ORWALL LOCAL LEAGUE RULES 50/70 Premier - FALL 2018 All rules cntained in the 2018 RULEBOOK Official Regulatins, Playing Rules, and Operating Plicies shall apply unless expressly mdified by the rules cntained herein. In such case, the rules cntained herein shall apply. PLAYER DRAFT The rder f the draft shall be determined in a randm fashin immediately prir t the draft. After draft rder is determined, managers may chse t trade draft psitins. A snake type draft shall be used. Players wh were nt evaluated during tryuts are ineligible fr draft selectin by managers and shall be issued in a randm fashin t Elite teams in the current draft rder. Managers children shall be frzen in the 3 rd rund if age 13; 4 th rund if age 12, 5 th rund if 11. Only ne persn per team shall be allwed in the draft rm prir t the draft and trading perid. Only the Divisin Directr(s) f the divisin being drafted, the Infrmatin Officer, and Bard President shall be allwed in the draft rm. Any ther bard member must have the cnsent f the Bard President. Only critical utside cmmunicatin, at the discretin f the Bard representatives cnducting the draft, shall be allwed during this time. Unless designated as his/her child's team representative, n Bard member may be present during a draft invlving his/her child. One (1) minute shall be allwed fr picks in the first six runds f the draft. Tw minutes shall be allwed fr all subsequent runds, time permitting. Failure t pick within the alltted time shall result in frfeiture f the draft pick in that rund. The last available tryut player shall fill the missed draft pick. A break shall be allwed after the sixth rund. In the event f a "sibling ptin", players shall be selected in cnsecutive runds. The sibling ptin is available nly t siblings, step-siblings, r players living within the same residence. The draft shall cntinue until all eligible players have been selected Players wh were nt evaluated during tryuts (n-shws/late registrants) are ineligible fr draft selectin by managers and shall be issued in a randm fashin t Elite teams in the current draft rder. A trading perid shall be allwed after all players have been drafted during the remaining alltted draft time perid. All trades must be within ne (1) draft rund, ne up (-1) r ne dwn (+1) and shall be made with the apprval f the Player Agent (Divisin Directr). Any trade fllwing the draft shall require Divisin Directr and ORWALL Bard Apprval. 1 f 6
Mvement f Players between PREMIER and ELITE Leagues If a team falls belw ten players thrugh resignatin r an injury that frces the player t miss the remainder f the seasn, the team may be allwed t select an eligible player frm the ELITE league t replace the lst player(s). Such a replacement shall nt be allwed during the last tw weeks f the regular seasn. A player registered pst draft shall be eligible fr PREMIER league selectin nly after residing n an ELITE league rster fr a minimum f tw weeks. Each case shall be handled n an individual basis by the Player Agent (Divisin Directr) with the respective player's best interest at hand. Players shall be chsen first frm the ELITE teams that have the mst players at that pint. Ntificatin must be made t the Divisin Directr within 24 hurs f the lss f the player. Ntificatin f the chice f an ELITE league player must be given t the Player Agent within 72 hurs after the lss f a player. Failure t ntify the Player Agent in a timely manner may result in the frfeiture f a game r games by the Cmpetitin Cmmittee. After an ELITE league team has had a player drafted int the PREMIER League, n additinal players shall be allwed t be drafted frm that Elite team fr the remainder f the seasn. FIELD DECORUM All n-field adult team persnnel must wear/display their ORWALL-issued FALL 2018 vlunteer badge in plain view while serving as manager/cach n the field f play. A manager r cach may nt leave an area within ne arm s reach f the dugut except t cnfer with a player r an umpire and nly after receiving permissin frm an umpire. Maximum f 1 manager and 2 caches are allwed n the field and dugut fr each team. N batbys, batgirls r siblings are allwed in the dugut during the game. At least ne adult manager r cach must remain in the dugut at all times. Regulatin XIV A manager r cach may cme ut nce in ne inning t visit with the pitcher, but the secnd time ut t visit in the same inning, the player must be remved as a pitcher. Furthermre, a manager r cach may cme ut twice in ne game t visit with the pitcher, but the third time ut, the player must be remved as a pitcher. Nte, this rule is per pitcher. Rule 8.06 Only the manager is authrized t cnfer with an umpire regarding rule interpretatins. Judgment calls may nt be challenged (Rule 9.02 (a)). Caches and parents shuld defer t the Cde f Cnduct regarding interactin with umpires. All n-field persnnel participating in any capacity during an ORWALL team event shall nt represent any ther yuth baseball rganizatin thrugh attire, advertising, r slicitatin during the entirety f the ORWALL scheduled event, including pre- and pst-event meetings immediately befre and after such event. See cnflict f interest plicy frm Green Bk. Penalty shall be at the discretin f the ORWALL Cmpetitin Cmmittee, t include, but nt limited t, warning, suspensin, r dismissal. Prtesting games in the fall seasn is nt permitted. Rule 4.19 shall nt apply fr the fall seasn. 2 f 6
Only prperly equipped players (nt caches) may warm-up pitchers during games. Rule 3.09 and Regulatin XIV (f) Where the bull pen is lcated n the playing field, a player with a helmet and fielding glve r a cach with a fielding glve must stand guard, watching the game, t defend the players warming-up against a live baseball. STARTING AND ENDING THE GAME 9 defensive players shall be n the field, if available. In fall league play, if a team is unable t field a minimum f 8 players (including after injury r ejectin), the game shall be cnsidered a frfeit. A maximum f five runs per inning may be scred by a team in the 1 st thrugh 6 th innings. Ten runs may be scred in the 7th inning. After the 4 th inning, the fifteen (15) run rule is in effect, and after the 5th inning, the ten (10) run rule is in effect in accrdance with rule 4.10(e) N inning may start ne hur and fifty minutes after the scheduled start time. It shall be understd that an inning starts the mment the third ut is made in the preceding inning r the maximum amunt f allwable runs in the inning have been scred. Any inning started shall be cmpleted. EXCEPTION: if time has expired, the inning shall be cmpleted nly if it culd decide the final utcme f the game. The hme plate umpire may change the scheduled start time f the game nly t start the game early prvided bth teams have all players available. Only the Directr n duty may change the scheduled start time in the event f an anticipated r knwn delay. Such a decisin must be made within 30 minutes f the actual start time, and must then be cmmunicated immediately t the hme plate umpire and managers f bth teams. Games played the full-alltted time limit shall be cnsidered a cmplete game regardless f the number f innings cmpleted. The umpire shall allw a maximum f ne minute between innings. THE PLAYERS ORWALL-issued unifrms fr the respective team & current seasn shall be wrn by all players participating in League game play. All male players must wear athletic supprters (Rule 1.17) and are strngly encuraged t wear a prtective cup (male catchers must wear prtective cup). Free defensive substitutin shall be allwed. All players may sit ut n mre than tw innings per game. Players may nt sit ut in cnsecutive innings. Each player must play a minimum f ne cmplete inning at an infield psitin (P, C, 1B, 2B, 3B, SS) by the end f the third (3 rd ) inning. 3 f 6
Players nt starting the game n defense, unless absent, must start the next game. All players in attendance shall bat in a cntinuus batting rder. A cntinuus batting rder shall be furnished t the fficial game screkeeper and ppsing manager by the scheduled game time. Players withheld r sitting n the bench due t sickness, injury, r disciplinary actin must be indicated n the lineup sheet. (Rule 4.04) Vilatin f the minimum play requirement shall result in the fllwing penalties: The manager shall fr the : 1 st ffense - is a written warning; 2 nd ffense - suspensin frm next scheduled game; 3 rd ffense suspensin fr the remainder f the seasn. (Regulatin IV- The Players) A pl f players frm existing regular seasn teams can be created with players that are willing t participate in extra games during the regular seasn when teams face a shrtage f rstered players fr a regular seasn game within their respective divisin. (Regulatin V Selectin f Players) NOTES Regarding Regulatin V: Substitute players may nt be brrwed frm an ppnent. They must be assigned by the Divisin Directr. The league s player agent shall create and run the pl. The league s player agent shall use the pl t assign players within their respective divisin t teams that are shrt f players n a rtating basis. Managers and /r caches shall nt have the right t randmly pick and chse players frm the pl within their respective divisin. When a player participates in a game n a team ther than his /her wn team, such player shall nt be permitted t pitch in that game. Pl players that are called and shw up at the game site must play at least nine cnsecutive defensive uts and bat nce. THE BATTER Metal cleats shall nt be wrn in the ORWALL batting cages. This helps t preserve the synthetic batting surfaces/batter s fting. Defensive teams may elect t intentinally walk a batter by annuncing the decisin t the plate umpire. After apprpriate ntificatin is made by the defensive manager, the ball is ruled dead and n ther runners may advance unless frced by the batter s award f first base. Once the award is granted, fur pitches shall be added t the defensive pitcher s fficial pitch cunt. Rule 6.08(a)(2) If the batter squares t bunt, he must either attempt t bunt the ball r take the pitch. In the event that the batter then swings, the manager is ejected frm the game and the batter is ut. The ball is cnsidered dead and the runners must return t their riginal bases. Nte: The batter must ffer (and miss) at a pitch utside f the strike zne fr a pitch utside f the strike zne t be declared a strike by the umpire. Rule 2.00, Bunt All bats apprved fr Little League use, accrding t bat rule 1.10, shall have the USA Baseball mark r be a wd bat made frm a single piece f wd. Bats may be n larger than 2 5/8 barrel diameter. Nte: USSSA BPF 1.15 bats are nt apprved fr play in Little League. BBCOR bats are permitted fr Intermediate Divisin play. 4 f 6
Metal spikes and mlded plastic/tpu cleats are permitted fr divisin play. EXCEPTION: Pitchers are nt permitted t wear metal spikes r hard mlded plastic cleats n a synthetic pitcher s mund. Batters must keep ne ft in the batter s bx thrughut their at-bat during fficial games. If the batter leaves the batter s bx r delays play and nne f the exceptins f Rule 6.02 apply, the umpire shall warn the batter. After ne warning n a batter, the umpire shall call a strike. Any number f strikes can be called n each batter. See Rule 6.02 (c) fr further details. The batter may advance t first base n an uncaught 3rd strike (with tw uts r when first base is unccupied with less than tw uts) at any time befre entering the dugut r ther dead ball area. (Rule 6.05 (b) (2) A.R.) Dnut-type swing weights are nt allwed in Little League. (Rule 1.10, Nte 1) It shall be the manager s respnsibility fr prviding prf, t the umpire in charge, that a bat is legal. USA Baseball apprved bat list may be fund here: http://usabat.cm. The penalties f Rule 6.06 (d) shall apply regarding the discvery f an illegal bat during game play. The On-Deck batter psitin shall be within the synthetic batting circle n the same side as each team s respective dugut. EXCEPTION: The On-Deck batter psitin n the MINOR FIELD (nly) shall be the synthetic batting circle n the same side as the ccupied batter s bx. Fr a batter hitting right-handed, this wuld be the 3 rd -base side. PITCHER A pitcher, nce remved frm the mund, may reenter the game as a pitcher nce remved frm said psitin, as lng as he r she remains in the game at anther defensive psitin, nce per game. (Regulatin VI (b)) All pitchers shall pitch frm a distance f 50 feet. A pitcher wh delivers 41 r mre pitches in a game cannt play the psitin f catcher fr the remainder f that day. There is n threshld permitted by where a pitcher can finish a batter with regard t this rule. (Regulatin VI (c), Nte) A pitcher shall nt wear any items n his/her hands, wrists, r arms which may be distracting t the batter. Rule 1.11 (a) (3). Rubber baseball cleats are apprved fr use n the ORWALL synthetic pitching munds. N metal spikes r hard-plastic cleats are t be wrn while playing the psitin f pitcher n these turf munds. 5 f 6
Vilatin f use f an ineligible pitcher r catcher shall result in the fllwing penalties: The manager shall fr the: 1 st ffense - written warning; 2 nd ffense - suspensin frm next scheduled game; 3 rd ffense - suspensin fr the remainder f the seasn. (Regulatin IV- The Players) THE RUNNER T reduce the delay between innings, a team may pinch run fr the catcher at any time. The pinch runner shall be the player wh made the last batted ut. The runner may slide r attempt any anther mvement in an attempt t get arund the defensive player in pssessin f the ball waiting t make the tag. Failure t d either shall result in the runner being declared ut. (Rule 7.08 (3)) Head-first slides are permitted in this Divisin at any time. (Rules 7.08, 7.13) THE UMPIRE Tw (2) cntracted umpire(s) shall be prvided fr each game by ORWALL in this Divisin. GENERAL RULES Player thrwing and batting are limited t the playing field, batting cages, and ORWALL practice field directly suth f Field 10. Fr safety purpses, thrwing r batting in the cmmn areas is strictly prhibited. Hitting any bject (balls, etc.) int any ORWALL fence is NOT permitted. It is the respnsibility f bth teams t rake and line the field in rder t get it ready fr play. Managers shuld encurage parents and players t assist with these duties. All bench areas shall be cleaned by the team fllwing each game. Suggest assigning a player each game t have dugut duty t ensure we keep the park lking gd. N jewelry is t be wrn during warm-up r games, except medical I.D. N nisemakers (hrns, bells, rattles, etc.) are allwed during play. Hme team is respnsible fr keeping the fficial scre bk, including the fficial pitch cunt. Bth teams are encuraged t keep the pitch cunts fr bth teams and verify pitch cunts every half inning. If there is an unreslved discrepancy, the hme team pitch cunt shall be the fficial cunt n recrd. Hme team managers are respnsible fr entering pitch cunts and scres n the website within 24 hurs after cmpletin f the game. Visiting team is respnsible fr running the screbard. It is strngly recmmended that each team designate a persn as defense tracker t track defensive changes and pitch cunts by bth teams. In the event f a ptential defensive substitutin r pitching vilatin, the defense tracker shuld bring it t the attentin f his r her team s manager, immediately. 6 f 6
