REPRESENTATIVES COUNCIL MEETING NOVEMBER 29 AND 30, 2012 ORDER PAPER Voting Information: Please note the following: As per the following By-Laws:- By-Law 3 Committees, Section 1 (d) voting, Section 2 (d) voting By-Law 9 Amendments Section 2 (b) The Standing Rules - sport specific rules of play (i.e. Rules and Officials, Uniforms and Equipment, Seeding) governing competition at the various Championships sponsored by the Federation can be amended by a two-thirds (2/3) majority vote of the members present at a Representatives Council meeting, providing there is a quorum. All proposed changes must be presented to the respective Sport Advisory Committee prior to being presented to the Representatives Council. Proposed amendments must be in the hands of the Executive Director at least forty-five (45) days prior to a Representatives Council meeting for circulation to all Representatives Council members 30 days prior to the respective meeting. Such amendments become effective as of September 1 st following their adoption unless otherwise stated in the motion. Eligible Voting members of the Representatives Council are: i) One(1) male and one(1) female from each association, with the exception of TDSSAA which shall select two(2) males and two(2) females. ii) The Principals Council will have six (6) regional representatives as outlined in Article 4 Section 5. 1

NOTE: Championship Review has seen all the motions and sent two of them back to their respective SACs for clarification. The changes were made. There was not further support or non-support for any of the motions. BOYS BASKETBALL 2 motions MOTION 1 MOTION BARBEAU/VESPRINI Page D-1, Section: 4 c) Tournament Structure and Procedures WHEREAS: In the past, some championship hosts have scheduled the host school s team or the host association s team in their home gymnasium for both the first and second rounds of the Boys Basketball Championships. AND WHEREAS: This can give a significant advantage to the host school s or host association s team. BE IT RESOLVED THAT: Section 4 c) Tournament Structure and Procedures be added, The convenor must ensure that the host association s team or teams do not play consecutive games in the same gymnasium during rounds 1 (one) and 2 (two) of the tournament, after, Convenors, whenever possible, should ensure that all participating teams are rotated throughout all Championship sites during the preliminary rounds of competition, MOVER: Jim Barbeau SECONDER: Michele Vesprini School: Nicholson Catholic College Cathedral H.S. BE IT RESOLVED THAT: Section 6 -Seeding, a) be added to read, Any player who is not eligible under the OFSAA eligibility rules shall be identified on the team s AELS registration form submitted for the championship. BE IT FURTHER RESOLVED THAT: Section 6 -Seeding, b) be added to read, All games in which the ineligible players participated, must be identified when a team registers through AELS for the OFSAA Boys Basketball Championships. 2

AND WHEREAS: Teams at the Girls Basketball Championships don t always have the school funding to have a second set of uniforms. AND WHEREAS: The Girls Basketball SAC would like to be more lenient on coaches in the above situations. BE IT RESOLVED THAT: Section 10 Uniforms and Equipment be changed from, Uniforms must be in accordance with the National Federation Rule Book. Team players must wear identical or same colour shorts. Teams must provide a second set of uniforms or a set of legally-numbered markers of a different colour in case two opposing teams have the same colour uniforms. A coin toss shall decide which team changes, to read, Uniforms must be in accordance with either the National Federation Rule Book or the FIBA rule book. AND WHEREAS: Some associations begin their schedules in November and allow teams to make up their own schedule with teams. AND WHEREAS: SAC would like consistency. BE IT RESOLVED THAT: Section 8b) read as follows:- No competitor is eligible for the OFSAA Hockey Championship whose name has appeared on a game sheet, and dressed, after his leagues first regular season game, for a team in A. B, C, D, Major Junior, Junior, Intermediate, Senior or GMHL divisions.. AND WHEREAS: The current playing regulations have a few discrepancies. BE IT RESOLVED THAT: The following sections (c) (d) (e) (f) (g) need to be in line with the OHF Minimum Suspension List and be changed as follows: (a) remains the same (b) remains the same (c) ( i) Delete the last sentence ( See exception in (d) major for fighting). (c ) ( ii) Change the word misconduct to major (d) remains the same (e) Add to the section (from current g ) A player who is assessed a five minute checking from behind penalty will be ejected for the remainder of that game and his team s next game (f) Remains the same (g) Delete the whole section [ it is section ( e)] (h) Change word minimum to maximum and add statement or a time mutually agreed upon by both coaches. SNOWBOARDING (7 motions) MOTION 1 MOTION SARGANT/WARRENER Page L-1, Section 3 - Events WHEREAS: In Level 2 competition, the top 3 male and female athletes from the association shall be permitted to enter. Level 2 is only for individuals. There have only been a very small number of competitors (up to 15) in both the female and male categories. AND WHEREAS: This above restricts some Level 2 athletes from attending the OFSAA Festival. AND WHEREAS: The A.O.S. stage 3 level is similar to the Nancy Green in alpine skiing. BE IT RESOLVED THAT: Effective beginning for the 2013 OFSAA Festival, the Level 2 definition be changed to Participants are those snowboarders who have competed in A.O.S. stage 4 or higher, and/or trained-to-compete or equivalent club level racing events (including alpine racing and/or boardercross) This would exclude slopestyle and half pipe competitions. MOTION 3 MOTION TAIVASSALO/WARRENER Page L-2, Section 5 - Entry subsection (f) WHEREAS: A principal may designate a teacher-coach from another school to supervise an athlete. BE IT RESOLVED THAT: Effective beginning for the 2013 OFSAA Festival, after All coaches, or designates be added to section 5 (f). It would now read All coaches or designates must attend the pre-meet coaches meeting in order for their schools to participate in the OFSAA Festival. Mover: Petja Taivassalo Seconder: Duncan Warrener School: Langstaff SS Nelson HS Association: YRAA GHAC Name of Speaker at the Meeting: Ken Coffin MOTION 4 MOTION SARGANT/TAIVASSALO Page L-3, Section 8 - Rules and Officials subsection (a) WHEREAS: The International Ski Federation (FIS) rules for snowboard giant slalom races allows for the second run to be in Bibbo order (reverse top 30 racers and then order of finish after the first run). AND WHEREAS: In the Level 1 race, there are well over 130 racers. BE IT RESOLVED THAT: Effective beginning for the 2013 OFSAA Festival, the last sentence in 8 (a), be changed to: The order of the second run for Level 1 competitors only will be a Bibbo order (reverse top 30 racers and then order of finish after the first run) if the computer program is designed to do this; otherwise, the second run order will be the same as the first. AND WHEREAS: Effective September, 2009, OSBIE insists that all participants must wear an appropriate snow sport helmet for school excursions to OSRA member facilities. AND WHEREAS: OPHEA requires helmets for interschool (including practices) and for anyone skiing. AND WHEREAS: By coaches wearing snow sport helmets sets a positive example to the student-athletes who must wear helmets while on the hill. AND WHEREAS: The current playing regulation states that Coaches and other adult volunteers are strongly recommended to wear helmets. BE IT RESOLVED THAT: Effective for the 2013 OFSAA Festival, that the last sentence in the first paragraph of section 9 be changed to read Snow sport helmets must be worn by all coaches and officials while on the hill. AND WHEREAS: The use of cameras and video devices could be considered dangerous when racing through a giant slalom course. BE IT RESOLVED THAT: Effective beginning for the 2013 OFSAA Festival, no cameras or video devices are to be worn while on the race course. AND WHEREAS: The Race Jury is an integral part of the Snowboarding Festival by making decisions on protests which may occur from disqualifications. AND WHEREAS: The procedure for protests is not stated in the Playing Regulations. AND WHEREAS: The following motion has always been in practice at the Snowboarding Festival. BE IT RESOLVED THAT: Effective beginning for the 2013 OFSAA Festival, that the following new subsection (g) be added: The Race Jury shall consist of the Technical Delegate, the Chief of Race and the Referee. Protests: Protests against disqualifications must be submitted in writing to the Referee within 15 minutes of the posting of the Referee s report on the official scoreboard at the finish area of the race course. The official OFSAA protest form must be used. These are available at the finish area. Protests must be substantiated in detail. Proof must be submitted and any evidence must be included. A fee of $50.00 is required with each protest. A protest may be withdrawn by the protesting party before the publication of the decision by the Race Jury. If the protest is upheld, the fee of $50.00 will be returned. AND WHEREAS: Special Olympics swimmers are scored differently than the equivalent S14 Para-swimmers. AND WHEREAS: At the OFSAA Swimming Championship we currently only use para-swimming scoring procedures. Therefore, all Special Olympics swimmers are currently scored based on the S14 para-swimming category anyway. BE IT RESOLVED THAT: Page T-1 Section 3a)(i) Meet Structure be changed to read, All para-swimmers must have a classification provided by accredited classifiers, to compete in OFSAA. All classification information can be found on the OFSAA Swimming Championship website. Classifications for Para-swimming Competitors: - S1-10 are for physical impairment; - S11, S12, S13 are for visual impairment; - S14 are for intellectual impairment; NOTE: SNC charts will be used to score the S1-S14 categories. 9

BE IT FURTHER RESOLVED THAT: Page T-1 Section 3a)(i) Meet Structure, and Special Olympic charts will be used to score the SO category, be removed. BE IT FURTHER RESOLVED THAT: Page T-3, Section 3g) Meet Structure, S14 and SO swimmers will be scored as the same category, be removed. BE IT FURTHER RESOLVED THAT: Page T-6, Section 7b)(viii) Eligibility, and/or Special Olympics, be removed. AND WHEREAS: These athletes could be considered equivalent to Swimming/Natation Canada (SNC) club swimmers. BE IT RESOLVED THAT: Page T-2 Section 3a)(ii) Meet Structure be changed to read, A "non-snc competitive aquatic club" is defined as a club which practices outside the school curricular and/or extra- curricular programs and whose athletes compete in scheduled competition for the club during the year, including, but not limited to synchronized swimming, water polo and triathlon.
