PUERTO PORTALS DRAGON WINTER SERIES Club de Regatas Puerto Portals NOTICE OF RACE PUERTO PORTALS DRAGON WINTER SERIES, WHICH CONSISTS IN FOUR EVENTS, WILL BE HELD IN PUERTO PORTALS SEA WATERS FROM 18 th NOVEMBER 2017 TO 18 th FEBRUARY 2018. 1. ORGANIZATION Puerto Portals Dragon Winter Series sailing race is organized by Club de Regatas Puerto Portals (CRPP) with the collaboration of the International Dragon Association, Asociación Española de Dragones and Federación Balear de Vela. 2. VENUE AND DATES The race will be held in Puerto Portals sea waters on the following dates: WINTER SERIES 1st WINTER SERIES PUERTO PORTALS from November 18th to November 19th 2017 2nd WINTER SERIES PUERTO PORTALS from December 16th to December 17th 2017 3rd WINTER SERIES PUERTO PORTALS from January 13th to January 14th 2018 4th WINTER SERIES PUERTO PORTALS from February 17th to February 18th 2018 3. RULES The sailing race will be governed by: a. Rules as defined in The Race rules of Sailing of the WORLD SAILING 2017-2020. b. Pre-inscriptions of the RFEV to RRV 2017-2020. c. The Dragon Race rules. d. Sailing Race Equipment rules of the WORLD SAILING 2017-2020. e. The proceedings contents on the HMS 2014 v2, effective on the 1 st of July of 2014 or equivalent. f. The Addendum Q, 6 th of June 2014 edition, approved by the WORLD SAILING 2017-2020. g. The Sailing Race instructions as well as the Regulation inspection Instructions. h. CIM Rules in force for classic and vintage boats. i. International Regulations in force for the Prevention of Collisions at sea. j. Any modification of the Rules will be published in the Sailing Instructions. 3.1. In case of any discrepancy between the Notice of Race and the Sailing Instructions, the Sailing Instructions take precedence. 1
3.2. In case of any discrepancy between the English and Spanish Notice, Spanish Notice takes precedence. 4. COMPETITORS 4.1. Copa del Mediterráneo is open to boats of monotype class: Dragon 5. ELIGIBILITY 5.1. Participants have to meet the requirements of eligibility conditions reflected in Regulation 19 of the WORLD SAILING and Pre-registration of the RFEV with such Regulation. 6. ADVERTISING 6.1. Participants may display advertisement in accordance with Regulation 20 of the WORLD SAILING, competition rules of the Real Spanish Sailing Federation and Pre-inscriptions of the Real Spanish Sailing Federation with such Regulation. 6.2. Participants may be required to display advertisement in accordance with regulation 20.3.1 (d) (i) of the WORLD SAILING. All rules of class that opposes this prevision are modified. 6.3. Any advertisement will be regulated by the Dragon class. 6.4. Organizers reserve the right to require the elimination or substitution of any kind of advertisement that, in their opinion, do not comply with moral and ethical rules of general acceptance. (Regulation 20 of the WORLD SAILING). 6.5. In case of uncertainty, it is recommended that ship owners ask for approval as soon as possible and always before the registration deadline. 7. ENTRIES 7.1. Inscriptions will be made through CRPP website: 7.2. Inscriptions fees will consist of : Package A Inscriptions deadline is 15 th of October 2017. Package B The deadlines for inscriptions in package B are: Winter Series (4 sailing races): 15 th of October 2017. Winter Series (1 sailing race): 48 hours in advance. 8. REGISTRATION 8.1. Skippers will be asked to fill and sign the Registry Form at the Organizing Club Offices every starting day of all sailing races. 8.2. The following documents are mandatory before the deadline for a successful registration: a. Proof of inscription payment. b. Federated Sailing License of the RFEV or corresponding federation of participants and Crew. c. The office of secretary is the competent authority to be aware of payments. To these effects the National Association will send to the Organizing Committee a list of all those members who at the deadline of registration are up to date in the payment of their dues to the Association. d. Participants from other Nationalities have to present an equivalent document of their National Authority affiliation member of the WORLD SAILING of their country and also the Civil Liability Insurance document, legally translated into Spanish, for the equivalent amount that Spanish Federative License covers. e. Photocopy of national identity document or Passport. 8.3. Handover of Sailing Instructions will be delivered once the registration has been formalized in the Race Offices, according to point 8.2. of this Sailing Race Announcement. 9. SCHEDULE 9.1. Schedule of the event as follows: 10. The rating applied will be The Low Score System provided in Appendix A4 of the RRV WORLD SAILING 2017-2020. No score will be excluded. 11. PRIZES 11.1. Prizes will be awarded to the 1st, 2nd and 3rd classified. 11.2. Prize will be awarded to the 1st Corinthian classic vessel better classified. 12. LIABILITY 12.1. Everyone participate in the race at their own risk and responsibility. 12.2. The Organizing committee or any other organization involved with the event will not be held responsible for any physical, personal damages or losses which may affect people or others, whether in sea or in land, as a consequence of participation of any 4
sailing race covered in this sailing announcement and will be under the entire responsibility of the participants. 12.3. Please note the fundamental rule 4, decision of racing, part of the RRV, which States: ``A boat is solely responsible for its decision whether or not to take the start or not to continue in the race. 13. SAFETY 13.1. The safety of this race is considered category 4, in accordance with the Special Rules of Racing on the high seas of the WORLD SAILING. 13.2. Participants are committed to carry on board, under their responsibility, the regulatory documentation of the vessel up to date as well as the proper certification and equipment for the management and navigation of the vessel. 14. MOORINGS 14.1. Accepted inscriptions in this Sailing Race will have free of charge mooring during the event. Participants belonging to group A will be able to stay on land from the 1 st of November 2017 until the 30 th of April 2018. Vessels inscribed in group B will have free of charge mooring two days before and after the event. 15. SUPPORT BOATS 15.1. Support boats of participants must be registered in the Organizing Club Office. Mooring request has to be made in the same office before the 15 th of October 2017. 16. RACING COMMUNICATIONS 16.1. The Race committee will use channel 69 to communicate during the celebration of the races. 16.2. All participating vessels may be fitted with a VHF operating radio. 17. SOCIAL EVENTS 17.1. All Social Events will be published in the O.N.B (official notice board) and/or in the Instructions of Sailing Race. 18. CHANGES TO THE NOTICE 18.1. The organization reserves the right to modify this Notice of Race. Any change made to this Notice of Race will be published in the O.N.B. (official notice board). 5
