PDI NATIONAL TRIALS RESULTS 2006 ST. PAUL, MN Ted Hirsch Memorial Award Chairman of Trails The Ted Hirsch Memorial Award is memory of Ted Hirsch who was the chairman of the first Police Service Dog Trials in 1968 in Miami, Florida. Ted Hirsch, also the president of the Police K-9 Association, having changed their name from The Florida K-9 Association the year before, the name change to reflect members from other states. The award is presented in recognition of all of the many countless hours and preparation time devoted in order to conduct a National Event. The 2006 Ted Hirsch Memorial Award is presented to the two co hosts this year Tim Lynaugh and Jason Brodt of Saint Paul MN PD Bill Robinson Memorial Award Sportsmanship Award The sportsmanship award is the Bill Robinson Memorial Award in memory of Bill Robinson of Newburg, New York. Bill was killed in the line of duty just after the Nationals were held in Newburg during a domestic disturbance call. This Award is sponsored by Ace K-9, is awarded to the K-9 team that displays the highest degree of sportsmanship towards their dog, other competitors and the judges throughout the weeklong series of events. The 2006 Bill Robinson Memorial Sportsmanship Award was presented to two competitors this year. Both had overcame medical challenges to qualify, attend and support the members of their teams. Charles Dallas of Lakeland Florida PD and Gerianne Chamberlain of the Minnesota Department of Corrections both are very deserving award winners. Mr. Patrick Cahill Memorial Award This award is in honor of Mr. Patrick Cahill. Mr. Cahill, originally from England he started his career with Scotland Yard, and was a major force in establishing canine units in the United States, first with Baltimore Police Department, and then the Metropolitan Police in Washington D.C. Mr. Patrick Cahill demanded handler control of the animals he trained and certified. Mr. Cahill s demanding training requirements are responsible for many of the values held today in training police service dogs. The Cahill award is for the combined top Obedience score and the top Criminal Apprehension score. The 2006 Patrick Cahill Award is awarded to Lazaro Cabrera of the Lady Lake Police Department. Captain Tom Larsen Memorial Award Captain Tom Larsen was the first K9 handler in the State of Louisiana. Captain Larsen is known as the father of K9 in Louisiana and served with the Baton Rouge Police Department. The Captain believed in the success of a police service dog depended on their scenting ability. The Captain Tom Larsen Award goes to the top combined scores of Article Search and Suspect Search. The 2006 Captain Tom Larsen Award goes to Lazaro Cabrera of the Lady Lake Florida Police Department.

John P. Sonny Burke Memorial Award Top Region Team This Memorial Award is Given Each Year to the First Place Region Team. The Top Possible Team Score Is 2800 Points Consisting Of 4 Canine Teams and An Alternate. The United States Police Canine Association Honors The Memory and Sprit Of Atlantic City Police Canine Officer John P. TEAM SCORE: 2591.17 Tim Jones Memorial Award Top Department Team In one tragic incident the St. Paul, Minnesota Police Department lost two officers and a canine. Officer Ron Ryan Jr and Officer Tim Jones and his K9 Lazer all were murdered on August 26, 1994. The Tim Jones Memorial Award is an effort to preserve the memory of not only these brave officers but also the K9 s who work the streets to make them safer. It is for the top scoring department team in these national trials. CRIMINALISTICS EXCELLENCE AWARD Our awards program is sponsored by Criminalistics. This program recognizes outstanding work done by K-9 teams in the every day encounter with the real world. The PATROL CASE OF THE YEAR Officer Stan Belde & K-9 Jagr Maplewood, MN PD Winners of the quarterly awards compete for the Case of the Year Award. This award is presented to the team that has been selected as having performed exceptional under difficult circumstances with exceptional ability in law enforcement utilizing a police service dog. TOP PATROL CASE OF 2005 On June 14 th 2005 Officer Stand Belde & K9 Jagr responded to assist in the search for a suspect who was armed with a compound bow and had pointed it at an occupant of a vehicle and then proceeded to smash out the vehicles windows. The first responding officers had searched and recovered two guns and a compound bow from the suspects home and were informed the suspect had fled out the back door prior to the K-9 teams arrival. The K-9 team and a back up officer began to deploy and issued a K-9 warning before they started their search at the back of the home where suspect was last observed. The area led into a large adjacent park and wooded area. The area was sealed off by perimeter officers who had witnessed the suspect fleeing when he attempted to evade the perimeter established. Perimeter officers report several sightings of the suspect, failing to stop, suspect continuing going deeper into the wooded area to avoid capture. The K9 team now on the track and eagerly pursuing the scent arrived at a pond. K9 Jagr entered the pond and could be observed with his head held high air scenting intently indicating that the suspect was near. Once the team got to the south side of the pond K9 Jagr began barking at heavy underbrush. Officer Belde gave another K9 announcement and waited for the suspect to surrender but suspect failed to respond. K9 Jagr was released and disappeared into the heavy underbrush and a struggle could be heard. Officer Belde again announced for the suspect to come out of concealment but only heard a splashing gurgling sound. Officer Belde fearing his partner was in trouble responded and found K9 Jagr had apprehended the suspect by his left shoulder. The suspect apparently waded back into the water and was now holding the K9 Jagr s head under water. Officer Belde jumped into the water and engaged the suspect and was able to free his partner. The suspect still resisting arrest grabbed K9 Jagr again forcing his head under water. The fight continued and K9 Jagr again took the suspect by his forearm and together Officer Belde and K9 Jagr were able to over power and handcuff the suspect. The search had taken 90 minutes and was a continuing moving problem as the suspect continued moving into the heavy wooded area. The area was contained by perimeter officers, the suspect ignoring several warnings that area was surrounded and a K9 would be deployed. The 2005 Criminalistics Excellence Award is presented to Officer Stand Belde & K9 Jagr for their action that resulted in successfully neutralizing what could have been a tragic incident.
