OFFICIAL BASKETBALL RULES of the 2017 KAPAMILYA BASKETBALL TOURNAMENT As approved by KOTC Basketball Organizing Services Makati City, June 11, 2017 Amended and Effective as of 3 July 2017 IN COOPERATION WITH:

OFFICIAL RULES AND REGULATIONS I. General Provisions 1. Except otherwise stated below, all games will be played under the 2014 Official FIBA rules: http://www.fiba.com/pages/eng/fc/fiba/ruleregu/p/opennodeids/897/selnodeid/897/baskoffirule.html 2. KOTC Basketball Organizing Services shall serve as the policy making body of the 2017 ABS-CBN Kapamilya Basketball Tournament, who shall review and implement the rules at all times, as well as having the right to amend or supersede its portions accordingly. Consequently, it has the power to make decisions on any point not specifically covered by these rules. 3. Except for the assigned coach, captain, or team representative, no verbal protest or questions will be entertained by the onsite committee if it were leveled against any decision of the referee and/or official. An assistant team captain can be designated if the captain is not available during the game. 4. Players must conduct themselves in the spirit of camaraderie and sportsmanship at all times, and must adhere to the rules governed by ABS-CBN s Code of Conduct. II. Tournament Format 1. The participating thirty-one (31) teams shall be grouped into four (4) brackets; three brackets will have 8 teams; one bracket will have 7 teams. 2. The top 4 teams of the previous tournament will be distributed among the 4 brackets. The remaining teams shall be randomly grouped through a drawing of lots. 3. The top two teams with the most number of Team Wins in each bracket shall go into the Quarter-Final Round. In the event of 2 or more teams in a bracket having the same number of Team Wins, the following criteria indicated in Ar. VIII Tiebreakers shall apply. Games in the quarter-final to final rounds are as follows: A1 D1 B1 C1 A2 D2 B2 C2 Assumption : A1 and A2 Teams Win Assumption : C1 and B1 Teams Win A1 VS B1 A2 VS C1 Assumption : A1 Team Wins Assumption : C1 Team Wins B1 Battle for 3rd Place A2 A1 Championship Game C1 III. Uniforms

1. Players are required to wear their team uniforms at all times, complete with identifying name and number at the back. 2. Players on the same team shall not wear the same number. Players shall use numbers 0 and 00 and from 1-99 only. The number assigned to each player shall be permanent for the duration of the tournament, and will no longer be allowed to change numbers. 3. No switching of jerseys, and placing of tape or any other form of adhesive to alter the design will be allowed, unless otherwise approved by the technical committee a day before the game. 4. Uniforms with size concerns must be raised to the committee prior to the game. 5. No wearing of jewelry or accessories of any kind (necklace, earrings, etc.) IV. Player Eligibility: 1. Must submit official line-up to the Technical Committee on the said deadline. 2. A team can submit and field not more than twenty-five (25) players. 3. Only 15 sets of uniforms will be shouldered by the company. 4. Players lined-up in a team must be reporting to the division as stated in the Team Name. In case a player s division will not be forming a team, he/she may join another team within the same LOB/cluster. 5. Officials per team must be composed of an assigned coach, and a team captain (which can be both players as well). 6. All players and assigned coaches must submit all required documents to the HR Employee Relations Group prior to the start of the tournament. a. Fully accomplished registration form of line-up singed by the Division Head, assigned coach, and team captain b. Signed conforme of the rules & regulations of the basketball tournament by the team captain 7. The Technical Committee reserves the right to disqualify any players (even in the middle of the tournament) who are found to be ineligible. (Players that are eligible to play are ABS-CBN including its subsidiaries regular employees, IJMs, direct-hired contractual and consultants, agency-hired employees). 8. Agency-hired employees are those who are outsourced or are connected to any 3 rd party and are currently deployed to any ABS-CBN division or subsidiary. 9. Each team should not have more than four (4) agency-hired/contractual employees, except for Team CSSD. 10. Only a maximum of two (2) agency-hired/contractual employees on the floor at the same time. 11. All teams must attend the opening ceremonies. Each team must have at least 10 players present. Teams who have less than 10 players at the opening will forfeit their first game s allowance. 12. A player who resigned at any time during the tournament will only be eligible to play up to the last day of employment. 13. No new players can be added to the lineup once the tournament begins. If found guilty by the Technical Committee, the team shall forfeit all the games they played with the player/s that were not part of the official line-up. V. Player/Team Penalties

1. Since KOTC Basketball Organizing Services advocates camaraderie and sportsmanship, any form of unsportsmanlike behavior and/or fights will not be tolerated. Referees and/or officials will be given full discretion to give penalties. 2. Penalties and Fees a. Judgment calls of the referees and/or officials shall be considered final. However, for the purposes of downgrading tournament fees or sanctions, a player must seek approval from the referee and/or official immediately after the game, otherwise the penalty remains.

d. A player who commits two (2) technical or unsportsmanlike fouls, or one (1) disqualifying foul in a single game shall be suspended for the whole tournament. In addition, he will be automatically ineligible to receive individual awards Mythical 5, MVP, etc. e. Incidents involving misconduct, inflicting physical injury to another person & other analogous cases, shall be dealt with in accordance to ABS-CBN s Code of Conduct. Furthermore, involved players shall be suspended from the remaining games that follow. f. The technical committee shall inform the captain or team representative of the tournament sanctions prior to the team s next game. VI. Game Lost by Forfeit and Default 1. Teams must have a least five (5) players before tip-off. The following rules will apply if they do not complete this after 10 minutes of the scheduled tip-off: a. Additional 5 minutes will be given. b. If after the additional 5 minutes and the team still does not complete the five (5) players, the result shall be declared as game lost by forfeit. c. The winning team via forfeit may use the court hours for a practice game. Rates will apply for referee services. d. For quotient purposes of game lost by forfeit, refer to Art. VIII Tiebreakers. 2. A team shall lose a game by forfeit if, during the game, its actions prevent the game from being played, and/or it refuses to play after being instructed to do so by the referee. 3. A team shall lose a game by default if, during the game, the team has fewer than 2 players on the playing court ready to play. 4. The statistical points that the winning team will receive from a game lost by forfeit or default will be based on their averages per game pre or post forfeiting or defaulting game, plus an additional 10 statistical points for the game won. The team who lost the game by forfeit or default will receive 0.00 statistical points. 5. In case of a team walkout, the team shall lose the game by forfeit. No game stats of the team will be considered. Members of the team who were present at the game will all be suspended for the remainder of the tournament. In addition, the team shall be charged the corresponding administrative expenses for the cancelled game. 6. A team who shall lose a game by forfeit shall also forfeit the team allowance due to them. VII. Protest Procedure 1. If, during a KOTC Basketball Organizing Services official competition, a team believes its interests have been adversely affected by a decision of an official, or by any event that took place during or after a game, it must proceed in the following manner:

a. The captain or team representative shall, immediately during or after the game, inform the technical committee verbally that his team is protesting against the result of the game. b. The captain or team representative shall then send to the technical committee his team s written protest through a hard copy or e-mail within 24-hours after the verbal intent. Any other forms will be considered invalid. c. Should the decision be in favor of the protest, the forfeiting/penalized team may submit a final appeal, which must be in written format through hard copy or e-mail. 2. In the event of protests (eligibility, uniform, etc.) or appeals, Kings of the Court has the right to conduct a thorough investigation regarding the matter, and will have their verdict. Once this has been declared, it is considered final and irreversible, except otherwise granted under Art. VII, Section 1c. 3. The referees, in cases of buzzer-beaters, shot-clock violations, and other relevant technical issues will conduct the review, and will make the final decision. Use of Instant Replay System (IRS) will only be applied in situations provided in the FIBA Official Basketball Rules Summary of Changes 2014: https://www.fiba.com/downloads/rules/2014/obr_summary2014_v6.pdf 4. Videos, films, pictures or any equipment, visual, electronic, digital, or otherwise, may be used to determine responsibility in matters of discipline or for educational (training) purposes only after the game has ended as per FIBA Art. C. VIII. Tiebreakers 1. Win-over-the-other rule will apply for two teams with identical records. 2. Win-over-the-other rule will apply for three or more teams with identical records, if: a. One team wins all its elimination round games against the teams it is tied with b. One team loses all its elimination round games against teams it is tied with. 3. Quotient system will apply for two, three or more teams with identical records, if: a. No team was able to win all its elimination round games against the teams it is tied with. It is the sum of the winning margins minus the sum of the losing margins for teams WHO ARE TIED AGAINST ONE ANOTHER. (Points for minus points against). b. No team was able to face each other in the eliminations. It is the sum of the winning margins minus the sum of the losing margins for ALL THEIR ELIMINATION GAMES. (Points for minus points against). 4. In cases of forfeitures or defaults, the score will be 20-0. The winning margin will be equal to 20 for the team that wins by default, while the losing margin will be 0 for the team that loses by default. 5. If teams still have equal quotients, win-over-the-other will be reapplied to the remaining teams. If not applicable, the quotient system will be reapplied to said teams.

IX. Others 1. KOTC Basketball Organizing Services has the full discretion in cancelling or postponing games due to a force majeure event, such as but not limited to acts of God (any natural calamity, flooding, earthquake, etc.), war, riot, or acts or threats of terrorism, and shall reschedule the event to another date and/or a suitable venue acceptable to the teams. It shall, however do so not later than 1:00pm through the assigned coaches and team captains. 2. Should a game be cancelled at any time during the game, it shall be rescheduled and continue from the exact scenario from the time the game was postponed. This includes fielded players, official score and time, and player statistics. 3. Swapping and/or changing of game schedules will only be allowed once all affected teams agree to swap, or upon the approval of the upper management, or the respective teams. 4. Two (2) time-outs will be given to each team in the 1st half, three (3) time-outs will be given in the 2nd half, and one (1) time-out will be given to every overtime period. Unused time-outs will not be carried over to the 2nd half, and overtime periods. 5. The bench area will be exclusive only for the players of the team and their assigned coach. Guests of the players should be by the bleachers for the audience. 6. The game shall be played on running time during the first three (3) quarters, except free throws and timeouts. Consequently, 4 th quarter will be played according to Art. 49.2 of the official FIBA rules (Stop time). In addition, all jump ball situations during the last two (2) minutes of the 4 th quarter and overtime periods, the referee shall conduct a jump ball at the nearest restraining circle. 7. In whatever case the succeeding games will be delayed, the scoreboard operator may decide to shorten the warm-ups of both teams, as well as dead ball situations to ensure the game be played according to Art. 49.2. COMPANY CODE OF CONDUCT Please be reminded that this tournament is a company activity, therefore all employees participating in the tournament whether as players or audience shall be bound by the ABS-CBN Code of Conduct.
