Transportation Analysis Richard Best, DES Stephen Crim, DES Alia Anderson, Toole Design Group 6
Multimodal Transportation
Key Assets/Needs Assets Heavily used trail network Parks & other destinations Robust transit service Opportunities exist to reconfigure streets and intersections Access to I-395 Challenges Discontinuous and narrow sidewalks Businesses and park uses compete for parking resources Conflicts and congestion at intersections Major arterials and I-395 8
Future Planned Projects 1 1 W&OD Trail Intersection Improvements S Walter Reed Drive Bridge Improvements 5 1 Shirlington Transit Center Expansion 4 4 5 Shirlington Bridge Improvements West End Transitway 3

Future with Lane Reconfiguration on FMR Dr
Lane Reconfiguration & Development
Traffic Takeaways Road capacity will limit scale of future redevelopment Strategies for mode shift and trip reduction will be key with new development Consider land uses with lower vehicle trip generation during peak hours Emphasize Transportation Demand Management (TDM) Lane configuration on S Four Mile Run Drive viable for further evaluation
Four Mile Run Drive Today Between Nelson Street and Shirlington Road
Vision Concept: Four Mile Run Dr Between Nelson Street and Shirlington Road
+ Vision Angled Concept: parkingfour Mile Run Dr Sidewalk on north side subject to coordination with Nova Parks. Between Nelson Street and Shirlington Road
+ Vision Parking Concept: bulb outs Four & Mile sidewalk Run Dr on north FMR Drive between Oakland Street and Nelson Street
+ Near Parking term bulb implementation? outs & sidewalk on north Possibility for near-term implementation using paint and flex posts
Additional Future Recommendations Pedestrian/bicycle safety improvements Transit-related improvements Parking management on Four Mile Run Dr
Proposed Ped & Bike Improvements
Possible Arlington Mill Uncontrolled Crosswalks Consider: advanced yield markings and signs pedestrian/bicycle warning signs at end of road and in median Evaluate stopping sight distance and add advanced signs if needed Conduct speed study and re-evaluate recommendations Consider shifting crossing on S. Quincy Street
Possible Arlington Mill Signalized Crosswalks Consider Turning Vehicles Yield to Pedestrians Signs Evaluate No Turn on Red Signs Randolph Signal Extend median through eastern crosswalk Taylor Street Install hardened centerline or median for westbound left-turns
Possible S Four Mile Run Drive Crosswalks S. Nelson St. and S. Oxford St. Crosswalks Install median install pedestrian crossing signs Install in-roadway bollards S. Oxford Street Crosswalk Install advanced yield markings and signs Install pedestrian crossing signs
Possible Changes at Shirlington Rd/Four Mile Run Drive Add protected signal phase for trail crossing on northern crosswalk Add No Turn on Red for southbound right turns
Possible Changes at Shirlington Rd/Four Mile Run Trail Near-term: Install back-to-back signage, active warning beacon (LED Flashing Beacon or Enhanced Crossing Sign) in median/center of roadway Longer-term: Consider relocation of crossing and access management
Transit Improvements There are numerous planned transit service modifications to improve frequency of service. Examples: ART 84 reconfigured to better serve area around Fort Henry Gardens ART 87 reconfigured to provide 10-min peak frequencies between Shirlington and Pentagon Metro (weekdays) Proposed West End Transitway (DASH) will provide highfrequency service from Alexandria, Mark Center, Shirlington Transit Center & Pentagon Metro And more: https://projects.arlingtonva.us/plans-studies/transportation/transit-development-plan/
Transit Improvements Reconfiguration of Four Mile Run Drive creates space for bus landing pads, shelters, lean bars, trash/recycle receptacles Bus stop on FMR Dr Bus shelter on Arl Mill Dr
Parking Angled parking on FMR Drive between Nelson to Shirlington Road would create 30+ spaces adjoining park Revised parking regulations could make 250+ more spaces available around the clock
Summary of Recommendations Pursue moderate development scenarios to minimize parking impacts Prioritize trip reduction strategies with development Lane reconfiguration, angled parking & streetscape improvements on Four Mile Run Drive Revise parking regulations on Four Mile Run Drive Consider intersection improvements for pedestrian safety Transit access and bus stop improvements
