrars should generally expect a 7-day turnaround time for processing of items. This time frame may be longer if the items are to be mailed out, rather than picked up at the Registrar s or Assistant Registrar s drop box. Replacements for lost Player Passes may take an additional week or more, due to the time required to fully investigate the matter. To be valid, a completed player pass must bear the signature of the District Registrar or Assistant Registrar, the Wisconsin Youth Soccer Association District 4 logo stamp, and be laminated. Most often, 12/1/10

passes are laminated and returned to you in sheets of up to 6 passes at a time. When you receive your processed player passes, they must be cut into individual passes. Do not present your passes to Referees or tournament officials in sheet. JUST A REMINDER; The Registrar and Assistant Registrar are volunteers. They are not on call. They have family commitments, job commitments, and other soccer commitments, just like everyone else. Please be courteous in your contacts with them, and they will be courteous and helpful to you as well 12/1/10

This class is recommended for all club registrars. Many of our registrars found ways to work around some challenging tasks. We hope to share with one another. Report: Back in June the following scheduling changes were requested. Currently the Arbiter changes are nearing completion; other progress reports are still pending. Arbiter Report 1. The level column needs to reflect the age and competitive level of the competition (age + general league information such as Recreational, Classic, or State League is ideal) a. From schedule management>>settings, there is a level drop down in the Arbiter export which should apply to the info above. If the level entry is a general term the current location for selection will work. b. Could the scheduling groups include the division? c. The schedule group feature is a very useful feature. As we become more comfortable with the scheduler I would see us using this feature more, such that any groups, rec or classic playing on the same day(evening) would all be scheduled together, but in their own groups. If this becomes the schedule method of choice, then the level selection would be best served if located in the group create box. 4. The age group should be excluded from the team name 5. From schedule management>>reports, we are required to individually download the Arbiter report. This is very cumbersome. An ability to select multiple reports for one download would be helpful. 6. If the Arbiter upload remains a manual process as it now is, then it should have mass selections just as item 2 in the scheduling section. LeagueOne 1. Standard formatting for phone numbers. (Some automatically tab, others have no tab or hyphen.) This would improve efficiency for manual entry greatly. 2. Inclusion of the team assignment section on a player maintenance screen of unassigned players. 3. Notification for Request of Approval an automatically generated message to district registrars to be sent at the time a request for approval is made

Scheduling 1. From location management>>add location, an option to mass populate by clicking on multiple fields. Currently fields must be selected one by one. 2. From schedule management>>reports an option to select multiple schedules for the reports for one download. 3. A report to include schedules in the pending and active mode so adjustments to a schedule can easily be made before publishing. A report that gives location usage when schedules are in the admin mode This allows us to find an open field and make final adjustments to schedules before activation and/or public. 4. A means of allowing a district schedule in an admin mode to be edited by a club field scheduler (dates and times) for their HOME game only. (This would be similar to the Hammerhead system which goes to field schedulers for our State Leagues.) Once the district schedule has been placed in the activated/public mode the club field scheduler could also edit home game fields and times. 5. Scheduler assigns games in streaks. i.e. a team plays four home games then four away games. A better mix of home and away pairings is preferred. 6. When scheduling in groups; if one of four groups has an odd number of teams, the schedule for all four groups will be extended instead of just one. The solution for this has been add a BYE team to the one schedule and finish out the odd numbers of teams group by hand pairings. 7. Often teams that face off twice in one season are scheduled at the same location both dates. Teams that play twice should alternate home and away. 8. Looking for a simple way of scheduling across groups or divisions. 9. Regarding score entry, the feature works great, but we prefer to have some restrictions to the score differential. Currently the East Central prefers 7 goals. If others have different preferences, maybe this could be setup item vs hard wired. 10. From the activated/public schedules there is a hyper link from the field name to map quest. Can you provide a similar feature for a team to staff link. This would be helpful for game cancelations or rescheduling.
