Introductions were made and roll call was taken by sign-in. Secretary's Report - approved. Treasurer's Report - (Financial Budget is available by individual request.) Tod is still waiting for player registration fees from two clubs. Carl commented that he was very disappointed that clubs are so late with this payment. He recommended the board take action next season if this behavior continues. Possible solution would be to suspend games for any club not meeting the deadline for payment. Wayne Stoflet also pointed out the all clubs need to send the data disk with player information to WYSA by March 15. When submitting expenses or invoices to Tod, please submit your mailing address for payment. Budget for 2008-2009 was approved with the following increase to player fees: Rec. player: $1.50 ($0.25 increase) Classic player: $3.00 ($0.50 increase0 Adult player: $1.50 (no increase)

The website might host an ad or two to keep expenses down. TOPS - No activity Scheduling - (See attached report) Fall league: schedule or scrimmage games requirements. (See attached requirements) League schedules will be set up so each team plays the other once within their age division, with a possible 6 game schedule for the fall season. Last scheduled game would be no later than the third week in October. Start date is Sept. 14. Teams attending weekend tournaments may have to play league games on both Saturday and Sunday to get a total of 6 games in by the end date. Team codes will remain the same for the 2008-2009 soccer season League Organizer 101 training will be in January. Topics will include: Field Codes, how to place data into Arbiter and how to provide data so it can be placed on the East Central website without mistakes. Registration (See attached report) New Registrar is Kevin Otto who is taking the place of Jean Maly Referees Report Jim Rader commented on the adult league being too lax and those players feel they do not have to follow league rules. He reported players wearing jewelry and swearing. A committee will review the adult league and make recommendations for the following season. Jim Welnetz expressed a concern that fees for training referees and assignors have increased. Jim Rader explained that the fees have not increased for many years and felt that an increase was justified. Coaching Report - (See attached report) Games Commissioner - (See attached report) Cardings are about the same as last year. Coaching behavior is an issue, but no coach ejections so far. Score cards are continuing to be filled out incorrectly. State Rep's Report (See attached report) Applications for U15 U18 Girls State Championship games. Event will be held at the PCYS Soccer Complex in Stevens Point, Wisconsin. Registration closes on Monday, August 4, 2008 Center of Excellence sites are listed on the Wis. Youth Website. Fond du Lac Soccer Complex will be hosting the program in our area. The program will be comprised of nine contacts, (eight training dates plus one festival), with boys and girls trained together. Any U10 or U11 soccer player is eligible for participation in the Center for Excellence. There is no selection or invitation process for this program. Please promote this program. Interested players can register on the Wis. Youth Website. WIAA Rule on restrictions for club league play is delayed. Please contact your schools Athletic Directors and express your concerns about this rule. Soccer Academies are popping up around the state. Wis. Youth Soccer would like to set some guidelines for these academies to offer an accreditation. Coach of the year applications are due by the end of July. There are four categories Classic Girls, Classic Coed, Rec. Girls and Rec. Coed. Submit to Sue Ann Evers.

Reminder to all clubs that if you have adult teams in your club to review your by-laws to be sure your rules do not just refer to youth players. Your club promotes the good of soccer. Take Youth wording out. Website Committee WYSA will start online registration for the 2009-2010 soccer season. Training on how to use the system will be announced later this year. For the 2008-2009 Soccer Season we will continue with the current clubs systems. EC policy was for 1 year to see how it worked Meeting times and format Look at U11 league. We have many U10 development teams playing in the American league. A discussion about marketing soccer to kids arose. We need to educate coaches and players Competitive teams travel to find competition Reduce travel for the competitive U10 and U11 teams by creating divisions closer to their homes. Clubs are the feeder programs to the High Schools Carl thanked everyone for their attendance and work on the board this year. No East Central Board Meeting in August. Upcoming Events - Next Board meeting will be September 15, time 6:30 PM. Please note date change and off season time. Date was changed because Green Bay Packers have a game on Sept. 8 th. 2008 Fall Season Requirements Teams will have two options; Scrimmages or Scheduled Games. If a team opts to do scrimmages, the coach or contact persons will be provided with the information listed below. You will need to make your own arrangements regarding who to play, field, etc. A referee will not be required. If a team opts for scheduled games, games will be scheduled according to the following guidelines. Providing there are enough teams to make a schedule viable, a fall league will be generated for the following age groups (U11, U12, U13, U14 both coed & girls, also U15, U16, U17, U19 girls only). Scheduled games will be played at 2:00 PM or 3:30 PM starting September 14 th and continuing each week until six games have been scheduled. If necessary, some games may be scheduled on Saturday, ensuring that the games end no later than October 19, 2008. Should your home field or teams be unavailable for one of the weeks, due to tournaments, please provide that information. All players must be registered with your club. Those that are playing scheduled games must be on a roster and have ID cards. Teams that are rostered for the fall league will have their players cards issued for the August 1, 2008-July 31, 2009 soccer season. The team that you put together for the fall season will be the same team for spring/summer season of 2009. Should you need to make roster changes please consult the guidelines for making such changes. There will be no additional East Central charges, however your club will be responsible for referee fees, field stripping or field charges. WYSA Board Meeting June 28, 2008 (Summary) Crowne Plaza Hotel Madison, WI 1. Review & approval of Board Meeting Minutes (2/2/08 & 3/8/08) a. Changes (2/2/08) Judicial review not a hearing for the Department of Labor Case 2. President s update (Peter) a. USSF is looking for independent directors for inclusion on the board. Donna Shalala has been nominated for the board of directors. Peter asked if anyone had any issues voting for her. No issues brought up b. Fees for recertification for referee s and assignors have been increased by the USSF. Please note the regional referee coordinators did not initiate this. Effective for certifications as of January 1, 2009. Significant push back from the SRA s to eliminate the increase. Grades 8 & 9 to increase from $25 to $40. Assignors $50 to $100. c. WSA No board meeting since of Feb of 2007. i. File grievance with USSF? ii. Complaint with the state of WI? iii. Treasurer has not been signer on the account, until this month iv. Suggestion of strategy to go forward to allow WYSA to develop their corporate identity. 1. Get together with member clubs and find out who would be willing to join in a grievance with the USSF. (governance) 2. Identify those willing to be part of filing a complaint with the state of WI. (financial) 3. Continue to try to have USSF be a mediator in discussions. (facilitating) 4. Motion made and approved to go forward with the above three pronged approach. 3. Vice President - Competitions update (Terry) a. WIAA Discussion i. Recent WIAA policy issue 1. Moratorium on rule change 2. Basketball one of the main issues 3. Peter & Terry to meet with the WIAA 4. Soccer Coaches advisory board meeting in November. They will also 5. Many clubs have stated they will go to year round soccer and forego high school soccer. 6. Whistle Blower Rule 7. What do clubs want to do? November meeting will need more input from membership on how to go forward. 8. Educate local Athletic Directors and local parents (who can contact the AD s) 9. Goal is remove any number designation. ii. HS Girls Championships date impact on tryout schedules 1. State Championship finals will be later so may affect tryout schedule. Tryouts for high school girls must be after WIAA state finals. b. State Leagues

i. Teams returning from Midwest regional league may return into the Premier division ii. Criteria for the MRL will be the state championship quarter finalist and above, teams presently in the MRL and the premier level champions. iii. Appeal time for placement of teams to be changed from six days to three days. iv. Trying to tighten up time frames on the getting information out. c. Developmental Academy i. Operated by the USSF for U-16 & U-18 boys ii. Alternate path to develop and give more opportunities for elite players to work with national coaches. iii. Large costs to the players (parents) iv. Does not operate under US youth soccer rules, or WYSA rules v. Concern that FC Milwaukee had tryouts prior to other teams as they were trying out for this academy. d. Report on Region II 2008 event in Rockford i. 16 teams at regional s (14 winners and two wild cards) ii. 22 Referee s ( all got a semi final or final game) iii. Six WI teams made semi finals iv. Three teams were in the finals, but no winners e. Directors Cup i. Developed a format ii. U14, 15, 16, & 17 boys iii. U14, 16 15, 16 and 17 girls. iv. Premier league teams notified there is an opening v. Competition to be in July in Delaware. f. Roster size limit i. Motion to have 22 player rosters to U16. Motion approved to start on August 1. g. Soccer Academies i. Want players that are U-8 & U-10 players to have more competition. ii. report-was reviewed 1. Motion made to accept the report as a guideline to begin discussions with clubs and to begin developing criteria for WYSA Accredited programs 2. Target to have criteria complete and begin accrediting programs on August 1, 2009. 4. Treasurer s Report (Kurt) a. Review of current WYSA financial reports b. Review of current WYSA Financial Policies & Procedures i. Policies never finally approved. ii. Policy will be reviewed by staff and the executive committee to update. iii. Policy approved on a interim basis. 5. Executive Director s report (Yvonne) a. Player insurance claims appear to be down from previous years. b. Membership numbers i. About 50,000 to date, expect 3,500 additional (budgeted 54,068 players) ii. East Central - Clubs make sure we are sending in the reports to the STATE 6. On-line Registration Task Force report & recommendation (Peter) a. Reviewed questions and recommendations

b. Motion to approve recommendation with the addition of the scheduling feature (adds 5 cents per player), and to increase fees 50 cents on first year and 50 cents the second year. 7. Motion made and approved to support the ASC/DePere Soccer Club to develop and prepare a bid for the Region II 2011 tournament. 10. New Club Application & Approval Process (Yvonne)\ a. Policy being updated. i. Tax Exempt Certificate (FIN number) to be obtained by all clubs, applying for new club status. b. District Presidents to be involved in approvals 11. Club Assignments in Kenosha & Racine Districts (Peter) a. A Mess (Some clubs belong to the Metro District) 12. Old Business a. Strategic Planning (Peter) i. How do we proceed b. Unemployment Insurance update & strategy (Peter) i. Briefs have been submitted by both sides ii. Cost is higher than anticipated iii. Legislation has been drafted to have all referee etc called independent contractors. To be submitted in January. Will send info to all clubs (when available) for support. iv. If we lose appeal, the board will need to make a decision on how to proceed due to increased cost. c. Sales Tax issue update (Peter) i. Proposed legislation to be issued in January. ii. Clubs encouraged to contact their local legislature, to sign on to the bill as co authors. d. Western Wisconsin State League (Peter) i. Meeting to discuss forming a Western Wisconsin Classic league to encourage and help clubs and teams to have a Wisconsin league to play. e. Parenting Education Video update (Peter) i. Developing a video John McCue ii. $8,000 fee to develop 13. For the Good of Soccer a. Tournaments over Memorial Day Comet classic refused to move their date, and thus were not sanctioned. They then obtained sanctioning from US Club Soccer b. State League Assignor issues in Kenosha and Racine c. Request to show who misses board meetings d. Member Portals on the WYSA website. State working on getting system up and running, and is expecting to have this done by the end of Summer e. Registering Adult players through member clubs. Motion made and approved.
