Devonshire Civic Association DCA Meeting Minutes Date & Time: Thursday, March 1, 2018 at 7:00 pm Time Meeting Called to Order: 7:02 pm Place: St. Andrew Presbyterian Church Type of Meeting: Devonshire Civic Association (DCA) General Monthly Meeting Meeting Called By: President: Ruth Johnson ruth.johnson.laj@gmail.com 614-395-2142 Members Present: 18 City Liaison Reports Larry was absent this evening, so Ruth asked if there were any new concerns from members present. A teen had spray painted on a door in Sanborn Apartments Mirrors on cars that were parked on the street had been broken There is often broken glass on the walks in the park What happened on Tuesday, why were all the cruisers on Ambleside? Ruth emailed Chris Suel again 2/26/18, and he is going to check on things. He stated the department was probably taking a count first to see how many communities would be interested. He is not certain of next steps. According to the November NCC minutes, Chris is working on figuring out how to move the Sharon Woods sign. Previous Meeting Minutes The December minutes were passed as written. January Minutes were passed as corrected; On page two under City Code Enforcement, the sentence about the woman should read as follows; A member who also lives near this woman mentioned she had seen the woman in her van numerous times and had wondered about it, but did not know anything more about the situation. The February minutes were passed as corrected; On page 4, the date of the next meeting had not been completely typed out and should have read March 1, 2018. Treasurer s Report Treasurer s Report February beginning Balance $695.27 Income of $20.00 Expense of $0.00 Ending balance on 2/28/18 was $715.27 (a copy of actual report will be in June minutes) Don t forget, anyone interested in the Treasurer position should let me know, we would like to fill that position. Also, anyone ever interested in becoming a member of the Board; whether Trustee or Future Officer anything in any capacity, please let Ruth know. November nominations and December elections will sneak right up on us and we need to start preparing. Phyllis Hoggatt is willing to continue as Head of our Nomination Committee. Phyllis does need three more people to join the Committee by September 2018. Ellen Brooks thought we should vote to amend our constitution and change Officer terms from 1 to 2 years so they can accomplish more. A year seems too short. Ruth mentioned we should save that conversation for our next meeting so we don t run far too long this evening having the Garage Sale discussion at hand. All agreed. City Code Enforcement City Code Enforcement Ruth had a nice conversation with the gentleman taking over the Street Lighting Engineering. The person who left the position didn t seem to save many records of previous requests. Gary did say they are not doing any of the petitioning anymore, and only using their prioritization plans. They have a plan for the next few years and he is supposed to email me a copy, he s not certain if any part of Devonshire is included in that. The City still needs to create a plan for the next few years after. Gary also requested Ruth email him a copy of the request we sent back in October so he can have that on record. The budget is tight for the street light project, but they are still trying to finish lighting up everything within 270 as originally planned. Dobson Sq House #1 has been inspected as of 2/5/18 and the request is closed due to no violations being found at the time of inspection. Dobson Sq House #2; Ruth was able to swing by and get a photo and the service request for this vacant house has been submitted 2/26/18. Tree trimming along Ambleside & Sunderland; as of 2/26/18, still no update as to when the Division of Forestry will complete the work. Island Sinkhole finally have an update! Ruth spoke with the Construction Manager and he said the repairs were made in August and December. They found an old electrical line conduit running under the street nearby had punctured the pipe and the earth was filling it up. The conduit was removed, pipe repaired, and the hole filled in. We may notice some settling and filling it with more dirt will suffice. If we notice anything major happening again, we should let the City know. NCC General Meeting Issues Apologies, Ruth was misinformed. We do not need all four officers to apply for and hold a membership with the NCC. We withheld the application last month due to the Treasurer resigning. Ruth didn t wish to waste our money paying the NCC dues and then we get kicked out. We will be submitting our application shortly! The Board has decided on who our NCC Reps will be and the order of our alternates, they are as follows: General Meeting (2 reps): Dan Scott and Sandie Trask-Tyler Representation & Primary/Alternate Voting Order: Dan Scott [Primary] Sandie Trask-Tyler [Primary] Alternates: Ruth Johnson Ed Kowalski Dominic Lohry Sue Toth Jill Short Development Meeting (1 rep): Dan Scott Representation & Primary/Alternate Voting Order: Dan Scott [Primary] Alternates: Ruth Johnson Ed Kowalski Dominic Lohry Sue Toth Jill Short Once our membership has been accepted, the primary reps will attend the meetings each month. If they are unavailable, they are to notify us so the next alternate can take their place. Of course, all of the reps are welcome to start attending now, if they haven t already. Alternates are welcome to still attend if interested even if our primary reps are there, and any other member of the civic as these meetings are open to all. Congratulations to all!! ********************************** NCC Meetings are held as follows: General Meetings of the Northland Community Council The NCC meets in full session at 7pm on the first Tuesday of each month. Meetings are usually hosted by Friendship Village (5800 Forest Hills Blvd. Columbus, Ohio 43229). Ample seating for guests is usually available. Common exceptions to the NCC's meeting schedule occur in January and August when the meeting may conflict with holidays or other events. Northland Community Council Development Committee The NCC Dev Committee meets at 6:30pm on the last Wednesday of each month. Meetings are usually held at the Franklin County Job and Family Services (use south entrance - 1721 Northland Park Avenue, 43229). The committee is a part of the City's community engagement process with regard to certain development requests in the Northland area submitted to various City agencies. Common exceptions to the NCC's meeting schedule occur in November and December when the meeting may conflict with holidays or other events. March 1, 2018 DCA General Meeting Minutes Page 3 of 7

Membership Report Membership Report As of February 28, 2018, we have 38 households/businesses that have paid dues and become members. Devonshire Entrance Island Ruth will be emailing all interested parties mid-march to get an idea of their availability, so we can start putting together a rough schedule for the island maintenance. Ruth appointed Sue Toth to organize the scheduling of all the island upkeep volunteers. We are going to check to see if the spot light bulbs are burnt out or not, that could be a reason we have no light. Otherwise, it could be wiring somewhere, and we ll have to wait until the weather breaks to get the issue taken care of. Devonshire Park There is no update on the Park Lighting Request. Ruth will make follow-up phone calls this month. Ruth is also starting to prepare other requests; such as getting the path from the school lot into the park repaired. Devonshire Community Garage Sale Sharon Woods and Forest Park are both having their sales on Saturday, May 19, 2018. DCA member wishes were to have ours at the same time. The DCA Garage Sale will be Saturday, May 19, 2018 from 9:00am to 5:00 pm. There will be a $5 fee to be listed on our flyer and map Copies of flyers/maps will be given to each participant to hand out at their sale Anyone to volunteer to hand out flyers at the island from 9am-10:30am? Deadline to be listed will be Wednesday, May 9 th Fees will be used for printing/advertising Advertising will be done locally; This Week News (if collect enough), Facebook, Craigslist, etc. The DCA and SWCA will share lists and help each other promote our sales Will ask Gwen at St Andrew to put up a flyer The participant form should ask for the following information; Name, address, phone, email, featured items in your sale. New Business or Issues? Anything we have not mentioned? New concerns/ideas? Ruth received a flyer from Jenny Lin for The Northland Community Bazaar. They are seeking vendors. The date of the Bazaar is September 22, 2018. Tables for vendors are free as long as the vendor is a Northland resident and selling something they make. A copy of the flyer can be found on page 5. A member mentioned there is a neighbor feeding numerous strays. There are at least 10 or more cats. They are defecating everywhere, the food is left out and will attract vermin. Not to mention the cats are scratching up and destroying property. Ruth will look into the City Code and Health Code to see what applies before we move forward on this.
