DEAR ORIENTEERING FRIENDS, I am glad to welcome you to Daugavpils the second largest city of Latvia and definitely the city of the most diverse cultural life in Latvia. We are happy to host orienteering sportsmen from all over the world during the World Trail Orienteering Championships in 2018. Daugavpils has very old and rich traditions of orienteering sports, which we are proud of. That is why I am sure that we will ensure appropriate infrastructure and management of the Championship. Historically, people of different ethnicities, religion and attitude to life have been living here, in Daugavpils. We consider this diversity to be our largest treasure, we value high the unique personality of our city. It is a special honour for us to host orienteering competition for people with disabilities. I hope that these sportsmen will inspire local inhabitants to be active and to live their lives, to appreciate every single moment. Daugavpils is not like other cities of Latvia, it is peculiar in its own way, and I am sure that participants of the Championship will enjoy staying here and will have enough time to get acquainted with it. Welcome to Daugavpils! Rihards Eigims, Chairman of the Daugavpils City Council DEAR ORIENTEERING FRIENDS, We are living at a time of astounding changes. A number of undisputable truths are changing; mankind is experiencing an ever increasing progress. Trail orienteering has an enormous potential in terms of introducing changes in the way how the society thinks. As far as I know, TrailO is the first and, up to now, the sole sport where physically extremely advanced athletes and people with special needs compete in outdoor settings as equals. The opportunity to prove this actual equality aspect is the main reason why orienteers in Latvia are happy and honoured to organize the World Trail Orienteering Championships. We want to organize the best and most interesting TrailO World Championships. We have already designed extremely interesting courses. We have invented and now are implementing advanced technical and IT solutions for taking them. We hope that these WTOC2018 technical innovations after certain time will allow turning TrailO into a dynamic sport that is thrilling to watch both for spectators on site and on TV. This year, Latvia will be the world epicentre of orienteering. At the beginning of August, we are organizing both the WTOC2018 and WOC2018. We have arranged the event schedule in a way so that also the WTOC2018 competitors are able to take part in the WOC2018 key events and experience the positive aura of the world s vast orienteering community. The WTOC2018 competitions will take place in Latvia s second largest city Daugavpils. It is a very sportive town and also rich in various cultural objects. The management of city is very supportive for organizing the event. We have agreed on a number of infrastructure improvements so that all WTOC2018 participants feel equally comfortable when competing and staying in Daugavpils. Welcome to WTOC2018! August 6, TempO competition, Daugavpils Mark Rothko Art Centre (DMCAC) Coordinates Lat: 55.8841809, Lon: 26.4977344 Event Centre to the Competition Centre - 2.6 km, 5 minutes drive Parking to the Competition Centre: 100-500 m Map: CIETOKSNIS, 1:4000, e=2,5m, ISSOM The competitors have to arrive in qualification quarantine by 9:00 (located near Nicholas gates) and they are not allowed to visit the Arena before competition. The final quaratine will be located in DMCAC which has to be entered by 14:30. Last FootO competitions held in 2016. Never used for TrailO. The quality of trails prevailingly hard surface. Extra pushers will be provided in places that are more difficult to pass. Course: TempO Qualifications: 6 stations with 4 tasks each. Course length 2.6 km. Time limit 120s per station. TempO Final: 5 stations with 5 tasks each. Course length 1.4 km. Time limit 150s per station. The qualification will be in 2 parallel heats. The composition of competitors for qualification will be determined according to the IOF TrailO rules, point 12.8. The best 18 competitors from each heat will qualify for the final. Services: Toilets and water will be available at both quarantines and Competition Centre. Lunch (ordered meals) and refreshments will be available at the Competition Centre. In the Competition Centre there is a cafe. Embargoed areas: Area in green colour is embargoed until TempO competition is finished, expected around 18:30, 6th August 2018. Area in red colour is embargoed until 9am on the competition day. All competitors have to go from parking to the qualification quarantine, which is located outside the fortress. Competitors are not allowed to go to the Competition Centre before finishing the Qualification course. After finish, participants are allowed to leave the arena using Michael gate Team officials and fans are allowed to enter the Competition Centre from 9am only using Michael gate. After the end of TempO qualification start (about 12:00) both gates are open for competitors. The competitors have to arrive in qualification quarantine by 9:00 (located near Nicholas gates) and they are not allowed to visit the Arena before competition. The Final quarantine will be located in DMCAC which has to be entered by 14:30. In both competitions all personal items left at Quarantine will be transported to the Competition Centre. August 7, PreO 1 competition, Daugavpils 16th Secondary school Competition centre - Lat: 55.9041025, Lon: 26.5295617 Distances: 5.5 km, 12 minutes drive Map: Jaunā Forštate, 1:4000, e=2.5m, ISSOM IMPORTANT: there will be one way section marked on the map and marked in the terrain. One-way movement only is allowed in this section. There will be marshals on site keeping track of the procedure. Be careful not to break the rules, otherwise you may be disqualified. Services: Refreshments at start/middle of distance/finish area. Toilets will be available in the Competition centre/start/middle of distance and Finish area. Time schedule Bus to the Start, first departure 9:15 First WTOC2018 competitor starts 10:00 Public competition starts 14:00 Previous map: 1:5000, e=2.5m, 2010, ISOM High density of forest trails, many vegetation objects and contour details, semi-open areas, medium to good visibility. Embargoed areas The area marked in green. The competitors have to be in the Competition centre 30 minutes before their start. There will be transport by bus to the Start and back from the Finish (about 10 minutes). Competitors with heavy wheelchairs will be allowed to drive to the start and will be collected by their helpers. The information about driving directions will be available in the Competition Centre. An outstanding fortification. The only early 19th century fortress in Eastern Europe that has remained virtually unchanged. It is the only place in Eastern Europe where it is possible to see original artworks of world famous artist Mark Rothko, a founder of Abstract Expressionism. Church Hill http://www.lcb.lv/baznickalns/ Сhurch Hill is a unique place in Daugavpils. Churches of all 4 main religious denominations in Latgale exist within a relatively small area. August 9, PreO 2 competition, Jaunā Forštate quarry Coordinates - Lat: 55.9339228, Lon: 26.5305768 Distance - 20 km, 20 minutes drive Map: Forštates karjers, 1:4000, e=2.5m, ISSOM Competitors are not allowed to proceed to the event arena before their start, but have to remain in the car park/ pre-start area. Any team officials / spectators who want to go to the Event centre / Finish area will have to arrive there before 9:30 and are not allowed to leave it and return to the car park until the last competitor started (approx. 12:00). IMPORTANT: there will be one way section marked on the map and marked in the terrain. One-way movement only is allowed in this section. There will be marshals on site keeping track of the procedure. Be careful not to break the rules, otherwise you may be disqualified. Services: Toilets/refreshments will be available in the Pre-start area and Competition Centre. There will be also toilets/refreshments after first part of the course. Pre-ordered lunch and refreshments/snacks will be available in the Competition Centre. Each team will get 1 pin punch, which has to be transferred to the next leg participant. Competitors are only allowed to transfer a control card, stopwatch, and pin punch to the next leg. These will be checked by a marshal before being passed on to the next leg competitor. 1 TempO station with 4 tasks (at the end of the course, different for all three legs of the relay). COMPLAINTS AND PROTESTS Complaints should be handed in to the organiser in writing as soon as possible after the incident in question, or at the latest within 15 minutes of full preliminary results for both classes are published. The Event adviser will announce the arena about the results being published. Forms for complaints/protests are available at the Event Centre. At the events, contact the IT desk in the Competition Centre. Any protest shall be presented in writing to the jury no later than 15 minutes after the organiser has informed the competitors about the decision concerning the complaint. A protest fee of 50 EUR shall be paid to the IOF Senior Event Adviser in cash when making a protest. The fee will be returned, if the protest is accepted by the jury. When a protest is signed by more than one Federation, each Federation will pay the protest fee. The composition of jury will be announced at Team officials meeting on 5th August. WTOC CLASSES AND PARTICIPATION RESTRICTIONS The Competition rules for IOF Trail Orienteering Events will be applied to participation in the World Trail Orienteering Championships 2018. All competitors, regardless of sex, age or physical ability/ disability are eligible to be entered for the Open Class competition. Only competitors, who have a permanent disability that significantly reduces their mobility and have an official IOF certificate confirming this, are eligible to be entered for the Paralympic Class. TEAM MATERIAL AND INFORMATION Each team will get a WTOC 2018 information/material package from the WTOC Office upon accreditation. The package includes the following items: Bulletin 4 for all team members Accreditation badge Si cards that are assigned by name to each competitor and shall not be used by another athlete. A charge of 60 EUR will be imposed for any lost or missing SI-Card Parking tickets for team vehicles Banquet tickets Entry forms for team competitions. All entries must be delivered at the Event Centre WTOC office latest at 18.00, August 9. Bulletin 4 is the most important source of competition information to teams. This information will be complemented in Team Officials Meeting prior to each competition day. In order to allow Team Officials Meetings to be productive and flexible, please contact the Event Director already before the meeting, if you haven t received the necessary information from the bulletin or by taking part in the respective model event. Osinovka Ribaku ANTI-DOPING AND ELECTRONIC EQUIPMENT Doping is forbidden. Organizers are fully committed to support the efforts of the anti-doping authorities (point 26.4 IOF TrailO rules). The Anti-Doping Officer acting on behalf of World Anti- Doping Agency may require doping control procedures to be conducted by any competitor. It is the responsibility of competitors to obtain any required TUE (therapeutic use exemption) certificate. Any telecommunication or similar electronic equipment, including media players are forbidden to use in the competition area (embargoed areas) during the competition period (starting quarantine is closed from the first until the last competitor s finish), except by marshals need. Any prohibited use of telecommunication or similar electronic equipment may result in disqualification of the competitor and team. TERRAIN, CLIMATE, HAZARDS In August, the average temperature in Daugavpils is 21-25 C during the day and 13-17 C at night. Small, local thunderstorms with rain are possible. WHEELCHAIR USERS Assistants to push wheelchairs will be provided on all event days. Please inform organizers about the need of pushers by writing an e-mail liga.ruksane@woc2018.lv. Athletes and officials must take into account the fact that TempO restricted area includes the hotel Rotko centra rezidences, located in Mihaila street 3, and it is within the restricted area, thus access to this hotel is forbidden until the end of the TempO events. More information and maps of the embargoed areas are available on the WTOC2018 website: http://www.woc2018.lv/wtoc/embargoed-areas/ ELECTRONIC PUNCHING SportIdent will be used for PreO and relay, in accordance with the Competition Rules for IOF Trail Orienteering Events (http://orienteering.org/wp-content/uploads/2010/12/iof-trail-orules-2018_v1.3final.pdf). Competitors and team officials will be issued an SI card which will be put in team bags and received at accreditation. If a competitor loses the SI card, full price of 60 EUR has to be paid for it to the organizer. It is the competitors responsibility to punch Clear and Check station before every race where SportIdent system is used. The correct number of SI stations will be provided in a carousel at each decision point. The competition maps for PreO courses and relay will include 3 lines with 6 backup boxes (A-Z) each. If one or more SI stations do not work or are missing, the competitor should punch the backup boxes on the competition map using the backup pin punch provided at the particular control. Competitors should notify the finish official, if they have used the backup puncher, and the latter will note the number of the control punched and competitor s name on the map, and pass it on to the results team. If any competitors have used the backup punch on the first part of PreO 2 competition, they must notify the official at the end of the first part. If the backup punch has been used, but a different answer for the control has been recorded in the SI card, it will be considered as incorrect. In the PreO events, the controls have to be punched in the correct order. Any control that has been missed will be counted as no answer given, even if punched later, and any control punched more than once with different answers will be counted as incorrect. For example sequence 1, 2, 3, 6, 4, 5, 6, 7, 9, 10 will result in controls 4, 5 and 8 to be counted as no answer given. If the competitor had punched answer B for control 6 both times, the first punch will be counted as the answer given. If answers punched are different, they will be counted as incorrect. In the relay, competitors can visit controls in any order. In cases when the competitor has punched more or fewer controls than required for their leg, the procedures outlined in the IOF TrailO rules Appendix 6 will be applied: 1. Answers to controls already punched in previous legs will be ignored; 2. If the team have punched fewer than 10 controls after the first leg, or less than 20 controls after the second leg, the first unsolved controls (in number order) will be marked as invalid, until the required number of controls is reached; 3. If more than 10 controls are punched in a leg, for each extra control punched, the first control (in number order) with a correct answer solved in the leg will be marked as invalid, until there are no more extra controls, or no more correct answers given in the leg. At the changeover, there will be marshals checking the controls solved in the leg, and marking any additional control as invalid in the team card as required by point 2 above, and the team card will be retained after the last leg has finished. It is the competitors responsibility to make sure that the controls they have marked as solved in the team card match the controls they have punched with their SI card; any inconsistencies found may result in disqualification of the team. If a competitor used the backup pin punches, this is considered as one of their answers in addition to those recorded in the SI card. In timed controls, answers will be recorded using the ANT system by the marshals at each station. The competitor carries a backup card in which the official will record the answers. This card will serve as a proof of answers to the competitors, but should be kept save as it might be collected in case of failure of the electronic recording system. WTOC 2018 / 22 WTOC 2018 / 23

Answers to timed controls must be given either by using the pointing board, or orally using the International Phonetic Alphabet (Alpha, Bravo, Charlie, Delta, Echo, Foxtrot, and Zero). When answers are given orally, they must be spoken out clearly. An answer that is incomprehensible, or not in the International Phonetic Alphabet (for example, beta ) will be recorded as invalid. During the competition, the head marshal at each station has the highest authority in resolving any disputes regarding the answers recorded, should they arise. CLOTHING There are no special regulations (except IOF TrailO rules 21.6, 33.1 and 33.2 point) concerning the type of footwear or clothes on the terrain: however it is recommended to protect yourself against insects (mosquitoes, ticks) and sun. OPEN PUBLIC EVENT Open public event will be held during WTOC on the WTOC courses, on the same days, after the official WTOC programme. The whole event includes 1 TempO competition (WTOC Qualifications), 2 PreO competitions (WTOC Day 1 + Day 2) and 2 model events. Entry fees are 15 EUR per competition, 5 EUR per model event or 40 EUR for the whole event. For all juniors (born in 1996 and later) entry fees are 5 EUR per competition, 3 EUR per model or 15 EUR for the whole event. For entered competitors the model maps will be available in the Event Centre on the competition day. Team officials and accompanying persons will receive maps/numbers bibs and SportIdent cards together with team packages. If team officials and accompanying persons wish to participate in the Public races, they have to make applications a day (until 12:00) before every event in the Event Centre. There will be no option to make application on the competition days. If anyone wishes to participate in Public Race, entries have to be made a day before the competition.
