General information European Qualification Tournament 2016 The European Qualification Tournament will be held from 16 to 17 January 2015 in the Wow Hotel and Congress Center in Istanbul, Turkey. Each MNA can send maximum 2 male and 2 female athletes, depending on the number of quota places the respective MNA obtained via the World Ranking qualification. -80 kg -67 kg +80 kg +67 kg Competition format Single elimination tournament system. The loser to 1 st placed athlete in the semi-final shall be classified as 3 rd place. The loser to 2 nd placed athlete in the semi-final shall be classified as 4 th place. General qualification Provisions If a NOC has qualified a minimum of two (2) male and a minimum of two (2) female athletes through the WTF Olympic Ranking, it cannot participate in Continental Qualification Tournament unless it relinquishes quota places obtained through the WTF Olympic Ranking in the respective gender. Only NOCs which have qualified less than two (2) athletes per gender can participate in the ETU Qualification Tournament. The top two (2) ranked men and women athletes of each weight category from Europe will qualify his/her NOC for the Olympic Games from the continental qualification tournament held in Europe; making a total of eight (8) men and eight (8) women. The loser to 1st placed athlete in the semi-final shall be classified as 3rd place. An NOC can participate in the continental qualification tournament so long as: The applying weight categories in the continental qualification tournament are not those already qualified through Olympic Ranking; and The number of the athletes qualified through Olympic Ranking of the pertinent NOC does not exceed the maximum quota of two (2) men and two (2) women respectively. 8
Venue WOW Istanbul Hotels & Convention Center Address details: Yeşilköy Mah. Atatürk Havalimanı Cad. NO:15-17-19 34149 Bakırköy / Istanbul The venue is close to Ataturk International Airport in Istanbul. The Organizing Committee will provide transportation from and to the airport and venue if the hotel is booked via the Organizing Committee.
Qualification details Olympic Games Direct qualification for NOC The top two (2) ranked men and women athletes of each weight category from Europe will qualify his/her NOC for the Olympic Games from the continental qualification tournament held in Europe; making a total of eight (8) men and eight (8) women. The loser to 1 st placed athlete in the semi-final shall be classified as 3 rd place. An NOC can participate in the continental qualification tournament so long as: The applying weight categories in the continental qualification tournament are not those already qualified through Olympic Ranking; and The number of the athletes qualified through Olympic Ranking of the pertinent NOC does not exceed the maximum quota of two (2) men and two (2) women respectively. Information for coaches Team registration Each team will be allocated a time slot to attend the registration. Upon arrival, your team will be notified of the exact date, time and location (WOW Hotel and Congress Center). The registration schedule will also be published on the ETU website at www.taekwondoetu.org. Please make sure you have all relevant documents with you when attending the registration. Relevant documents are: - WTF GAL licences of all athletes - Proof of payment (bank transfer sheet) - ETU Coach license card(s) Qualification coaches The minimum qualification requirements for coaches are as follows: All coaches must be at least 18 years of age. All Coaches / Trainers must be holders of the ETU License (granted by participation in a ETU Coach Seminar). Coaches / Trainers that do not have the ETU Coach License shall pay a 200, - (euro) fine at the registration desk. Dress code coaches During all televised contests, coaches are obliged to wear a formal suit. If the contest is not live broadcasted, coaches shall wear sportswear. During the Head of Team meeting, more information about the dress code shall be provided to the teams. Coaches that do not follow the dress code cannot be entered into the field of play. Protector & Scoring System At the ETU Qualification Tournament DAEDO is being used as 11
PSS. The Organizing Committee will provide Gen 2 DAEDO trunk protector and DAEDO E-headgear. Each athlete has to bring his own DAEDO sensor socks. Recognized brands Participating contestants are required to wear WTF-recognized doboks and WTF-recognized protective equipment. The latest version of WTF-recognized manufacturers list is available at the website of WTF: http://www.worldtaekwondofederation.net/recognized In the Call room, athletes sportswear will be checked and athletes wearing non recognized products will not be allowed to enter the field of play. Head of Team Meeting The Head of Team meeting shall be conducted by WTF and ETU officials on Friday 15 January 2016 at 14:00 hrs. Exact location shall be communicated forthwith. Draw of lots All athletes will be seeded according to the WTF Global Ranking as per 31 December 2015. The draw sheets and brackets will be available one (1) day before the start of the competition of the respective weight category. Weigh-in The weigh-in of the athletes takes place one (1) day prior to the start of the respective weight category they compete in. During the weigh-in, the male athlete shall wear underpants and the female athlete shall wear underpants and brassiere. However, the athlete may weigh in nude if he/she wishes to do so. Each athlete shall have one (1) attempt to pass the weigh in. However, one (1) extra attempt is allowed for those athletes who did not qualify the first time. This extra 12
attempt shall be done within the time limit of the official weigh-in. PSS equipment The PSS gear used at the EQT is of the brand Daedo (Gen 2). All athletes shall provide their own electronic senor socks. PSS body protector and E-head gear are provided by the OC. 13
Information for athletes Warming up room Athletes have access to the warming-up room as well as other accredited team officials. Volunteers are inside the warming-up room to answer questions of the athletes and team officials. The OC provides ice in the warming-up room Call room In the Call room, the athlete will receive all sport equipment upon handing in the accreditation card. After attaching all equipment, the assigned International Referees shall execute the inspection. After the inspection, the athlete shall remain in the waiting area. The athlete and coach will be accompanied by escorts into the field of play. After the contest, the athlete has to return all electronic equipment and receives back the accreditation card. Awarding ceremony All medallists are required to report to the Call room as soon as the announcer has announced the preparations of the awarding ceremony start. Please follow the instructions of the volunteers and bear in mind below mentioned instructions. 1. All athletes will be lined-up according to their medal position 2. Medal escorts will escort you to the podium. Please step on to the podium after the announcer has announced your name, country and medal colour. 3. Please face the flags when the national anthem starts. No hats shall be worn during the national anthem. 4. After the anthem, the photographers have the opportunity to take pictures. Please observe the instructions of the medal escorts.
Doping chaperones All athletes selected for anti-doping testing are informed by an antidoping chaperone. This volunteer will accompany the athlete from the moment of the announcement of the anti-doping test till the testing has been completed. Leaving the chaperone may be considered as an offence sanctionable under the WADA Anti-doping Code. Please follow the instructions of the chaperone at all times. Athletes may be accompanied by one (1) person during the process. Please refer to the Medical and Anti-doping chapter for more information on testing procedures. Media mixed zone The media mixed zone is a designated area immediately after departure from the Field of play through which all athletes must pass upon leaving the in-field. It is located at the point of exit from the Field of play or the medal ceremony area. The athletes are obliged to pass through the entire area, though they are not obliged to stop and speak to the media if they do not wish to do so. Media mixed zone access will be handled by Media Operations staff to ensure its smooth operation, yet there will be no priority order to determine the order of interviews. 15
Medical and anti-doping Team doctor s meeting In order to receive accreditation card, all registered team doctors or physicians must attend team doctor s meeting on 15 January 2016. The meeting will take place after the Head of team meeting. Late athlete replacement In the event that the registered athletes should be replaced by another due to injuries, the Member National Association can officially request to ETU for the replacement by no later than 13 January 2016 by submitting Late athlete replacement form together with certification from the medical doctor in the language of the pertinent country and also in English to etuoffice@mail.gr with attention to ETU Sport Director. The decision on the acceptance will be made after evaluation of the submitted documents. In principle, each MNA can replace a registered athlete due to medical reasons in the weight category of its own choosing. However, the request for late athlete replacement can only be done with the appropriate written medical argumentation and is decided upon after examining the request by the ETU Medical Doctor. Medical Room In the venue, a medical room will be available for team doctors to treat their athletes. Basic medical supplies are available. For teams that have no team doctor available, the medical doctor of the OC can assist. Anti-doping rules The WTF Anti-Doping Rules, and where necessary the Code of the World Anti-Doping Agency, shall apply throughout the competitions. Compulsory anti-doping tests will be carried out for all finalists, while random tests will be conducted among the 16
quarter- and semi-finalists who failed to advance to the (semi-) final. The WTF and/or WADA may carry out random out-ofcompetition testing prior to the ETU Qualification Tournament. Therefore, all participating contestants are required to submit their latest and most accurate Athlete Location (Whereabouts Info) Forms to the WTF. TUE (Therapeutic Use Exemption) Athletes who take any substance or medicine listed in the Prohibited List of the WTF Anti-Doping Rules and Anti-Doping Code of World Anti-Doping Agency (WADA) for therapeutic purposes are requested to visit the website of WADA and make online filing of their TUE applications on ADAMS. 17
