Complete Streets Policy DAVID CRONIN, P.E., CITY ENGINEER

Complete Streets City Commission adopted a Complete Streets policy in 2012 Complete Streets are road networks that are designed for all users: pedestrians, bicyclists, transit riders and motorists for all ages and abilities to move safely. Features: Sidewalks both sides of streets Bike Lanes/Shared-use paths Wide Shoulders Bus Shelters Bulb-outs Traffic Calming Devices Raised Crosswalks Signage Landscaping Medians Narrow Vehicle Lanes

Complete Streets Principles & Applications Design and construction should include Complete Streets Elements as feasibility and funding allows Capital Improvement Projects Land Development / Privately funded improvements Corridor Plans and KDOT projects Maintaining Scope / Budget / Fiscal Responsibility Balancing right-of-way / topography / adjacent land uses Context Sensitive: Who is using the street? Complete Streets doesn t mean all every street has every feature.

Complete Streets Implementation City Staff Plan Review Public Works Engineering Division Planning Staff / MPO Transit Parks and Recreation Fire and Med University of Kansas Staff KDOT Bicycle Advisory Committee Traffic Safety Commission Planning Commission City Commission

Design considerations: Right-of-way Roadway Grades Sideroads & Driveways Access Topography / Geology Sidewalks/ADA Landscaping & Street Trees Lighting Pavement Materials Medians and turn lanes Waterlines Sewerlines Private Utilities Stormwater Traffic Calming Intersection Treatments Transit Stops Historical Environs Connectivity Adjacent Land uses City Street Design

Per roadway classification: Principal Arterial Streets 150 R/W Minor Arterial Streets 100 R/W Collector 80 R/W Residential 60 R/W Several Arterial street reconstruction projects are challenging with limited existing 100 R/W. (i.e. Iowa, Kasold, Wakarusa) Right of way constraints

Arterial Street Typical Section Typical Pavement Design 10 NRDJ Concrete (KCMMB Durable Aggregate) 4 Aggregate Base 9 Fly Ash Treated Subgrade 11 Driving Lanes Saves $$$ and Right-of-way Traffic Calming Appropriate for City Street speeds 2% Cross slope for arterial and collector streets; 4% Residential 6 Sidewalks, Green Space, Bike Lanes, Edge Drains

Access Management Arterial Streets Direct Access Prohibited 300 spacing from intersection for driveways/side streets Collector Streets Access Regulated 250 spacing from intersection Residential Streets One Opening per 200 of continuous street frontage on residential streets

Intersection Improvements Roundabouts benefits vs. signalized intersections Reduce traffic speeds Less injury crashes Safer for pedestrians and cyclists More efficient for traffic Environmental benefits Less maintenance costs

Bicycle Facilities Bike Lanes Minimum 5 wide with curb & gutter Shared-Use Paths 10 wide 6 thick reinforced concrete Max. 5% grade or equivalent street grade if sidepath Sidepaths (SUP adjacent to roadway) can be problematic Driveways Counterflow to traffic driver expectations One side of road Signage are backwards to contra-flow riders Somes cyclists will use roadway anyways (illegal in KS if adjacent SUP)

Road Diet Implementation Look at possibilities to restripe concurrent to planned maintenance projects; mill/overlay, microsurface Annual street maintenance plan is reviewed by BAC prior to implementation 9 th Street Emery to Mississippi Street Before 4 lanes of traffic After 3 lanes with bike lanes Lawrence Avenue and Princeton Avenue Before 1 wide travel lane with unmarked on street parking After 1 marked travel lane with bike lane and marked on street parking

Recent Projects: 6 th & Iowa Reconfigure Lane and widths Shared-Use path north side Sidewalk south side New Crosswalks and LED Streelights

Recent Projects: 23 rd & Iowa

Recent Projects: 23 rd & Iowa Before: After:

Recent Projects: Wakarusa Drive

Future: Kasold Drive BBP to 6 th Street Concept Phase: Two Design Options Traditional Arterial Reconstruction with complete streets elements 5 lane section, bike lanes, sidewalks, medians Traffic Signal Full Complete Streets Design 3 lane section, buffered bike lane, sidewalks, medians, shared-use path Roundabout Traffic Data supports either option Public Meeting with neighbors, Healthy Built Environment Group and business owners Website: kasolddrive.com Public Comment has been mixed reaction City Commission to consider design direction August 4 th.

Reverse Angled Parking? Complete Street Concept Safety Benefits for vehicles, cyclists, and pedestrians Similar to Parallel Parking Not an engineering challenge but and education challenge
