Most of your questions should be able to be answered by consulting the Team Manual, the Local League Bylaws, the American Poolplayers Association national website (poolplayers.com) or the League website (dadecounty.apaleagues.com). If your questions cannot be answered by one of the previously listed informational tools, please call Gary at 305-896-6786. If you have a situation that demands immediate attention and you cannot reach Gary at the main League phone number call Howard at 954-559-1549. League Fees The regular weekly and playoff match fee is $40.00 per team, not $8.00 per player played. The fee is $40 every week for 8-Ball matches and 9-Ball matches, it does not matter how many matches are played or if there are forfeits. Other formats may have a different fee, please consult the League Office for this information. League fees can be paid in Cash or a Check written to Dade APA. If you pay your weekly fees in cash, we cannot be responsible for it if it is not received. If any check is returned for insufficient funds, the team will be responsible for the amount of the returned check charge and loss of their bonus points. Shortages must be remitted within 7 days of the time the League Operator informs the Team Captain and/or any member of the team of the shortage. Teams with past due League fees or players owing money will be handled by the League Operators on a case by case basis. Rev. 03/18 Page 1
Players Annual Dues A player s $25.00 membership fee is due upon the first week they play. All unpaid players will be removed from the roster after the fourth week of play. Any player added after the fourth week, who plays without paying their $25.00 membership fee, will not be added to the roster and their match will be scored as a forfeit. E-mail Addresses for Captains Team Captains are responsible for keeping the League informed of their current e-mail address. Team Captains will be held responsible for all information e-mailed to them if they did not receive it due to an incorrect address of file or a failure on their part to open it. Bonus Points The bonus points are 3 points per week of play for 8-Ball teams and 10 points per week of play for 9-Ball teams. Bonus points are for: a) All fees being paid in full and on time. b) Turning in the paperwork on time. The scoresheet envelopes must be returned by the specified time to the specified drop off locations for your division. Mailed scoresheets must be postmarked the day following your match. If we do not receive your score sheet envelope by Saturday of the week of your play, and the postmark is not the day after your team plays it will be considered late. The League mailing address is Dade APA, 20641 N.E. 1 Ct., Miami Gardens, FL 33179. c) The paperwork must be done correctly. It must be legible, with accurate information, and be complete. Score sheets without player numbers, innings totaled, or any defensive shots marked will be considered incomplete. A failure to do any one of the above will result in a loss of your bonus points. We will not accept any excuse for a late scoresheet, envelope or fee shortage for any team that plays at a drop off location, even if the envelopes are picked up early. If you play at a drop off location, your envelope should be turned in that night. Forfeits and Byes A single match forfeit is 2 points in 8-Ball and 12 points in 9-Ball. A team can only receive their forfeit points if they have players present and are not breaking the 23-point rule with those players. A full team forfeit, for a team that does not show up to play, will be scored as an 8-0 match victory in 8-Ball and 60-0 in 9- Ball, for the team receiving the forfeit. Both teams still owe the $40.00 weekly fee. Both teams can still receive their bonus points if they pay the weekly fee and turn in their score sheets on time. Rev. 03/18 Page 2
An intentional forfeit for a single match is 3-0 in 8-Ball and 20-0 in 9-Ball. Examples of an intentional forfeit are failing to complete a match after it has started or failing to put up an available player who is present and does not break the 23-Rule. All forfeits in the Playoffs or the City Tournament will be scored as intentional forfeits. A team receiving a scheduled bye does not owe any fees for that week. Byes will be scored as an 8 0 team win plus the 3 bonus points for a total of 11 points for 8-Ball matches and scored as a 60-0 team win plus the 10 bonus points for a total of 70 points for 9-Ball. Byes will not be scored until after the fourth week in order to allow for makeup matches if new teams are added to the division. Playoffs In divisions of 6 or more teams playoffs will consist of 1 st, 2 nd and 3 rd place teams in the regular season plus a Wild Card team. The Wild Card team will be picked in a blind draw from their respective division. Only teams in good standing (i.e. teams with up to date monies) and who are represented at the Wild Card draw are eligible. Teams with forfeits during session play are eligible unless they had full team forfeits in the final 2 weeks of play. The 2 highest finishing teams will be the home teams in the first round of the playoffs. The first round match-ups will be 1 st vs. Wild Card and 2 nd vs. 3 rd. The 2 nd round will be winner vs. winner with the highest seeded team hosting the match and loser vs. loser with the highest seeded team hosting the match. In divisions with less than 6 teams, the playoffs will consist of the 1 st and 2 nd place teams plus a Wild Card with the 1 st place team receiving a bye in the first round of the playoffs. Players who owe money to the League are not eligible to play in the playoffs unless the money they owe is paid in full at or before the playoffs. Any team playing a player who owes money will have that players match scored as a 5 point forfeit. Playoff Prize Money Of the $40.00 weekly fees, a portion will be placed in the prize fund. The money in the playoff prize fund will be disbursed as follows in divisions with 6 or more teams: a) The 1 st place finisher in the playoffs will receive 40% of the division playoff prize fund. b) The 2 nd place finisher in the playoffs will receive 30% of the division playoff prize fund. c) The 3rd place finisher in the playoffs will receive 20% of the division playoff prize fund. The last 10% of the division playoff prize fund will be given to a team randomly drawn, after the wild card draw, from the remaining teams not already in the playoffs. Rev. 03/18 Page 3
d) Only teams in good standing (i.e. teams with up to date monies) will be eligible for this portion of the prize fund. A representative team member must be at the wild card draw to be eligible for this prize. For divisions with less than 6 teams the playoff prize fund will be disbursed as follows: a) The 1 st place finisher in the playoffs will receive 60% of the division playoff prize fund. b) The 2 nd place finisher in the playoffs will receive 40% of the division playoff prize fund. Playoff prize money will be paid out the first or second week of the following session depending on logistics. Playoff winners will receive trophies along with prize money once playoff winners are determined. Playoff money payouts will be paid to the Team Captain or Co-Captain. They will be required to sign a receipt for this money. It is the Team Captain s responsibility to dole out the monies among the team members. Choose your Team Captains wisely; they will be responsible for these payouts. Qualifying for the City Tournament To qualify for the Local Team Championship Tournament, for the opportunity to go to APA World Pool Championship Tournament in Las Vegas the team must be: a) The points leader at the end of the session in a division of 12 or more teams or, b) The playoff winner or, c) If the playoff winner is already qualified, the highest non-qualified finisher in the playoffs. To remain eligible for both the Local and APA World Pool Championships, the team must be playing in the League at the time both of the tournaments are held. In the event any qualified team shall become disqualified, for any reason, their place will be taken be the next highest non-qualified team in the session or tournament in which they qualified. Qualified teams, who do not finish in the top 50% of the division, as required by the Official Team Manual, must, as the circumstances necessitate, in the discretion of the League Operators, either be disqualified, play in a qualifying tournament, or play their way onto the tournament board. In no event will such a team receive a bye. Rev. 03/18 Page 4
City Tournament Winners The APA World Pool Championships is currently held in Las Vegas at the Westgate Hotel and Casino. We will provide travel assistance for your plane tickets and double occupancy rooms, for team members only, for the duration of the tournament the team is playing in. If for some unforeseen reason, travel becomes exceptionally expensive due to gas prices, weather, or terrorism, etc. we will provide the available amount in the travel assistance fund and the team will be required to make up the difference. Make-up Matches No make-up matches will be allowed in the last 2 weeks of the session, except in unusual circumstances and then only with prior League Operator approval. If you know in advance that your team cannot attend a match notify the opposing team Captain and the League Operator to re-schedule the match. Except in the case of emergency, 24 hours notice must be given or the opposing team will have the option of re-scheduling or taking a forfeit. It is not in the spirit of the League to give out forfeits if the match can be played. We do not want to give out forfeits. We will always rule in favor of playing the match. Handicap Questions If it s about a player on your team have that player, NOT the Team Captain, call the Gary Kalos, Mon. thru Fri. between 3 and 5 p.m. If it s about a player on another team, do not call, make a note on the score sheet, your inquiry will be addressed during weekly scoresheet preparation. Scoring Errors If you feel that any team did not receive the correct points, call t or text the League Office and your inquiry will be researched and resolved. After 2 weeks have past, all scores will be considered correct, unless we have received a call. We reserve the right to make corrections if an obvious error has occurred. Adding Players No person is eligible to play in a match unless they have paid their $25.00 annual membership fee and filled out an application. If an application is not available, make a note on the scoresheet and write their personal information on the back of the score sheet. The information required is full legal name, address with zip code, contact phone number, date of birth and sex. You may also email the information to the League Office. Rev. 03/18 Page 5
No player may be added after the fourth week of the session without League Operator approval. If a player is added to a qualified team after the fourth week of the Spring Session they will lose their qualification. If a player is added to a team in the final 3 weeks of the session, the team may only qualify for the playoffs if they get the Wild Card No player may change teams within a division after the fourth week without League Operator approval. Any player doing so will not be added to the roster and any match played will be scored as a forfeit. Any player added to a team without the opposing Team Captain being notified prior to the start of the match is ineligible. However, if the opposing Team Captain fails to object, or agrees to such a player playing before the balls are broken, the match will count. League Start Time The regular League start time is 7:30 p.m. for nightly League play. 7;45 pm is forfeit time. There is a 15-minute grace period before a forfeit may be called. The League Office really wants to see the matches played on the table. Do not call at 8:01 pm and say, the opponent was one minute late, we want our forfeit. We will always rule in favor of playing the match. If there is only one player of a team present at the start time, then that player should start the match. We don t want to ever hear that a player would not start the match because he was waiting for the rest of his team. The League start time in not set in stone. The League Office will be receptive to changes in League start times to accommodate specific divisions. A division can be run at any time day or night on any day of the week as long as there is a Host Location that is willing to accommodate it. A location can be any place with a pool table such as an Elks club, Moose Lodge, Condominium recreation room, private club, bar, or billiard room. Example: A division of players, such as bartenders, nurses and anyone who may have a night time work schedule, who would like to play League in the afternoon. We would do our best to accommodate all situations like this. Playing The Match Matches are won and lost on the table, not in the rulebook. The Official Team Manual is your guide when it comes to the general rules of play. We will enforce the intent of the rules, not the letter of the law. We expect sportsmanship to rule the day. League play should be continuous. Be prepared when it is your turn to put up a player. It should not take more than a couple of minutes to decide whom to play in a match. Keep the match moving. Weather Complications Anytime a Hurricane Watch is in effect for Dade County the matches will remain scheduled for play. When the advisory becomes a Hurricane Warning for Dade County all scheduled matches will be canceled. The matches will be rescheduled for a later date Rev. 03/18 Page 6
if possible. Once the hurricane passes and the Hurricane Warning advisory is lifted, all scheduled matches will resume play as soon as Host Locations can accommodate them. If we have a catastrophic hurricane, we will resume as soon as Host Locations are available for play. Marking The 8-Ball Pocket markers for the 8-ball may be anything except chalk or obscene objects. The pocket must be marked. No agreements, express or implied, will be recognized by the League Operators. If the 8-ball makes contact with the pocket marker, the shot stands, it will not be loss of game. It is the sitting players responsibility to ask the shooter to move the pocket marker if they feel that it is hanging over and could affect the shot. Adding Teams The League Operators reserve the right to add teams to any division at any time. New teams added after the start of the session will either be required to play make-up matches, be given the same points as the last place team, or be given such points as will make them competitive, at the League Operators discretion. Certified Scorekeepers The League will offer scorekeeping clinics for the purpose of certifying scorekeepers who pass the clinic. The certification will be good for at least two years. Each 8-Ball team with certified scorekeepers will receive one bonus point for each certified scorekeeper or 8 bonus points if the entire team is certified. Each 9-Ball team with certified scorekeepers will receive 5 bonus points for each certified scorekeeper or 40 bonus points if the entire team is certified. Bonus points will be given out the week after the scorekeeping clinic is held during the session. MVP There will be an award given for the MVP in each division each session. The MVP will be determined by calculating the highest percentage of points available earned. There will be a minimum of seven matches required to qualify for the award. 23-Rule The 23-Rule will be applied administratively in all cases in which it is broken. No agreements, express or implied, will be acknowledged. Refusal to Do Business With At any time, at the sole discretion of the League Operator, Dade APA can refuse to do business with any individual regardless of whether the individual s APA membership is in good standing. Most often, players who are unwelcome in the League will be those who are disruptive to the League, repeatedly complain about handicaps or who otherwise deride the League in public. Rev. 03/18 Page 7
