Tournament will follow USSSA National rules, except for the rules listed below. If not covered in the USSSA national rules we will follow the Major League Baseball rules. Questions contact Tournament Director Cary at 806-787-8097 or ldfyb3@gmail.com 1. Protests: a. Umpires role: i. When the Manager asks for a rule interpretation from site director, you must get the $100.00 CASH DEPOSIT. At that point STOP THE CLOCK, call the site director. 1. At no time do you deny the manager his right to protest a rule interpretation. No protest is allowed if any play has happened after rule in question. If rule in question happens during final play of the game, a protest can be filed before the umpires leave the field area. Once umpires have left the field of play, no game protests allowed. b. Manager role: i. Must cite the exact rule in question from the USSSA rules or local tournament rules by number. 1. Can t just protest a game, must be specific. 2. Judgment calls can t be protested. c. Site Director Role: i. Site Director and the umpire handling the protest will discuss the rule by themselves. 1. Once a decision is made call over the managers and explain the ruling. d. Protest Decision i. If the manager was right his deposit will be returned. ii. If the manager was wrong, he forfeits the deposit. 2. WTX/NM USSSA State Rules: a. NO WRITE-INS allowed for this tournament all players must be on the official roster. b. Team Rosters should only have first and last names that are on the players Birth Certificate. Any special characters or middle initials the players will not be allowed to play until corrected in USSSA system and correct roster can be printed out. c. All Team Rosters must be signed by team manager and turned-in a team check-in. d. Player birth certificates must be in manager possession during tournament games. 3. Check in: a. No early check-in available, all teams required to check-in prior to first game. b. The site director will provide a handout with all local tournament rules and answer any questions at that time. c. Each team must provide the following at check-in: i. Copies of official birth certificates in their possession at all times for the tournament. ii. They must turn in an official USSSA roster signed by the manager. iii. They must turn in an official copy of their USSSA team insurance. iv. Rosters must be finalized and online by midnight prior to first game of current tournament. Page 1

1. No team will be allowed to play without these documents. v. Pay the gate fee. 4. Play: a. Teams must be ready for play 30 minutes before their scheduled game time. b. If games are running behind, teams must be ready to take the field ready for play 5 minutes after completion of previous game. c. Make sure both teams for next game have line-ups turned in to umpire and opposing team. d. Umpire will maintain the scorecard and game clock. e. Forfeits: i. Forfeits will be given to a team if they can t field a team at game time. Game time may be moved up 30 minutes prior to scheduled start time. ii. Any team that forfeits a pool game will be placed last in the pool standings and shall not be eligible to play in the championship game no matter the record. If a forfeiting team continues play, each player on the roster will be charged at the forfeited game with 9 outs pitched for that game. iii. No refunds will be allowed or given. 5. Baseballs: a. Each team must provide 3 USSSA baseballs to plate umpire before each game. They must also have additional baseballs available upon request. 6. Home Team: a. Pool play: A flip of the coin between the two managers will determine the home team before each pool game. b. Bracket play: i. Higher seed will be home team during bracket play. ii. If two teams have the same seed from their respective pools, a coin flip will determine home team. 7. Scoreboards: a. FYB has received City of Lubbock permission to utilize their scoreboards at all complexes. The following rules are in effect for all scoreboard usage: i. No children are allowed in the press box during the games. ii. The umpire is still the official scorecard and game clock. iii. Abuse of this will result in the site director turning the scoreboard off during the remainder of the game. 8. Game times: a. All tournament games including the championship game will follow below: i. 6U 60 Minutes or 5 innings ii. 7U- 8U 75 Minutes or 5 Innings iii. 9U-12U 90 Minutes or 6 Innings iv. 13U 90 Minutes or 7 Innings v. 14U 90 Minutes or 7 Innings Page 2

1. The official clock begins immediately after the umpire coaches pre-game meeting has ended and will be maintained by the umpire. a. Speed up Rule: A courtesy runner is mandatory for catchers with two outs. Courtesy runners are optional with less than two outs. The courtesy runner must be a substitute or the last recorded out if roster batting. i. A courtesy runner is allowed for the pitcher and catcher of record from last defensive inning only. 9. 7U-8U Run Rules: a. Refer to USSSA rule 8.18: A team may score a maximum of seven (7) runs per inning. b. Refer to USSSA rule 8.19: The game is over, when the opposing team is mathematically eliminated from scoring enough runs to win or tie the game. c. Ties are allowed in Pool Play. 10. 9U 14U Run rules: a. 20 after 1 inning; 15 after 2 innings; 12 after 3 innings; 8 after 4 innings and thereafter b. Ties are allowed in pool play. 11. Bracket Play tie breaker: a. Last recorded out starts on 2 nd base and one out for both teams. 12. Chatter: a. Positive chatter is allowed but is limited to players supporting their own teammates. No noisemakers allowed. b. Absolutely no pounding on the fences, or other objects around the field. 13. Boom boxes: a. Boom boxes allowed during the tournament prior to games. Once a game has started no more music during the game. No walk-up music allowed at any time. b. No offensive lyrics allowed, umpire and site director discretion. 14. Infield: a. No infield practice between games. 15. Tournament pitching rules: a. Refer to USSSA rules 7.05 b. A pitcher, may not return to pitch after they have been pulled during a game. 16. Batting Order: a. You must declare which batting order you will use (Batting 9, 10 with an EH, or Roster batting.) i. If roster batting and a player leaves the game for any reason, that players spot in the lineup will result in an out. b. If a team falls below 8 players at any point during the game for any reason, a forfeit will be called. 17. Line-up: a. You must list all players on your lineup card with number and both first and last name that match the roster. 18. SAFETY: a. SLIDING: Safety first. Page 3

i. Per USSSA 7.04.C: Whenever a tag play is evident, a runner must slide or seek to avoid contact with the fielder and / or catcher. Malicious contact shall supersede all obstruction penalties. Malicious contact is solely up to the discretion of the Umpire. 1. Rule 7.04.C Penalty: The runner shall be called out and may be ejected from the game at the discretion of the Umpires. 2. Rule 7.04.D: A runner who jumps over a player, will be called out whether or not contact is made with the defensive player. b. Slash Bunting: i. Absolutely no slash bunting allowed in any tournament. ii. If a batter slashes bunts, batter will be called out and all runners must return to prior occupied base. iii. If multiple players from same team attempt to slash bunt during a game, 3 rd base may be ejected from game. c. Suicide Squeeze Runner Stealing Home i. If a runner attempts to steal home from 3rd base while the pitcher is pitching and the batter makes a full swing while the runner is attempting to slide into home plate: If this play is called by the umpire, the runner and the batter will both be called out and the third base coach will be ejected from the game. 19. Batters: a. All on deck batters must take their position behind the batter at the plate. 20. Catchers: a. All catcher in full catcher gear. b. No 2-piece helmets allowed in any age/division. c. All catchers must use a catcher s mitt. 21. Bats: a. All bats must adhere to the USSSA National bat rules. 22. Coaches: a. A maximum of 4 coaches on the field for each team. b. No bat boys/girls allowed on field at any time. 23. Players: a. All players must stay in the dugout when not playing defense, on deck, batting, or a base runner. They can t be standing in the door of the dugout. 24. Inclement Weather: a. Options (when applicable) at tournament director s discretion i. Eliminate 10-30 minutes from game length ii. All batters start with 2-1 count and play 1 inning less than prescribed regulation game 25. Refunds: a. Pre-Tournament Cancellation: i. In the event of a rain out or inclement weather prior to the tournament starting, there is a $50.00 non-refundable administrative fee. Page 4

1. If a team has made arrangements to pay at check-in, they will still owe the administrative fee if cancelled due to weather. b. Pool Play Cancellation: i. If one game is started there will be a 50% refund of tournament fees. ii. If two games started there is a 25% refund of tournament fees. iii. If two games played or the bracket has been posted, no refund of any tournament fees. c. Bracket Play Cancellation: i. No refunds once bracket has been posted or if play is cancelled for any reason during bracket play. 26. Score Card: a. Managers from both teams must sign the score card at the end of each game. Refusal to sign acknowledges the game card as is. b. The card becomes official once the umpire leaves the field and the manager signs the card. i. MANAGERS VERIFY THE CARD IS CORRECT. IF UMPIRES MAKE A MISTAKE AND YOU SIGN OFF, THEN NO CHANGES WILL BE MADE. 27. Game Results: a. Please notify the tournament director immediately if a game score or pitching was posted wrong online at 806-787-8097. We will review the signed game card to verify. 28. Ejections: a. A coach and/or player ejection is for remainder of game and the following game. b. Fan ejection is for the remainder of the tournament. The rule is go to the parking lot i.e. "out of sight and sound. c. If a fan/coach or player who has been expelled is caught back in the complex, team will have 2 minutes to remove fan from park or their game may be forfeited. Page 5
