Motion: To accept the June Executive Board Meeting minutes. Made by Kevin Otto (FCM) and seconded by Jorge Simon (KASA) Approved Treasurers Report: No report Treasurer Tod Maki was not present for the July meeting. TOPPS: See report Everton had a camp. No report on how that went. Wayne and Dorothy would like to go to Tops Symposium in Milwaukee. August 18 and 19, 2012. Wayne requested travel expense to the Tops Symposium. Motion: To reimburse Wayne for $150.00 to cover room and gas expense to the Tops Symposium. Made by Wayne Stoflet (KASA) and seconded by Jim Welnetz (Manitowoc). Approved Scheduling: See report Fall Soccer League o Each team is allowed 1 weekend black out date for the 8 game season. Club registrar can mark black outs in the team section on League One. o 8 Games-scheduled between September 8 and October 28. o August 15 key date to have your team in the system for scheduling. This includes field information and blackout dates. Referee Assignors could be more involved in League One. o A possibility would be to have the referee assignor make all changes after the schedule is live. That way the assignor knows exactly what is being done to the schedule. This takes care of the lack of communication between the registrar and the referee assignor. Each club can make a decision as to who makes the changes for their club schedule. o The Arbiter is no longer being used. New program name: Game Officials The new referee program will not be able to communicate with League One. An excel spreadsheet will be used to upload the schedule. There are a few issues with field codes. Wayne said he would contact the clubs individually with changes that would help make the transition smoother. Registration: Kevin indicated that there is not much activity. He is getting request to approval WPL players and coach additions to team rosters.

Referee: We are having an issue that referees are not showing up for their scheduled games. o Some assignors are using too few of referees or allowing referees to self-assign o East Central website has a place for people to let us know that a referee did not show up. We are not getting a full picture of the number of referees not showing up for games. Not all missed games are being reported because the probably is being taken care of at the field. i.e.: recruiting referees at the field to ref the game. Overall attitude of coaches to referees is not acceptable. Rate increase to even out referee pay. See attached referee pay schedule. Motion: To accept the new referee fees. Made by Kevin Otto (FCM) and Jorge Simon (KASA) See attached. Approved Games: See Report Clubs are not training their coaches to be prepared for East Central League Games. The questions that are being asked are things that coaches should have been taught by the club. Clubs need to prepare their coaches better. Score cards are to be used at the games to verify that the game was played. The referee and coaches sign to verify the score and as a record in case of a dispute. o A discussion as to the need for score cards was held. Some felt it was an unneeded expense while others thought it was a valuable form. Motions: East Central League will continue to use the printed score cards on game day to document scores. Made by Renee Sullivan (Everton) and Joe Sullivan (NNS) Approved Discussion about when teams should be allowed to mark the standings as a forfeit (1 to 0) or to leave the score blank as a no contest took place. This question typically comes up at the end of the season when the teams have failed to get together and play the final game. Jorge was asked to write up a motion that would outline how this should be handled and present it at the next meeting. Coaching: See report E Clinic for coaches. Class size is limited so sign up early. Goalkeeping clinic for players but coaches are invited to attend. No fee for the coach.

Recreation: Meeting to be rescheduled due to low attendance Dale mentioned that there has been low player numbers on the rec team, because many families are on vacation after 4 th of July. Committee may need to look at whether we want to have games after July 4 th if the player attendance continues to go down for games. Adult: See report Teams needed to settle down a bit. Lots of feedback from the Referees. They are willing to step in and control the game. Referee pool is too small for the adult league. We need to get a larger number of referees to referee the games. Send email blast for comments about ways to make the adult season more enjoyable. Possible event was brought up to gather information about growing the league. It was suggested that we could have a small gathering before the season to explain rules and help new coaches get the materials they need for the adult season. Kiel Fine Dale offered a brief explanation about reason for the fine to Kiel. Kiel team said they would not travel to Niagara and would take a forfeit. New Holstein also indicated that they did not want to travel to Niagara and would take the forfeit for the game. East Central had a board meeting and discussed the events that were taking place. Kiel and New Holstein were told that they need to go or the team would be fined $100.00 plus referee fees. Kiel decided that they would not go to Niagara, but New Holstein went to Niagara to play the game. Dale s question: Is this fine appropriate? Phone conversations took place between the coach of the Kiel team and Dale. Dale told the coach that the decision to travel or not to travel was Kiel s to make, but that the fine would be issued. The coach was invited to come to the East Central Board Meeting to argue his case. Discussion took place: East Central sent out a letter before the East Central Scheduling meeting telling all clubs that they needed to travel to the Niagara games. Forfeit was not an option. Kiel team did not want to travel and said it was not economical to do so. Niagara was very accommodating at the scheduling meeting and worked with the clubs to provide a field and time to play all traveling teams. This issue is the intentional forfeit. The blatant decision by Kiel to not travel to play the game. Motion: To rescind the Kiel fine for not traveling to Niagara. Motion made by Chris Freund (Kiel) and seconded by Kurt Schodorf (FCM) Motion was denied. Kiel fine stands for team refusing to travel to Niagara.

Motion: To fine any team that is a no show without communication to the opposing team. Made by Kevin Otto (FCM) Before this motion got any farther, Dale asked that we think this motion out carefully before making it and bring it to the September All Club Board Meeting. Kevin rescinded his current motion to allow time to develop a well thought out motion. State Rep: No report. Dawn King was not present for the July meeting. For the Good of Soccer Wisconsin Development Academy (WDA) is not playing state league. Jim Welnetz questioned if it was permissible for four East Central clubs to join into the US Club League. It is permissible and there are no issues with it. We need to get along with our competitors if we are all going to survive. Discussion about the times of the East Central meeting took place.
