Changing road user behavior... Changing road user behavior requires a combination of diverse measures including Education Awareness campaigns Robust enforcement Infrasture measures Consistant and visible political and social leadership for road safety People must understand (rationally) and feel (emotionally) why they must be safe road users Individual responsibility for using the roads safely is crucial 6
