2018 Inas European Summer Games - Swimming SELECTION POLICY Definitions of Terms used within this Policy: UKSA GB Team Standard (MQS) The standard that a swimmer must achieve to be considered for the GB Team to the Inas European Summer Games Swimming Team. Programmed/Scheduled Championship events The events being held at the 2018 Inas European Summer Games in Swimming. Inas Event Qualifying Times Times set by Inas Organisers as the minimum qualifying standard (MQS) for entry. UKSA GB Qualifying Times The times set by the UKSA Sports Selection Committee as the standard to be considered for selection to the GB Team. Inas classes II1 - for swimmers with an intellectual impairment (S14 in swimming) II2 trial group for swimmers with a more significant intellectual impairment* *includes swimmers with Down syndrome Sport and Selection Committee (SSC) The Committee or representative set up by UKSA to set the Selection Policy, select staff and swimmers to the GB Team and manage the sport at a Great Britain level on behalf of UKSA. UKSA (UK Sports Association for People with Learning Disability) The official Inas member nation for Great Britain. The recognised national charity, operating UK wide that facilitates and supports talented sports people with learning disability in the UK to train, compete and excel in national and international sport. UKSA manages the eligibility and classification system across all sports for swimmers with learning disability. UKSA is a member of the British Paralympic Association and is recognised by UK Sport. Home Country Association References Scottish Disability Sport (SDS), Disability Sport Wales (DSW), Disability Sport Northern Ireland (DSNI) and Mencap Sport in England. 3

2018 INAS European Summer Games - Swimming 14 th 22 nd July 2018 SELECTION POLICY 1. GB Team Minimum Performance Standards and Criteria for Selection Performance Standards a) To qualify to be considered for selection to the GB Team, each swimmer will be required to have competed at a recognised event. A recognised event will be one where there are official results available and it is run by fully qualified and accredited officials and referees, accredited to an NGB and run under recognised sports rules. It must be recognised by the relevant home country swimming governing body, by DSS-GB (in case of II2) and/or be Para Swimming endorsed. b) Only swimmers who have met the GB standard and demonstrated consistency in performances during the period 1 st April 2017 to 31 st March 2018 will be considered. c) A maximum team size of 8 swimmers will be invited, with the strongest swimmers only who meet the criteria being considered. A maximum means that the SSC/representative may decide to fill less than 8 places. d) To be considered, swimmers should show at least 2 eligible performances within each of their events during this time frame which must be evidenced under the S14 (II1) classification and at a recognised event. The same applies for II2 although reference will be made to DSSGB criteria and recognised events also. e) A swimmer must meet minimum criteria to be considered. Consideration does not mean every swimmer will be selected or invited to the GB Team. Swimmer s selection will be based on a number of factors, including, but not limited to, number of times MQS has been achieved, rankings, current form, performances, injury/illness, relative strength of class at Championships and potential to reach podium. f) The relevant Home Nation Disability Sports Organisation must endorse the swimmers selection and ensure all selection criteria, including sports performance and financial endorsement are met. For clarification, the Home Nation organisations recognised by the UKSA SSC are Scottish Disability Sport (SDS), Disability Sport Wales (DSW), Disability Sport NI (DSNI) and Mencap Sport in England. UKSA may also consult the relevant Home Country National Governing Body of Sport and accept that endorsement. g) The SSC reserve the right to consider other factors and performances to determine suitable swimmers. This will be at the discretion of the SSC, and only in exceptional circumstances. h) Split times and performances from time trials will not be considered. i) The (SSC) reserves the right to ask for further current performances and additional information for any swimmer, to satisfy themselves that the swimmer is performing well and at a level that is expected for the GB Team. j) Swimmers who are currently on a British Swimming development or talent programmes (including S14 fast track) are not eligible for consideration. Exceptions will be made where formal written approval from British Swimming is received. IPC events are a priority. k) II2 swimmers who have been invited to the DSS GB Team competing at the World Championships will not be considered, unless express written permission is given by DSS GB. Given the Inas Europeans are a demonstration basis only for this class, it is recommended that priority is given to the Down Syndrome World Championship programme on this occasion. 4

Eligibility and Classification Relays a) Each swimmer must have a current Inas classification number and be approved to appear on the Inas Master List by 1 st April 2018 to be considered for selection to the Championships. b) Only Inas class II1 swimmers who hold a full Inas S14 Classification and appear as active on the Inas master list by 1 st April 2018 will be considered for selection. c) Only Inas class II2 swimmers who hold a full II2 Inas classification and appear as active on the Inas master list, by 1 st April 2018 will be considered for selection. d) Any swimmer who has been given an ineligible status from the sports specific classification (Stage 2 classification), from IPC cannot be considered for selection to the GB Team or compete at the Championships. e) Any swimmer invited to the GB Team must have paid their 2018 UKSA GB fee, their IPC licence fee (if required), and the Inas International Service Fee for 2018 and appear as active on the Inas master list. UKSA will consider those that have paid fees to UKSA, but are awaiting for their details to update on the Inas master list. f) Swimmers (II1 only) must be willing to undergo sports specific classification if available at the Championships. a) The decision to enter relay teams will be considered by the SSC once the individual swimmer selections are made. The SSC will decide at their sole discretion whether a relay Team will be entered. The Selection Committee may select additional swimmers for relays as long as the combined times of the swimmers show that the GB Team will have a realistic medal opportunity b) If relays are entered, the 2018 GB Team Manager and Head Coach may at their discretion, hold relay practices at the Championship event at any time and location after the GB Team has been selected, after which final selection to the relay team may be made. c) The 2018 GB Head Coach and GB Team Manager will decide the relay team to run in either heats or finals at his or her discretion, giving consideration to performance strength, swimmer programmes and achieving strongest outcome for GB. The final decision will remain with the Head Coach in each of these matters and is final. Other Selection Criteria In addition to criteria set in earlier sections, a swimmer must also meet the following in order to be considered: a) An swimmer and his or her coach must provide information to show: 1) That the swimmer is following a regular coach led training programme and the content of that programme. 2) Evidence that the swimmer is injury/illness free. It is the responsibility of the swimmer to inform the SSC and GB Head Coach of any illness/injury prior to and after selection. If an injury or illness is not declared by an swimmer or coach and is found to be hindering an swimmer on arrival at or during the event, UKSA and the GB Team Manager reserve the right to remove that swimmer from competition taking into account the swimmers overall best interests. UKSA reserve the right to reclaim from the swimmer any costs that it has incurred in this situation that could have been avoided if a declaration had been made. Each situation will be considered on its own merits 5

3) That the swimmer is able and competent to travel as part of GB Team; can and will adhere to instructions given by GB Team Staff in the interest of their performance, their welfare and that of other swimmers and coaches and has the ability and experience to cope with the demands and pressures of a performance sport environment. Appropriate support will be in place to support any swimmer invited. 4) If a swimmer and his or her coach cannot provide the required information, then the swimmer cannot be considered for the GB Team. 5) Any invitation extended by the SSC, is done so on the basis i) That the swimmer is liable for the costs as laid down by UKSA and that these will be paid in full within the timeframe set by UKSA. ii) That the swimmer has the ability to meet the full costs set out by UKSA and ability to ensure these will be paid in full within the timeframe set by UKSA. iii) That a swimmer s Home Country Organisation or other organisation must provide within 5 day of selection a letter to say that in the event an swimmers costs remain unpaid and expenditure is unrecoverable via insurance that the Home Country Association or other agency will either pay these costs or support recovery where required by UKSA. iv) A swimmers Home Country Association must provide in advance, and no later than the point of selection, a guarantee that in the event of emergency whilst part of the GB Team that they will support logistics, swimmers needs and provide the financial means in advance to: a) Ensure the viability of the GB Team for the swimmers from their country b) Provide the support and if necessary financial means, in advance to repatriate the swimmer from their country back to the UK in the event of an emergency and where the swimmer is unable to do so. c) Ensure logistical support to UKSA and swimmers from their country to ensure deadlines are met, payments are submitted and the Team is ready for competition. c) If a swimmer s payment is late, or defaulted then this may lead to the swimmer being de-selected. d) If a Home Country Association is unable to provide the support outlined in section 5 (i to iv) then the swimmer cannot be selected. b) Swimmers must be registered with a swimming club that is affiliated to the ASA, SASA, WASA or NIASA, and through liaison with the appointed GB Head Coach, follow a home based programme. Note (1): Appropriate support agreements are in place with SDS and DSW in relation to 5 i) to iv). Note (2): DSNI are not underwriting costs. Amendment (29.4.18) GB Team Selection Policies Other Selection Criteria Section 5 i) to iv) In relation to Mencap, the Home Country Association in England, please note that Mencap is not underwriting costs for England athletes selected to this event. UKSA s selection of athletes from England is already underway. Discussions are ongoing with Mencap to explore an appropriate solution. Selection and Invitation a) The SSC will consider all the information available at time of selection to decide who should be selected and invited to the GB Team. A swimmer reaching a performance standard is no guarantee that a swimmer will be selected. Each swimmer will need to meet all of the selection criteria set out in this policy. 6

b) Selection and invitation is at the discretion of the SSC based on all of the information available at the time of selection. c) Invitations to the GB Team will be made mid May 2018. Other Selection Criteria & Considerations a) It is advisable and preferred, that swimmers do not take holidays immediately prior to the Championships. Holidays should be discussed with the UKSA Head Coach before booking. Anything that may affect a training plan in the lead up to the Championships, which might, in the opinion of UKSA and/or GB Head Coach, be detrimental to their performance at the Championships, should be discussed with the Head Coach. This includes taking holidays. UKSA and the GB Head Coach reserve the right to advise swimmers to postpone holidays where it is considered it may impact adversely on their preparation and performance for the GB Team. b) Swimmers are expected to keep in regular contact with the UKSA GB Head Coach from selection through to the Championships to ensure their preparation is at the right level and on track. There is equal responsibility on both Head Coach and the swimmer to maintain this contact. c) An swimmer may be de-selected from the Team if, in the reasonable opinion of the UKSA Selection Committee or the GB Team Manager and Head Coach, an swimmer is not at an appropriate fitness level or is not at the expected competitive level to appropriately represent Great Britain at the Championships. d) Swimmers are expected to sign, agree and comply with UKSA policies and procedures, plus promote UKSA, Inas and sport in the UK in a positive way both in the UK and overseas. Swimmers who do not work within UKSA policies and procedures may be de-selected from the Team. Schedule Payment and Finance a) Swimmer payments must be received by UKSA as follows: Payment 1 At least 50% of swimmer costs, including kit costs within 5 days of invitation. Payment 2 Full remaining costs by 12 th June 2018. Post Selection and Appeals a) Any appeals against selection in relation to this Championships Selection Policy must be made in accordance with the UKSA Appeals procedure. A copy of the Policy is available on request from UKSA. b) The GB Team will be announced by UKSA once those invited are confirmed. c) All swimmers and staff selected by UKSA, will be required to comply with UKSA policy, procedures and values. Staff Selection Staff appointments will be by invitation only and at the discretion of the UKSA SSC (swimming). Disclaimer UKSA reserves the right to i) Alter the selection policy where deemed absolutely necessary for Team sustainability and viability. ii) Alter the Team staff structure and swimmers on Team where deemed necessary to ensure the welfare, competitiveness and viability of the GB Team entry is preserved. 7

iii) iv) Request additional finances where necessary to cover Team swimmer and staff costs in the event that costs rise due to exchange rates, delayed payments from swimmers or other reasons beyond the control of UKSA. De-select swimmers and/or staff as outlined in this policy or where such individual brings or has the potential to bring UKSA, the GB Team or sport into disrepute. v) remove or alter its entry, in full or in part, from the Inas European Summer Games where given consideration to all of the circumstances and in UKSA s reasonable opinion the viability of the Team in relation to swimmer/staff welfare, competitiveness, competency, or financial undertakings are at an unacceptable risk level or where a relevant Home Country Association or other does not fully meet and act upon its obligations under this policy.
