FISU FIGURE SKATING SPORTS REGULATIONS 1. GENERAL TERMS 1.1 The figure skating events will be organised in accordance with the most recent technical regulations the International Union (ISU), except when specifically amended with these regulations or by the CTI-UH. In any dispute the English text will be regarded as authoritative. 1.2 The programme and duration the competitions will be fixed by the Executive Committee in agreement with the Organising Committee and the CTI-UH. In principle, the programme will last six (6) days maximum and will include the following events: Pairs Ice Dance Synchronized Women Ladies 1.3 Each country may enter: : Ladies: Pairs: Ice Dance: Synchronized : three (3) skaters three (3) skaters three (3) couples three (3) couples two(2) teams A synchronised skating competition will consist maximum eight (8) teams. One (1) team consists twelve (12) skaters with three (3) substitutes or sixteen (16) skaters with four (4) substitutes, and may include both female and male. Pairs and Ice Dance In Pair and Ice Dance only one partner must be a citizen the country an ISU Member he/she is representing. The other partner, however, must be a citizen or resident the country an ISU Member and be in the possession a clearance certificate the ISU according to Rule 109 paragraph 3 the ISU General Regulations. Each skater will be authorised to take part in FISU events only after the applying skater has submitted satisfactory documentation and received from the Secretariat an ISU Clearance Certificate (ISU Rule 109). At the first General Technical Meeting, the Head Delegation or his/her representative shall confirm and sign the ficial list competitors. Only accredited athletes can be considered for the draw a starting list. 1

2. PRE COMPETITION PREDURE 2.1 Deposits Countries participating in synchronized skating must pay a deposit five thousand euros (EUR 5,000) to guarantee the participation their team (cf. WU General Regulations Art. 5.3.5). The deposit must be paid to FISU at the latest seven (7) months prior to the opening ceremony the Winter Universiade; failing this, entries will not be taken into consideration. 2.2 Advanced Payment 2.3 Selection Two (2) months before the Winter Universiade, countries participating in figure skating and selected countries in synchronized skating must pay 50 % the participation fees per entered athlete and ficial. (cf. WU General Regulations Art. 5.3.6). The advanced payment shall be directly collected by the Organising Committee. Maximum number entries for figure skating in the Winter Universiade: (skater, male) Ladies (skater, female) Pairs (couple, 1 male 1 female) Ice Dance (couple, 1 male 1 female) Synchronized (1 team=12-16 mixed gender skaters) Teams Each NUSF 3 3 3 3 3 3 3 3 2 2 Total 36 24 36 24 20 16 25 20 8 8 Where the number quantitative entries in, Ladies, Pairs and Ice Dance is larger than the authorised number skaters, the following selection criteria will be applied: One or more selection rounds will be made until the maximum number authorised entries is reached (as described in the table above); During each selection round a maximum one (1) athlete or couple in each category from each country will be selected, except for the 1 st round where two (2) athletes or couples may be selected for the host country and countries with medallists at the last Winter Universiade. The selection criteria within each round are the following: 1. Host country; 2. NUSF participating in the previous WU figure skating competitions based on the higher ranking in the final results the last WU (from top to bottom); 2

3. NUSF who did not participate in the last WU will be selected by a wild card system according to the criteria defined by the FISU CTI-UH (geographical and continental representation, participation in previous WU). A reserve list will be made with the number athletes that have not been selected for each country. Three (3) months before the opening ceremony the WU the, upon FISU approval, will inform all participating countries about the number athletes selected for each country and the ones on the reserve list. The final composition the judges panel will be defined based on the list selected athletes (cf. art. 12.5.6). If an NUSF wants to enter less athletes after the selection is complete, the NUSF has to inform the. However, in the event unused entry quota from NUSF and athletes withdrawal, the financial dues for the ITOs (cf. art. 11.10.2) must still be paid by the NUSF to the during the accreditation process upon arrival to the Winter Universiade. If any, the NUSF on the reserve list will be contacted in order to take the vacant place. 3. FISU TECHNICAL COMMITTEE CHAIR, ISF TECHNICAL DELEGATES & TECHNICAL OFFICIALS 3.1 Nomination Assignment Nominated by TCC FISU Technical FISU Committee Chair TD ISU Technical Delegate ISU Referees FISU TCC & ISU TD and approved by FISU CTI-UH ITO Technical Panel Judges FISU TCC and ISU TD and approved by FISU CTI-UH Judges NUSF and approved by FISU CTI-UH At the latest four (4) months before the opening ceremony the Winter Universiade, each country participating in figure skating or synchronized skating must send to the Organising Committee the name (s) and category their proposed international or ISU judges (WU Technical Regulations Art. 10.1). They have to be on the valid ISU list judges in figure skating and synchronized skating. Only countries with participating skater(s) / teams may enter a judge. Each participating country may send a maximum two (2) judges if they have skaters in more than two (2) disciplines. Exceptions will be granted to the organising country (judges in all categories) and countries competing in synchronized skating (1 extra judge for synchronized skating will be accepted). The FISU CTI-UH finally approves the composition the judge panel in each category. If the names are not received within this deadline (four (4) months 3

3.2 Number before the opening ceremony the Winter Universiade), FISU CTI-UH shall have the right to arrange for substitute ficials. FISU will inform all participating countries about the judge panel in each category no later than three (3) months before the opening ceremony the Winter Universiade. The referees and the technical panels (technical specialists and controllers), as well as data and replay operators will be appointed by the FISU CTI-UH and ISU Technical Delegate. The Organising Committee must invite the ITOs no later than three (3) months before the opening ceremony the Winter Universiade (cf. WU Technical Regulations Art. 10.4). WU Technical Regulations Art. 10.3). All countries participating in figure skating and synchronized skating must pay a contribution fee for the costs referees and judges. The contribution fee is as follows (cf. WU Technical Regulations Art. 10.2). - figure skating: EUR 300/athlete. - synchronized skating: EUR 1,500/team 3.4 Arrival and departure days Unless otherwise stated by the FISU CTI-UH, all international technical ficials are to arrive one (1) day prior to their first ficial meeting as agreed between 4
