The Annual Report will be provided to Council at a regular meeting of Council. Upon receipt by Council, the report will be made available to the public by April 30th. The Annual Report may include but is not limited to the status of strategic initiatives identified in the corresponding Business Plan, OPP statistical data and analysis, OPP incidents of note, the status of OPP special programs such as RIDE etc... as well as the financial results for both OPP and Board operations. In 2014, the elected Chair and Council appointed member was Deputy Mayor, Barry Rand, the elected Vice-Chair and Provincial Appointee was Bert Donia and Stacey Scott was the Council appointed Community Member. Mayor, Richard B. Woodcock was appointed to the Police Services Board on December 2, 2014. Pursuant to subsection 27(10) of the Police Services Act, the Appointments Officer from the Ministry of Community Safety & Correctional Services contacted Bert Donia to gauge his interest and to offer an extension of his term on the Police Services Board. Mr. Donia expressed interest in continuing as the provincial appointee and was reappointed by Order in Council No. 1322/2013 for a term ending June 19, 2015. OPP Peterborough Detachment The Detachment Commander in 2014 was Inspector Brent Anderson. Inspector Anderson was promoted to Superintendent Director of Support for Central Region in March. Tim Tatchell was promoted to Detachment Commander in May 2014. The detachment has a compliment of 74 constables. Monthly reports and verbal reviews were presented at the NK PSB meetings attended by Inspector Anderson and Inspector Tatchell. The Peterborough OPP also participated in the following programs and activities in the community in 2014. School liaise officer PC Greg White presented the DARE program to the grade 6 class at the Apsley Public School. He made 9 presentations completing the program. PC White also facilitated 2 lock down drills with the entire student body and staff. Throughout the year he liaised with school staff on a regular basis. On Monday 05May14 the Pedal for Hope cycling team attended the Apsley PS as part of their annual fund raiser for Pediatric Cancer research. 2014 marked the 10th anniversary of the tour and school staff was delighted to participate in this milestone event. Peterborough County OPP marine unit and auxiliary unit attended the annual Cops and Kids Canadian Tire fishing derby held on Saturday July 12 2014 on Jack Lake. The event was sponsored by Canadian Tire and the Police Associations of Ontario. The North Kawartha community policing committee and Community Services officer PC Bruce Hanna attended the event. 01Jul14-2 Peterborough County OPP Auxiliaries attended the Canada day parade to provide traffic control during the event. 11Nov14 PC Jim Evans and Retired Constable Paul Dunford attended the Remembrance Day services. PC Evans laid a wreath on behalf of the OPP. PC Andy Eberhardt attended to provide traffic control during the event. Annual Report 2014 North Kawartha Police Services Board Page 3 of 8

22Nov14 Members of Peterborough County OPP participated in the annual Christmas parade. This was the first year the parade took place during the evening. In 2014 Community Services officer, PC Bruce Hanna, was very active with the seniors in the community. Throughout the year he put on the following 4 presentations at the Glen Alda hall: o 2 anti-fraud presentations o 1 Power of Attorney presentation o 1 Elder abuse presentation. The 2014 Festive R.I.D.E. ( Reduce Impaired Driving Everywhere ) campaign ran from 24Nov14-02Jan15. North Kawartha Community Policing (NKCP) The North Kawartha Community Policing Committee is a volunteer, not for profit organization that serves as the community half of the partnership between the community and the Police as mandated by the OPP definition of Community Policing. In 2014 the North Kawartha Community Policing Committee supported programs and arranged to have the Road Watch signs installed. In 2014, North Kawartha Community Policing was supported by the Police Services Board with a $ 1,000 allocation in the Community Initiatives line of the policing budget (with actual expenses of $ 348.43) and with heat and hydro expenses provided to the Emergency Services Headquarters, 10193 Highway 28 where the NKCP office is located. Training, Education and Presentations Received The OAPSB (Ontario Association of Police Services Boards) Spring Conference was attended by Vice-Chair, Bert Donia. There were no presentations / deputations received by the PSB. Annual Report 2014 North Kawartha Police Services Board Page 4 of 8

2014 Strategic Accomplishments The strategic accomplishments are based on an evaluation of those initiatives identified in the North Kawartha Police Services Board s (NK PSB) 2014-2016 Business Plan. Below is a list of the items that were dealt with by the NK PSB in 2014. Road Watch Program The Corporation of the Township of North Kawartha passed by-law # 59/13 in June 2013 to authorize participation in the ROAD WATCH@ program. The agreement will renew annually, $ 100.00 per year which will be paid through the Police Services Board Membership budget. NKCP agreed to facilitate the program forwarding citizen reports which will give the OPP the necessary tools to appropriately deal with these acts of unsafe driving. Reports may also be made on-line at www.roadwatch.ca, by choosing Province = Ontario, Region = Peterborough County or Cities = North Kawartha. The number of RoadWatch Reports received by the OPP are included in the OPP s monthly report to the NK PSB. NKCP arranged for the installation of the RoadWatch signs on the roadways. Offenders will be aware that speeding, aggressive driving and unsafe driving practices are being monitored by their fellow citizens. The OPP support this program. General Traffic concerns The NK PSB recommended that the Township contact the County of Peterborough to extend the no parking and no loading zone at the curve on Burleigh Street to improve visability on the corner and improve pedestrian safety. Representatives from the County met with the Township s Road Supervisor and the owners of the property to develop a plan related to the visibility on the corner and pedestrian safety. On a trial basis, signage was installed and more pavement markings were added. The area north of Foodland will be marked on the pavement walking area between the road and the grassed area next to the fence. The effectiveness of this step will be monitored. Discussion was held on the lack of presence of the OPP at community events and parades and the authority to direct traffic, man barricades and close highways at these events. Peterborough OPP are working with the municipality to achieve success. The PSB recommended that the Township request the Ministry of Transportation to reduce the speed from 80 km / hr to 60 km / hr on Highway 28 before the curve at the north end of Apsley, near Mill Lake Road. There was discussion on the appropriate speed limit and speeding on Jeff Road. The radar board results were reviewed. The speed limit may be appropriate however Jeff Annual Report 2014 North Kawartha Police Services Board Page 5 of 8

Road was identified as any area for radar board detection and OPP patrol and enforcement. The PSB recommended that the Township request a meeting to deal with Highway 28 closures for short term traffic issues and longer term responses and that the appropriate parties such as OPP, Ministry of Transportation and surrounding townships and counties be invited. Support North Kawartha Community Policing (NKCP) Numerous attempts were made to contact NKCP. Chair Max McCauley advised that they were seeking new volunteers and not meeting as frequently. A/S Postma, OPP advised that OPP are seeing a trend across the province of community policing groups disbanding. No minutes were provided to the NK PSB and the Council liaison nor members of NKCP attended any NK PSB meetings in 2014. One set of radar board reports was received upon request regarding Jeff Road. SALT Program ( Seniors and Law Enforcement Together) The PSB has not been approached by any members of SALT and is unaware of any SALT volunteers within the community. Public Education A few visitors attended PSB meetings in 2014. There has been a lot of reference to the increasing police costs and the new OPP billing model in the minutes from the meetings. There was also a May Day letter writing campaign, an article in the Apsley Voice and the use of social media. In response to complaints regarding water sports and water safety, informational water safety websites were provided in the minutes and to the Lake Associations in North Kawartha. Future of Policing Chair Rand addressed Jeff Leal, MPP regarding the proposed OPP billing model especially prior to the completion of the Future of Policing Advisory Committee s (FPAC) work. He advised that there could be a 16% increase in the tax rate due to the rising costs and the cost per household factor and inquired if the Ministry of Rural Affairs was consulted by the Ministry of Community Safety and Correctional Services. Jeff Leal advised the eight municipalities to provide their recommendations to the province. Chair Rand also advised that the OMPF funding received by municipalities no longer contained reference in the formula to the costs of policing. Chair Rand also reported to the PSB on his meeting with Rick Philbin, OPP and Rick Johnson of Jeff Leal s office regarding the differences between rural areas and cottage country versus urban centres Annual Report 2014 North Kawartha Police Services Board Page 6 of 8

and commercial / industrial businesses. There was no cost for commercial businesses similar to the cost per household in the proposal. NK PSB encouraged the public through the website and social media to participate along with neighbouring municipalities in a media and letter writing campaign, May Day, to oppose higher policing costs associated with the OPP Billing Reform Model. An article was also placed in the Apsley Voice and sample letters for residents and businesses were provided. A request was made to AMO (Association of Municipalities of Ontario) to consider appointing Barry Rand to the OPP Billing Steering Committee but was unsuccessful. A response was received from Madame Meilleur, Minister of Community Safety and Correctional Services in regards to the County of Peterborough delegation (which included Chair Rand) at the 2014 ROMA/OGRA conference outlining the Ministry s position on the proposed billing model and police costs. A presentation was made to Minister Naqvi, new Minister of Community Safety and Correctional Services on July 17, 2014 on the Proposed OPP Billing Model by Chair of NK PSB and Deputy Mayor, Barry Rand, Warden, County of Peterborough and Mayor, Douro-Dummer J. Murray Jones, Shannon Hunter, CAO, Township of North Kawartha and Janet Clarkson, Mayor Trent Lakes. The presentation included recommendations, concerns, a summary of attempts by municipalities to address the policing issues and statistics from Northern Peterborough County. Chair Rand updated the PSB on a Civilian Police Governance session that he attended. Peterborough Drug Strategy / DARE program / Pedal for Hope Upon a recommendation from the PSB, the Township of North Kawartha supported the purchase of an ipod for Pedal for Hope (Cops for Cancer), which raises funds for pediatric cancer, to provide to a student at the Apsley Central School during their visit. Other accomplishments (not specific to the 2014-2016 initiatives) The PSB completed the 2014 2016 North Kawartha Police Services Board Business Plan. The PSB applied for and received a RIDE grant. Therefore, the total amount paid out on the contract was $ 608,331.00. The amount received in 2014 revenue as Recoverables was $ 2,732.09, more than expected in the $ 1,500.00 budget amount. Statistics The calls for service below represent all calls for service in North Kawartha including those paid for by provincial resources and is not limited to the calls which are paid for through the contract with the OPP. There were 636 calls for service in 2014. Calls for service form part of the basis for our contract with the OPP.
